Promoting Partnerships in Education

Since its inception in 1999, the Manitoba First Nations Education Resource Centre (MFNERC) has enjoyed many

constructive partnerships, with which the organization has accomplished great strides for the First Nations

schools. Partnerships are essential fundamental relationships; partnerships with community members, outside

educational organizations, post-secondary institutions, and government agencies help us to ensure quality and

consistent practices in our schools.

This year’s First Nations Circle of Knowledge and Practices Conference (FNCKP) theme, Promoting Partnerships

in Education, will provide opportunities for all educators to examine stakeholders’ interests in First Nations

education including; the students, educators, parents, communities, leadership and other educational

institutions. By exploring our varying roles and responsibilities, we as stakeholders will come to mutually

respect and trust that we can share values, objectives, human and financial resources, and in doing so, all

partners will benefit. In the spirit of First Nations customs and traditions, we can celebrate, acknowledge and

take pride in our partnerships.

The Mission of the Manitoba First Nations Education Resource Centre is to help First Nations improve education

for all learners to achieve: Mino-pimatisiwin (Cree, Ojibway, Oji-Cree); Honso aynai (Dene); Tokatakiya wichoni

washte (Dakota).

The deadline for registration is September 28, 2012. Due to limited workshop space, you are encouraged to

register for your workshops as early as possible. This conference is free of charge for elders and employees

of band operated schools. A $25.00 conference fee, for all other delegates, is due upon registration at the

conference site. We will only accept cash for this conference.

Conference check-in is available on-site and will begin at 8:00 am on Thursday October 18th, 2012 in the

Caribou Room on the second floor of the Holiday Inn South Winnipeg.

Keynote SpeakerSylvia McAdam

Sylvia McAdam (Saysewahum) is a mother and grandmother from Big River Reserve #118

located in the Treaty 6 territory and is a direct descendant of Treaty makers. She has her

Juris Doctorate from the University of Saskatchewan and a Human Justice degree from the

University of Regina. Ms. McAdam is a fluent Nêhiyaw speaker and writer of the language. She

is also author of a book called “Cultural Teachings: First Nations Protocols and Methodologies”.

Sylvia speaks about Indigenous Nationhood and Nêhiyaw laws as foundations in Indigenous

education as well as in raising students to be come lawful citizens for their respective Nations. She currently

teaches at the First Nations University of Canada and resides in the Treaty 6 territory.

11:00 am Roots of Empathy 5 Year Baby Celebration 2012Come and help us Celebrate 5 Years of Roots of Empathy in Manitoba First Nations!

The Roots of Empathy Program started in Toronto 1996 by Mary Gordon. Roots of Empathy is an evidence-based

classroom program that has shown significant effect in reducing levels of aggression among schoolchildren

while raising social/emotional competence and increasing empathy. At the heart of the program are a

neighbourhood infant and parent who engage students in their classroom. Over the school year, a trained

Roots of Empathy Instructor guides the children as they observe the relationship between baby and parent,

understanding the baby’s intentions and emotions. Through this model of experiential learning, the baby is

the “Teacher” and a catalyst, helping children identify and reflect on their own feelings and the feelings of

others.

On July 18, 2008, the Assembly of First Nations passed Resolution 38 to support and endorse Roots of Empathy

and Seeds of Empathy, calling both programs “compatible with traditional First Nations teachings and world

views.”. Both programs are offered in a growing number of First Nations communities to urban and rural

Aboriginal Children across Canada, and the organization is also working in partnership with Indigenous people

globally.

Since its inception, Manitoba First Nations Education Resource Centre (MFNERC), has recognized the need

to plan and collaborate with Manitoba Education and Healthy Child Manitoba office (HCMO) and provincial

entities to access, refine, and as needed create effective programs for First Nations. In the spirit of cooperation,

and via formal agreement, Manitoba First Nations has partnered with Healthy Child Manitoba in 2008 to

implement Roots of Empathy.

In 2009, MFNERC under the Aboriginal Affairs and Northern Development Canada (AANDC) -Education

Partnerships Program worked with First Nations schools and First Nations in Manitoba to provide training to

instructors to implement Roots of Empathy.

Come and help us celebrate 4 years of the Roots of Empathy Program in Manitoba First Nation Communities.

We will have babies and their families represent each of the years the Roots of Empathy Program has been

delivered.

Using the Grade Three Assessment Results to Plan Instruction

Facilitator: Irene Huggins and Marlene Lenton, ELA Specialists, MFNERC

This session will focus on the how the teachers in kindergarten to grade three can use the results of the Grade

Three Provincial Assessment results to plan effective reading instruction for students. In this session teachers will

review the competencies measured in the Grade Three Provincial Assessment and determine how they fit into

each grade using the Developmental Reading Continuum. Participants will also practice various instructional

strategies to support students learning.

Audience: Kindergarten to Grade Three Teachers

Words Their Way Assessment

Facilitators: Gertrude Sanderson, Special Education Specialist & Gloria Sinclair, ELA Specialist, MFNERC

Words Their Way is a developmentally driven instructional approach providing an integrated way to teach

phonics, vocabulary, and spelling to improve literacy skills. When teachers use this practical, hands-on approach

with students, they offer a teacher-directed, child-centred plan for vocabulary growth and spelling development.

This workshop includes classroom based assessments using feature guides that identify students’ instructional

levels, allowing you to plan wisely and effectively for word study grouping.

Audience: Classroom Teachers/ Resource Teachers/ Educational Assistants

Student Information System (SIS)

Facilitators: Howard Burston and Paul Scott, ICT, MFNERC

This workshop will discuss the overall management of the availability, usability, integrity, and security of the

Student Information System (SIS). A sound data governance program includes a governing body or council, a

defined set of procedures, and a plan to execute those procedures.

The initial step in the implementation of a data governance program involves defining the owners or custodians

of the data assets in the enterprise. A policy must be developed that specifies who is accountable for various

portions or aspects of the data, including its accuracy, accessibility, consistency, completeness, and updating.

Processes must be defined concerning how the data is to be stored, archived, backed up, and protected from

mishaps, theft, or attack. A set of standards and procedures must be developed that defines how the data is

to be used by authorized personnel. Finally, a set of controls and audit procedures must be put into place that

ensures ongoing compliance with government regulations.

Audience: School Administrators

Current Administrative Issues in First Nation Schools

Facilitators: School Planning Team Leaders, MFNERC

This session will present an opportunity for Directors, Principals and Vice-Principals to examine current school

issues. An update on the Student Assessment Initiative and other MFNERC initiatives will be provided; other

topics like teacher supervision and evaluation, subject programming, school safety and land-based programs

will be shared and discussed in this interactive session.

First Nations Language and Culture Program Planning

Facilitators: MFNERC Language and Culture Unit

This workshop will present information on First Nations language immersion programming, second language

acquisition and provide details on how First Nation language retention continues to be a challenge in

communities. Discussion will focus on best practices in First Nation communities and will showcase successes

in First Nation communities on language retention and culture revitalization. Language instruction cannot be

taught as a subject. Participants need to be immersed in the language in order to become language speakers.

Audience: Education Leadership, Language and Culture Teachers

Mental Mathematics: Strategies for Teaching

Facilitators: Pamela Courchene and Ardel Smith, Numeracy Specialists, MFNERC

Confidence with mental mathematics is essential for everyone. This session will engage participants in strategies

for mental mathematics and estimation; and will also encourage multiple representations of whole and rational

numbers to increase student confidence and achievement. The focus will stem from the Manitoba Mathematics

specific learning outcomes. Teachers will be provided with handouts.

Audience: Educators K – Grade 8

Teaching and Learning of Mathematics through Math Problem-Solving

Facilitators: Chun Ong, Virginia Birch and Math Team, MFNERC

What is math problem-solving? How do you integrate math problem-solving as an engaging part of a successful

math program or classroom activity for your students? What does problem-solving sound, look, and feel like in

your classroom? This session will focus on some practical math problem-solving strategies and process which

will be modeled and practiced. Ideas and activities on math problem-solving will be facilitated in this session.

Audience: Teachers of Grade 5 to 8 are welcomed.

Dyslexia: Signs and Symptoms

Facilitator: Richelle Lovegrove

This workshop will provide an overview of dyslexia and its definition. Participants will gain understanding

into the causes, warning signs, and symptoms of dyslexia. Participants will gain hands-on practice identifying

common reading and spelling errors specific to dyslexia so they become informed as to which students might

need referrals for dyslexia testing. The workshop will address how students are identified as having dyslexia

and will outline the most effective interventions for teaching students who have dyslexia.

Social Learning Through Communities: Joining Together to Achieve Common Goals, Share Knowledge, Further Learning and Support Practice

Facilitators: Sheri Oberman, Assessment Specialist, MFNERC

Educators partner with each other professionally for different purposes. When do you turn to partnerships

within a Professional Learning Community or connections in a Community of Practice? How does participation

in one differ from the other? How can students be engaged in community to benefit learning and achievement?

In this workshop, participants will have an opportunity to learn to distinguish amongst the terms Professional

Learning Communities, Communities of Practice, and Community of Learners. Social learning practices in

Personal Learning Networks will also be included for the 21st century learner. Techniques for soliciting the

voice, knowledge and participation of others will be practiced.

Audience: Teachers, Administrators and Students

e-Learning Options for First Nation High School students with Wapaskwa Virtual Collegiate

Facilitators: Allison McDonald, Principal, Wapaskwa Virtual Collegiate

Participants will be given an overview of e-Learning and how to get started with a partnership with the Wapaskwa

Virtual Collegiate (WVC). Communities who partner with WVC have the opportunity to enroll students in the

WVC’s synchronous or asynchronous classes following a semester system. WVC provides a certified, experienced

e-teacher for the live classes. Your First Nation school provides a staff member to become the WVC’s school

facilitator. The facilitator role is vital for effective communication in the partnership throughout the semester.

Developed courses for Grades 9 – 11, focused on Senior High Math and Science will be showcased. Participants

will have input into future course development. Assessment in online courses will be a discussion topic.

Audience: Directors, Board members, Principals, Vice-principals, Grade 8 – 12 Teachers, Guidance Counselors,

Paraprofessionals

This School Technology Plan workshop will include the introduction of new technologies and changes taking

place in the use of technologies in the school. With more homes and communities having greater access to

recent technologies such as: Internet access, smartphones,and tablets there is an opportunity for the school to

provide training and direction in appropriate use of these. Along with demonstrations and discussion there will

be resources given, including our updated “Administrator’s Handbook for ICT in the School”, “Acceptable Use

Policy”, “Grade Level Benchmarks”, and more.
