The Missouri Safety Center and its staff are housed in
three locations on the University of Central Missouri’s
campus:
The lab and state-of-the-art training facilities are
located in the Highway Safety Instructional Park
and Marshall Building located at 1200 South
Holden Street in Warrensburg
The Central Missouri Police Academy is
located at 200 Ming Street, adjacent to the
University’s main campus.
The administrative offices are located in the
Humphreys Building in Suite 200

Goals of the Missouri Safety Center
Coordinate with Missouri’s state and local agen-
cies, professional organizations and business and industry professionals to meet their highway safety, training and awareness needs.
Expand the number of safety programs offered
and the diversity of target populations served to meet changing safety needs and to remain in the forefront of safety technologies.
Encourage Center staff to maintain close work-ing relationships with safety professionals, as well as safety organizations and agencies to develop more responsive and timely safety pro-gramming.
Promote interdisciplinary activities with other University of Central Missouri faculty, staff, and students in grant and research activities, safety training programs, and other cooperative initiatives.
Promote partnerships with federal, state, and local agencies, safety advocate groups, civic organizations, business and industry, and other professional organizations.

The Missouri Safety Center is an organization dedicated to highway safety; providing a liaison unit that serves the University of Central Missouri personnel, state and local officials, business, industry and the general public. Center activities include programs of instruction, research, conferences and special services, as well as publications and public information. In addition to its solid grant operations, the Center also houses the Statewide Motorcycle Safety Program, the State Breath Alcohol Training and Testing Lab, the Missouri School Bus Driver Trainer Certification Program, the State’s Driver Improvement Program, the Central Missouri Police Academy & Institute for Public Safety, and the Institute for Rural Emergency Management .

Conducted on the campus of the University of
Central Missouri, the CMPA, a division of the
Missouri Safety Center, is a 600-hour basic
law enforcement academy and full-service
continuing education provider for those
interested in pursuing or furthering a career in
public safety (law enforcement, fire, emergen-
cy medical services and homeland security).
The CMPA is approved by the Missouri Peace
Officer Standards and Training (POST)
Commission to provide the Peace Officer
basic training academy.
INSTITUTE FOR RURAL
EMERGENCY MANAGEMENT
The Institute for Rural Emergency Management strives to achieve the organizational purpose through work in these key project areas:
Emergency management best practices for
rural communities.
Rural environmental protection
Develop capacity in emergency service
organizations through training opportunities
First responder training
Emergency responder safety and health
workshops
Educate future emergency managers and
engage student scholars in community preparedness: fact sheets, exercises, and case studies.
Research and Technology
In the area of research and technology transfer,
the Center commits many activities and hours to the
collection of data that drives the grant operations of
the Center. This includes hands on observational
studies on public behavior, crash data analysis and
equipment evaluation to keep technology and train-
ing on the cutting edge in the state. Many of these
activities are done in conjunction with the Highway
Safety Division of MODOT, which may also provide
funding for follow up countermeasure activities.
Research Act iv i t i es
K-2 (Spice): A groundbreaking study conducted to
investigate the chemical and psycho-physical
impairment properties of synthetic cannabinoids (to-
date, the only study of its kind to incorporate human
-subject dosing).
The HawkEye Video System: A device used to
accurately record HGN (horizontal-gaze-nystagmus)
in the field, was evaluated to determine effective-
ness and applicability for use in law enforcement.
Targeted Seatbelt Usage Surveys: Statewide,
Commercial Vehicle, Teen (High School), Pick-up
Truck, Rural County, Partners in Prevention.
Targeted Safety & Device Usage Surveys:
Distracted Driving, Child Safety Seat, Booster Seat,
Motorcycle Helmet.
Draeger 5000: The saliva drug screening instru-
mentation was evaluated during a Center research
study in cooperation with the Department of Health
and Senior Services (DOHSS) and several law
enforcement agencies across the state of Missouri
to determine effectiveness and applicability for law
enforcement.
The Crisis and Disaster Management (CDM) program at the University of Central Missouri is an entirely online degree program, making it
available to students in a wide variety of locations, both on campus and off. The courses offered in Crisis and Disaster Management are designed for:
Public safety personnel (emergency
management, fire, and police)
Institutional emergency planners (schools,
hospitals, and facilities)
Community service providers (Red Cross,
relief organizations, and disaster recov-ery)
Industrial emergency responders (fire,
rescue, and hazardous materials)
Business continuity planners (banking,
corporations, insurance, and manufactur-ing)
