ProtectingagainstfloodsCARE’sWASHteamworkstoprovideacleanandhealthyenvironmentforthedisplacedpopulationslivinginthecampssincetheJan.12earthquake.Inadditiontobuildinglatrinesandshowers,WASHtechnicians(Water,Hygiene,Sanitation)havebegundiggingdrainagechannelsinanumberoflocationsinanticipationoftherainyseason.«Allthisisapartofapackageofservices»hasinformedusNosaBoadi,headoftheconstructionteam.«Wealsodigwellstodrainrainwaterandpreventfloodinginthecampsthat,otherwise,wouldcausedamagetothetemporarysheltersconstructedbythefamilies».
OntheroadtoeconomicindependenceTheCashForWorkprograminruralareasstartedonApril13thinLéogânewithmorethanthreehundredpeople.Severalhundredsofpeople,50%ofthemwomen,willbehiredeveryday–80000person‐daysintotal–tocleanoutthecanalsandrepairroads,therebyfacilitatingaccesstothesezonesforresidentsandhumanitarianaidworkers.WolfgangTyderleisresponsibleforemergencyprogramsatCAREGermany‐Luxembourg.HewasinHaitifor10daysandconductedanumberoffieldtrips."Ivisitedseveralcampsandvillages;Iinspectedmanylatrines,watertanksandsiteswherewe’velaunchedcash‐for‐work’sactivities.Iheardpeopletalkingaboutthefloodingproblemsandlistenedtoallsortsofinquiriesfromleadersofvariouscommittees.Forthemoment,Ifeelalothasalreadybeenachieved,butthereisstillalotmoredoso."

CARE:over20yearsinArtiboniteInJuly2008,CAREimplementedaruraldevelopmentprojectinthetownofGrosMorne(Artibonite).ThisprojectisfundedbytheLocalDevelopmentProgrammeinHaiti(PDLH)andincludessupportforlocalgovernance,capacitybuildingintheprotectionagainstHIV/AIDS,strengtheningthecapacityoflocalofficialsinchargeoflocaldevelopment,andsupporttowardstheprotectionoftheenvironment.AccordingtoJeanMaryNicolas,accountant,thisprojecthashelpedstrengthenthecapacitiesoflocalofficialsinthemanagementtheircommunities.Sinceitsestablishmentin2008,womenaremuchmoreengagedintheircommunitiesanddecision‐making."Themayorsholdweeklymeetingswithmembersofassembliesandcouncilsfromanumberofsectorstomakedecisionsonvariousdevelopmentactivitiesinthearea.Onceamonth,thecouncilgoesonairtoinformthepublicoftheseactivities,"Nicolastoldus.
CommunicatingbetterCommunicatingourworkwiththepeoplehasbecomeapriority,especiallysincetheJanuary12earthquake.Forthisreason,CAREparticipatedintwoworkshopsinLéogâneandPort‐au‐Princewithjournalistsfromvariousmediaorganizationsthatsurvivedthedisaster.OrganizedbytheNGOInternewsonMarch31andApril10,theseworkshopsprovidedaspaceforhumanitarianorganizationstofindbetterwaystocommunicatewiththepressandthusbetterinformthepublicoftheiractions.
WorkinghandinhandwiththecommunityAnumberofmeetingswereheldinLéogâneinAprilwithsomecommunityleadersinlead‐uptotheopeningofCARE’swomencentres.Feministandwomen'sorganizations,representativesofpublicandprivateinstitutions,membersofcivilsociety,andcommunityleadersparticipatedinthesemeetings,whichservedtodeterminetheactivitiesandprioritiesofthesecenters.“Thewomen’scentrewillgiveusthespacetoexpressourselves,tofeelsafe,andultimately,thiswillhaveapositiveeffectonourfamilies,”saidPerpetual,alawyerinthetownofHautMithon.ForLeslie,voodoopriest,thiscentershouldprovidefirstaidservices."Once,Isawagirlwhohadjustbeenrapeddiebecauseshelosttoomuchbloodandtherewasnoplacetotreather".

CARE’sHaitiemergencyresponsespendingismonitoredbyanindependentadvisorycommittee.InadditiontoongoingmanagementoversightbyCARE’sregionalmanagementunit,eachmemberoftheCAREInternationalfederationhasappointedaseniorofficialwithspecialskillsinaparticularfocusarea(programquality,finance,shelter,etc.)insupportoftheoperation.ThecommitteewillmeetregularlyandvisitHaititwiceayeartomonitorprogresstodateonobjectives.ThefirstincountryvisitistargetedforJunewhenitwillreviewCARE’soperations,financesandlong‐termstrategy.Inaddition,CARE’soperationsandfinancialexpendituresareregularlyreviewedbyindependentauditors.
