THE PROPOSED SARITA BAY LNG PROJECT
WHAT IS IT? A proposed energy project that would deliver natural gas from northeastern BC and Alberta to the west coast of Vancouver Island, where it would be converted into liquefied natural gas (LNG) and shipped to countries like China, India, Korea and Japan that need LNG to meet the energy needs of their growing populations and economies. The project would include a land-based LNG processing plant and marine export facility at Sarita Bay.
PROJECT PARTNERS: Steelhead LNG and Huu-ay-aht First Nations
LOCATION: On approximately 330-hectares of Huu-ay-aht owned land at Sarita Bay, about 10 km north of Bamfield at the southern end of Alberni Inlet on Vancouver Island.
GAS SUPPLY: Natural gas for the proposed Project would come from northeastern BC and Alberta. Canada’s natural gas reserves are expected to meet the country’s projected domestic and export needs for at least the next 100 years. PIPELINE ROUTE: The proposed Project could use a combination of existing and new pipelines and right-of-ways to transport the gas from northeastern BC and Alberta to Sarita Bay. A specific route has not yet been selected.
COST: Estimated $30 billion (US dollars) not including pipeline costs. EXPORT LICENSE: Steelhead LNG’s application for a license to export liquefied natural gas is currently being reviewed by the federal government’s National Energy Board (NEB).
JOBS: An estimated 3,000-4,000 direct jobs during the construction phase An estimated 300-400 direct jobs during the operations phase Hundreds of indirect jobs during the construction and operation phases of the proposed Project.

THE SARITA BAY SITE
The proposed LNG facility would be located on approximately 330 hectares of Huu-ay-aht owned land at Sarita Bay, about 10 kilometers north of Bamfield, and about 70 kilometers southwest of Port Alberni at the southern end of Alberni Inlet on Vancouver Island.
After examining dozens of potential sites along the coast of BC, this site was selected as one of the best in the province. While it is a significant distance from upstream gas production, it has numerous characteristics that make it an excellent site for a potential LNG facility, such as:
• Deep water• Easy access to the Pacific Ocean• Excellent access by land
• Natural protection from tsunamis• A relatively flat terrain and protection from wind by surrounding mountains

BENEFITS OF THE PROPOSED PROJECT
The proposed Project is estimated to have many economic benefits for the Alberni Valley, Barkley Sound, and the Province of BC as a whole. The proposed Project would lead to substantial job creation and growth in the local and regional economy.
Expected economic benefits of the proposed LNG Project include:
• The creation of 3,000-4,000 jobs to construct the proposed LNG facility.
• 300-400 permanent jobs for work on the site once the facility becomes operational.
• Increased local and regional business opportunities such as in hospitality, accommodation, recreation, tourism, transportation, security and other service sectors.
• Sustained investment in the Vancouver Island and BC economies for 25 years or more.
Throughout the process of exploring this LNG opportunity, Steelhead LNG and Hu-ay-aht First Nations will have information sessions, and other opportunities for the public to learn about the type of training that would be required to take on jobs in the LNG industry.

HUU-AY-AHT FIRST NATIONS• Huu-ay-aht is a self-governing, modern treaty Nation whose lands are located in the Barkley Sound region
on the west coast of Vancouver Island at the entrance to the Alberni inlet.
• Huu-ay-aht is a member of the Nuu-chah-nulth Tribal Council and one of the five First Nations signatories to the Maa-nulth Final Agreement, the first modern-day treaty to be concluded on Vancouver Island, which came into effect on April 1, 2011.
• The Nation has a population of about 750 citizens, of whom 15% reside around the village of Anacla, the Nation’s principal community close to Bamfield. The remaining 85% live in Port Alberni, the Lower Mainland, across Vancouver Island, and beyond.
• Huu-ay-aht has full ownership of about 8,250 hectares of land within their territories and continue to have rights throughout their hahuui (traditional territories).
PROJECT PARTNERS
The proposed Project is being overseen by a joint Huu-ay-aht First Nations/Steelhead LNG Project Development Panel (PDP). This panel includes both Huu-ay-aht First Nations and Steelhead LNG representatives, allowing for joint decision-making and management of the proposed Project.
STEELHEAD LNG• Steelhead LNG is a BC-based LNG company, with headquarters in Vancouver.
• The company was started in 2013, but its senior executive team has more than 180 years of combined
experience working on natural gas and LNG projects.
• As a small but growing company focused entirely on projects in BC, Steelhead LNG’s decisions and priorities aren’t constrained by commitments to worldwide projects or non-LNG energy sectors
• Steelhead LNG’s team members have created and led some of the world’s largest, most successful and environmentally responsible natural gas and LNG projects. They have also held leading positions in the world’s largest gas companies, including Shell, Gazprom, Santos, Qatargas, EnCana and TransAlta Energy.
• Steelhead LNG’s investors include KERN Partners, a Calgary-based energy sector private equity firm, funded
by leading Canadian pension funds, North American university endowments, foundations, institutions and family offices.

ENVIRONMENTAL RESPONSIBILITY
Huu-ay-aht First Nations and Steelhead LNG place great importance on respect for the environment. This begins with understanding and working to protect the lands and waters in and around Sarita Bay, territories that have sustained the Huu-ay-aht people and neighbouring First Nations for thousands of years. In order to ensure that these territories will continue to sustain future generations, Huu-ay-aht and Steelhead LNG have adopted Huu-ay-aht’s highest principles of ʔuuʔałuk (uu-a-thluk, taking care of), ?isaak (iisaak, respect), and hišuk cawak (hishuk tsawak, all is one) as guiding factors in the proposed Project.
Before a final decision about building an LNG facility is made in 2018, Steelhead LNG and Huu-ay-aht First Nations will conduct comprehensive environmental studies to understand the existing conditions of the area potentially affected by the proposed Project. These studies will be undertaken with the support of Huu-ay-aht citizens, environmental experts, scientists, engineers, and those with traditional knowledge about Huu-ay-aht lands and resources. The proposed Project will be subject to a rigorous environmental assessment process through the Provincial and Federal governments and will meet or exceed all applicable regulatory requirements.

As we explore the possibility of moving forward with an LNG facility at Sarita Bay, there will be many opportunities to help the public stay informed about the proposed Project. These may include town hall meetings, information booths at public events, as well as presentations to local residents, businesses, and local and regional governments in the Alberni Valley and Barkley Sound regions. The proposed Project will also be subject to a provincial and federal environmental assessment and other regulatory processes that would provide the public with many opportunities to provide feedback and ask questions.
