the President¸s ReportCelebrating the first ten years of FAMI-QS gives us rea-son to critically review the decisions taken in the past and to investigate the opportunities for the future.

In 2003, FAMI-QS was developed to avoid that Euro-pean operators would need to use multiple feed safety standards, as well as to establish a fair playing field, for producers and importers, on the European market. Since the beginning, the main guiding principles have been to provide a standard for the industry from the industry, to develop a standard that is management system-based rather than a product-based, and to transform regulatory requirements into feasible guide-lines.

FAMI-QS is sector driven

Looking at the feed safety certification environment of 2003, the founding members considered it important to focus on ‘specialty feed ingredients’ as the core com-petency, with the support and the backup of the feed industry’s respective sector. One might have sympathy for a general, one-fits-all-standard, which covers all the certification needs of the feed to food chain; however, during years of practical implementation, the certifi-cation systems developed sectorial sub-standards. It therefore appeared to be more efficient and effective for each link in the feed to food chain to contribute, with its sector-specific knowledge and experience, to the establishment and the maintenance of best-of-class rules, practices and standards.

FAMI-QS isprocess oriented

If a product-oriented standard were to be used, for in-stance in a feed mill with 30 ingredients in a mixed feed and 3 suppliers for each ingredient, nearly 100 suppliers and raw materials would need to be controlled and ana-lysed. This would make it extremely difficult to perform proper controls and to rely on the outcome of tests. By adopting a management system approach, rather than a product certification one, feed business opera-tors use risk management, which allows to identify haz-ards at an early stage of product development, as well as of production. This ensures that there is sufficient time to manage or eliminate them. Not only does this procedure focus on the final products’ quality, but it also ensures that the entire process, from the sourcing of raw materials to the finished product, is controlled. Therefore, the added value which is generated is that not only are the regulatory requirements met, but also those of customers and of state-of-the-art production processes. Ultimately, safe feed may even reduce costs. Having identified this possibility at the very beginning of its development, FAMI-QS based the standard on a management system approach. Since then, this decision has been confirmed, both by the position of the European Accreditation Council and also recently, by the forthcoming ISO 9001:2015 revi-sion, which will include risk management as a focal point. The endorsement by the European Co-operation for Accreditation is a strong signal that the FAMI-QS system is an advanced standard, which is in line with the latest concepts of certification and accreditation. The USA and China are currently in the process of im-plementing a HACCP approach for feed as well. This is a

clear signal that process-based standards provide a reli-able basis to complement official controls, wherever a business is located.

FAMI-QS isfeed law based

An important asset of the FAMI-QS Code of Practice is to ensure legislative compliance with the European Feed Hygiene Regulation. This provides both companies and authorities with valuable information on certified feed business operators’ status of compliance, as well as on potential improvements, which can be achieved by individual companies and by the sector as a whole. Feed safety standards are meant to help operators in fulfilling their obligations, in complex technical or sourc-ing processes, which are difficult for control authorities to monitor and to check. However, said standards are not meant to, nor cannot substitute responsibilities of operators and authorities.A strong booster for the FAMI-QS Code of Practice was its recognition as a European Community Guide in 2007. Not only did it create direct benefits for European opera-tors, but it also ensured high visibility in non-EU countries, which started to respect FAMI-QS as a valuable tool, for ensuring compliance with the aforementioned regula-tion. The contact with authorities in various regions of the world, alongside the exchange of information, which in-cludes training for feed control officials, has created strong trust in FAMI-QS and has also increased its credibility.Overall, in 2004, the founders of FAMI-QS completed their objective in a sustainable manner, already antici-pating some future developments for providing a state-of-the-art standard, which is increasingly accepted be-cause it creates value in the certification market.

FAMI-QS provides operators with a global perspective

We are currently facing two major trends in the global feed industry, which trigger innovation but also include new risks. On one hand, the need for food is increas-ing, whilst the availability of land and raw materials is decreasing. On the other hand, we have an industry with a very low EBIT margin, alongside feed costs that constitute a significant part of the total costs of animal production. Both aspects need and initiate new ideas, new raw materials and new concepts, either to produce more efficiently or to reduce losses and waste. However, in many countries, the know-how on safe technologies and products, the awareness of feed safe-ty requirements and their impact on food safety, as well as the recognition of feed safety versus feed and food security are below the expectations of other countries. As a result, still global markets progress with latent risks, which have a tendency to spread rapidly, and con-sequently have a regional impact elsewhere. As a consequence, independently of its size and loca-tion, every operator needs to perform risk analysis at a certain stage of its development, as well as to follow up with an appropriate risk management. When this is taken seriously, the value of a hazard analysis or of a risk control approach is much higher than that of a merely final product one. This is not a costly activity, and the benefit for global feed and food safety is substantial.One of the missions of FAMI-QS is to support responsi-ble innovation and the implementation of new ideas, in order to increase feed efficiency on a global scale. FAMI-QS has successfully demonstrated that, in principle, it is possible to have a globally accepted system for target-ing safe feed for safe food.

FAMI-QS supports the international harmonization of feed and food safety standards

The various standards and regulations that are in place create complex non-tariff barriers to international trade, which increase costs and cause administrative delays that affect operators. Furthermore, said stand-ards and regulations limit innovation and competition, which are necessary to be able to cope with the future challenges that will occur in the field of animal and hu-man nutrition.In order for consumers to regain the confidence that they have lost in the feed to food chain, the entire chain needs to make an effort. The latter also requires trans-parency for each scheme, open information, trustful communication, as well as accountability. Feed and food safety, with a view on its impact on global animal and human health, also requires compli-ance with internationally accepted standards. In order for said compliance to be achieved, a comprehensive solution is necessary. Not only is cross-sectorial and cross-national cooperation required but international actors, authorities, organizations and all stakeholders in the chain have to contribute, in order for standards and laws to be improved, maintained and enforced.The Feed Schemes Observatory project, which FAMI-QS contributes to, is part of the global co-operation to establish understanding amongst the certification schemes and the stakeholders that are involved in the whole feed to food chain. The awareness of feed safety shall be developed as a part of the common un-derstanding. Indeed, different approaches to achieve the same target have the same effect. In other words,

the President¸s Reportparticipating in any of current elaborated standards can result in a comparable or same level of safety. However, achieving the latter becomes more difficult when stand-ards are at a mature stage and their particular techni-cal implementation is different, although their political intention is the same. When standards don’t take the opportunity to cooperate and remain in competition on the certification market, unnecessary barriers and costs for operators are created. Transparency and open communication are the starting point for achieving con-vergence in conformity assessment and, eventually, in regulatory processes. In the end, the communication of standard holders may act as a catalyst for bringing together regulators, who can then seek a path towards better global regulatory compatibility.

FAMI-QS enhancesfeed safety awareness through training

All over the world, feed legislation has clearly devel-oped in a direction that ensures a high level of feed and food safety. In the EU, this already started thirteen years ago and some rules are currently under revision; else-where, e.g. in the USA and in China, the development of the feed regulation is an ongoing process. Despite the fact that traceability, labelling, inspections and controls are important measures that are implemented world-wide, they are not sufficient to confront the problem of feed and food fraud. This aspect is certainly the cause of numerous incidents that still occur. Fraud and mis-use jeopardize the industry much more than human or technical failures and will significantly damage the cred-ibility of the food chain. Whether it is system- or product-based, no standard can fully guarantee problem-free operations because the ob-

ligation to act responsibly lies solely with the operator. However, what it can do is to provide guidance on how to avoid failures and on how to perform best practices. The legal and ethical responsibility, as well as the commit-ment to follow self-imposed rules can only result from the operator’s conviction and from its business policy.Regarding its "building confidence" initiative, FAMI-QS has made significant progress in helping operators to identify the risks that they are subject to, as well as to manage their system effectively and to take their re-sponsibilities seriously. Training and technical support are provided globally, to all involved parties; the main aim is to raise the operators’ awareness of feed safety issues, but also to ensure the auditors’ competency and to harmonize the assessments that they carry out dur-ing audits. Only when each and every operator in the feed to food chain will have understood its responsibilities and will have implemented the firm conviction that it is account-able, both for its actions and for their impact on the chain, in its daily work, will we be able to expect safe feed and safe food.Enforcements and sanctions by the authorities are equally necessary to permanently remind operators of their responsibilities and accountability, as participants of the food chain. FAMI-QS can and will continue to play a strong supporting role, by enforcing requirements that go beyond regulatory diversity.In conclusion, during the past decade, FAMI-QS has experienced year on year growth. We have listened to our members and to our industry sector, delivering groundbreaking advancements to ensure that the prod-ucts meet the requirements of the 21st century. The next ten years will witness even greater enhancements, an expansion of our global presence and better coop-eration through the Feed Scheme Observatory project,

which is a possible platform for mastering the future challenges of feed safety.Special thanks go to the FAMI-QS staff, for their dedi-cated work; to all our colleagues from the industry, for their persistent commitment ; our chain-partners and stakeholders, for their helpful suggestions, and to the FAMI-QS members, for their constructive cooperation.

the Secretary General¸s ReportThe ongoing process of globalization is increasingly af-fecting several economic sectors, such as living stand-ards, the environment, employability, the diversity of goods and, last but not least, feed and food safety.As a consequence, markets, as well as risks, are no long-er a merely local issue. Export is an important aspect for developing countries but, depending on the stage of development of their technology and management, it can be a significant challenge for them to meet the ex-pectations of importing countries and to gain their con-fidence. In order to solve this issue, we need to achieve effective coordination and communication, between all stakeholders, e.g. suppliers and customers, first market-ers and control authorities, legislators and associations representing the industry. Inspections, as well as offi-cial controls, are pivotal in order to achieve this goal; there is however increasing demand for process control systems, which could tackle this challenging issue at its root, ensuring the production of safe feed and food, from the very beginning. There is high potential for de-veloping a synergy between official controls and FAMI-QS, which we have already started to unveil, in several parts of the world.In 2004, following their strong engagement with the Feed Hygiene Regulation, the members of FEFANA cre-ated FAMI-QS - a Quality System for Specialty Feed In-gredients and their Mixtures. FAMI-QS is certainly a pio-neer in its field, given that it is the only certifiable code which is specifically aimed at Specialty Feed Ingredients and their Mixtures. The FAMI-QS certification is based on the community guide to good practices, which was approved by the European Commission in 2007. While the system has its roots in European legislation, its value is increasingly recognised by other regulatory systems. In addition to this, it is the first feed safety certification scheme to have been assessed and endorsed by the Eu-

ropean Accreditation, an achievement that has brought maturity to the system and has also helped to clarify the borderline between said system and official con-trols. The FAMI-QS Code addresses the safety, quality and regulatory compliance of specialty feed ingredients and their mixtures by:• Assuring that operators have the necessary sys-

tems in place for minimizing the risk of unsafe spe-cialty feed ingredients and their mixtures entering the feed and food chain;

• enabling an operator to implement state-of-the-art hygiene practices; and

• providing measures which ensure that other feed safety regulatory requirements are met.

The FAMI-QS Code was designed to be internationally implemented. At the time of writing, certified compa-nies are spread across more than 47 countries, and a worldwide network of certification bodies allows the implementation of FAMI-QS, in any part of the globe. FAMI-QS was created by the industry for the industry, and it has now grown to become a reference at global level. Today, FAMI-QS facilitates the global trade of Spe-cialty Feed Ingredients and their Mixtures. The fact that the FAMI-QS system has stood up to real expectations, at EU and Third Country level, is not only confirmed by its outstanding development, but also by the fact that it is gaining the increasing trust of the Food and Veteri-nary Office (FVO), of the national control authorities in Europe and third countries, and of feed operators.FAMI-QS already focused on globalisation at a very early stage: not only did it integrate the Codex Alimentarius, the ISO series and other standards in detail, but it also made the FAMI-QS Code suitable internationally, while maintaining and securing the European feed safety re-quirements. Moreover, when it comes to compiling in-tegrated management systems covering all public con-

cerns, the FAMI-QS certification is also complementary to ISO 14001 (environment) and OHSAS 18001 (workers’ safety). Its steadily growing number of varied members and stakeholders has considerably increased the ability of FAMI-QS to monitor the scene and to gain broader experience. It has also allowed FAMI-QS to educate and advise its members, as well as other interested parties, for example on how operators can market a safe prod-uct or on how legislators or controllers can secure safe feed and food on the market.A special mention needs to be made on the global agreements that FAMI-QS signed in 2009, with the American and Brazilian feed industry organisations. Said agreements are based on the sharing of knowl-edge, in order to reduce trade barriers, whilst meeting the necessary requirements of each territory. Indeed, it is important to underline the fact that not only are Chi-nese companies interested in FAMI-QS, but the respec-tive Ministries of Agriculture and Quality Supervision, Inspection and Quarantine are also involved. All in all, the strong cooperation that FAMI-QS has achieved in these countries results in fairer competitiveness, thanks to a harmonised, common understanding of quality and safety levels, which is needed and requested.In today’s globalised world, where knowledge has be-come a crucial factor, the role of FAMI-QS is to digest, and prepare the necessary know-how, making it avail-able, as well as to act as a link between interested par-ties. It is still a mission and a challenge for us to con-tribute, by establishing a fair playing field at global level and respecting the market contingencies, while not bar-gaining on the quality and safety of the feed chain. The development and convergence of the legislation, in various parts of the world, goes in the direction of said playing field, which FAMI-QS is fostering.What does this mean, and what can our members,

partners and stakeholders expect from us in the com-ing years? We will continue to create awareness of regulatory, safety and industry requirements, as well as solution, promoting the exchange of adequate informa-tion and providing sound, reliable assistance, for qual-ity, safety and regulatory compliance. We will further increase our efforts to support the development of compatible legal frameworks, quality requirements and standards. We will encourage governments and author-ities to continue developing international cooperation, as well as supporting developing countries.Finally, we will further promote a partnership between associations, to be on target for a globally well function-ing, but safe and reliable feed to food chain.

Trade Harmonization Within Europe

In 2003, given that our sector was facing obstacles to trade activities, FEFANA started to develop a harmo-nized feed safety assurance scheme. To overcome this issue, the intention was to start a discussion at national level, so as to reinforce the mutual recognition between national schemes.

Phase 1Trade Harmonization within Europe

In 2004, the FAMI-QS certification system was launched, with the aim to harmonize safety requirements, within the EU’s internal market. This was the starting pointing for FAMI-QS’s first phase of development. From 2004 to 2007, our sector mainly used FAMI-QS as a reference of what a harmonized EU standard is. Only EU feed busi-ness operators used the FAMI-QS certification during that stage.

Phase 2Third Countries’ compliance with import to the EU

During FAMI-QS’s second development phase, there was a shift from the harmonization of trade within the EU, to third countries’ placing of specialty feed ingredient and their mixtures on the EU market; the Feed Hygiene Regu-lation (FHR) came into force in 2005, with import require-ments. At the time, the FHR’s requirements were quite advanced, compared to the relevant feed regulations in other parts of the world. Feed business operators outside the EU then sought a way to understand and to meet said requirements; they realised that FAMI-QS was a solution for placing specialty feed ingredients and their mixtures within the EU. Indeed, FAMI-QS speaks the industry’s language because it has transformed the regulation’s re-quirements, in a way that allows anyone to understand them. As a result of this, two years later, the first FAMI-QS certificate outside the EU became a reality. However, the FHR wasn’t the only one to “import” the use of FAMI-QS into third countries. Indeed, in paral-lel, the industry mainly sourced raw material from third countries and sought a way to minimize the possible “risks” of raw materials entering the production pro-cess. FAMI-QS became a tool in the hands of the indus-try, both for “securing” its suppliers but also for educat-ing them on how to produce in a safer way.

Phase 3FAMI-QS as a global reference standard

FAMI-QS started as a European project that, after just sev-en years, has quite rapidly not only become the reference standard for the harmonization of the EU internal market (first development phase), but also the tool to meet the legal requirements for placing specialty feed ingredients and their mixtures on the EU market (second phase of development); furthermore, it has become the reference standard for facilitating the world trade of specialty feed ingredients and their mixtures. This constitutes the third development phase, during which the trade flows of the FAMI-QS certification have gone beyond the EU. Indeed, feed business operators are certified against FAMI-QS, in order to place their products in third countries, rather than on the EU market.

FAMI-QS¸s phases of developmentDuring the first ten years of FAMI-QS’s implementation, we identified three major development phases, which are linked to the placing on the market of specialty feed ingredients and their mixtures, as well as to the pro-curement and sourcing of raw materials. Since 2000, national voluntary feed safety assurance schemes have experienced unprecedented growth. This has made the placing on the market of specialty feed ingredients and their mixtures more complex. In-deed, each national scheme imposes its own require-ments, which the industry is obliged to follow. This has triggered concerns on whether the differentiation be-tween different countries, within the EU’s internal mar-ket, would start to be an obstacle to trade. The industry therefore attempted to find a way to harmonize the ap-proach that is used to place specialty feed ingredients and their mixtures on the EU market.

FAMI-QS “Building Confidence” With more than 770 certificates spread in 47 countries, third party certification is becoming an important ele-ment, for the sector of Specialty Feed Ingredients and their Mixtures. The FAMI-QS integrity programme, which is called “Surveillance Programme” has been in place since 2009. By implementing said programme, we have understood that the credibility of the certifica-tion process is not only based on the performance of the conformity assessment bodies (CABs, also named certification bodies), but also on how all the interested parties (organisations, competent authorities, national associations, etc.) perceive it.

Thus, in 2012, the “Building Confidence” initiative was launched by FAMI-QS, as a holistic approach for main-taining the high value of the FAMI-QS certificate. Said initiative, FAMI-QS provides technical support to the interested parties (CABs, Feed Business Operators, end users, competent authorities, national associations, etc.) and assesses the conformity assessment bodies’ performance. Said initiative is based on three pillars: Harmonization, Connection and Credibility.

Training sessions for FAMI-QS auditors

Today, the global presence of FAMI-QS is a reality. This is the reason why the FAMI-QS Team carries out peri-odical technical training sessions for its auditors, in the EU, as well as in Third Countries (Brazil, China, India and the United States of America). Said training sessions en-sure a common understanding of the framework of the FAMI-QS certification process, of the FAMI-QS require-ments, and of the EU Feed Legislation. The result of this is that the FAMI-QS certificate is the output of the same process and understanding all over the world.

FAMI-QS “Building Confidence” Training for the Industry

“FAMI-QS Awareness in Feed Safety” is a dedicated training that has been developed to further support the industry in familiarising with the FAMI-QS system. This dedicated programme has been specifically devised for the industry. Its purpose is to provide the latter with an understanding of how the FAMI-QS certification works.

The aim of the training is to provide the necessary in-formation to the participants on :

Through the “connection” pillar, FAMI-QS tries to en-sure that a FAMI-QS certified feed business operator will have access to the global markets1. Thanks to the Strategic Agreements of Co-operation that have been signed with the American Feed Industry Association in the US, and with Sindirações in Brazil, technical support and knowledge building are provided to both local feed business operators and competent authorities. This is because it is important that both the industry and the competent authorities understand how the FAMI-QS certification delivers safety.

FAMI-QS also takes part in a number of actions, which are aimed at promoting the values of accredited third party certification. Indeed, we attempt to increase the standard’s uptake, through our participation in a num-ber of international events and workshops.

Nowadays, FAMI-QS is a passport that can be used to place a specialty feed ingredient on the global market. Furthermore, in order to ensure the system’s credibil-ity, the FAMI-QS Board of Directors, its Experts Group and Secretariat are committed to taking all the neces-sary actions for ensuring continous improvement. The “Building Confidence” initiative is under continuous evaluation and, in order to ensure that knowledge and safety are delivered, it will be adapted according to the needs of the FAMI-QS certification system.

European AccreditationIn 2012, after two years of extensive evaluation carried out by the European Cooperation of Accreditation (EA), FAMI-QS was endorsed to be included under the EA-MLA. FAMI-QS then became the first scheme in Europe operating in the feed sector to have finalised this evalu-ation process. The endorsement covers the entire scope of FAMI-QS and includes all the steps, from the produc-tion to the placing on the market.

In 2012, FAMI-QS also became a recognised stakeholder of the European Accreditation of Cooperation. Indeed, FAMI-QS is fully committed to using International stand-ards, both when it carries out its operations and also when it promotes accreditation.

In addition to the accreditation and recognition by the EA, FAMI-QS has developed and implemented its own independent integrity programme, which is called “Sur-veillance Programme” for Certification Bodies.

The FAMI-QS certification provides a concrete frame-work of confidence and trust, which is combined with accreditation and with the implementation of the EU Feed Legislation.

The Experts group¸s reportThe representatives of the FAMI-QS members, who are active in several sectors of the feed business, are invit-ed to join the FAMI-QS Experts Group. These experts from the industry support the FAMI-QS team, by shar-ing their knowledge in special fields of feed operations, with FAMI-QS. Their tasks include the development of FAMI-QS documents, as well as the contribution and participation in several FAMI-QS activities, such as the yearly certification bodies meetings, the auditors’ train-ings, and meetings with the FAMI-QS Board. Further-more, several technical meetings have been held over the last 10 years, since FAMI-QS was founded in 2004.

The main activity of the Experts Group is the further de-velopment of the FAMI-QS Code and of the associated Guidance documents, such as the Rules for Operators and the Rules for Certification Bodies, with respect to the current state of the EU legislation and its practical implementation for feed business operators. The clarifi-cation and the simplification of a number of important issues, which were raised in the previous versions, have now been achieved. The FAMI-QS documents seem to have been well received by the industry, as well as by certification and accreditation bodies. Furthermore, the acceptance of the FAMI-QS Code and of the certifica-tion rules has considerably increased both in countries outside the European Union and in ones that lack local feed legislation.

As well as being strictly in line with the latest legislative developments within the EU, the FAMI-QS Code ena-bles a clear understanding of the requirements. Repeti-tions of the latter, in different sections of the Code, have been removed, whilst ambiguous sections, which had been previously identified, have been rewritten, in or-der for them to be clearer and more user-friendly.

The Scope Description document supports operators in identifying their feed products. In 2011, FAMI-QS adapted the system to a regulatory landscape that had changed within the European Union, with the imple-mentation of the ‘Marketing of Feed’ Regulation (EC) No 767/2009. The aim was to open the FAMI-QS cer-tification to the related feed products and, as a result, FAMI-QS will now cover the placing on the market of ‘feed additives’ and ‘functional feed ingredients’, with their mixtures as ‘premixtures’, ‘specialty complemen-tary feed’ and ‘specialty complementary dietetic feed’.

The Guidance on the implementation of the Code facilitates operators’ understanding and practical im-plementation of selected sections of the Code. All the guidance documents have been revised and comple-mentary topics, such as new guidance documents, have been added.

The Rules for Operators document covers the require-ments on the certification application and outlines the steps to be followed by operators, during the certifi-cation process. In addition to this, it indicates which measures are to be used, in order to assess any raw ma-terial supplier of a FAMI-QS certified operator, as well as the ones which ensure that subcontracted activities performed by third parties meet the FAMI-QS require-ments. Any kind of material, whether it is a raw material or a final product, needs to be assessed, before enter-ing the production process of a product that is under the FAMI-QS scope. Solely safe materials from assured supplier sources can be used for feed production. Any subcontracted activity that is performed by a third par-ty is subject to the same approval criteria as any other supplier. It is therefore preferable that subcontractors be FAMI-QS certified, in order for the safety of the feed

products to be ensured. As an alternative, operators can perform an onsite audit, so as to verify the compli-ance of their subcontractors’ activities with the FAMI-QS requirements.

The Feed Safety Incident and Crisis Management procedure, which is applicable for operators and cer-tification bodies, recently entered into force. It allo-cates the responsibilities and actions that are to be implemented when a crisis arises, if feed products are deemed to be unsafe and possibly need to be recalled from the market. Comprehensive information on all the parties who could be affected by this type of crisis situation, such as stakeholders, customers, authorities etc., is part of the procedure.

The Rules for Certification Bodies document comprises the requirements that certification bodies and audi-tors must meet, in order to be approved and qualified to perform FAMI-QS audits. It also outlines which steps are required to perform third party certification at an operator’s site. In addition to this, new requirements, which are necessary to achieve certification bodies’ ac-creditation, are provided. Furthermore, auditors’ quali-fications and competences are defined more clearly. The initial auditing time calculation now also includes trading activities. Lastly, multi-site sampling is no longer provided for production sites.

In the event that certification bodies and operators need to take additional actions, which are not yet de-scribed in the current ‘Rules’, FAMI-QS issues separate Certification Instructions. The latter are communicat-ed to the concerned parties and are also available on the FAMI-QS website. They might be issued because of, e.g. current changes in feed legislation, results of

the Auditor’s “Surveillance Programme” or because of an additional need for a specific interpretation of the existing ‘Rules’.

In January 2007, FAMI-QS was officially and successfully as-sessed by the EU authorities. They considered this Guide to be practicable throughout the Community and suitable for compliance with the requirements of Regulation (EC) No 183/2005 on Feed Hygiene. This official adoption established the formal link that FAMI-QS has with the Feed Hygiene Regulation, in that feed addi-tive or premixture operators which put in place the FAMI-QS principles meet the requirements of said regulation. FAMI-QS expects this to facilitate the work of the control authorities at national level, because it will minimize the latter’ and custom-ers’ need to control FAMI-QS certified operators.

The surveillance programme(2009)

In 2009, FAMI-QS launched a “Surveillance Programme” for Certification Bodies, with the aim for harmonizing the criteria used by the Certification Bodies, as well as of ensuring impartiality, good competency and homo-geneous interpretation. Said programme consists in the monitoring of the off-site activities of the Certification Bodies, as well as the auditors’ on-site activities by a FAMI-QS representative. The expected outcome is a harmonized and consistent implementation of the FA-MI-QS Code. The “Surveillance programme” has been part of the FAMI-QS “Building Confidence” initiative since 2012.

Strategic alliances and the cooperation policy (2009)

As part of this globalization process, in 2009, FAMI-QS signed an agreement with the Brazilian Feed Industry Association (Sindirações) and the American Feed Indus-try Association (AFIA), with the aim of providing sup-port and sharing knowledge about their respective feed safety schemes. In the USA, FAMI-QS is also branded as “International Safe Feed Safe Food” (I-SF/SF) pro-gramme. In 2012, the cooperation between FAMI-QS and the Brazilian “Sindicato Nacional da Indùstria de Alimentação Animal” was strengthened, because FAMI-QS recognized Sindiraçoes level 2 as an assured source.

Certification schemes, by their very nature, raise impor-tant questions on competition law. Being committed to following the Antitrust Law, FAMI-QS has published an operational procedure, in which the legal framework that governs certification schemes is described, and alongside some of the key applicable provisions.EU competition law comprises the following main ele-ments:

• prohibiting agreements or practices that restrict free trading and competition between businesses;

• prohibiting abusive behaviour by a company/asso-ciation dominating a particular market;

• supervising mergers and acquisitions of large cor-porations, including some joint ventures in order to protect effective competition; and

• regulating certain forms of State involvement, name-ly State funding within the meaning of Article 107 of the Treaty on the Functioning of the EU (TFEU).

Food/Feed Quality Certification Schemes (FQCS) pro-vide an assurance mechanism on a particular aspect of a product or its production method, as set out in its speci-fication. FQCS follow the same principles, all over the world. These systems add value by allowing products to be differentiated; they also reinforce official feed/food safety and hygiene standards, thereby fulfilling liability requirements and protecting the vendor’s reputation.

10 years anniversary of FAMI-QS(2014)

FAMI-QS celebrated its 10 Years Anniversary with a pub-lic event on the 5th of May 2014 in Brussels. During the past 10 years, FAMI-QS has experienced year on year growth. The FAMI-QS team has listened to its members and to its Industry sector, delivering ground breaking advancements by ensuring that feed ingredients meet the requirements of the 21st century. The launch of this event has just been the start of a new chapter in FAMI-QS’s history.

The FAMI-QS StructureFAMI-QS Asbl FEFANA Asbl (EU Association of Feed Additives and Pre-mixtures Operators) promoted and developed the FAMI-QS Code of Practice in 2003. With the aim of running and managing this Code, FEFANA Asbl created a brotherhood association in May 2004, FAMI-QS Asbl (Feed Additive and premixture Quality System European Association).

The association is represented by a Board of Directors, which was created to administer and manage FAMI-QS. The Board drives the association’s political and opera-tional strategy. The day-to-day management is delegated to the Secretary General who, together with the perma-nent staff, is responsible for the smooth running of the association. The permanent staff of FAMI-QS is head-quartered in Brussels.

FAMI-QS receives technical support from the Experts Group. The purpose of this group, composed by a team of highly qualified experts in the quality field, is to em-body the objectives and main working lines previously defined by the Board of Directors.
