PROHYPA project• Goal: Decrease vulnerability and poverty, and contribute to social peace in pastoral and agro-

pastoral areas.

• Specific objectives1. Build the capacity to manage water in a concerted and equitable manner;2. Improve water infrastructure network to better serve herd mobility and rangeland

management (build technical asset); and 3. Disseminate the project experience at national scale to contribute to policy elaboration.

• 238 374 beneficiaries including 40% women, or 47 675 householdsin the regions of Kanem, Bahr El Gazel, Hadjer Lamis, Guera, ans West Batha

• 22.6 million USDor 19.5 million IFAD grant + 2.5 million Government + 0.6 million beneficiaries

• Achievements 154 Well management committees 3 mixt commissions to manage transhumance routes 77 Ponds (« mares ») monitoring committees 190 km of transhumance routes materialized Elaboration an operationalization of a geographic information system (GIS)

Approach taken to integrate pastoral land and water governance• Project approach based on reciprocity, complementarity and

conflict management• Establishment of mixt commissions to prevent/manage

conflicts between farmers and livestock breeders along the transhumance routes

• In pastoral areas: strengthen the traditional systems for the transhumants to manage water points ment systems

• In agro-pastoral areas: mixt commissions (settled + transhumants) define and materialize transhumance routes and manage infrastructure (reinforcing social links between transhumants and agro-pastors).

Articulation between some national policies and PROHYPA interventions

• The development of ponds around the resting areas along transhumance routes – like well development or new routes – contributes to secure pastoral mobility.

• Capacity building of national experts for the implementation of livestock water project.

• Herd size control is a constant concern: survey on herd size for settled breeders and transhumant breeders; distribution mapping around the water points according to their importance.

Success factors for PROHYPA• Participatory Pastoral Diagnostic : facilitated consensus building on

the water point sites, the understanding of the transhumants’ needs and their priorization

• Implication of traditional chiefs, administrative authorities and local technical administration along the whole development of livestock water infrastructure

• Elaboration of thematic maps: very useful to plan future livestock water development interventions

• Inclusion of activities specifically targeted to women (education, health, trainings on processing activities generating income)

• Regular, detailed technical assistance along implementation
