No: 7(227.4)/DRA (A)/APART/2019-20/Tissue Culture Banana/1529-38 Dated:- 03 -06-2020 Assam Agricultural University (AAU), Jorhat Assam is a partner with the Govt. of Assam in implementation of the World Bank (WB) funded project entitled ‘Assam Agribusiness & Rural Transformation Project (APART)’. AAU now intends to procure equipments needed for establishing a banana tissue culture lab established at AAU, under the APART project. Further details on the RFQ, Procurement notice, Terms and conditions, Technical specifications and Application forms for submitting quotation may be seen and downloaded at the URL- http://www.aau.ac.in. The prospective bidders would be selected in accordance with the World Bank’s ‘Procurement Regulations for IPF Borrowers: Procurement of Goods, Works, Non-Consulting and Consulting Services, July 2016 (as updated)’, available at www.worldbank.org. Interested supplieres may submit their quotations in English language to the following address on or before 25th June, 2020 (closing 02.30 PM) in hard copy as well as soft copy. Information may also be obtained from the address given below from 10.00 am to 04.00 pm (IST) on all working days.

REQUEST FOR QUOTATION (RFQ) “For supply of equipment’s for Banana Tissue Culture lab being established at AAU, Jorhat under

APART”

Detailed Procurement Notice

1. Government of Assam (GoA), through the Government of India has received a loan of US$200 million from the

World Bank for implementation of Assam Agribusiness and Rural Transformation Project (APART). The objective

of APART is to “add value and improve resilience of selected agriculture value chains, focusing on smallholder

farmers and agro-entrepreneurs in targeted districts of Assam”. The project is adopting a clusters and value chain

approach. Assam Agricultural University (AAU) is a partner in the said project and taking part in many activities

under the project. AAU is working with several international consultants like International Rice Research

Institute (IRRI), World Veg, International Potato Centre (CIP) etc.

2. Assam Agricultural University is now seeking quotations from eligible bidders for supply of equipments needed

for banana tissue culture lab being established at the Department of Agril. Biotechnology, AAU, Jorhat under the APART

project

3. The RFQ document is attached to this procurement notice and it includes documents to facilitate preparation and

submission of quotations; criteria for qualification, evaluation procedure, award of the aforementioned service(s);

relevant forms to be filled by the bidders & Terms and conditions. The Procurement notice including the terms

and conditions etc. can be downloaded free of cost by logging on to the URL- http://www.aau.ac.in.

4. The Quotation containing the Technical Part and Financial Part shall be submitted in a sealed envelope addressed

to “Director of Research(Agri), Assam Agricultural University, Jorhat” on or before 25th June, 2020 by 2.30

5. The Quotations will be opened on the same day, i.e., 25th June, 2020 at 2.30 PM in presence of the bidders or

their authorized representative who wish to attend at the office of the undersigned. The sealed envelope should be

superscribed as “Quotation for supply of equipment’s for Banana Tissue Culture lab being established at

AAU, Jorhat, under APART”. If the office happens to be closed on the date of opening of the Quotations as

specified, the Quotations will be opened on the next working day at the same time.

6. The Assam Agricultural University shall not be held liable for any delay in the receipt of Quotations. A Bidder

requiring any clarification of the RFQ document may visit the office for the same. No hard copy of the RFQ will be

provided by the office to the bidder.

Terms and Conditions

This RFQ document is in connection inviting quotations for supplying equipment’s for supply of equipment’s for banana tissue culture lab being established at AAU, Jorhat under APART Eligibility: A Bidder-

(a) Shall not participate in more than one Quotation;

(b) Shall not have conflict of interest as defined in the Bank’s Procurement Regulations; and

(c) Should not have been

(i) Temporarily suspended or debarred by the World Bank Group in compliance with the Bank’s Anti-

Corruption Guidelines and its Sanctions Framework; or

(ii) Blacklisted or suspended by Central or any State Government Departments in India.

1. Clarification: A prospective bidder requiring any clarification may visit the office before the closing

date and time of quotation submission to get clarifications on the quotation.

2. Amendments or corrigendum to the RFQ document: The bidders are advised to periodically

browse the website- http://www.aau.ac.in till Five (5) working days before the closing date of this

Quotation for any amendments or corrigendum issued in connection with this Quotation.

3. Please take note of the following requirements and conditions pertaining to the supply of the above

mentioned commodity:

a). Contract may be awarded to the bidder having submitted a quotation representing the best value for

money, i.e. lowest-priced and quality-compliant offers.

4. The Quotation shall comprise the following documents:

a) Name, address, e-mail, telephone along with a note on the Ownership, trade licence and organizational

structure & core business area of the firm;

b) Up-to date sale Tax clerance certificate and Income Tax Return for last two years duly attested must be

submitted along with the quotation. PAN No must be furnished

5. Quotation Price:

a) Corrections of the quoted rate, if any, shall be made by crossing out, re writing, initialing and dating.

b) All duties, taxes and other levies payable under the contract shall be shown separately.

c) The rates quoted by the bidder shall be fixed for the duration of the contract and shall not be subject to

adjustment/ modification on any account.

d) The Prices should be quoted in Indian Rupees only.

6. Validity of Quotation: Quotation shall remain valid for a period not less than 30 days after the deadline date

specified for submission.

7. Signing of Quotations: The name and position held by each person signing the quotation and related

documents must be typed or printed below the signature.

8. Preparation and Submission of Quotation: Quotation shall be addressed to “The Director of Research

(Agri), Assam Agricultural University, Jorhat-785013 (Assam)”.

a) Quotations shall be submitted as per the formats given at Annex-I, Annex-II along with other supporting

documents as mentioned above (refer to para 7) with a copy of the RFQ signed in each and every page

and placed in a single sealed envelope, clearly marked with the Reference above and the name of the Bidder .

b) Quotation can be submitted in person on or before the due date and time specified in the Quotation Notice.

Alternatively, bidder can submit the quotation by registered post so as to reach the above address on or

before the due date and time specified in the quotation.

c) Quotation received after due date and time will not be considered and the office shall not be liable or

responsible for any postal delays.

d) Quotation shall be signed by the Bidder or a person duly authorized by the Bidder. All pages of the bid shall

be signed and stamped by the authorized person to indicate that the bidder has agreed to all terms and

conditions of the quotation. Overwriting, alterations, if any, in the Quotation should be signed by the

authorized signatory.

e) Quotation not accompanied by specified documents, self declarations, signatures may be rejected by the

office as non-responsive and may not be evaluated.

f) All duties, taxes and other levies payable by the bidder under the contract shall be shown separately and

included in the Total price.

9. Evaluation of Quotation:

a) The Quotation Evauation Committee, Directorate of Research, AAU, Jorhat shall evaluate and compare the

Quotations determined to be substantially responsive, i.e. which,

i. are properly signed and sealed;

ii. have submitted the required documents and meet the criteria specified as indicated in Para 7

b) The quotation that complies with all of the specifications, requirements and offers the lowest price, as well as

all other evaluation criteria indicated, shall be selected. Any offer that does not meet the requirements shall

be rejected.

10. Award of contract:

a) The Directorate of Research, AAU, Jorhat will award the contract to the bidder whose quotation has been

determined to be substantially responsive and who has offered the lowest evaluated quotation price.

b) Notwithstanding the above, the Directorate of Research, AAU, Jorhat reserves the right to accept or reject any

quotation and to cancel the bidding process and reject all quotations at any time prior to the award of the

contract.

c) The bidder whose quotation is accepted will be notified for the award of the contract by the Directorate of

Research, AAU, Jorhat prior to the expiration of the quotation validity period. The terms of the accepted offer

shall be incorporated in the order.

11. Payments:

a. All payments to the successful bidder shall be made by Account Transfer only.

b. All taxes (including GST, etc.) shall be dealt with as per the Govt. laws

c. No advance payment will be considered for supply of items mentioned in the quotation.

12. Time frame delivery: The equipments must be supplied within one (1) month from the date of issue of the

supply order

13. Quality assurance: The suppliers on behalf of the company must assure quality of the equipments

mentioning the warranty period etc.

14. Earnest Money Deposit:

i). The bidders shall submit the EMD in the form of a Bank Draft from any Nationalized Bank, drawn in

favour of “Director of Research (Agri.) AAU, Jorhat” for an amount equivalent to 2% of the

quotated price.

ii). The EMD furnished by the successful bidder will be retained by AAU, Jorhat up to 45 days from the date

completion of the supply. The EMD instrument held by the office till it is returned to the successful

bidder will not earn any interest. Failure of the bidders to furnish EMD along the quotation shall

constitute sufficient ground for annulment of award and the Directorate of Research, AAU, Jorhat may

award the contract to the next lowest evaluated bidder

iii). The EMD of unsuccessful bidders shall be returned immediately provided they write an application to

the Director of Research (AGRI.), AAU to release the security deposit stating details of their returned

address.

abide by it in case being invited for the award of contract.
