Maintaining accurate records and information on every advance given out and acquittals received is very essential, to ensure not only accountability but also to minimize abuse or misuse of public funds. Mr. Francis Gumembi, PCaB adviser based in Western province has been focusing effort in this area for the last two months. Commitment and support from the three district treasur- ies has enabled updating of the advance registers for each district using MYOB Accounts Receivable system. The updated advance register can now be used by each district On 6th August the Department of Finance Secretary, Mr. Ste- ven Gibson together with the Milne Bay Provincial Adminis- trator Mr. Henry Bailasi officiated at the opening ceremony of the new ICT Training room in Alotau. The new ICT training centre equipped with ten network computers, a printer, a server and internet facility are ready to start ICT training courses in the province. With this training facility in Alotau, PCaB will provide free ICT training courses to Provincial Administration and Treasury staff helping them to improve their knowledge and skills in basic/intermediate/advance computers software. These training courses are part of the PCaB component to support the roll-out of the Integrated Financial Management System (IFMS) in the provinces. As Milne Bay is the first province in the roll-out programme of IFMS to the provinces, this coming week the ICT training fa- cility will start the first Training of Trainers (ToT) for ICT spe- cialists in Alotau. At the end of this training the local ICT trainers will be able to start conducting continuous ICT train- ings to Provincial and Treasury staff. Last week, PCaB management met Mr. Tim Bulman, Country Economist from the World Bank in PNG, in order to exchange information about PCaB Programme and World Bank activities in the country. PCaB man- agement informed about our capacity building activities at sub-national level. In addition, introduce the new PCaB E programme for 2013. The meeting was also an opportunity to know more about World Bank activi- ties in the country. In particular, the public financial management where PCaB works and identify possible avenues for collaboration from the World Bank in strengthening public financial management capacity at national and sub national levels. With the Department of Finance entering to work in Public Expenditure and Financial Accountability-PEFA International Standards an assistance from the World Bank could be advantageous for the Department due to the World Bank’s expertise and experience in this area in other countries. This could be an area of interest for further discussion and coordination between the Department of Finance and the World Bank. and provide updated statements to each advance holders as well as providing management status report for their respective divisions and sections. Advances has been and is a problem area in the Western

Province. Maintaining accurate records and information
