PDA in a nutshell
What?
Launch of concrete sustainable energy investment projects
Building technical, economic and legal expertise
Who?
Public and private project promoters
EE22- PDA
e.g. public authorities or their groupings, public/private infrastructure operators and bodies, energy service companies (ESCOs), retail chains, estate managers and services/industry
Proposals from 1 single entity are eligible!
EE22- PDA
How does a good proposal look like?
Lead to investments launched before end of the action,
Every million Euro of H2020 support should trigger investments worth at least EUR 15 million (1:15).
Have an exemplary/showcase dimension in their ambition (i.e. reduced energy consumption and/or investment size)
Deliver organisational innovation in financial engineering (e.g. on-bill financing schemes, guarantee funds, factoring funds)
and/or mobilisation of investment programme (e.g. bundling, pooling)
• Demonstrate high degree of replicability and include clear action plan to communicate across EU towards potential replicators
Project Development Assistance
• Horizon 2020 Energy Challenge supports the transition to a secure, clean and efficient energy system for Europe
• The calls 2016-2017 provide support for innovation through:
• Research and demonstration of more energy-efficient technologies and solutions
• Market uptake measures to remove market and governance barriers by addressing financing, regulations and the improvement of skills and knowledge
• € 0.8 bn between 2014 and 2020
Size of investment portfolio: EUR 7.5 million – EUR 50 million

Paride (Province of Teramo, Italy)
• Bundling EPCs on street lighting
• The project is based on the aggregation small investments in energy retrofitting of street lighting facilities to make them more attractive to ESCO's.
• 32 municipalities are taking part in a joint public procurement currently run by the Province for street lighting management contracts (all inclusive) over a period 15 to 24 years.
• The contracts represent around EUR 150 million,
of which EUR 20 million investments in energy efficiency. Guaranteed energy savings are expected around 40%.

Jobs
Geothermal district heating in the city of Kecskemét , HU
Activities should lead to the investments required for:
• connection of the two separate DH networks
• exploitation of new geothermal energy source to supply heat to the DH network
• Total expected investments: EUR30.5m
• Two independent distribution system supplying heat to 11 234 flats
• 28 MWth of deep geothermal capacity
• The heat provider is company is owned 69,5% by the Municipality and 30,5% by a private utility.

investible
EE-25-2016 Development and roll-out of innovative energy
efficiency services
EE-22-2016 Project Development Assistance
Making the energy efficiency market investible
The challenge:
• Lack of trust
• Lack of skills and operational tools
• Lack of standardisation of assets
The Scope:
1. Standardisation and benchmarking of energy efficiency investments
2. Large-scale data on actual financial performance
3. Targeting institutional investors
Projects examples
• Standardisation and confidence : Investor Confidence Project, Trust EPC South, Solar Bankability, SEAF
• Raising awareness of institutional investors: SEI Metrics, ET RISK
• Integrate green value in investment decisions: REVALUE, RentalCal, RENOVALUE
• Methodologies to assess the climate performance of investment portfolios: SEI Metrics
EE-24-2016 Making the energy efficiency market
investible
EE-25-2016 Development and roll-out of innovative
energy efficiency services
EE-22-2016 Project Development Assistance
Development and roll-out of innovative energy efficiency services
The Challenge
• Scaling up of EE investments needed ~100 bn€/a
• Tapping private investments
Funding for:
• New types of energy
efficiency services and
business models
• New types of actors and/or
new market segments
• Business models for
implementation of energy
audit recommendations in
industrial and service
companies (with focus on
high thermal demand)
