PSA Negros Oriental CONDUCTS 2ND QUARTER OFFICE EVALUATIONBY FRANNIE G. PASTOR
In the pursuit of excellence in the performance of its
mandate and the conduct of its activities, the Philippine
Statistics Authority – Negros Oriental organized the
conduct of the 2nd Quarter Group Learning Session on
June 14, 2018 at the Philippine Statistics Authority, 3rd
Floor, Purple Building, Barangay Bagacay, Dumaguete
City. The activity was facilitated by Ms. Maria Felida O.
Generoso, Supervising Statistical Specialist and Ms.
Frannie G. Pastor, Administrative Assistant III. Among
others, the objective of the activity was to review the
performance of the provincial office for the period
January to June 2018 and identify the bottlenecks it is
facing relative to unaccomplished targets and delayed
submission of deliverables. In relation to this, the office
had a workshop on the preparation of the Individual
Performance Commitment Review (IPCR) where the 1st
semester targets of individuals were compared to the
actual accomplishments. From the output of each
personnel, the Division Performance Commitment
Review (DPCR) was created. It is to be mentioned that
the IPCR of each personnel were reviewed for
corrections and the submission of final IPCR was
scheduled on July 6, 2018, just after the reference
period.

Ms. Pastor facilitates the review of the performance of the Provincial Office
Following the preparation of the IPCR, a review of the 5S implementation of the
office was done, coupled with the review of the Quality Management System
(QMS) processes and guidelines. Then, a workshop on the preparation of the
2nd Quarter Individual Workload Analysis was conducted. The objective of
having the workload analysis was to make a good comparison of the actual
workload of each individual and to make necessary adjustments to their
workload as is deemed needed. Further to this, each personnel was grouped by
section for the initial preparation of the Work Program for the 2nd Semester of
2018 where the individual workload analysis could be used as input. The
submission of which was set on the 2nd week of July 2018. Before the end of the
activity, each group identified the best practices and innovations implemented
in their respective sections and the office as a whole.

PSA ENFORCES CIVIL REGISTRATION FUNCTIONS BY CRISLOR D. VILAS
PSA Negros Oriental was invited by Cantil-e Elementary School,
Dumaguete City, Negros Oriental to conduct a seminar on Civil
Registration. It was participated by the teachers and employees of
the said school. Chief Statistical Specialist Engr. Ariel T. Fortuito,
Administrative Assistant II Ms Crislor D. Vilas and JO/Statistical
Analyst Ms Clan Sherri C. Ferrando were the discussants during the
seminar.
The topics discussed were RA 10625 or the Philippine Statistical Act
of 2013; Civil Registration System, its importance and registration
procedures; relevant laws on the issuance of copies of civil registry
documents; RA 9048; RA 10172; RA 9858; and Statistics on the
results of the 2013 National Demographic and Health Survey and
results of the 2015 Census of Population.
It was emphasized that PSA not alone collects, compiles, analyzes
and publishes statistical information on the economic, social,
demographic, political affairs and general affairs of the people of
the Philippines but also enforces the civil registration functions of
the country.

Administrative Assistant II Ms Crislor D. Vilas of PSA Negros Orientaldiscussed the Civil Registration System, its importance andregistration procedures; relevant laws on the issuance of copies ofcivil registry documents; RA 9048; RA 10172; and RA 9858.
Apart from answering the questions and other concerns of the
participants regarding civil registry documents during the open
forum, the PSA also solicited observations and suggestions from
the teachers on the conduct of the previous census since they will
be tapped for the upcoming 2020 POPCEN activity.
On April 11-13, 2018, a Regional Convention-Seminar Workshop on
Civil Registration was conducted by the Regional Association of
Civil Registrars – 7 (RACIR) in cooperation with the Association of
Civil Registry Personnel in Negros Oriental (ACREPONO) at the
Melanias Garden, Tanjay City, Negros Oriental.
One of the highlights of this convention was the discussion on the
latest jurisprudence of civil registration. Another one was
presented by the Provincial Statistics Officer of PSA Negros
Oriental, Engr. Ariel T. Fortuito, which was on Health and Wellness,
and Risk-Based Thinking: Actions to Address Risks and
Opportunities. During the course of the event, panel discussions
with stakeholders (GSIS, DepEd, SSS, DFA, DOH, Philhealth) were
done.
The activity was actively participated by personnel coming from the
PSA, Local Civil Registrars’ Office, and Other Private and
Government Agencies.

The Department of Labor and Employment spearheaded the coordination for theconduct of the 3-day Training on Child Labor and Profiling of Vulnerable Children onJune 18 to 20, 2018 at Plaza Maria Luisa Suite Inn, Dumaguete City. The activity wasattended by member-agencies represented in the National Child Labor Committee –DOLE, PESO, DSWD, Municipal League, Government Interlink Program and otherstakeholders in Negros Oriental. One of the objectives of this training is to generate thedata to establish the Child Labor Local Registry (CLLR). The Philippine StatisticsAuthority – Negros Oriental Provincial Office represented by Ms. Clan Sherri Ferrandowas invited to discuss on the topic “How to Conduct Household and Child Interview”during the said training. The essential role of the Profilers in the data collection wasgreatly emphasized in the presentation since data integrity and accuracy of collectedinformation is of the utmost importance. Presentation of the interview tool orquestionnaire was also assisted by PSA representative especially on the concept ofidentification of household.

PSA DISTRIBUTES BROCHURES DURING THE 116TH LABOR DAY CELEBRATION
Philippine Statistics Authority-Negros Oriental distributed civil registrationbrochures during the celebration of the 116th Labor Day on May 1, 2018. Thedistribution was held at the Convention Center, Dumaguete City. It started at9 am to 11 am. Clients asked question regarding the problems theyexperienced in their civil registry documents. There were thirty-five recipientsin the area.
Ms. Chiong distributes brochures to public and privateagencies.
The brochures cover information regarding late registration oflive birth, correction of typographical errors in the entries oncivil registry documents, laws on the change of name, sex, andthe day on the date of birth. To appreciate more, PSA staff also explained the content of thesaid brochure. The goal of this activity is to educate the publicand share awareness about the Civil Registration.
Ms. Chiong and Ms. Dimalaluan distribute brochures to job applicantsduring the job fair.
In response to the request of the Unitarian Universalist Church of the Philippines, thePhilippine Statistics Authority – Negros Oriental conducted a Solemnizing Officers’Seminar at the UUCP, Brgy. Bantayan, Dumaguete City on April 27, 2018. The activitywas attended by 26 pastors of the church and lasted from 8:00 AM to 5:00 PM. Topics discussed during the seminar were the following: 1.) Civil Registration System(CRS), 2.) Marriage Statistics in Negros Oriental, 3.) Procedures in Securing CRASM, 4.)Instruction on How to Fill Up Certificate of Marriage Form, 5.) Republic Act 9048, RA10172, Legitimation, RA 9858 and Revised RA 9255, and 6.) Marriage Laws in thePhilippines. After the seminar, an open forum followed which was actively participated by thepastors in attendance.

Negros Oriental showed a decline of 9.8 percent from8,468 in 2011 to only 7,634 in 2015 in the number ofrecorded marriages. During the 5-year series, the year 2011has the highest registered marriages while the year 2013 isthe lowest with 7,042 marriages. However, in both years2014 and 2015 that followed, registered marriages slightlyincreased to 7,634.

Dumaguete City recorded the highest number of registered marriages
In 2015, Dumaguete City recorded the highest number ofregistered marriages of 715, which is 9.4 percent of thetotal marriages in Negros Oriental. Second in rank was theCity of Guihulngan with 643 marriages or 8.4 percent. Itwas followed by Mabinay, City of Bayawan and Bais Citywith 594 (7.8 percent), 559 (7.3 percent) and 515 (6.7percent) marriages, respectively. The least number ofmarriages in 2015 was recorded in the municipality of SanJose at 72 or 0.9 percent. The same cities and municipalityreflected the most number of registered marriages in theyears 2013 and 2012.
May is the favorite wedding month in Negros Oriental In 2015, most marriages in the Philippines occurred in themonth of December with 54,480 (12.4 percent) of the totalmarriages. It was followed by the months of May 50,664(11.5 percent) and February 46,408 (10.6 percent)registered marriages. The least number of marriagesoccurred in November with 22,220 (5.1 percent).
Institutional Population increased by 76 percent Based on the 2015 Census of Population (2015 POPCEN),the province of Negros Oriental posted a total institutionalpopulation of 4,082 persons as of August 1, 2015. This islarger by 1,767 individuals compared to its totalinstitutional population of 2,315 individuals counted in the2010 Census of Population and Housing (CPH). Theincrease in the institutional population count from 2010 to2015 translated to 76.3 percent growth.
Males outnumbered females Among the institutional population living in ILQs, malesoutnumbered females except in ages under 1 to 19 years oldand age group 75 to 79. About 21.51 percent (878 persons) ofthe institutional population were in the 15 to 19 age group. Itis followed by those in the age group 20 to 24 years with 19.48percent (795 persons), and age group 25 to 29 years 14.01percent (572 persons). Ages 15 to 29 years old comprises 55.00percent of the total institutional population of NegrosOriental in 2015.

Household Population of Dumaguete City in 2015 reached 129,226 persons with 29,262 occupied housing units and 29,750households based from the results of the 2015 Census of Population conducted on August 2015. There was an increase of3,007 or 11.45 percent compared with its occupied housing units of 26,255 in the 2010 Census of Population and Housing(CPH). In 2007, it followed the same pattern, Dumaguete City still topped 23,694 occupied housing units. Between 2007 and2015, the number of occupied housing units increased by 5,568 or 23.50 percent. A ratio of 102 households for every 100occupied housing units was recorded in 2010 and 2015. The average household size in Dumaguete City is 4.3, lower thanthe average household size of 4.5 persons and 4.7 persons in 2010 and 2007, respectively.

PSA NegOr PARTICIPATES WALKATHON FOR GAANO INTER-AGENCY SPORTS FESTIVAL
For the year 2018, the Government Agencies Association ofNegros Oriental (GAANO) has organized the conduct of theGAANO Inter-Agency Sports Festival. To start off the sportsfestival, the association held a parade/walkathon on June23, 2018 which was participated by various agenciesincluding the Philippine Statistics Authority – NegrosOriental. The activity was joined in by 12 PSA personnel. Itstarted at 6:30 AM and ended at 7:30 AM.

The starting point was at Quezon Park, Dumaguete Citywhile the end point was at the Macias Sports Complex,Capitol Area, Dumaguete City. Among others, the activity aimed to promote a healthylifestyle as it highlights the conduct of sports activitythroughout the duration of the sports festival. As such, theparade/walkathon was followed by a GAANO PEP SquadCompetition and a series of Larong Pinoy.

PSA NEGOR INVOLVES IN THE CELEBRATION OF 116TH LABOR DAYAs the nation commemorated its 116th Labor Day Celebration, thePhilippine Statistics Authority - Negros Oriental Provincial Office involvedin the celebration which spearheaded by the Tripartite Industrial PeaceCouncil (TIPC) of Negros Oriental in coordination with the Department ofLabor and Employment – Negros Oriental Field Office (DOLE- NOFO) onMay 1, 2018.

Employees of PSA Negros Oriental headed by Provincial Statistics Officer Ariel T.Fortuito participated in the street parade which started at 7:00 am in front of theLegislative Building beside the Capitol to the Convention Center, Dumaguete City. AZumba activity was held before the parade proper. On the same day, the staff joinedthe formal opening of the Local and Overseas Job Fair/ Trabaho Negosyo Kabuhayan(TNK) .
DOLE Clinic or One-Stop Shop during the Labor Day Celebration withthe theme “Pagpupugay sa Manggagawang Pilipino: Dangal ng lahi,kabalikat sa progresibong pagbabago!” The job fair was held at thePlenary Hall, Negros Oriental Convention Center, Dumaguete City. PSA- Negros Oriental staffs catered queries from formal and informalsector participants regarding corrections or typographical errors in theentries of their civil registry documents. The involvement of PSA- Negros Oriental in the event was one way ofshowing support to other agencies in order to build good relationshipsand strengthen partnership and linkage with them.
APRIL 2018 LABOR FORCE SURVEY BY MARYLYN F. CHIONG and MARIA FELIDA GENEROSO
The 3rd Level training was attended by ten statisticalresearchers. From the ten SRs, only three have experienced thesurvey using the computer aided personal interview (CAPI).Hence, the provincial office find it necessary to review allconcepts of the survey including the updating of the SSU Listas well as examine and discuss the common errors done in theprevious round. The trainers also used ISH Form 2 in order for the SRs to graspfully the whole concept since this round’s questionnaireincluded other items such as the information on informalemployment and respondents’ physical disabilities anddifficulties which hinders them to fully function in theirrespective work. In addition, the office translated thequestionnaire in the local dialect to help the SRs understandthe questions themselves.
The enumeration period for this round was on April 10-30,2018, including Saturdays and holidays. The enumeratorswere given a maximum of twenty (20) mandays for datagathering including uploading of data files to complete thefield operation. Generally, in this round, the main problem was the errorsencountered in the use of the CAPI/CADACS. When the systemdid not allow adding new household and modifyinghouseholds, the issue was referred to the central office andwas corrected by sending an updated version, However,the version still do not allow modifying so the focal personsrequested to do themodification in the SCIPS. Also, therewere SRs who had not installed the updated version becausethey were already in the areas far from the provincial officeand some did not have signals to be reached by mobilephones. With these, modifications and coding were done usingthe SCIPS. One SR had a problem in accessing theenumeration area in her tablet and had to back up and re-startevery after HH.
