Project goal – reduce energy consumption in public buildings through: • energy efficient building

codes • integration of design and

construction, O&M processes and training relevant specialists

• replication of project results nationwide

5 Project Components

1. Energy Efficient Building Codes (SNiPs) 2. Establishing energy management system in

public buildings 3. Training current and future architects in

monitoring energy performance 4. Piloting advanced experience in design,

retrofitting, construction and maintenance of public buildings

5. Integrating project results into standard practice in public construction sector

Results • 10 core building codes revised and approved, mandating at least 25% reduction in energy consumption in all buildings

• 2 Energy Management systems, Energy Passport introduced into building sector

• New educational programmes on energy efficiency in buildings introduced into university curricula, including a new field of study Energy Saving

• Construction and retrofit of 8 pilot buildings successfully completed, resulting in reduction of annual energy consumption of 38 – 65% • More than 640 specialists trained to apply new energy efficiency standards

Main lessons learned • Establishment and maintenance of good cooperation with key Govt partners;

•Regular capacity building of local experts through trainings, master-classes, study tours, ToT etc.)

• Discussion and agreement on further sustainability and enforcement of project results by Govt after project completion.

Major Technical Solutions Used • Insulation - floor, ceiling/roof, foundation; •Plastic doors/windows installed instead of old wooden ones

•Additional entrance chamber installed •New heating system– efficient boiler with automatic control, plastic piping, aluminum radiators with manual regulators

•Ventilation system improved •Lighting - energy efficient bulbs installed
