Government of the Republic of Srpska Translated from Serbian

Cooperation Agreement signed between the Government of the Republic of Srpska and American “New Generation Power”

13.11.2012

Deputy Prime Minister of the Republic of Srpska Jasmin Komic and Executive Director of the American company “New Generation Power”, Chirinjeev Kathuria, signed in Banja Luka today an Agreement on Cooperation between the RS Government and this American company related to electric power.

Deputy Prime Minister Komic stated that the main subject of the Agreement was research of the prospects of utilization of the hydropower potential of the lower Drina River starting from Zvornik up to its estuary into the Sava River and construction of four hydroelectric power plants: Kozluk and Drina 1, 2 and 3.

Research will show the justification of the project from the point of view of the Company which concluded the Agreement and might lead to founding of a joint company between this American company and the “Electric Power Company of the RS”, Deputy Prime Minister Komic stated and added that the RS Government supported such an approach.

Mr. Komic also stated that further realization of this Project would proceed within the model of concession.

I am confident that we opened a process that could generate strong incentives to what the RS Government strives to achieve namely new investments and new employment opportunities“, Deputy Prime Minister Komic said.

Executive Director of “New Generation Power” Company, Chirinjeev Kathuria assessed that this would be one of the biggest projects in the region that would boost economy and employment.

Managing Director of the „Electric Power Company of the RS“ Branislava Milekic stressed that this was very important project for the Republic of Srpska which total value is about EUR 1.3 billion.

„The Project in question relates to construction of four hydroelectric power plants which jointly will have total capacity of 365 megawatts and projected annual power output of 1588 gigawatt hours“, Ms. Milekic said and explained that „Electric Power Company of the RS“ prepared project documentation of the preliminary design and a feasibility study which would be presented to the partners of the Republic of Srpska Government.

Ms. Milekic furher said that she expected some concrete proposals and a study of economic justifiability of the project during the next year.

NGP, Bosnian Serbs May Build Hydro Plants Worth $1.65 Billion By Misha Savic - Nov 13, 2012

New Generation Power, a U.S. energy developer, signed an agreement today with the Bosnian Serb government on building four hydro plants on the Drina river in central Balkans.

The plants of 365 megawatts combined capacity may cost 1.3 billion euros ($1.65 billion) to build, according to a statement on the website of Republika Srpska, the Serb part of Bosnia Herzegovina. Pending a feasibility study, the government-owned power producer Elektroprivreda Republike Srpske may form a venture with New Generation Power to develop the plants as a concession, it said.

The river Drina forms the border between Bosnia and Serbia. NGP, which focuses on renewable energy projects, held talks earlier this year with Serbia’s state utility, Elektroprivreda Srbije, on possible construction of these and other plants in the Balkan country.

BLOOMBERG ON NGP SIGNING 3MW SOLAR PPA IN BRAZIL

Tecnometal, NGP to Sign Power Contract for Brazil Solar Project By Stephan Nielsen - Nov 19, 2012

Tecnometal Equipamentos Ltda., Brazil’s only photovoltaic panel maker, and the U.S. developer New Generation Power expect to complete a contract this week to sell energy from solar project to the municipality of Itajobi.

The electricity will be sold for less than the rates the local government pays for public lighting, which may cost as much as 400 reais ($193) a megawatt-hour, Carlos Evangelista, business manager for Tecnometal, said today in a telephone interview. He expects to sign the 20-year contract Nov. 22 with the city in Sao Paulo state.

The 1-megawatt project, which will cost 7 million reais, is scheduled to be complete in the second half of next year and may be expanded to 3 megawatts in 2014, he said.

Pouca chuva, conta alta: governo vai desembolsar R$ 11 bi com térmicas. Gastos são quatro vezes maiores do que os de 2012; também o consumidor pagará mais. RIO E BRASÍLIA A falta de chuvas neste ano no país — principalmente no Nordeste, que enfrenta uma seca devastadora — vai fazer com que as usinas térmicas se mantenham ligadas a plena carga durante todo o ano de 2013 para gerar energia, afastando assim risco de racionamento. Só que o custo dessa operação deverá chegar a R$ 11 bilhões, conforme estimativas do governo federal, segundo uma fonte do setor. O valor é quatro vezes maior que os R$ 2,6 bilhões gastos com as térmicas em 2012. E o consumidor é quem vai pagar essa conta já a partir do ano que vem, embora de forma diluída, por até cinco anos. A situação, crítica, faz crescer as preocupações para 2014, ano da Copa do Mundo. (...)

Importando módulos:

Para importar módulos é necessário ter Licença de Importação com anuência do Inmetro. Hoje pode-se levar mais de 3 meses para que uma LI seja deferida.

Problemas na alfândega... Para a certificação Inmetro: existem poucos laboratórios credenciados paras os testes.

Após o deferimento da LI, processos alfandegários lentos, demora para efetuar os testes, espera-se meses para que o Inmetro emita o relatório com o painel certificado.

Este processo todo pode levar 8 meses ou mais.

Mais um exemplo: houve o caso de um fabricante que levou quase um ano passando por todo esse processo, gastou mais de R$100 mil com a certificação e no final os módulos não faziam mais parte do seu catálogo.

ICMS/SP – Suspensão e diferimento nas operações com aquecedores solares de água e rotor (hub) para gerador de energia eólica

O Decreto nº 59.039/2013, publicado no DOE SP de 04.04.2013, introduz alterações no Regulamento do Imposto sobre Operações Relativas à Circulação de Mercadorias e sobre Prestações de Serviços de Transporte Interestadual e Intermunicipal e de Comunicação – RICMS, estabelecendo suspensão do lançamento do imposto incidente na importação de aquecedores solares de água e rotor (hub) para gerador de energia eólica, sem similar nacional, destinados ao ativo imobilizado; concede creditamento integral do imposto incidente na aquisição interna de referidos bens destinados ao ativo imobilizado, bem como altera o momento da exigência dos impostos, nas hipóteses em que o estabelecimento adquirente do bem estiver em fase pré-operacional ou não tiver débitos do imposto em valor suficiente para absorver o crédito integral.
