Thank You to the volunteers who came out to help with the Beach work day. We had a terrific turn out, and perfect weather; what a great community effort. We raked, weeded, trimmed, picked up trash, tidied up the play areas, and placed gravel at the port-o-john entrance. Watch for our next work day – we’ll do some planting & landscaping.

President’s Message
Hello Hillsmere,
Please take heed of the mosquito spraying that is to take place. The schedule is in this issue,
as well as an opt-out form for anyone opposed.
I would like to thank all of our volunteers who make Hillsmere such a great place to live.
Without their dedication and hard work all the amenities that make this neighborhood the
best in Annapolis would cease to function. The effort they put into our community makes it
great.
Having nothing else to say, I would like to share with you, with thanks to Shel Silverstein, a
fitting poem for the end of winter.

HSIA Community News and Events
2015 Membership and Stickers – Be sure to get 2015 stickers for your vehicles and trailers if
you plan to use community facilities this year. This ensures our wonderful facilities are used only
by Hillsmere residents, owners and their guests. If you didn’t make it to Come And Get It Day,
it’s not too late to get your stickers. Simply tear the membership form out of this issue and mail it
with photo copies of your vehicle and trailer registrations to HSIA, P.O. Box 3485, Annapolis, MD
21403. We will send your stickers in the mail. If you also want voting rights in the Association,
please include a $20 dues payment.
Boat Ramp Keys – Did you get your 2015 boat ramp key yet? If not, just tear the
membership form out of this issue and mail it with your dues and boat ramp key
payment. Be sure to remember to include photo copies of your vehicle and trailer
registrations for stickers. Remember to get your key now! Keys are not available on
short notice. Please allow a few weeks processing time. Thanks for your understanding!
Easter Egg Tree Contest – Thanks to Leslie Donaldson’s wonderfully decorated
Easter egg tree, Hillsmere proudly announces the 7th Annual Easter Egg Tree Contest!
We invite children (12 years old and under) to guess the number of eggs on Leslie’s
tree. Walk or drive by Leslie’s tree at 425 Hillsmere Drive and ponder how many eggs
are on the tree. You can email your guess to [email protected] or
leave a message on the 24-hour voice mail at 410-263-4456. Include your name, age, address, and
how many eggs you think are on the tree. The winner will receive a $25 gift card to a local ice cream
store. Last year’s winner was the Sonneville brothers and their guess of 4,355 eggs was the closest
guess to the actual number of eggs on the tree! The deadline for the contest is Friday, April 10.
Spring Yard Sale – Clean out your basements, closets, or attics and bring your
treasures to the beach for our spring yard sale. The sale is scheduled for Saturday,
April 25 from 8 am to noon with a rain date of Saturday, May 2. Space is on a first
come-first served basis. No reservations are required. Residents are responsible for
cleanup of their area. Please take home your leftovers. Don’t fill the trash cans at the
beach with unsold items. Set up of your tables should be on the grassy areas, not on the parking lot.
Many residents “piggy-back” on the community sale and have yard sales at their homes. Please take
a little extra time and bring your items to the beach. It’s a great way to meet your neighbors and it
helps contain the crowd in one area, which also helps with the sale of
everyone’s treasures. Thanks in advance!
Mosquito Control – Hillsmere will once again participate in the Maryland Department of
Agriculture’s Mosquito Control Program. Regular surveillance and control of adult mosquitoes will

take place from June 1 to September 30 anytime between 7:00 pm to 2:30 am, Sunday through
Thursday nights (a night of the week will be assigned to us). Spraying for adult mosquitoes will be
done only if a Maryland Department of Agriculture Employee determines it necessary. Spraying
will not be conducted during rain, in wind speeds exceeding 12 mph, or temperatures above 89
degrees F. Most residents support this program; however, if you prefer to opt-out of spraying at
your property, you can elect not to participate. You can find on pages 16-17 of this issue , MDA’s
Objection to Adult Mosquito Control Policy Statement and a Request For Exemption From Adult
Mosquito Control Services.
Dumpster Days – Dumpster Days are scheduled for our community on Friday and Saturday,
July 17 and 18. More information will be in future issues of the Sea Breeze.

BUDGET:
Steve Vanderbosch motioned the Board approve the FY2016 General Fund budget as presented and the Treasurer and Treasurer’s Assistant present an amended FY2015 and FY2016 General Fund budget at the March Board meeting. Mark Carroll seconded the motion. Vote taken – unanimously approved.

POOL COMMITTEE:

Steve Vanderbosch motioned the Board approve the Letter of Understanding for Key School Camp and Swim Club. Mark Carroll seconded the motion. Vote taken – unanimously approved.
PIERS & HARBOR:
Steve Vanderbosch motioned the Board approve the expenditure of up to $2200 in Special Tax Funds for the design, fabrication and installation of two signs for the marina, per the attached quote from Designs & Signs. The signs will be in the standard Hillsmere design. The first is a small 12’ x 24” “Marina” sign to be placed at the driveway entrance to the marina. The second is a larger 24” x 72” “Hillsmere Shores Community Marina” sign to be placed on the berm on the left side at the end of the entrance driveway. Helene Raven seconded the motion. Vote taken – 10 in favor; 1 abstained.

Security
Now that the warm weather is here please watch your speed as Hillsmere
is an outdoor enthusiast playground. The marina is posted at 5MPH, side streets 25MPH, the main
road at 30MPH and be mindful of you speed around school bus stops. The beach is a pet free zone so
please follow the rules; this is for the safety of all. The marina is a great place to walk dogs but
remember be respectful towards others and pick up your dog’s waste.
Please lock your cars, homes, sheds and anything valuable as the warmer weather brings bad elements
out also. Remember to call the POLICE first then security for all suspicious activity as residents are the
first line of defense fighting crime in our neighborhood, you can remain anonymous when calling The
security guard has no trespassing/soliciting signs for sale; the uniformed look gives it more credibility.

Remember to get your 2015 stickers as they help police/security decipherer residents from non-
residents and are required for vehicles parked on community property. All resident or non-resident
vehicles that do not display a Hillsmere sticker on community property will be towed at the owner’s
expense The security officer patrols the school bus stops so let your kids know he is there to help
(MAC is great with kids). Security also offers vacation patrols, elderly checks and random checks;
just stop the officer or email security your information.

Greetings from the Pool Committee! Can you believe that we are only 8
weeks away from pool season?! Summer cannot get here fast enough!
Bathhouse Renovation
The bathhouse renovation is officially underway! Say goodbye to the tired, old pool
bathrooms. Come Memorial weekend, the bathrooms will be ready to show off their new
look complete with all new fixtures, toilets, sinks, showers, partitions, electric, lighting,
flooring and paint. We will also be adding some additional features like baby changing tables
and a family stall/changing room. We are extremely excited about the bathhouse “facelift”
and can’t wait to see the results.

found in this issue of the Sea Breeze or www.hillsmereshores.net under “Pool.” Please send

Pool Committee Meetings:
Do you want to get more involved with the pool? Join the Pool Committee!
We meet on the 1st Wednesday of each month at 7pm in the Community Center – the little
white house on top of the hill adjacent to the pool property at 119 Great Lake Drive. We are
always looking for new ideas on how to improve the pool and welcome anyone interested in
getting more involved.
Suggestions:
We are excited to make 2015 the best summer yet! We are always open to feedback and con-
structive criticism - let us know your thoughts, concerns, questions, ideas, etc.
2015 BEACH RESERVATIONS
The 2015 Beach calendar is open for reservations. To reserve the large pavilion, please
contact the Administrator at 410-263-4456, ext 2, or send an email with the date and time
requested to [email protected]. A refundable $200 security deposit is
required. You will need to provide the time and duration of your event. You can reserve
the
pavilion for the entire day or for as little as two hours. This allows more residents use of
the space for parties. Please note that reservations are not final until you receive a
confirmation from the HSIA Administrator. If you are serving alcohol at your party, you
will need to obtain an Anne Arundel County One-Day Liquor License. Signed application
forms for a liquor license must be obtained from HSIA and submitted to the County as
least two weeks prior to the event.

SPRING!
The calendar, Daylight Saving Time, and the Burning of the Socks tell us that spring has arrived,
despite the persistent cold temps, snow flurries and other lingering effects of a record-setting cold
winter. And with spring comes the 2015 Boating Season!
Fair Winds and Following Seas to those slip holders who have decided to not renew their slips for
2015, and Welcome Aboard to our new slip holders who have been patiently waiting for the
opportunity for a slip permit. The Slips Committee, led by Bill Barker, has been diligently working to
offer upgrades to current slip holders and new slips to those on the Wait List. Thank you all for your
prompt responses and cooperation with the Slips Committee members.
As you start preparing your boats for the season, be sure to affix your 2015 Marina sticker on your
boat so it is visible from the bulkhead or piers. Sighting of Marina stickers is the quickest way for
Security to confirm that boats are authorized to be in the Marina.
Water service at the Marina will be turned on after the threat of freezing weather is over, likely to be
in mid-April.
Winter Operations
Winter brought record freezing temperatures, snow, gusty winds, extremely low tides, and more
extensive ice in Duvall Creek, the South River and the Bay than has been experienced since the late
1970’s. Thank you to Bill Anderson who operated and monitored the 17 sea-fan ice-eaters at various
locations in the Marina. While the ice did build up quickly, we do not believe it was ever thick enough
to do any damage to the marina. Two areas of the marina were iced over fairly heavily; a lesson
learned for spacing and operation of the ice-eaters in the future. And a big “Thank You!” to the
volunteer work party who removed the ice-eaters on March 22! While there is no immediately
apparent winter damage at the marina and boat ramps, if you see any damage, deficiencies, or
inoperable equipment as you return to your slips or launch your boats, PLEASE LET US KNOW!

Gate Key Cards
Gate key cards are required to operate the marina gate after dark. Over time, people moving and
giving up slips at the marina have failed to return the gate key cards, and HSIA and P&H Committee
have not been diligent about following up. As a result, we ran out of gate key cards, and have had to
add new cards to the system so some existing and new slip holders can get key cards. Hopefully, by
the time you read this, the new cards will have been programmed and been made available to those
needing them. In the future we will be keeping track of key cards. Meanwhile, we will be calling some
slip holders to confirm (1) if you have a card; and (2) the card number (the first 5-digit number on the
back of the card). Your cooperation is appreciated.

Sand Spit Condition
Once again, winter has been unkind to the Sand Spit, with gravel sinking into the subsurface, leaving
muddy and soon-to-be-dusty areas. PLEASE DRIVE SLOWLY! The P&H Committee will be discussing
ways to address the surface conditions. Speed bumps have been acquired and will be installed this
spring after the gravel surface is addressed. We also hope to have the driveway entrance potholes filled
when the surface dries out a bit. Meanwhile, in an effort to beautify the Marina and Sand Spit, look for
new Marina signs and perhaps some landscaping improvements at the Sand Spit this spring.
Guest Passes, Parking, Towing
Guest parking passes issued last year for 2014-15 are still valid. If you did not get Guest Passes or need
additional ones, contact the HSIA Administrator. Each new slip holder is offered two Guest Passes,
and can have more if needed. Be sure your vehicle displays your HSIA vehicle sticker, and that your
guests display a Guest Pass in their vehicles. The HSIA Board has authorized towing of vehicles from
the Marina parking area if the vehicles do not display an appropriate sticker or Guest Pass. The HSIA
Security Guard will be manning the entrance to the Marina on a periodic basis this year.
Unauthorized vehicles will be towed in 2015!
Pets on the Sand Spit and Piers
Reminder: Marina Rule 8.15-
8.15. Pets are permitted in the marina areas; however, County law prohibits pets
“running at large” and requires that pets be on leashes. While pets may be unleashed when on their
owners’ boats, pets should NEVER be unleashed and running at large on the Sand Spit or on the piers.
Pet owners who wish to exercise their unleashed pets at the small beach at the end of the Sand Spit do
so at their own risk, and must maintain control of their pets. Pet droppings must be picked up and
removed by the pet owner or deposited in the pet waste stations.
P&H Meeting Time and Place
The P&H monthly meetings are normally held on the second Tuesday of each month at 7 p.m. in the
Key School Science & Library Center (the building closest to Carroll Drive), Room 102. All Slip
Holders, Ramp Key Holders, Wait Listers, Kayakers, Boat Parkers, etc. are encouraged to attend.
VOLUNTEERS ARE ALWAYS NEEDED AND WELCOMED!

Local News and Events...
2015 PAL Hawks Registration PAL is a non-profit organization that was founded in 1975 to offer children in
the Greater Annapolis Area the opportunity to participate in youth sports. Our mission is to organize
and develop highly competitive PAL Hawks Youth Football teams comprised of players from the
Greater Annapolis area and its surrounding communities. We expect to provide our players with
dedicated experienced coaching that will not only teach the physical aspects of football, but also a
deeper understanding of how to play the game while maintaining high standards of excellence
promoting good sportsmanship, teamwork, and respect for the individual.
PAL HAWKS football on-line registration will be opening early May for ages 6 to 13. Mid June PAL
will be holding a non-contact football camp run by the USNA football team, more information on web

Backpack Buddies April 13-17, 303 Cedar Lane
Hillsmere Elementary runs an ongoing Backpack Buddies program that packs take-home weekend food items every Friday for our students who may be in need. Hillsmere Elementary will be holding a Hillsmere Shores food drive from April 13-17th. Simply drop food items off to our school community representative Laura DiBerardinis at 303 Cedar Lane anytime during this week. We are looking to include the following items: Canned tuna or chicken, individual cereals boxes or oatmeal packets, individual pastas, raviolis, etc., soup, fruit cups or raisins, and milk or juice.

The Annapolis Book Festival Saturday April 25, 10am-4pm
The Annapolis Book Festival will be held on the Key School campus from 10:00-4:00 p.m. The
Festival is free and open to the public. More than 30 nationally renowned authors will be present
including former Attorney General Alberto Gonzales (A Conservative and Compassionate
Approach to Immigration Reform), Jim Dwyer (More Awesome Than Money), Michael Moss
(Salt Sugar Fat), Boog Powell (Baltimore Baseball and Barbecue with Boog Powell: Stories from
the Orioles' Smokey Slugger), Barbara Klein Moss (The Language of Paradise: A Novel) and

Welcome Committee
The Welcome Committee has been busy for the past few weeks replenishing
welcome bags to hand out to ten new Hillsmere neighbors. I was delighted that
nine new residents came to “Come And Get It Day” and were put on the list to receive their bag. As in
the past the Pool Committee offered a free one day family coupon. In addition, Piers and Harbor
provided us with an informational sheet of their activities. If you know of someone who has moved in
to our neighborhood (owner or renter), please contact me at [email protected] their
name and street address.
It’s says on the calendar that spring is here but I am not sure if that was a misprint! Maybe by the
time you receive the April newsletter, it truly will be spring. With the change of
seasons come more new households to our neighborhood. I hear from new neighbors how friendly
people are in Hillsmere. Let’s keep that up by saying “Hi” to fellow neighbors, old and new.
It is a pleasure to serve on this committee along with our dedicated team,

BUILDING PERMITS
An HSIA Building Permit is required: Every time an Anne Arundel County Building Permit is
required. The responsibility of obtaining an HSIA Building Permit does not fall on your builder, it
falls on you.
The following items are needed to obtain an HSIA Building Permit:
1. A copy of the Anne Arundel County Building Permit.
2. A copy of the construction location on the property when required by the County.
3. Cash or check in the amount of $5.00 made payable to HSIA, unless we sent you a certified
letter. If a Certified Letter is required, the cost is $20 for the permit.
4. Mail to HSIA, P.O. Box 3485, Annapolis, MD 21403
Permits are required for construction of new houses, new sheds, additions to houses or sheds,
retaining walls, piers and bulkheads. When in doubt, or if you have any questions, please call the
HSIA Building Permit Chairperson, Bill Anderson, at 410-279-1666.
PET WASTE STATIONS
You may have noticed that 5 pet waste stations have been installed on community owned
property. Two in the area surrounding the Community Pool, two at the Community
Marina and one on Beach Drive at the Kayak Park. The Property Committee is looking to
install additional stations on Green Spring, Beach and Harbor Drives.
If you walk your pet in Hillsmere please pick up after your pet and use the waste stations
where available. Not only is picking up your pet waste the law, it minimizes the impact of
our canine friends on the environment and our Community.

UPCOMING CHANGES TO THE DISTRIBUTION OF THE SEA BREEZE
Beginning with the July 2015 issue, the Sea Breeze will be distributed electronically. You
will still be able to receive a hard copy, but you must opt-in to continue receiving it in your
mail box. We will continue to post the Sea Breeze of the HISA website, where it can be read
at any time. Join the Sea Breeze distribution email list and receive a direct link to the web
version when it is published. If you wish to continue to receive a copy in the mail, please
call the HSIA Administrator at 410-263-4456 (24-hours) and leave a message with your
name and address. You can also email your request to [email protected] and
include your name and address and that you want to opt-in for a hard copy of the Sea
Breeze. If you’ve already notified us, we’ve got your request.
Neighborhood School News
Annapolis Book Festival Preview Sale Friday, April 24 from 3-5 p.m
The weekend kicks off on with the Annapolis Book Festival Preview Sale for our Hillsmere
neighbors! As in years past, there will be a Preview Sale for the Annapolis Book Festival
exclusively for our Hillsmere neighbors and Key families. This is your chance to be the first
to browse through hundreds of used and new books and to visit the Scholastic Books area.
The sale will take place in the Key School Activity Building.
On Saturday, April 25 the Annapolis Book Festival will be held on Key’s campus from 10:00
-4:00 p.m. The Festival is free and open to the public. More than 30 nationally renowned

HSIA GENERAL MEETING PROXIES In order for a proxy to be used at an HSIA General meeting floor vote, it must have the following
information:
1. Name, address, and signature of person giving the proxy.
2. Name of person who will cast the vote.
3. The date of a single meeting for which it is valid.
4. The particular subject or subjects for which it is valid.
Proxies that do not have all of these items will not be accepted. Proxies must be in writing
and delivered to the HSIA Secretary or his or her designate at the General Meeting. Faxed
or scanned copies will be accepted. You may use the following format (it is also available for
