With our headquarters in Norwalk, CT, Steven Winter Associates, Inc. (SWA) is a NYS corporation in business for 46 years. The firm has a long-standing commitment to creating energy-efficient, cost-saving, and resource-conserving buildings. As consultants on the built environment, SWA works closely with architects, developers, builders, and local, state, and federal agencies to develop and apply sustainable, whole building strategies in a wide variety of new construction and existing building types: commercial, residential, educational, and institutional. ▪ Design Approaches to Assure Improved Indoor Air Quality (IAQ) ▪ LEED™ and other Rating Systems Consulting and Certification ▪ Evaluations of O&M Procedures for Improved Reliability, Durability, and IAQ For existing buildings, SWA frequently evaluates the age, condition, and efficiency of equipment and recommends energy savings measures. In some cases, this is associated with capital improvements or upgrades at the time of equipment replacement. Alternatively, the assessment may include recommendations for upgrades that have payback periods and a return on investment that satisfies the owner’s criteria. Often low-cost/no cost measures are proposed that can be implemented by maintenance staff to reduce energy use immediately. The recommendations may be supported by savings projected through energy modeling or spreadsheet analysis, in conjunction with estimates of the retrofit cost to install. Key Personnel For the CT DAS Energy-Efficiency Retrofits for Existing Buildings project, all SWA work will be performed primarily by staff in the Commercial Energy Services and Residential Energy Services Groups. As a core principle, SWA works collaboratively across groups, and as and if appropriate, the personnel will reach across to other groups to gain additional and specific expertise as necessary. This section briefly highlights select staff that have experience relevant to anticipated service offerings that may be requested under this contract. Additional resumes are available upon request. Resumes for the staff shown here have been provided in the Supplemental Appendices. Amanda Magee, PE will serve as the Project Manager, responsible for overseeing all technical and audit tasks. With hands-on experience in Commissioning and energy auditing, Ms. Magee has been working with commercial building systems for more than a decade. For the past three years, she has supported the CT Department of Energy and Environmental Protection (DEEP),

serving as the Interim Owner’s Representative for the Energy Savings Performance Contracting (ESPC) Program. Prior to that, she served as a Technical Services Provider under the ESPC. Srikanth Puttagunta PE is experienced in emerging technologies research and evaluation; currently working with Dan Farrell to develop and execute a performance measurement plan at several existing GSHP installations to establish an appropriate baseline for assessing new installations. He has also served as a Technical Services Provider for the ESPC program, reviewing engineering calculations for three State facilities. Maria Rode, PE, CEM is a Mechanical Engineer in the Commercial Building Energy Services group. She performs ASHRAE level II energy audits, retro-commissioning, and energy feasibility studies in existing commercial buildings. Ms. Rode has achieved Local Law 87 compliance for high-rise commercial office buildings, museums, schools, and hotels. Jason Boccio, CEM is a Senior Mechanical Engineer in the Commercial Building Energy Services group. His work focuses on performing ASHRAE Level II energy audits, investment grade audits, energy feasibility studies, and retro-commissioning of commercial buildings. Mr. Boccio has contributed to Local Law 87 compliance projects for multiple high rise commercial office buildings, museums and higher education facilities. He also has expertise in big data analytics, energy monitoring, and data logging. Adam Szlachetka, LEED AP, BPI MFBA, AICP is a Senior Energy Consultant at SWA. He has experience in the fields of sustainability, economic development, and city planning. As part of the energy audit team, he finds potential energy savings from maintenance procedures, while also conducting field work and drafting reports and preparing calculations. Szlachetka also oversees subcontractors on building energy efficiency upgrades and conducts measurement and verification (M&V) analyses on the effectiveness of the work.

2. SWA Experience Services Proposed SWA has the demonstrated capability to provide services under both areas defined in the RFP. Sample services under each area are briefly highlighted below. Area 1 - Energy Audit and System Monitoring & Reporting Services. ▪ Perform ASHRAE Level 1, 2, or 3 Energy Audits to evaluate the baseline energy

consumption and associated energy costs for a building or facility and identify energy measures that will result in quantified energy savings.

▪ Develop Measurement and Verification (M&V) or sub-metering plans to support monitoring and reporting of the existing facility energy use and/or to verify the actual savings have been achieved through a retrofit or equipment replacement. Plans can be customized to meet the customer’s needs, including IPMVP protocols.

▪ Assist with equipment selection and/or identification of building management system modifications required to support the M&V plan.

▪ Ongoing review and analysis of monitored data to verify that the projected performance criteria are being achieved and maintained. Reporting frequency can be customized.

▪ Third-party review of Measurement and Verification Plans submitted by others. ▪ Third-party review of energy savings calculations submitted by others. ▪ Training for facility staff and managers to support the implementation of energy savings and

ensure long-term persistence of the savings.

Area 2 – Retrofit Supply, Installation, and Building Re-Commissioning ▪ Assist with the selection and procurement of equipment and systems to support

short- or long-term energy monitoring. ▪ Installation of short-term energy monitoring equipment and installation support/oversight for

long-term data monitoring equipment. ▪ Commissioning of newly installed systems and equipment. ▪ Re-Commissioning of previously commissioned existing equipment that is no longer

performing in accordance with the design intent, existing equipment that no longer aligns with the facility’s operational needs, or existing equipment that will impacted by a related energy upgrade at the facility.

▪ Retro-Commissioning of existing equipment that was never previously commissioned but would yield operational and/or energy benefits through equipment optimization.

▪ Training for facility managers and staff on new system or equipment operations, including verification of contractor-provided training related to Commissioning, Retro-Commissioning, or Re-Commissioning.

Recent Projects The following section contains a sample of recent projects that are relevant to the kinds of energy services that are anticipated under this contract. ➢ Energy Audit for the Town of Greenwich, Connecticut. 130,000 sf historic Town Hall, 4 stories, commercial use SWA performed an ASHRAE Level II Energy Audit, including identification of an IPMVP M&V strategy for each proposed energy measure. SWA recommended five primary energy measures that total 198,884 kWh in electric savings and 345 MMBtu in gas savings, resulting an annual costs savings of $20,481 and a combined simple payback of 2.1 years. Reference: Andy Brydges Phone: 860-665-2733; email: [email protected] ➢ Commissioning for the University of Connecticut, Storrs Campus. 68,000 sf Monteith Hall, 4 stories, gut rehab, classrooms/faculty offices, occupied Fall 2016. SWA provided enhanced Commissioning services in part to support the requirements for LEED Silver green building certification. Commissioned systems included energy recovery ventilation units, campus steam, chiller, sub-metering, the building management system, etc. Reference: Katherine Viveiros, Phone: 860-486-5981; email: [email protected] ➢ Eversource Technical and Engineering Services. SWA is currently approved to provide Technical and Engineering Services, upon request, in support of energy efficiency programs administered by Eversource. Services provided include commercial and multifamily energy audits, ENERGY STAR certifications, training, and quality control reviews of energy models. SWA is currently working with NYC DCAS to complete energy audits and retro-commissioning studies in accordance with NYC Local Law 87. Over the past two years, SWA has completed work in 37 public schools with a combined area of approximately 4.4M sf. Under the existing contract, SWA has the potential to complete another 16.1M sf in the next three years. As part of the audits SWA has recommended heating system improvements and replacements, lighting /lighting control replacements and other energy efficiency measures with all recommendations having a 7-year payback or less being implemented. SWA has generated various retro-commissioning measures that have yielded energy savings, operations improvements, and comfort improvements, many of which are required for implementation under LL 87. Some of these

improvements are relatively low cost aiming to modify the existing equipment or controls without requiring a complete replacement. Across the various buildings SWA has recommended a combined 45,944 MMBtu of energy savings measures. Reference: Maria Ibrahim, Phone: 212-386-0358; Email: [email protected] ➢ CT’s Energy Savings Performance Contracting Program (ESPC). Since 2015 SWA has served as the Interim Owner’s Representative, providing programmatic and technical support to the CT Department of Energy and Environmental Protection. ➢ NYSERDA’s Flexible Technical Assistance Program (FlexTech). FlexTech helps eligible facilities by providing technical assistance to understand how to lower their energy costs. SWA has been a FlexTech contractor since the program’s inception in 1998. ➢ Third-Party Technical Review for Energy Incentives. Since 2014, SWA has served as part of NYSERDA’s Technical Review team to ensure all projects have the proper scope, correct engineering, and accurate energy savings. SWA performs pre-inspections, post-installation inspections, and M&V, as needed and reviews the energy conservation measure savings calculations and estimates of potential savings (prepared by others) that are submitted for incentives under the Demand Management Program. SWA determines the validity of the recommendations and verifies the accuracy of the savings analyses. In addition, SWA is responsible for developing a verification plan tailored to the specific recommendations, executing the measurement and verification plan, analyzing the collected data, and revising the calculation based on the collected data. This work has expanded to include reviews to support Consolidated Edison. SWA has worked on a variety of R&D and high-profile industry advisory projects that have complimented our energy work by providing us with the opportunity to achieve a deeper understanding of technical issues from a variety of perspectives. Examples include: o NYSERDA CHP Screening Tool Development. SWA developed a simple screening tool for assessing the feasibility of CHP projects, which are required as part of all MPP projects. o LL87 Advisory Role to City. SWA is a Technical advisor to Mayor’s Office of Sustainability & Long- Term Planning on key data fields that the City will require tracking for all LL87 projects to ultimately support the creation of a useful database. o Local 32 BJ M&V Project. SWA was the evaluation contractor for a project that assessed the actual energy savings from O&M practices and no-cost/low-cost upgrades implemented by building operators who participated in the 1,000 Green Supers Program. o NYSERDA Multifamily Ventilation Research. SWA was the lead contractor in a study to evaluate and refine a retrofit process incorporating the Carrier AEROSEAL technology to seal shafts and ALDES Constant Airflow Regulators to dial into appropriate ventilation rates. This process has now been implemented in thousands of units of housing across the country. o LIPA PV Study. SWA was the lead contractor in Long Island Power Authority funded study to measure the actual electric output of 200+ PV arrays. Identified common but easily avoidable issues (collector shading, inverter issues, etc.) that significantly degrade performance.

3. PRICING AND FEES Project-Specific Proposal and Schedule Upon receipt of a request for energy services available through this contract, SWA will develop a project-specific proposal. SWA will work with directly with customers to draft specific scopes of work tailored to their project requirements and a corresponding project schedule. SWA will schedule all meetings, site visits, and deliverables to meet customer project timelines. Rebates and Utility Incentives As part of the project-specific proposal, SWA will identify any potential rebates or utility incentives for which the customer may be eligible. If desired by the customer, SWA can provide support for submitting incentive applications on behalf of the customer. Incentives are typically paid to the customer directly and not to SWA.

Dianne Griffiths has been with SWA for nearly twenty years progressing from a project engineer to President. She has over thirty years of experience in evaluating residential, commercial and industrial energy systems with specific emphasis on energy efficiency and HVAC systems. She is now responsible for all aspects of the firm’s business and operations and directly manages a group of engineers that perform energy modeling, mechanical system design, renewable system design, equipment specification, construction training, field monitoring, and system performance evaluation for residential projects.

• Griffiths served as the Manager for the Consortium for Advanced Residential Buildings (CARB) - part of DOE’s Building America Program. This was a multi-year, multimillion dollar contract that provided technical consulting services to residential builders throughout the country.

• She managed a HUD-sponsored research project to collect a year of indoor moisture load data in a total of 60 homes. These data were used to validate assumptions applied in the development of design criteria, such as ASHRAE Standard 160, “Design Criteria for Preventing Moisture Damage in Buildings”, that will minimize durability problems associated with high moisture levels in homes.

• Griffiths also managed a New York State Energy Research and Development Authority (NYSERDA) funded multi-year effort to demonstrate grid-connected photovoltaic systems on ENERGY STAR® homes in residential subdivisions throughout the state of New York and a Connecticut Light & Power project to conduct a year-long field evaluation of heat pump water heaters in twenty Connecticut homes.

• Prior to joining Steven Winter Associates, Griffiths was responsible for the quality assurance component of several $1M DSM program impact evaluations for Pacific Gas & Electric Company and for the development and implementation of field monitoring and evaluation plans for the more significant projects within the program. Rebate programs evaluated included Industrial, Commercial New Construction, and Commercial HVAC.

Amanda Magee is a Senior Mechanical Engineer at SWA. She has

a breadth of experience in residential and commercial building design and construction, for both new construction and existing building projects. Ms. Magee is actively involved in Government and Utility programs, supporting both the public sector (State, Local, and Federal Agencies) and private sector. She also works with owners and design teams to ensure proper design coordination and systems integration. With hands-on experience in commissioning, she understands the importance of verifying proper installation and long-term operational performance.

Throughout her career, Ms. Magee has focused on helping homeowners and property owners understand and reduce their building energy consumption. She performs building assessments and design reviews, identifies energy saving opportunities, quantifies the associated energy and cost savings, connects owners with utility incentives and financing opportunities, provides technical review, and supports measurement and verification of long-term energy savings.

Energy Savings Performance Contracting Program Support Since May 2015, Amanda has served as the Interim Owner’s Representative for the Connecticut Department of Energy and Environmental Protection (DEEP) in support of the Energy Savings Performance Contracting (ESPC)

Program. The state of Connecticut created a standardized ESPC Program to assist state and municipal governments in implementing comprehensive energy saving measures with little to no upfront capital. The costs of the energy retrofits are paid for by future guaranteed savings from utility and maintenance budgets. Ms. Magee is providing programmatic support to DEEP, while also managing SWA’s technical support team and assisting with project coordination for participating client agencies. From April 2014-May 2015, Amanda served as the Technical Services Provider for a $33 mil ESPC project in Connecticut, providing detailed reviews of the Investment Grade Energy Audit.

Real Time Energy Management Ms. Magee was selected to serve as an Advisor under NYSERDA’s Real Time Energy Management (RTEM)

Program. RTEM uses technologies to collect data about a building and then utilizes that data to optimize the building’s energy usage. This newly launched incentive program is focused on driving advancement and innovation in the growing RTEM market.

Commissioning Ms. Magee has provided commissioning and retro-commissioning services for projects throughout New England. Projects typically include high performance design features, advanced systems and technologies, control system integration, and an emphasis on system performance verification. Recent clients include Connecticut College, University of Connecticut, as well as a major pharmaceutical laboratory project.

Existing Buildings To help reduce energy use in existing commercial buildings, Ms. Magee performs field audits and analysis of facilities and provides recommendations to improve building energy performance. Ms. Magee is certified by the Association of Energy Engineers as an Existing Building Commissioning Professional (EBCP). Clients include the the U.S. General Services Administration (GSA), and municipalities in Connecticut.
