CEO CORNER

Welcome back to the final CEO Corner for the 2019/20 Financial Year. A few rainy days over the past few weeks appear to have increased the mood and optimism of the local farming community. Let’s hope the semi-regular weekly falls of 10 to15mm continue and occasionally include a few over 20mm. We don’t ask for much, do we?

Its great to see the local tourist attractions around the community buzzing. The Caravan Park and RV area always seem to be well occupied, the Kulin Community Hub is slowly cranking up again, the FRC is building some clientele with Friday night Auskick and Sunday Golf, as well as a few other local events, and the ladies at Acres of Taste are back to their hectic life producing delightful goodies to curb the hunger pains. We’ve seen some recent travellers make use of our community sporting facilities at the bowling green and golf fairways, which are just other low-cost facilities that contribute attracting tourists to our community.

As was publicised in my previous CEO Corner, Shire staff and Council successfully held Community Workshops to engage with the wider community and specific groups regarding potential community infrastructure projects to capitalise on the current funding opportunities outlined by both the Federal and State Governments.

It was great to witness the enthusiasm of the KDHS students with contribution towards the ‘All Ages Activity Precinct’. Last year a group of students wrote to Council with their ideas regarding potential ‘youth’ focused infrastructure. The students have since been working with Shire staff to

streamline their ideas via developing master plan concepts, as well as a survey to identify priority projects, culminating in a very participatory workshop to further clarify their ideas. We received some great feedback and contributions from the kids and hopefully Shire staff and Council can come up with an innovative

Acres of Taste are back to producing delightful goodies.

The Kulin Community Hub are starting to welcome visitors, from near and far, through their doors again.

Master Plan that creates a cost effective “precinct” suitable for local kids of all ages as well being an additional tourist attraction. Unfortunately, I’m not sure this will include Toby McInnes’ request of “somewhere to go fishing”, but we appreciate Toby, and all the kids’ ideas and contributions. It looks like a “ninja warrior course” and climbing wall facilities were high on the kids’ innovative lists of ideas.

Council also held a targeted workshop with the recently reinvigorated Cultivating Kulin Committee. CKC via various community groups are keen to invest in a community infrastructure project, of which Council will provide matching funding. This workshop allowed members of both CKC and Council discuss potential projects for partnership opportunities between both parties. This is just another great example of community collaboration around Kulin.

The wider Community Workshop saw around 20 community members discuss a wide range of community projects that Shire staff and Council have identified as potentially being suitable for investing in the nearly $1.5M of funding available. We received a reasonable response via the “survey monkey” survey put out. I recognise that this process may have seem rushed, however the time of the additional funding announcements in early June, as

well as the impending Council Budget development required this process to take place in a relatively short space of time. Having said that, community engagement is an on-going process that Shire staff and Council undertake on a daily basis. Community members are welcome to request a hard copy of the survey or even put in writing their ideas for potential community infrastructure projects. It was great to have Mr Harold Proud still providing a strong contribution to the Workshops in his usual effervescent manner.

A big thank you to all Shire staff who have contributed to the Workshops and project ideas in both the foreground and the background.

The Works Crew have continued to be busy with their winter maintenance grading program around the gravel roads of the Shire. For anyone that has come across the Works Crew undertaking their winter grading around the Shire backroads, the teamwork is certainly poetry in motion as 4 graders and 3 rollers work together to maintain the best roads in the Wheatbelt. I’m sure Judd could assist Adam Simpson with some teamwork advice as his team deals with their current struggles.

JOB OPPORTINITIES IN THE SHIRE OF KULIN

SHIRE OF KULIN TRUCK DRIVER / ROAD TRAIN OPERATOR POSITION

Applications are invited for the position of a full time Truck Driver (Road Train) with the Shire of Kulin.

The successful applicant will be required to hold a MC licence and completion of appropriate training as required by the Code of Practice on Fatigue Management for Commercial Vehicle Drivers. Applicants will be encouraged to undertake on the job training to become proficient in operating other

items of Council plant and machinery, while appropriate off the job training will be provided as required.

Conditions of employment are in accordance with the Local Govt. Industry Award 2010. With incentives such as regular overtime, over award payments, superannuation and other bonus schemes operators have the capacity to earn in the vicinity of $55,000 - $65,000 per annum. Subject to availability at the time

of the offer, subsidised housing may also be available to the successful candidate.

COMMUNITY INFRASTRUCTURE PROJECTS

FUNDING OPPORTUNITIES 2020/21 OVERVIEW

Economic, environmental and climatic conditions have led to both the Federal and State Governments initiating a range of economic stimulus packages entailing funding opportunities for local governments. There is potential for Kulin Shire Council and the wider Kulin community to gain considerable benefit from these opportunities with well targeted, planned and community developed funding submissions. Shire staff have been liaising closely with Council to identify and develop specific projects suitable for each specific funding opportunity. Projects have also been identified with cross reference to Council’s Strategic Community Plan and Corporate Business Plans (2017).

BACKGROUND

CONSULTATION

Council sought community input and feedback to determine the key priorities for community infrastructure requirements that resonate within the community. Council held a Community Workshop on Thursday 11th June 2020. The purposes of this proposed Workshop were:

• Funding – provide overview of potential sources and opportunities.

• Projects – outline proposed ideas and how they fit with each funding source.

• Survey – identify community priorities.

• Conversation – allow community to provide feedback to Council and Shire staff.

• COVID 19 – provide update on how Council and the community have managed the challenge.

The Community Workshop also contributed towards the initial stages of Council updating its Strategic Community Plan and Corporate Business Plan, both of which are due for a major review in 2020/21 financial year.

FUNDING OPPORTUNITIES

Funding opportunities, their relevant sources and specific requirements are outlined below.

1. Federal Government• Drought Community

Funding Program - $500,000.• Local Roads and Community

Infrastructure Program - $570,000.

• Heavy Vehicle Safety and Productivity Program - $550,000

2. State Government • Community Sporting and

Recreation Facilities Fund -Annual and Forward Grants - $2 million. -(Small Grants) $100,000• Regional Economic

Development Fund ($100,000).

• Community Water Grants.• Bicycle Network Grants.

COMMUNITY SURVEY

As part of the consultation process, members of the community provided feedback to the Shire via a survey seeking their priorities for other “Community Infrastructure Projects”.

SHIRE PROCESS

Shire staff is collating information from the survey and workshop and will provide a summary back to Council as part of the 2020/21 capital works budget development process. Council will provide feedback to staff with regard to which funding applications to pursue and which specific projects to include. If funding applications successful, they will be included as part of Council’s 2020/21 Capital Works Budget upon notification from the relevant authority.

PROJECT THEMES

The Council and Shire staff identified various projects and opportunities to be discussed or put on a wishlist. The available funding sources provide a significant opportunity for our Council to really invest in community infrastructure in with clear direction and purpose.

The Shire of Kulin is providing public notice of its proposal to make two new local laws.

CEMETERIES LOCAL LAW 2020The purpose of the proposed local law is to provide for the orderly management of the Kulin Public Cemetery (Reserve 192552) Dudinin Public Cemetery (Reserve 14995) and the Pingaring Public Cemetery (Lot 3142) in accordance with established plans and to create offences for inappropriate behaviour within the cemetery grounds; and

The effect of the proposed local law is to ensure compliance

by all persons engaged in the administration, the burying of deceased and the provision of services to or making use of the three cemeteries in the district.

DOGS LOCAL LAW 2020The purpose of the proposed local law is to make provisions about the impounding of dogs, to control the number of dogs that can be kept on premises and the manner of keeping those dogs and to prescribe areas which dogs are prohibited.

The effect of the proposed local law is to extend the controls over dogs which exist under the Dog Act 1976.

A copy of the Cemeteries Local Law 2020 and the Dogs Local Law 2020 may be obtained from the Shire Office or viewed on the Shire of Kulin website.Submissions concerning the proposed local law can be made in person to the Shire of Kulin, 38 Johnston St Kulin, via post to PO Box 125 Kulin 6365, or email to [email protected], by 4.30pm 28 August 2020.

SHIRE OF KULIN PROPOSAL TO MAKE TWO NEW LAWS

PUBLIC NOTICES FROM THE SHIRE OF KULIN

COUNCIL DECISIONS JUNE 2020REVIEW OF LOCAL LAWSCouncil proposes to make two new local laws; the Shire of Kulin Cemeteries Local Law 2020 and the Shire of Kulin Dogs Local Law 2020. Community consultation will be undertaken prior to the adoption of the proposed new Local Laws.

VARLEY PROGRESS ASSOCIATION LEASE AGREEMENT Due to the existing lease agreement expiring Council considered a new agreement to continue the existing arrangements for leasing cropping land (approx. 230ha) at Roe Loc 2315 to the Varley Progress Association. It was agreed that a

10 year lease be drawn up at a cost of one peppercorn, commencing 1 July 2020.

MAIN ROADS WA DEPROCLAMATION OF ROADS IN KULIN TOWNSITE Council accepted a proposal to transfer a portion of Gorge Rock Lake Grace Rd to the Shire to be a designated local road and in return Main Roads are to provide funding toward the resurfacing of an area between Day St and High St along with some vegetation management works. In return Davies Rd will be transferred to Main Roads WA and designated as a State road. Council also requested funding to assist with drainage rectification measures.

NATIONAL REDRESS SCHEME Council endorsed the participation of the Shire of Kulin in the National Redress Scheme. This scheme was established to recognise the harm suffered by survivors of institutional child sexual abuse.

ELECTED MEMBER AND CEO ATTENDANCE AT EVENTS A new policy was adopted in line with the Legislation Amendment Act 2019 which requires Council to actively consider the purpose and benefits to the community from Councillors and the CEO attending events.

CULTIVATING KULIN COMMITTEE

This year CKC were awarded the Kulin Community Cropping Lease for a 6 year period. The lease consists of 135ha at two sites known as the Airstrip and Proud’s. 135ha of Scepter wheat has been planted and we would like to acknowledge the community members who have contributed to the project to date. By sharing their knowledge of tools and learning new skills, they pulled apart an old fan using screwdrivers and spanners, re-attached the legs of our woodwork table and sanded, then painted our outdoor reading chair.

BIOSECURITY FUNDING SCHEMES

BIOSECURITY FUNDING SCHEMES TO TACKLE PEST THREATS

More than 99% of Western Australian cattle, sheep and goat producers and grain, seed and hay growers actively support the biosecurity of their industries by making financial contributions to WA’s Industry Funding Schemes.

Farmer contributions to Industry Funding Schemes will support a range of priority animal disease and pest control programs next financial year.

Executive Officer for the schemes, Rebecca Heath, said three-horned bedstraw, skeleton weed, wild dogs, virulent footrot and several cattle diseases were among the key issues to be targeted by the schemes in 2020/21.

“Industry-based management committees have determined which pest priorities are to be addressed, the scheme’s areas of operation and the producer contribution rates,” Ms Heath said.

The schemes are an integral part of the State’s biosecurity system, helping to maintain access to domestic and international markets and supporting the viability and profitability of agricultural industries. For the 2020/21 financial year the contribution rate has increased for sheep and goat producers, but

remains unchanged for the other schemes.

Cattle: Producers pay a 20 cent contribution on the sale of each animal/carcase to fund surveillance programs for bovine tuberculosis, enzootic bovine leucosis and Johne’s disease in cattle.

Sheep and goats: From 1 July 2020, producers pay a 17 cent contribution on the sale of each animal/carcase produced within the State. The rate has increased from the existing 15 cents per animal/carcase contribution to fund on-ground wild dog control in priority gap areas as well as activities to contain the spread of virulent footrot in the Western Australian sheep and goat flock. Grains and seed: Growers pay a 25 cent contribution on the first sale of every tonne of grain and seed grown within the South West Land Division to fund continuing programs to control skeleton weed and eradicate three-horned bedstraw.

Hay: Growers pay 12.5 cents per tonne on the first sale of hay grown within the South West Land Division to fund the skeleton weed and three-horned bedstraw programs.

Producers/growers who wish to opt out of the scheme/s must submit a 2020/21 Notice of Opt Out form by 30 June 2020. Producers that opt out lose all entitlements to assistance and compensation via the scheme.

The continued support of producers for the schemes enables WA broadacre and pastoral industries to identify and invest in biosecurity activities that help maintain our market advantage and the sustainability of the industries in Western Australia. The State’s sheep and goat producers will contribute 17 cents from the sale of every animal to help fund programs to control wild dogs and virulent footrot in Western Australia.

The producer contribution to the Sheep and Goat Industry Funding Scheme takes effect from 1 July 2020, and has increased from the existing 15 cents/head contribution.

Charles Wass, Chair of the industry-based Sheep and Goat Industry Funding Scheme Management Committee, said it was important that producers, stock agents and processors were aware of the new contribution rate.

The Funding Scheme enables the WA sheep adn goat industry to raise funds for programs to address priority peast and disease threats.

FREEBAIRN RECREATION CENTRE

This Saturday 27 June sees us enter Phase 4 of the Covid-19 WA Roadmap to Recovery. At the FRC we continue to try and remain flexible and adhere to the guidelines as they change and we adapt to the “new normal”. Once the latest restrictions are eased, I’m pleased to be able to let you know that you will be able to stand at the bar and consume your beverage again! Some habits have been hard to break so this slight but significant step will be welcomed by many I am sure.

Of course, there are many more important aspects associated with the easing of restrictions. It is anticipated the EDFL will soon be in a position to announce a fixture for a modified 2020 season. The Kulin-Kondinin boys have been training since the initial return to training guidelines were implemented so it will be great for them to have the opportunity to put their training to good use in a game situation. It is anticipated this will commence towards the end of July.

PHASE FOUR

ROE DISTRICTS HOCKEY

The Roe Districts Hockey Association has decided against progressing in a competition in 2020. It is hoped there will still be some hockey-based activities made available to those still wishing to have a hit and a bit of social activity.

The Kulin Netball Club have been very proactive. With no formal season available for them, they have rallied some troops together to undertake some fitness training here at the Rec Centre on a Monday evening. It’s great to see the ladies come together to dust off some cobwebs and also enjoy the opportunity for a natter.

KULIN NETBALL CLUB

JUNIOR SPORTS

Junior netball and hockey training sessions are currently being run on a Thursday afternoon and have been getting good numbers along to have a taste of each of these sports.

Friday afternoons have seen a lot more activity and it’s been fabulous to see the kids out on the oval enjoying their AusKick sessions and Junior Footy training. This also gives the parents a chance for a bit of social activity and its been really nice to see people coming together again in the bar area while the kids are active in other areas of the Centre. Many thanks to everyone for adhering to our social distancing guidelines. The more we all do the right thing, the more likely it is we will keep progressing towards normality sometime soon.

GOLF CLUBThe Golf Club have been getting good numbers for their Sunday sessions the last few weeks. Anyone is welcome so if you are keen for a round of golf head into the FRC at 11.30am on a Sunday ready for a 12 noon tee off.

THE GYMAs of Monday June 29, the gym facility will be available to members ‘out of hours’. We still need to remain more than vigilant with regard to cleaning and sanitising of equipment so I ask that everyone respect this please and continue to follow the procedures in place to protect everyone’s health. Please note that only FOUR (4) patrons will be allowed in the gym area at any one time. Please contact me with any queries related to out of hours access.

FAREWELLSadly (but I am sure happily for them), we say farewell to our resident backpackers Madi and Wout on July 1. They have been here for a record amount of time and for me personally have been BRILLIANT to work with and have around the place. The last few months have been remarkably tough on everyone and I hope they have been thankful to be “stuck” in Kulin during a once in a lifetime health pandemic. It’s fair to say Kulin will hold a special place in their heart – for a whole range of reasons! I’d like to thank them for all they have done

KULIN CWA UPDATE JUNE 2020

After being locked out for 3 months, members are excited to be returning to their home base. We met for coffee (brewed) around the fire and made plans for the rest of the year. RESTORATION proposals were the main topic for the day. The progress report is as follows:

1. Drainage work- completed; and this has significantly reduced moisture under the floor and there is no longer a musty smell in the building.

2. Window replacements, fly screens and a screen door have been ordered and will be installed as soon as the component parts arrive at Narrogin Glass. This has, of course been delayed due to COVID 19 freight restrictions.

3. A building condition inventory was compiled and itemized in order of priorities.

4. An assessment of the building has been conducted by a Registered Building Surveyor, with pleasing results. The chimney is stable and in good condition, the roof was replaced about 15 years ago and is sound. As expected, repairing the floor in the main room is to be the first major restoration work, followed by minor stabilization of the ceiling, filling of the wall cracks and painting the meeting room.

5. Paintwork on the front façade is high on the agenda to smarten up the overall appearance.

6. Streetscape- the garden and yard have been nurtured well over the summer by Lexi Cook, Dot Cook and Harold Proud. A grateful thumbs-up to these folk for their dedication and effort.

7. Investigation into the title deeds of the property have produced encouraging results.
