ALDA - The Association of Local Democracy AgenciesPresentation

The Association of Local Democracy Agencies (ALDA) is a non-governmental organisation dedicated to the promotion of good governance, citizen participation and cooperation between local authorities and civil society.

ALDA was established in 1999 as an initiative of the Council of Europe’s Congress of Local and Regional Authorities to coordinate and support a network of Local Democracy Agencies (LDAs) already in existence since 1993. The Local Democracy Agencies are self-sustainable, locally registered NGOs that act as promoters of good governance and local self-government.

ALDA is a membership based organisation gathering more than 160 members, from local and regional authorities to smaller non-governmental organisations, coming from more than 30 countries.

The present project portfolio presents 31 projects favourably evaluated for funding after an evaluation procedure carried out by Association of Local Democracy Agencies (ALDA) to assess the project proposals according to the strength of the project design and proposal presentation, their relevance to the objectives of our network and to the regional and European priorities, and the capacity of the proponents to complete the project successfully.

It includes specifically, 7 projects proposed by the Association of Local Democracy Agencies (ALDA) and 24 projects by the Local Democracy Agencies (LDAs) - 2 for each Local Democracy Agency.

The selection of the projects has followed both a thematic and a geographical criterion: the portfolio includes therefore a wide range of topics and an extensive geographical coverage.

We strongly encourage you to provide financial support to these projects.

Full name of the project Opening a Local Democracy Agency (LDA) in Armenia

Summary of the project Decentralisation of powers and development of administrative capacities at the local level, together with a vivid civil society, represent a fundamental step in the process of democratisation, stability and development of Armenia. In an effort to support such development ALDA is in the process of establishing a Local Democracy Agency in Armenia.

The Agency will be an operational platform of debate, capacity building and shared cooperation between civil society and local authorities. As such, it will represent a practical exercise of democracy and citizen participation. Once the LDA has been established it will be self-sustained based on projects and on the contribution of its partners. It will operate as a locally registered NGO and will function as a coordinating and stimulating agency for the local society with the support of civil society and local authorities from Europe.

Objectives The LDA will have the following objectives:

1. Facilitate the participation of civil society in the decision-making process at the local level;

2. Increase the interest, awareness and capacities of citizens to take part in the decision-making process at the local level;

3. Increase the awareness and skills of the local community and local authorities to address the needs of citizens.

Main activities a. Supporting participatory processes in decision-making at local level; helping local authorities to operate in an open and inclusive way.

b. Improving possibilities, skills and capacities of civil society to engage in dialogue, advocacy and communication activities with local authorities.

c. Changing citizens’ approaches and improving their skills as far as citizens’ involvement in local decision-making process is concerned; fostering citizens’ will and ability to address their local needs to the local authorities

Target beneficiaries Beneficiaries will be civil society organisations, local authorities and all citizens living in the area.

ALDA - 2. Microfinance

Summary of the project This Project proposal presents willingness and efforts of ALDA and LDAs project managers to offer a sustainable, solid and constructive solution for economic development in South East European area. Project derivates its basis from experience gained from similar project implemented in past years.

What we offer in the future is a new Program of ALDA micro-finance support. This Program is a type of a balance that would be acceptable for both commercial as well as social part of this project, but also one that would ensure sustainability on a longer run after this project support is over.

ALDA and LDAs will try to get their own funds, and in order to be able to be sustainable on the Microfinance market they would have to rely on the knowledge of the process itself as well as to provide additional services to the market.

ALDA and LDAs on the field should be organized in such way that they become recognizable as “knowledge bank” about the Microfinance as well as “think thank” organizations for future projects developed in that direction.

Objectives General objective: promoting a long-lasting and sustainable local economic development in The Western Balkans fostered by young entrepreneurs.

Specific objectives: to create a verifiable institutional support which will enable long lasting and sustainable local economic development (LED) in the Western Balkans; to prepare and reorganize ALDA and LDAs for supporting local economic development and assisting the clients under the new “post-crisis” market demands; capacity level of LDAs to deal with the issues of LED raised to a level of service providers; to redefine the role of LDAs in their local communities in the matters of LED.

Main activities Forming of the ALDA Microfinance and the capacity rising process of LDAs to become local Business Development Service (BDS) providers.

Target beneficiaries The primary beneficiaries of the program were beginners and start-up companies up to few years of market experience with emphasize on those companies who made a difference in their local communities in terms of business development (women entrepreneurs, students, young people up to 30 years of age, Roma population and other minority groups, etc.).

ALDA - 3. The Kutaisi process III

Summary of the project In 2009 and 2010 Associations of municipalities and NGOs working on development of local self-government in South Caucasus gathered in Kutaisi to exchange experience with each other and partners in other European countries to support the development of local self-government in South Caucasus. ALDA proposes to continue the Kutaisi process in 2011 and to turn the conference into an annual event for actors promoting local self-government in South Caucasus.The conferences in 2009 and 2010 were organised in cooperation with the Congress of Local and Regional Authorities of the Council of Europe, Local Democracy Agency Georgia - the Network of Associations of Local Authorities of South East Europe (NALAS) - as well as the national associations of municipalities from South Caucasus.ALDA will continue to cooperate with these partners for the conference in 2011.As part of the project concrete activities will be organised together with Associations or NGOs from South Caucasus to support the implementation and follow up of the conclusions of the conference.

Objectives The main objectives are the following:1. to support the Associations of Municipalities in South Caucasus and their exchange of experience;2. to support local authorities and civil society in South Caucasus to engage in a common dialogue for action and improvement of good governance at the

local level.

Main activities a. A conference in Kutaisi for actors working on local self-government and good governance at the local level to exchange experience and ideas.b. Follow up activities with participants and organisation from the conference to implement specific activities to support capacity building for local

authorities and civil society actors at the local level and other activities recommended during the conference.

Target beneficiaries Associations of municipalities, civil society organisations and local authorities in South Caucasus.

ALDA - 4. ADOD: Algerian Diaspora - Opportunities for Development

Full name of the project ADOD: Algerian Diaspora - Opportunities for Development

Summary of the project The present proposal aims at empowering women in Algeria and enhancing their socio-economic situation through the active involvement of the Algerian women Diaspora living in Northern part of the Mediterranean, mainly in France and Italy.Bearing in mind the international strategy MIDA developed by the IOM, the proposal will support female Algerian migrants interested in using their remittances to establish small or medium enterprises in their country of origin based on local women still living in the country.The project will involve training sessions on business development on both shores of the Mediterranean and will favour and support the creation of small and medium enterprises in Algeria.

Objectives The main objective of the project is to re-weave a strong link between women who left the country and women still living in Algeria making them work together on sustainable businesses that will benefit both.The specific objectives are: 1. to promote the role of migrant women in the socio-economic development of their countries of origin; 2. to improve the economic role of Algerian women in their local communities; 3. to enhance the value of migrant women’s remittances.

Main activities The project proposal foresee the following activities:a. mapping of Algerian women living in Europe (France and Italy);b. trainings (one in Italy, one in France) to be addressed to female Algerian migrants on how to develop sustainable businesses in their country of origin

using their remittances, and on how to use financial and banking tools (such as micro-credit schemes);c. 2 trainings on business management in Algeria, in the two main origin communities identified in the mapping activity;d. a study visit in Algeria with a delegation selected from the first 2 trainings to plan 3 business start up in Algeria in cooperation with the women trained locally;e. support activities to find other sources of funding, besides the migrants remittances, for the 3 business proposals.Duration of the project: 12 months.

Target beneficiaries Direct target groups: 50 migrants Algerian women living mainly in France and Italy and 50 Algerian women in the origin communities of the first group.

ALDA - 5. School of local democracy in South Caucasus

Full name of the project School of local democracy in South Caucasus

Summary of the project Based on the experience of the School of local democracy in the Western Balkans launched on 1 October 2009, the European Association of the Schools of Political Studies of the Council of Europe and ALDA plan to develop a similar project in South Caucasus in order to support the process of democratic reforms and development of local self-government in the region. Considering the importance of democratic reforms at local level involving both strengthening of local self-government and citizen participation, the association proposes to develop a training programme addressed to young local and regional representatives, journalists and active NGO members at local level in the countries concerned.Three seminars, of three days each, will be organised in the field of local democracy and decentralisation. The seminars will include exchange of best practice, practical cases studies, and discussions of legislative issues through workshops and plenary sessions. Activities will be implemented from December 2011 to July 2013 included.

Objectives The main objectives of the project are:1. increasing capacity of local and regional governments through exchanges of best practice and experience;2. improving relations between local government and citizens and facilitating participation processes;3. building a regional network of leaders of local and regional authorities;4. contributing to promote and establish dialogue at the regional level;5. promoting gender balance in local and regional governments.

Main activities The main activities will be three three-day seminars:a. the first seminar will focus on increasing capacity and good practise in the field of inter-municipality and cross-boarder cooperation;b. the second will focus on democratic principles, local self-government, and decentralisation;c. the third will concentrate on electoral processes and citizen participation.

Target beneficiaries The target beneficiaries will be members of regional and local government, journalists and active NGO members at a local level.

ALDA - 6. Opening a Local Democracy Agency (LDA) in Azerbaijan

Summary of the project Decentralisation of powers and development of administrative capacities at the local level, together with a vivid civil society, represent a fundamental step in the process of democratisation, stability and development of Azerbaijan. In an effort to support such development ALDA is working towards opening a Local Democracy Agency in Azerbaijan.

The Agency will be an operational platform of debate, capacity building and shared cooperation between civil society and local authorities. As such, it will represent a practical exercise of democracy and citizen participation.

In the initial phase of this project ALDA will work to strengthen its relations in Azerbaijan and build support for the idea of an LDA through meetings with officials and specific activities related to develop local self-government and citizen participation at the local level – as well as searching for international partners for the LDA.

Objectives The LDA will have the following objectives:1. Facilitate the participation of civil society in the decision-making process at the local level;2. Increase the interest, awareness and capacities of citizens to take part in the decision-making process at the local level;3. Increase the awareness and skills of the local community and local authorities to address the needs of citizens;4. Increase the interest and sharing of information between Azerbaijan and other European countries to enable closer cooperation and an ongoing exchange

of best practices.

Main activities a. Supporting participatory processes in decision-making at local level; helping local authorities to operate in an open and inclusive way;b. Improving possibilities, skills and capacities of civil society to engage in dialogue, advocacy and communication activities with local authorities;c. Changing citizens’ approaches and improving their skills as far as citizens’ involvement in local decision-making process is concerned.

Target beneficiaries Beneficiaries will be civil society organisations, local authorities and all citizens living in the area.

ALDA - 7. Promotion of the Code of Good Practices for Civil Participation

Full name of the project Support to the implementation and promotion of the Code of Good Practices for Civil Participation in the Decision Making Process

Summary of the project The present proposal aims at building new relationships and at developing synergies between NGOs and public authorities in order to activate new participation and citizenship processes at the local level in the CoE member States, through the implementation of the Code of Good Practices of the Conference of INGOs of the CoE.The CoE recognized the essential contribution made by NGOs to the development and realisation of democracy and human rights, in particular through the promotion of public awareness, participation in public life and securing the transparency and accountability of public authorities. The present proposal contributes to improve the cooperation and the dialogue between public authorities and NGOs in order to foster democratic processes in the CoE meber States.Duration of the project: 12 months.

Objectives The main objectives of the project is to enhance the cooperation and consultation between public authorities and civil society organizations to bring modern to-ols in democratic governance and to define general principles, guidelines, tools and mechanisms for civil participation in the political decision-making process.The specific objectives are: a) creation of modern tools, to be developed at national, regional and local level, in democratic governance and at the same time deepening citizen participation in public life; b) promotion and implementation of the Code of Good Practices in the CoE member States; c) training of public official and CSOs representatives on the most modern techniques and methodologies of citizens participation; d) promotion of the concept of European Active Citizenship in the enlarged Europe.

Main activities The project proposal foresee the following activities:a. training (in Strasbourg) on the Code of Good Practices and on citizens participation methods;b. support in the definition of local activities on citizens participation to be implemented in the local communities of the training participants;c. consultancy and support activities to ensure the success and the innovative nature of the local activities;d. dissemination and follow up of the local activities in order to ensure multiplying effects in other contexts.

Target beneficiaries Direct target groups: 50 public officials, CSOs representatives and ordinary citizens of the CoE member States.Indirect target group: Undefined number of citizens belonging to the local communities involved in the project activities.

LDA Albania - 1. Promotion of sustainable development for social change

Full name of the project Promotion of sustainable development for social change

Summary of the project In cooperation with IRSH and the Municipality of Shkodra, LDA Albania has identified as main problem empowering youth voice in the governance, which remains a high priority to continue the dialogue with government on finding together solutions regarding important social problems such as unemployment.

It is necessary the organization of open forums of discussions with youth concerning fight against poverty by giving some economic hints for development and educating them with concepts of sustainable development.

Our project wants to focus on youth education about how to build their own future and promote the process of integration of marginalized youth groups, fighting against abuses such as school leave, smoking, alcohol, drugs, etc.

To achieve our goal we are planning to develop with young people of Albanian Youth Parliament, trainings in capacity building, professional trainings on some basic concepts about sustainable development, civil forums and meetings between of the lobby commission at youth parliament with Local authorities.

Objectives 1. Educate young people to fight against poverty by promoting sustainable development - by raising the awareness of youth against negative realities such as youth abuses and women discrimination.

2. Enable key actors of society to undertake necessary prevention measures.

Main activities We have planned capacities building activities such as trainings, workshops, exchanging experiences, lobbying campaigns and media pressure, while the youth structure will guarantee successful implementation of these activities.

Target beneficiaries Direct beneficiaries: LDA ALBANIA, IRSH and YP members; University students and High school youngsters (18 years of age); young parliamentarians and representatives of the Student’s Government; Roma youth; marginalized youth groups; women.

Indirect beneficiaries: Community; Local government structures; Education institutions.

Summary of the project In Albania there is a significant difference between the willingness to respond to EU calls for proposals and the ability to design them properly. Then, the need of organizing a training module specifically in the field of the euro-project aimed at improving the quality of projects submitted by Albanian operators to apply for funding.Project Planning Course: the LDA Albania as part of their training experience on European and international issues, in collaboration with the University of Shkoder and Profeta Training and Masters (Italian Organization top level; working with University LUISS of Rome), will organise a basic course in Project Planning (ISSUE I) with the aim to disseminate the principles of Project Cycle Management (PCM) Management of the project cycle - and thereby providing a practical tool for the design and project management funded by the EU.

Objectives The Project Planning course has the following objectives:1. explain the context of policies of financial cycle 2007-2013 from which they derive the various funding programs;2. orient the participants towards the use of techniques of Project Cycle Management (PCM) and, in particular, the approach of the Logical Framework,

which is the methodology worldwide used to develop and manage programs and public projects;3. provide the basic knowledge necessary to directly manage Community financed projects;4. illustrate the techniques required to prepare budget planning and reporting.

Main activities The program is a discussion of these topics: introduction policies and community programs; the European programs directly managed; introduction to Project Cycle Management (PCM); the logical framework approach: analytical phase; the logical framework approach: planning; the logical framework approach: realization phase; the logical framework approach: evaluation phase; the project budget and reporting. Lectures held by: university professors (Albanian and foreign) and professionals.

Target beneficiaries All stakeholders (mainly people between 21 and 45 years - with the application of the criterion equal opportunities) who are interested in acquiring or increasing knowledge and skills in policy development and management of projects financed from EU funds, particularly operators of public authorities, non-profit organizations, NGOs, universities, schools as well as consultants, trainers and graduates.

Field/Sector Strengthening the role of civil society in promoting Human Rights and democratic reform, thought the role of Youth Council of City of Mostar

Full name of the project YOUNG - Youth Organizations Unified for New Generations

Summary of the project New Youth Council was registered and consists of local non-governmental, non-profit, apolitical youth NGOs network that work with the youth and for the youth and as new organization needs improvements in communication as well as building their capacities. Project promotes new developments and brings changes; information and awareness work, training and continuing education are core priorities in our project; project aims long-term effects and brings lasting changes; build community leadership and motivate young people to be active; strengthened public participation in the development of communities and societies.

Objectives 1. Goal of the project: improvement of the conditions and situation of youth in society in the city of Mostar in accordance with the Youth Act of Federation Bosnia and Herzegovina.

2. Summary of the project The children of Mostar do not attend the same school programme as those living on the ‘other side’ of the city and any relationships they have with children from the other side are rare, sporadic or non-existent. In fact we can affirm with certainty that one of the consequences of being a child in Mostar is limited movement and ignorance of local geography.

The project consists of an educational drive/city tour for the above-mentioned pupils in a small train known as “The Bubby train“. This tour is aimed at exploring the cultural and historical heritage of Mostar as a unified city. The excursion will also serve to encourage pupils to discover important city institutions. The pupils will be accompanied by a local guide, their teachers and two police officers.

Objectives 1. Goal of the project: To overcome the stereotypical division and fear that has come about as a result of Mostar’s recent history and to develop urban consciousness within Mostar’s youth.

2. Specific goals: enhance the knowledge about city and its cultural and historical heritage, enhance the knowledge about the role of the police within their community as well as practical knowledge of traffic regulations, traffic signs.

Main activities The main components of the action are the following:

a. preparatory activities - contacting all schools, preparation of the timetable for the activities;

b. train tours for all pupils from 4th and 5th grade from all elementary schools in City of Mostar, as a pilot program;

c. coordination and monitoring of activities among all parties (elementary schools, ministry of internal affairs HNK/Ž and transport companies).

Summary of the project In BiH women victims of violence do not enjoy the support of society and face many prejudices. Along the 2010-2011 years LDA Zavidovici is implementing the project for victims of domestic violence, continuing the previous ones carried on since 2007.In 2007 Lda Zavidovici started the first phase of the project with an objective to gather information on attitudes and beliefs about domestic violence. The second phase was a time to increase awareness within the general community and various professional sectors (center for social services, health services, local government, civil society organizations etc.). In last weeks of 2010 a new association was established which will work more on secondary prevention programs for women and children, domestic violence victims (tutoring activities, self-help groups etc.). Now the project is consolidating for the prevention of domestic violence to achieve their sustainability, continued growth, and progress. A long-term objective is to set up a ”safe house” in Zavidovici (safe accommodation for women and children).

Objectives 1. Keep on information and prevention activities already carried out and enlarge them to the rural areas.2. Strengthen community infrastructure to respond to and prevent domestic violence (to support the association activities to provide services to victims,

complementing to the one provided by the social services).3. Strengthen capacity of local network and association for implementation a domestic violence prevention programme.

Summary of the project From the beginning of activities in Zavidovici, the LDA is engaged on the topic of waste collection and ecology. Attention has been focused on the situation of the municipal waste dump: there have been conducted scientific researches, LDA has tried to find funds to start the intervention at the site of the landfill, operated on raising public awareness about the importance of careful and proper waste management through public campaigns and information, realized programs of environmental education in local schools, tried to evaluate the role of Roma communities in the local context (involved in the collection and selection of waste materials and its sales), developed the cooperation between European universities and local authorities.Starting from 2007, LDA has supported and led a project to start the experimental selective waste collection, which is currently underway. Despite the initial difficulties in defining the areas and data collection, the project began in early 2009, with the intention of starting experimental selective collection in a particular area of the town.In the next period LDA Zavidovici would like to consolidate experimental selective waste collection and enlarge involved area. This is the first proposal for selective waste collection in the city, and so it has requested and still requests the citizens to change their habits, until the problem of inadequate waste management, which is very felt in the local population, does not find a suitable solution.

Objectives 1. Consolidation of experimental selective waste collection and enlargement of the area.2. Strengthening of competences of involved technical persons.3. Increasing of environmental awareness of citizens and correct separation of the waste.

Summary of the project The municipal waste management company, which is in charge of waste management, was formed in 1961. It was financed exclusively from the municipality, which is used only for operational activities, and without means for any significant investments in modernization. Prijedor development increased the amount of waste, which left the city with many “wild trash sites”.

In order to prevent that it is necessary to introduce integral waste management, that is selective waste collecting, waste recycling at landfill and re-organisation of the municipal waste management company so that the project can be sustainable.

All these activities need to be supported by education of citizens through different actions involving the local communities, schools and media.

Objectives The main objectives of the project are:

1. strengthening the public awareness of the environment protection and preservation through the educational campaign and public events on the selective waste collection, disposal and waste recycling;

2. preparing the public utility company for the recycling processes of the reusable waste;

3. decrease the amount of waste management at the current regional depot in Prijedor and usage of recyclable waste.

Main activities The project proposal foresee the following activities:

a. education of citizens - campaigns and public events;

b. preparation of the sites for the selective waste collection;

c. buying the equipment for the processing of the PET waste and developing of the selective waste management process in sector of PET waste.

Summary of the project Project “Smile to Smile” is implementing in Sisak area during 12 months by a clowns-volunteers group “SKLAUN”, organised by the LDA Sisak. The “SKLAUN” is gathering clowns-volunteers since October 2008 and currently is composed of 7 members. The purpose of clowns-volunteers is to help people (mostly children) living in disadvantaged mental, social and physical surroundings, using laughter and game in the unique way.

The clown-therapy is conducted in institutions such as children homes, old people’s homes, organisations working with physical and mental difficulties and similar, and during public manifestations. The clowns-volunteers use different equipment and combining different methods and clown techniques - dance, joggling, acrobatics, magic interlaced with science and verbal expression and gesticulation.

During their shows, clowns are tackling different topics interesting for public, such as discrimination, prejudices, conflict resolution, and involvement of disadvantage people. Know-how transfer from the Italian organisation “Viviamo in Positivo” from Venice supports regularly the clowns.

Objectives Promote non-discrimination, tolerance and breaking down the prejudices by developing volunteerism in local community through:1. conducting clown therapy in Sisak area in order to help people living in disadvantage physical and mental surrounding; 2. promoting voluntarism and creative usage of free time.

Main activities a. Regular volunteers’ meetings for getting into proper physical form, rehearsing techniques and methods and developing sketches.b. Shows of clowns-volunteers - the clowns will visit institutions supporting children and adults with fewer opportunities, children homes, old peoples’

Summary of the project Project “For Community without Domestic Violence” will take place in a period of 12 months in the area of Sisak-Moslavina County. Since 2003, LDA Sisak is implementing a program for protection of domestic violence victims. In the last 8 years, police records for Sisak-Moslavina County are showing increase of domestic violence cases, same as records of LDA Sisak hot-line. Local policies and instruments are weak or not existing. Ordinary people are lacking of real knowledge on the issue and guidelines on how to react to domestic violence, especially in rural and remount areas. Moreover the helpers are overworked and do not have valid support from national institutions.The project will result with improved services for domestic violence victims and with bigger sensitivity of the wider community on domestic violence issues. The public campaign includes public debate where the Publication on domestic violence will be presented - including five best short stories of high schools students from the County area and City light posters in Sisak and Kutina (two biggest towns in the County) during November (dedicated to celebration of No-vember 25, International Day of Combating Violence Against Women), as well as printing and disseminating promotional and informative posters and flyers.

Objectives Overall objective: to contribute in reducing domestic violence in Sisak-Moslavina County area.Specific aims: giving first aid to victims of domestic violence; achieving more quality protection of domestic violence victims in and out of the institutions; sensitising the public on issues of domestic violence and society’s responsibility in providing help for the victims.

Summary of the project The LDA seeks to contribute to spread information about European environmental values, preservation of the territory as well as concerning food safety protection issues in high schools of Istria Region. During the implementation of the project (12 months) will be organized a “competition on ecology” in Istria’s high schools and a study/research through a questionnaire (the question is why a high percentage of the youth population still does not see a benefit for them of Croatia entering the EU).Through a session of seminars with students, our staff will inform students about the possibilities of participation at the “competition on ecology”, about EU institutions and the preservation of Istria territory. The most interesting results will be used during lectures and thanks to a peer-to-peer approach other youth will know the outcomes. All these will trigger a raise of knowledge that will affect first the target groups and then the whole environment, thanks to media and final publication.

Objectives 1. Encourage the participation of young citizens in the construction of a new Europe.2. Use interactive non-formal learning tools, which may grant a stronger impact and better results.3. Have a multiplying effect to involve directly and indirectly as many young people as possible in order to create a better informed public.4. Summary of the project One of the problems that Georgian government is facing is represented by the 400.000 Internally Displaced Persons (IDPs), who were forced to leave the so called “South Ossetia” and Abkhazia. In Imereti region (the largest region of Georgia) lives the 30% of IDPs families.With the financial and technical support of international organizations and friend countries, several collective centres were rehabilitated for them. Now most of the families have their own apartment, which was deliver to them as their property. People who lived in rural area and whose main activity was agriculture are now living in totally different circumstances and their integration process is very hard. They do not have information about the city where they are living now and to whom address their problems. Under these conditions IDPs feel themselves as a marginalized group.

Objectives Based on the situation explained, IDPs are facing two main problems: 1. lack of information on IDPs’ rights ;2. lack of the involvement of IDPs community in the decision-making processes about their future. The goal of the project is to support the IDPs: mobilizing IDP community; providing education on IDP rights and advocacy.

Main activities a. Community Mobilization activities will be conducted in 10 biggest IDP collective centres located in Imereti Regio.b. 10 Community Based Organization will be established and registered.c. CBOs’ offices equipped by PC, printers, UPS, stationary, internet.d. Each CBO will receive 100 euro on their bank account from the project for its operational expenses (internet fee; office stationary, etc.).e. In all IDP centres informational-educational campaign on human/IDP rights will be organized.f. During the meetings the art competition among children on human/IDP rights will be announced.g. The winner art works will be placed in the calendar issued by project.h. At the end of each meeting the problems existed in each centre related to the IDP rights will be discussed with the legal counsel.i. Project experts will provide advocacy and legal support Project duration will be 10 month.

Summary of the project Nowadays most Georgian women get higher education majoring in Law, International Law, Economics, Diplomacy, Management and the gender balance in these sphere are actually maintained. However, the gender balance is less reflected among civil servants employed in the public sector. Only 30-35 % of the personnel employed in local self-government institutions are women. In the executive sectors women do not hold leading positions except in the culture and sport sector. The worst situation is in Municipalities. In rural society women do not have their place in politics and are not aware of their rights.

Objectives 1. Increase capacity of elected representatives and civil servants on the participation of women in political and decision-making processes.2. Strengthening gender mainstreaming.3. Promotion of EU policy regarding equality men and women through the information campaign.4. Strengthening the dialogue between civil society and local authorities.

Main activities a. Selection of beneficiaries (10 Municipality of Imereti Region). One group (20 members) in each Municipality will be established. Each group will include women from the different stratum of the society.

b. Training seminars for the selected group members on women’s rights and gender equality (arranged with practical lawyers for consultancy).c. Each group will organize a survey of the current situation regarding women’s rights in their Municipality; findings of the survey will be published and

presented to the different stakeholders of the society.d. At the end of each step of the project the TV programs will be prepared by local TV channels as well as newspapers’ insertions with statistic data

regarding the breaching of women’s rights in the regions.e. Final selection of proactive members from each municipal group to set up an “Imereti Region Women Club”.f. Coordinating meeting of the leaders where participants will share to each other their ideas connected to this project and set the joint action plan. This

will support sustainability of the project after finishing of activities. Project duration will be 8 month.

Target beneficiaries Elected representatives and civil servants from the local authorities, teachers, students, housewives and doctors from 10 Municipalities of the Imereti Region. The total number of direct beneficiaries will be 200.

Summary of the project The present project proposal aims at creating a network of youth organizations in Kosovo.

The newly established LDA Kosovo is very committed on this matter and has already established fruitful cooperation with many youth organizations in the country. Despite Kosovo is still facing many challenges, empowerment of young generation remains still one of the biggest challenges to be faced. Many youth organizations are already active in the country but there is still a lack of coordination among them, weakening their efforts.

The creation of a network would certainly contribute at implementing more effective, affordable, valuable and sustainable activities to be addressed to youth in Kosovo.

Objectives 1. Creation of a coordinated network of youth organizations active in Kosovo aimed at ensuring a uniform level of information and coordination on innovative methodologies of work and new sources of funding.

2. Improvement of the action of the youth organization through the dissemination of information and the coordination of their main actions.

3. Dissemination of new methodologies of work to make the actions of youth organizations involved more effective.

Main activities a. Information campaign on the opportunities offered by joining the network.

b. Planning, development and management of the network by LDA Kosovo and its partners.

c. Training course on innovative methodologies of youth work to be applied to the cultural and social background of Kosovo. The training will be held by local and international experts.

d. Active and long-lasting support to the organizations involved provided by ALDA and LDA Kosovo experts through ICT and face-to-face meetings.

Summary of the project According to UNESCO, Kosovo has a rich cultural and environmental heritage, but most of it was damaged or destroyed during the recent conflict and its immediate aftermath.

The UNESCO has pointed out several times a marked indifference from the different communities with regard their cultural and environmental richness. Education is perhaps the key to achieving a greater degree of understanding and respect of it.

Therefore, the present project proposal aims at implementing a coherent set of activities aimed at raising awareness about the importance of defending the cultural and environmental heritage of the country and at considering it as a great economical and cultural resource, which can concretely help the development of Kosovo.

Objectives 1. Improve LAs and NGOs understanding about the importance of environmental and cultural heritage as a resource.

2. Improve cooperation among LAs and NGOs on the development of the tourism sector in Kosovo.

3. Raise the awareness of young generations on the importance of defending their heritage in order to preserve it through generations.

Main activities Training and conference: a. training for trainers aimed at improving the knowledge and the importance of the cultural and environmental heritage of Kosovo, and at giving to the

participants new training methodologies on the matter;b. national conference of local authorities and NGOs aimed at improving the cooperation on the matter.

In-School activity:this activity provides lessons and activities for all grade levels, adds value to curriculum, helps teachers by providing learning resources, and promotes the desired conservation behaviours to make the activity sustainable. The in-school component contains classroom and school-wide activities.

Summary of the project Democratic procedures foresee that authorities need to listen to the citizens’ opinion. Clever politicians feel that need in their work. Current legislation regulates it. But we do not have practices developed and habit to actually do it. Officials say “I can predict what will citizens say” on some issue. But we do not have procedures and relevant methods for effectuate those principles.

In order to provide authorities, both local and higher levels, the present project proposal aims to establish a service that can permanently perform activities on scientific and relevant collecting opinions of citizens regarding new legislation, strategies, plans etc. authorities plan to bring up. All of this in partnership with Faculty of Sociology.

These services can be offered to other type of entities on market basis.

Objectives 1. Development of democratic procedures.

2. Citizens participation enhancement.

3. Enabling the authorities to have clear, unbiased and relevant picture on the due issues.

4. Creation of the service that can be offered to municipalities, NGOs, political parties and business sector.

Summary of the project Montenegro, as the state that favors ecology, joined international conventions regarding energy efficiency, use or renewable energies and emission of green house effect gasses.Montenegro has electrical energy deficit that goes up to 40%. Around 50% of energy is consumed in towns, so there is the potential for saving. Public buildings and private houses are the place to intervene.Simple change in behaviour and small investments (favorable commercial credits and fiscal and other incentives) can save us up to 40% of energy consumed and municipal and private budgets.

Objectives 1. To adopt EU standards on the issue.2. To develop capacities in municipalities.3. Increase energy efficiency and lower the due expenses in the local budgets.4. To promote responsible behaviour among citizens and to help them spend less.5. To balance the energetic deficit in Montenegro.

Main activities a. Signing the Covenant of Mayors, Energy Efficiency Charter or similar act - Municipalities agree to work on the meter.b. “Sustainable Energy actions plan” development SEAP – pilots in three municipalities (training for Municipal units).c. Databases of public buildings in these municipalities.d. Pilot energy audits in each municipality.e. Pilot buildings reconstruction - with support of government or commercial bank.f. Summary of the project Among unemployed population in Serbia, there are 54% of women and 48% of men, as a consequence of discrimination of women on the market, in hiring, wages and social protection. A lot of women run non-registered home-based business.The activities of the project are designed for women of the City of Niš area, in order to contribute to the development of women entrepreneurship and an easier access of women to the labour market.The implementation period lasts 12 months and includes three phases providing the participants with technical, financial and educational support in the process of their economic empowerment.

Objectives Contribution to economic empowerment of women working in production/services through entrepreneurship development and promoting women’s frees access to labour market.

Main activities a. Mapping the women running production or service providing who lack the capacities for registering their business.b. Selection of the candidates and networking.c. Writing the Business Plan Training - design and realization (training courses: business plan writing, market - consumers analyses, financial planning).d. Selection of the grant winning business idea and rewarding it with the grant.e. Support to the women who got the training but not the grants.f. Business management training for women registering joint business.g. Evaluation and project follow up.

Target beneficiaries Women from the territory of Nis (working in production or service providing who lack the knowledge for registering their business). When choosing the beneficiaries, project team will use the following main criteria (enriched by others during the process): the candidate continuously performs certain business (in the field of production or service providing) for at least a year; the candidate is motivated for networking and registering joint business (cooperative) within the business she runs.

Summary of the project The region of ex-Yugoslavia is still deeply influenced by violent multiethnic conflicts in recent past. Youth in this region was not directly involved in conflicts - some were very young, some not even born. We should develop intercultural understanding, cooperation and tolerance in youth. Peer-to-peer non-formal education is the most efficient form of knowledge sharing. Inclusion of youth in decision-making and creating an opportunity for them to engage is crucial.Project will be organized in partnership with LDAs Mostar (BiH) and Sisak (HR). Young people from each country will have to make documentaries and other records of messages of intolerance that are being emitted in their local surrounding. Via web they will organize presentations to show the results of their researches; participants will meet on the 10 days seminar concerning peer education techniques, team-building, non-violent communication, tolerance, conflict solving, mediation, cohabitation. Empowered in this way, after returning to their own communities, they will act as multipliers.

Objectives 1. Contribute to the prevention of future conflicts and the creation of safe and peaceful surrounding that encourages equal chances.2. Collaboration and creative expression by reconnecting youth from areas that have been involved in conflicts in the past.3. Spreading ideas of tolerance, cohabitation, collaboration and promotion of multiculturalism.4. Encouraging youth activism, initiatives and inclusion in decision-making processes; creative expression and the idea of engaged arts.

Summary of the project The project is designed to help provide a closer insight into some of the key issues related with present level of decentralisation in Serbia as well as to foster co-operation between geographically relatively distant municipalities sharing common interest to get engaged in EU cross-border co-operation programmes and ensure conditions for better economic and social growth.The research proposed is an attempt to create a data basis of successfully implemented projects at local level within the existent EU CBC programmes with Serbia, thus linking good local practice of institutional building in the north of Serbia with recently acquired experience in CBC programmes. This initiative is proposed as a specific information source for municipal stakeholders, but also as a potential training tool for the future applicants.

Objectives The action’s main objectives are:1. support exchange of good local practice and expertise (gained through the first launched EU CBC Programme with Hungary);2. try to make the links with the more recently launched CBC programmes.The project’s main aim is:1. help build institutional capacity at local level;2. raise awareness of local policy and decision makers on some key challenges related with the role of local self-government in EU integration process

and in area of local implementation of Acquis;3. implement local sectoral policies through utilising the advantages of geographic position of the municipalities in border area.

Main activities Research activities are divided in 3 main components:a. Analysis of the Programme documents of the respective EU Programme areas in cross-border co-operation Programmes; analysis and selection of the

calls for proposals and guidelines, through a balanced regional approach and based on the thematic issues addressed by the projects.b. Communication with the project team members; field visits, interviews with target groups, final beneficiaries; project data creation and collection.c. Project data analysis: potential follow-up actions and project impact analysis. Case study development (at least 12 case studies).

Summary of the project This campaign will reinforce the role of local civil society actors in promoting the benefits of EU integration of Serbia. It builds on awareness raising and advo-cacy activities aimed to help establish municipal EU integration offices. Interaction between CSOs and local governments achieved will be supported through innovative media campaign. The aim: - support media promotion of the good practice achieved in co-operation with local CSOs and local governments in project development; - improved visibility of the established cross-sector partnerships valorized through a wide range of EU supported projects for diverse target groups.

The project employs some traditional communication tools while the focus is on engaging innovative Internet promotion tools to develop creative approaches and establish best practice exchange through social media.

Objectives 1. To initiate a direct communication and public debate among the CSOs and local government actors.2. To help promote the positive image of civil society through replicable good practices integrated in the TV media campaign.3. To motivate participation and interaction of wider audience in different aspects of public life through Internet communication tools.4. To help motivate the CSOs youth groups for building capacities for implementation of EU standards at local level.

Main activities The main components of the action are the following:a. Project kick-off event (conference in Subotica with NGOs and local government, journalists, youth groups and citizens); introduction to modern media

communication tools; presentation of the Internet campaign;b. Series of three TV documentaries on local practice in developing EU projects in the municipalities included in the action. The topics are:

i. From a concept to realization: for successful applications for EU funding opportunities;ii. EU sectoral policies: implementation EU standards at local level;iii. My city in European partnerships.The episodes will be produced by the partner organization Playground production agency, Novi Sad. Its broadcasting will be ensured by the several local TVs.

d. Internet campaign throughout the implementation stage by opening profiles on Facebook, Hi5, Myspace, etc.; creation of social forums.
