SITE CONTEXT

THE SITE

The land within the site boundary was occupied by a regular pattern of residential properties

Some of the individual housing units begin to merge to larger buildings, particularly along Oxford Street.

The South side of the site is cleared to make way for a new purpose built D. H. Evans department store.

HISTORICAL TIMELINE

The North side of the site is cleared and construction begins on new art deco style building designed by architect Louis David Blanc. The South side of the site remains occupied as a department store.

1935

Extension to the sixth floor to provide additional restaurant space set within a new roof.

1977Existing shopfront canopies on Oxford Street, Old Cavendish Street & Henrietta Place boarded over in sheet metal unfitting to original art deco style.

• The existing building is ‘a non-designated heritage asset’ within the Harley Street Conservation Area.• It is opposite the Grade 1 listed St Peter’s Church on Vere Street and the Grade 2 listed Cowdray

Hall (Royal College of Nursing) on Cavendish Square.• The site benefits from a PTAL (Public Transport Accessibility Level) of 6b, indicating excellent

accessibility to public transport.• The building is in poor condition; the steel structure and window frames have rusted, damaging the

stonework and extensive repairs are now needed to make the building safe and serviceable.

Central Oxford Street entrance is shifted to the corners.

With the North side of the site occupied, works on the South side begin and are completed. The store opens in full in February 1937.

1937‘Trade slumped, staff left to join the army, D. H. Evans Home Guard platoon formed, Rife range installed on the 6th floor’.

Part of the basement is converted to an Air Raid Shelter.1939

1940Large parts of the building are requisitioned by the Ministry of Works as a Post Office . 1942Building returned to use as a department store.

1946 -1951D. H. Evans is bought by Harrods, which was in turn bought by House of

Fraser.1954

1990

2000House of Fraser go into Administration.

2018Planning permission is granted for the change of use of the upper floors to offices and restaurant and part of the basement to gym. 2019

WHY ARE THESE CHANGES NECESSARY?

The current market is increasingly challenging for retailers. This building contains a significant amount of A1 retail square footage and it

is clear that there is no longer market demand for retail space of this scale within this building. It is therefore necessary to diversify the

uses to future proof the building and continue its beneficial occupation for the longer term.

These proposals diversify the building’s uses to safeguard the attractiveness of this significant space on Oxford Street.

The proposed mix of uses retain as much retail floor space as possible and give additional options to visiting members of the public with

gym and restaurant uses. The introduction of office space will also bring more people into the area to enhance and support businesses

in the wider West End.

THE PROPOSALS

Following pre-application advice, and thinking very carefully about the long term future of the building in an increasingly challenging

retail environment, permission is being sought for an additional office storey by removing the 6th and 7th floors and rebuilding these

together with an additional 8th floor and roof top plant.

Consistent with the recent planning permission there will be a gym at part basement and ground floor, a roof top restaurant and office

use for part of the 3rd floor up to 7th floor. Retail use will continue for part of the basement, the ground, first, second and part third

floors.
