Public WasteReceptacles - Update
Recommendation:That Administration provide a report toCommunity Services Committee on theresults of the one-year pilot test of wastereceptacle units as outlined in the April 3,2013, Community Services report2013CST002.
Report Summary
This report provides an outline of alow cost waste receptacle pilot
project.
Previous Council/Committee Action
At the November 20, 2012, CommunityServices Committee meeting, thefollowing motion was passed:
That Administration provide a reportto Committee outlining the progressimplementing Option 3 of theNovember 20, 2012, Community
Services report 2012CST017, andreturn in the spring of 2013.
Report
As per Community ServicesCommittees November 2012motion, Administration has pursueddevelopment of a lower cost wastereceptacle option that includes anassessment of feasibility for futureexpansion (Option 3).
Administration researched severallow cost waste receptacle options foruse along collector and arterialroadways in and around residentialareas. Taken into considerationwere receptacle unit price, wasteholding capacity, design,maintenance and servicing ability.
This report recommends testing fourtypes of waste receptacle units for aone year pilot beginning summer2013.
The four receptacles to be tested,ranging in unit price from $39 to$123, include a pole-mounted ringwith a bag, a pole mounted wire-mesh litter basket, a freestandingcommercial waste receptacle from acompany that maintains and servicesthose particular units at no cost tothe City and a 45 gallon painteddrum (Attachment 1). Thereceptacles tested will beappropriate for the location.
A total of 130 locations arerecommended for the pilot at variouslocations across the city. Theinstallation locations were based onresults from the City 2012 Litter
Audit, proximity to off-leash dogparks, proximity to residential andcommercial areas, pedestrianwalkways without receptacles andthe ability to service units easily(Attachment 2).
The pilot will run a full 12 months, betied to existing waste emptyingservices and, where possible,roadside infrastructure to reduceinstallation and servicing costs.
As part of the pilot, the following willbe conducted:- pre and post audit of each test
location- weekly measurement of volumes
of litter collected- citizen and Adopt-a-Block
volunteer feedback- feedback from civic operations
and contractors on functionalityand durability of each unit type
- measure installation impact onexisting infrastructure

At the conclusion of the pilot,Administration will report back toCommittee with a report outliningpilot results, recommendations andany potential cost implications.

Budget/Financial Implications
Pilot receptacle costs and servicingcosts will be covered within existingdepartment budgets.
Justification of RecommendationBased on research and input from WasteManagement Services, Transit andTransportation Operations, it wasdetermined that four units should betested to compare cost, durability,maintenance and servicing needs. Thepilot will provide valuable data to supportany recommendations to Committee.

Details on Four Types of Waste Receptacle Units for Pilot
Pole mounted ring unit with poly mesh outer bag
This unit consists of a steel ring mounted to either a 2pipe or a light standard. A poly mesh outer bag isattached to the ring and an inner black poly garbage bagliner collects the litter. To empty the inner garbage bagis removed and a new inner bag is installed.
Purchase Cost per unit: $39.40 CAD
Pole Mounted Coated Wire Mesh unit
These modern steel waste receptacles are mounted to a
2 pipe or existing light standard. It is vandal resistantand easy to maintain and made of heavy gauge,powder-coated, fire- safe steel. Bottom drains preventthe accumulation of water. Folding retainer bands holdpoly black garbage bags securely in place in unit.
Purchase Cost per unit: $123 US
Freestanding Waste Collection units
These units are freestanding and anchored on concretepads. They are emptied and serviced weekly by
Creative Outdoor Advertising who also sells advertisingon the backs of the units facing traffic to allow the City toincur no maintenance and servicing costs.
Purchase Cost per unit: $0 subject to contract notconflicting with existing agreements
45 Gallon Painted Drum
This unit is painted and secured to either an existingpole or light standard. I can also be anchored if placedon pavement. A large poly garbage bag liner will collect
litter and be replaced weekly with a new bag.
Purchase Cost per unit: $100 CAD
