LCAN DEPARTMENT Garry Du1in, the American trainee, who has won the

hearts of all who know him, is the first one of the Bank's staff to return to active service. He reports to Fort Knox, Louisville, Kentucky, November 3.

The many friends of Mrs. Carolyn Greenwood will be glad to know that her baby was born .on .october 11, 1950 at the Washington Sanitarium. The little girl weighed 9 lbs. and 2 oz. and will be called Carolee.

ECCNCMIC DEPARTMENT Mr. J. Burke Knapp was the guest of honor at a

luncheon in the .oak Lounge of the Roger Smith Hotel on Thursday, .october 19. He left for London .october 24 to attend the North Atlantic Treaty Council.

Yvonne Rijos was married on .october 8 to JosephH. Earle. The wedding and the reception were held at the home of Mrs. Earl's parents.

TREASURER'S DEPARTMENT Laura Seddon was married to Mr. Fred A. Sauer,

September 30 in the Wesley Methodist Church. They went to Williamsburg, Virginia, for their wedding trip.

WHO'S WHO IN THE BANK

HENRY W. RILEY Assistant Treasurer

Mr. Riley came to Washington in April 1933 on leave from his work in Richmond, Virginia, expecting to be here only about three months while he helped to open the unlicensed National banks that were closed during the bank holiday. After setting up the machinery, how­ever, which involved working out reorganization and consolidation plans, the work continued unabatedly for a year. At the end of this period he became controller of Federal Deposit Insurance Corporation, and in this capacity helped develop policies and a program for,

.suring and supervising more than 90% of the banks n the United States holding about 9810 of total bank

deposits; subsequently, he became the executive officer of that Corporation as well as of the Office of Alien Property Custodian.

In September of 1943, Mr. Riley became the Deputy Administrator of Foreign Economic Administration, when that organization was created by merging all or part of fourteen different agencies, and simultaneously served as Vice President and member of the Board of the Export-Import Bank, Secretary-Treasurer of the U. S. Commercial Company, and Treasurer of the Petroleum Reserves Corporation.

After the Japanese collapse, the President, on the recommendation of the Administrator, ordered FEA to transfer its different departments to old line agencies. The job fell to Mr. Riley and in five weeks time he had transferred FEA's several thousand employees to the State Department, Commerce, Agri­culture, RFC and the Treasury Department. Mr. Riley says that if he lives to be 90, he'll always remember that terrifically hectic period of five weeks. But he added ... I wouldn't have missed it for anything."

From the Federal Deposit Insurance Corporation he was asked to come over to assist and advise on the set­up of the Bank. He was appointed to the staff August 2, 1946 and designated Assistant Treasurer December 11 of that year.

Mr. Riley was born in 1902 in Greenville, S. C. and was graduated from the University of Richmond. He did his graduate study in the Department of Economics and School of Commerce and Administration at the Uni­

ersity of Chicago. He is a Certified Public Ac­countant.

Mr. Riley has been a member of the Baptist Church since he was 10 years old transferring his membership to Richmond and Chicago when he went to college. He

is now a Life Deacon of the First Baptist Church of Washington and Chairman of the Finance Committee of his Church and is on the Board of Directors of the Washington Federation of Churches.

Mr. Riley lives on a beautiful farm in Fai dax County, Virginia. There, due to the difficulty of obtaining adequate help, Mr. Riley has been known to go home from the Bank to milk the cows then return to town for an important meeting.

Mr. Riley's favorite sport is golf and it is a fore­gone conclusion that he and his wife will turn in a low score at the Bank's annual golf match.

'RED FEATHER CAMPAIGN' As you know, the Community Chest is hav.ing its

annual Red Feather Campaign to raise money for the support of its 105 health and welfare services.

Mr. Eugene R. Black, President, is Chairman of the Bank's drive and Mr. Chauncey Parker, Director of Administration, is President of the Community Chest (Red Feather) Federation in the National Capital Area.

The fact that the 29 different nationalities repre­sented in the Bank have made generous contributions to the Chest in previous campaigns has been the sub ... ject of much favorable comment in Washington.

It is hoped that the following quotas may be reached in the departments this year:

Ghosts, witches and all sorts of colorful costumes were seen Monday night at the Sheik Restaurant on the occasion of the Halloween Party with which the Bank ­Fund Tennis Club closed its 1950 season. The en­thusiastic committee was composed of Maria-Christina Beltranena, Peter Clark, Nancy Herzbrun, Herman Nijhoff, Badri Rao and Grace Werring.

THE GHA BALLOT

A record for voting at the Group Health AssociatiC' was established October 20 when ballots were cast fo. merr,bership assessment to provide funds required to finance the purchase of the Arlington Building.

4,324 members voted in favor of the amendment and 1,876 voted against it.
