The Education Service Center, Region 2 (ESC-2), is committed to our mission of “empowering learning communities through innovation,” and to our vision of “educational excellence for an evolving world.” As we strive to realize our mission and vision we continuously strive for refinement and improvement of our programs and service offerings. Staff and leadership at the ESC-2 recognizes that the needs of our customers and the needs of our educational community change over time and our goal is to provide services that change along with them.

To better serve the needs of our clientele, the ESC-2 has prepared the 2019-2020 Programs and Services Catalog with the needs of regional educators, students, families, and other community members in mind. Our programs and services are provided by experts in the field who strive to exhibit our core values of integrity, dependability, professionalism, respect, excellence, innovation, positive attitude, and service.

The ESC-2 understands the role our educators and school staff play in shaping the lives of children in our community

and around our state and we look forward to being a part of the team it takes to make a positive impact in

education.

Since 1967, the ESC-2 has provided quality service to LEAs in the Texas Coastal Bend. The ESC-2 is one of 20 service centers that serve the instructional and operational needs of Texas schools. Operating under the auspices of the Texas Education Agency, the ESC-2 is accountable at the regional level to its main clientele, the LEAs in Region 2. The primary focus of the ESC-2 is student achievement, which we impact by offering educators, administrators, and auxiliary staff a wide array of high quality professional development and instructional services. We also provide programs and support to maximize efficiency of school operations. We employ a highly motivated and qualified staff of experienced educators to provide needs-based programs for schools.

DESCRIPTIONThe Advanced Academic Services/GT Cooperative supports the areas of gifted/talented, pre-AP/AP strategies, and college and career readiness by advocating for and designing an array of learning experiences for teachers, administrators, and counselors. Students with special abilities have unique needs. The trainings and services provided through this cooperative will support the creation and alignment of curriculum that reflects modification of depth, complexity, and pacing of the general education program to meet the state goal of “professional products and performances.”

State Board of Education (SBOE) requirements state that teachers who provide instruction and services for gifted students must have 30 hours of professional development prior to their assignment to the LEA’s G/T services or within their first semester. [19TAC§89.2(1)]

2019-2020 Commitment Worksheet LEA Name County/District Number The above listed LEA agrees to participate in the Advanced Academics/GT Cooperative with Education Service Center, Region 2, during the 2019-2020 school year. Description: The Advanced Academics/GT Cooperative has these primary service goals:

• To improve the knowledge and skills of principals, counselors, and teachers to increase the understanding of the needs of gifted learners through 30-hour or six-hour update training;

• To improve the quality of service provided to gifted learners by assisting LEAs in developing and implementing programs that meet state and federal requirements; and

• To develop and provide instructional materials and resources to meet the needs of the LEA program.

• Provide professional development offerings in the area of support for Advanced Academics;

pertaining to gifted education; • Annually evaluate the effectiveness of member LEA’s gifted program at reduced fees; and • Provide school board training on compliance for the Texas State Plan for G/T.

• Designate a G/T contact or representative; • Provide release time for teachers of gifted students to attend trainings; • Permit the ESC-2 education specialist to provide onsite visits to the campuses and

classrooms as appropriate; • Make facilities available for onsite professional development activities as appropriate; and • Provide student performance, demographic, and program data for evaluation measures.

DESCRIPTIONThe Career and Technical Education (CTE) Carl Perkins Shared Services Arrangement (SSA) is committed to raising awareness of the obligations and opportunities in the area of Career and Technical Education as we work to improve student achievement and prepare a postsecondary-ready generation through project-based learning and integration of the core curriculum. The CTE Carl Perkins SSA provides services to schools who are required, due to allotment amount (less than $15,000), or choose for programmatic or fiscal reasons to select Education Service Center, Region 2, as their fiscal agent. As the fiscal agent the ESC-2 CTE Program, in coordination with the SSA members, will determine mutually beneficial uses for the Carl Perkins allotment.

DESCRIPTIONThe Education Service Center, Region 2, and many Coastal Bend LEAs have formed the Coastal Bend Application Tracking System Consortium (CBATS). CBATS is a job application system that allows applicants to submit one common online application to all participating LEAs. This system provides employers with easy access to thousands of applicants seeking employment in the education industry. Members benefit by avoiding the costly advertising expenses for open positions, and they have easy access to web-based modules that facilitate the applicant screening and hiring processes.

DESCRIPTIONThe Competitive Grants Cooperative monitors and identifies competitive grant opportunities from a variety of funding sources that are appropriate for shared service arrangements (SSA) between a regional school district or charter school, the Education Service Center (ESC-2), and other eligible public and private institutions. Basic training is offered through workshops face to face and online on grant application and management process from identifying the sources of funds, writing and submitting the application to evaluation and reporting.

Description: The Competitive Grants Cooperative will provide products and services that help LEAs develop the necessary skills to be effective in their efforts to investigate, monitor, prepare, and submit grants to a variety of public and private funding sources at the federal, state, and local levels. The Competitive Grants Cooperative has these primary goals:

DESCRIPTIONThe Counselors Support Services will provide school counselors with the opportunity to build a stronger and more informative counseling presence at their school and implement programs that meet state and federal requirements. The Counselors Support Services Coop is designed to provide support to LEAs relating to social/emotional and academic counseling. DESCRIPTIONThe Early Scholars Academy’s (ESA) unique facility consists of learning centers focusing on the following themes: polar regions, oceans, tropics, human body, animals, plants, community, Earth and its elements, and space. Instructional units have been developed for each learning center by early childhood education specialists and they are aligned with the state guidelines and standards for early school readiness. Guided by their teachers and ESA staff, children experience three complete discovery centers per visit through hands-on learning activities. In the discovery centers children engage in interactive, self-directed educational activities that are driven by curiosity, exploration, manipulation, and social interaction. The experiences result in a sense of wonder and fun, ignite imaginations, and plant the seeds of visions of future academic success.

ServicesSymbolizing commitment to our youngest students and their future success, nine interactive discovery centers in the Early Scholars Academy facility are available to enhance the school readiness of young children through science, math, literacy, language, and technology.

Activities at the ESA are guided by instructional units addressing pre-K through second grade levels, based on the Texas Prekindergarten Guidelines (pre-K Guidelines) and the Kindergarten curriculum standards [the Texas Essential Knowledge and Skills (TEKS)]. Teaching the Pre-K Guidelines ensures integration of the state curriculum standards to better prepare children for the rigors of Texas public schools.

The target audience is pre-kindergarten to second grade students enrolled in all public and private community early childhood education facilities in the 11-county service area of Education Service Center, Region 2. This includes all school districts and charter schools. All community early childhood educators and child care providers are given the opportunity to participate including preschool children not enrolled in formal childcare or school settings.

DESCRIPTIONThe Educational Media Cooperative is designed to provide LEAs with 21st Century learning resources, from digital media to living materials, to enhance student achievement. Members benefit from Discover Education exclusive digital content, interactive lessons and teacher professional development, all specifically developed for the Texas curriculum. ESC-2 Educational Media also partners with ESC-20 to deliver TEKS-aligned Living Materials of over 100 living specimens to cooperative members. LEAs can chose between three memberships, allowing for a customized interactive learning environment.

As an internet service provider (ISP), the ESC-2 MIS team responds to LEA requests for internet access via the Federal E-Rate program guidelines. DESCRIPTIONThe Positive Behavioral Interventions and Support (PBIS) Project provides public school districts and charter schools in Texas training and technical assistance opportunities that allow them to successfully implement PBIS strategies and interventions. The program development model in the PBIS Project involves a campus-based team that leads campus staff through the design and implementation of a comprehensive, proactive school-wide discipline system tailored to their individual needs. Description: Positive Behavior Interventions and Supports (PBIS) is an evidence-based practice for putting systems in place that support positive academic and behavioral outcomes on campuses. PBIS is a response to intervention decision making framework for a campus-based team that guides selection, integration, and implementation of the best research-based practices and interventions for improving outcomes for ALL students. The PBIS initiative addresses classroom management, school-wide systems, and individual student supports. Restorative Discipline Practices is a set of informal and formal strategies intended to build relationships and a sense of community. Restorative school discipline is educational in providing all members of the school community with the skills and understanding for positive social interactions, relationships that support learning, and peaceful resolution of problems and conflicts.

DESCRIPTIONThe Education Service Center, Region 2, Special Education Support Services focuses on improving student performance and program effectiveness for students with disabilities ages 3 through 21 as indicated in the by the Individuals with Disabilities Education Improvement Act of 2004. Special education specialists provide administrative and program support through leadership, professional development, and technical assistance to LEAs and charter schools in the region. All Region 2 LEAs will receive special education support. LEAs who join the cooperative will be able to access full cost trainings and onsite support at a reduced rate.

Special Education Specialists in disabilities collaborate with other specialists across the service center to ensure the inclusion of and consideration for the needs of students with disabilities. Special education staff members provide insight and guidance on issues of accountability, student performance, and factors that affect the performance of students with disabilities.

Education Service Center, Region 2, agrees to:

• Provide free administrator training upon request; • Annually revise the TCMPC curriculum based on addition of new TEKS, alignment to STAAR/EOC, new

state initiatives, etc.; • Provide focused professional development offerings in the area of curriculum development and

alignment, implementation of content specific TEKS strategies, use of TCMPC curriculum documents, online system for instruction and assessment;

• Provide onsite consultation and technical assistance upon request at a discounted price; and • Provide regular curriculum update sessions for members.

Each participating LEA agrees to:

• Designate a contact or representative for planning purposes; • Provide release time for selected teachers to participate in curriculum activities of the cooperative; • Permit the ESC-2 education specialists to provide onsite visits to the campuses and classrooms as

appropriate; • Make facilities available for onsite professional development activities; and • Provide student performance, demographic, and program data for evaluation measures.

DESCRIPTIONThe Texas Student Data System (TSDS), a major initiative of the Texas Education Agency, is a statewide system that modernizes and improves the quality of data collection, management, and reporting in Texas public education. Through the studentGPS® Dashboards and other improvements, TSDS will support higher student performance across the state. TSDS also replaces and expands on the Public Education Information Management System (PEIMS). TSDS:

2019-2020 Commitment Worksheet LEA Name County/District Number The above listed LEA agrees to participate in the TSDS – Texas Student Data System Cooperative with Education Service Center, Region 2, during the 2019-2020 school year. Description: The TSDS Cooperative is designed to provide in-depth and timely information on critical issues, training, and networking opportunities for the LEA TSDS Stewards including the PEIMS coordinator and related personnel. The TSDS Cooperative has the following primary service goals:

● Assist with ALL TSDS data submissions (including PEIMS) in order to meet published deadlines; ● Use validation rules in the TSDS Education Data Standards (TEDS) to review data submitted by LEA; ● Verify submissions contain data for all records required by the collections; ● Ensure all errors are corrected and data integrity is maintained; ● Approve data in the format specified in the TSDS Education Data Standards (TEDS), by the specified due dates for

each collection; ● Notify LEAs when the data submissions have been approved and made available for further processing by TEA; ● Assist in resolving UID errors, and maintaining the TSDS Unique ID system; ● Identify resources which can be used to answer TSDS, studentGPS dashboards, and PEIMS-related questions; and ● Accept LEA PEIMS submissions in TSDS.

Members of the ESC Region 2 TSDS – Texas Student Data System Cooperative will receive all of the services listed above and will also have access to training opportunities at discounted rates. Education Service Center, Region 2, agrees to:

● Provide technical support in all aspects of the Texas Student Data System including staging, data loading, error remediation, and operational best practices.

● Offer two critical issue sessions for the LEA’s PEIMS coordinator and pertinent data personnel (fall and spring TSDS/PEIMS coordinator meetings);

● Offer training sessions related to PEIMS data reported in each of the four PEIMS submissions (Fall and Mid-year PEIMS Records training and the Summer and Extended-year PEIMS Records training);

● Offer a series of two half-day workshops designed for new data stewards and other personnel (An Introduction to PEIMS, including TSDS Overview, Unique ID, Enrollment Tracking, and TREx)

● Offer one training session on the Student Attendance Accounting Handbook; ● Include PEIMS Coordinator and other personnel on the ESC Region 2 PEIMS Coordinator email list-serve; ● Provide access to TSDS & PEIMS-related training materials on the ESC Region 2 Data Processing website; and ● Assist LEA with TSDS & PEIMS submission issues.

Each participating LEA agrees to:

● Attend each workshop or meeting session to the extent possible; ● Maintain the appropriate District/Campus level roles in TEAL for submission of required state reporting; ● Meet the established TEA deadlines for data submission; and ● Provide a primary point of contact for the ESC-2.

Onsite TSDS/PEIMS services: LEAs occasionally need qualified TSDS personnel assistance or training onsite. Cooperative members receive the ESC Region 2 cooperative discount pricing for this support.

They are Texas Student Data System (TSDS) and Public Education Information Management System (PEIMS) compliant (state/federal), used by over 900 Texas LEAs. TxEIS is both MAC and PC compatible and Schools Interoperability Framework (SIF) certified. Region 2 TxEIS software is hosted in our state-of-the-art data center with increased security, superior performance, and disaster recovery. DESCRIPTIONThe Education Service Center, Region 2 (ESC-2); provides ongoing training and support in the areas of assessment and accountability through professional development, onsite support and technical assistance. We provide training on the A-F Accountability System to ensure LEAs have an in-depth understanding of the system. ESC-2 provides tools for modeling data to enable LEAs to understand the connections between their student performance and their ratings.

The ESC-2 team disseminates information on upcoming policy updates and issues. We maintain an Assessment and Accountability mailing list and provide information on pertinent topics to District Testing Coordinators (DTCs) and other stakeholders. The ESC-2 hosts meetings of the Coastal Bend Area Testing Specialists (CBATS), which is the local chapter of the Texas Statewide Network of Assessment Professionals (T-SNAP).

DESCRIPTIONThe Education Service Center, Region 2, provides school bus driver training in order for LEAs to meet state requirements for certification. Individuals seeking School Bus Driver Certification are required to attend a 20-hour certification course covering content prescribed by the Texas Department of Public Safety and pass the state exam. All certified school bus drivers are required to attend an eight-hour refresher course every three years and pass the state exam. The training schedule is available on the ESC-2 website at www.transportation.esc2.net.

Technical Assistance

ServicesFor newly hired or current school bus drivers seeking certification or renewals, the Education Service Center, Region 2 (ESC-2), offers the Department of Public Safety (DPS) training program in accordance with the DPS Program Guide for School Bus Driver Training in Texas. The ESC-2 also provides support for LEA personnel year round to assist them in providing safe student travel to and from school and on school sponsored trips.

Bus Driver Certification is a state-mandated program to provide 20 hours of certification training to all new school bus drivers. Once certified, drivers are required to take an eight-hour refresher course every three years. Course content is prescribed by the DPS.

DESCRIPTIONSchools need leaders with the vision and proficiencies to lead education communities through dynamic times. The Partners in education Leadership (PEL) program prepares such leaders through a collaborative effort involving LEAs, universities, the business community, and the ESC-2. Using an experiential model, PEL participants complete a combination of training sessions and project-based activities over an 18-month period. Intensive sessions begin in the summer focusing on instructional leadership, legal aspects of school leadership, and communication skills necessary for new school leaders.

Assistive TechnologyAssistive Technology (AT) facilitates learning in the general curriculum for students with disabilities as it increases their independence in participation of educational and everyday activities. Special education specialists offer workshops and technical assistance to improve student access to low, medium, and high technology tools.

The ESC-2 assistive technology loan library provides regional LEAs with the opportunity to check out equipment to facilitate learning in the classrooms.

AutismAutism Spectrum Disorder (ASD) is a complex neurological disorder that may adversely affect a student’s educational and functional performance.

ESC-2 special education specialists provide professional development, and technical assistance on topics related to autism spectrum disorder, including evidenced-based practices to assist educators increase student performance and academic success.

Behavior/DisciplineProfessional development and support systems in the area of behavior and discipline are available in order to ensure all students reach high academic standards of achievement. A comprehensive array of services are available to assist educators in the areas of behavior. Services available are behavior-response to intervention (B-RTI), positive behavior interventions and supports (PBIS), restorative discipline practices (RDP), bully prevention, and social-emotional learning (SEL). Low Incidence Disabilities (LID)Students with low incidence disabilities (LID) typically make up one percent of the school-aged population. The rarity of these students often poses significant challenges for schools trying to meet physical, academic, sensory, and communication needs. ESC-2 specialists offer research-based trainings and technical assistance to support students in the least restrictive environment, and access to and progress in the general education curriculum. LID trainings will empower teachers and para-educators with grade-appropriate instructional strategies, a range of assistive technology devices and services, the use of visuals to support independence, and communication options for students.

Early ChildhoodThe Early Childhood Program focuses on children with disabilities, ages three to five years old (birth to five years for students with visual and/or hearing impairments). ESC-2 special education specialist offers professional development and technical support in developing appropriate best practices and instructional adaptations to meet the needs of the preschool child with disabilities in the least restrictive environment (Head Start, Pre-K/Kindergarten general education classroom).

Parent Coordination Student success in school is highly dependent upon parent support. The parent coordination component of ESC-2 focuses on empowering parents and families in their knowledge of the laws and processes in special education and strategies to help support their child or family member with disabilities. Trainings may be tailored to district-specific needs. Through collaboration with the statewide Parent Coordination Network, ESC-2 works closely with school districts on the collection of the Texas Survey of Parents Receiving Special Education Services as part of the State Performance Plan Indicator 8. ESC-2 provides technical assistance to districts or charter schools that receive the surveys.

Positive Behavior Intervention and Support (PBIS)Positive Behavior Intervention and Support (PBIS) is an evidence-based practice for putting systems in place that support positive academic and behavioral outcomes on a campus. PBIS is a response to intervention decision-making framework for a campus-based team that guides selection, integration, and implementation of the best research-based practices and interventions for improving outcomes for ALL students. Progress in the General CurriculumProgress in the General Curriculum (PGC) supports local education agencies by providing professional development and technical assistance focused on all students with disabilities involved in and demonstrating progress in the general curriculum through curricular and instructional adaptations in the least restrictive environment.

ESC-2 special education specialist offers trainings and technical assistance to address the needs of educators in the area of effective Present Levels of Academic Achievement and Functional Performance (PLAAFP), guidance in grading, and progress monitoring.

Secondary Transition Secondary Transition/Post-School Results is a program that assists LEAs with transition planning for students with disabilities. Special Education EvaluationThe Special Education Evaluation program provides professional development and technical assistance focused on ensuring that all students suspected of having a disability are provided a thorough and timely evaluation. This also applies to current students with disabilities who require new evaluations or reevaluations. The Full and Individual Evaluation is the foundation for developing an individualized education program (IEP) for students with disabilities. Information and updates are provided in the areas of special education laws, rules, and regulations in addition to appropriately documenting reports and plans in order to maintain compliance.

Speech Language PathologySpeech language pathologists in the public schools serve students with speech or language impairments. A speech or language impairment is defined as “a communication disorder, such as stuttering, impaired articulation, a language impairment, or a voice impairment, that adversely affects a child’s educational performance,”(C.F.R. §300.8). Professional development opportunities offer speech-language pathologists, speech language pathology assistants, and other educators research-based strategies to facilitate speech language skills of those students with speech-language delays. Texas Speech-Language-Hearing Associations (TSHA) CEUs are offered upon course approval.

Education Service Center, Region 2, collaborates with Texas Woman’s University to provide graduate level courses to help increase the number of Speech-Language Pathologists in the Region 2 area.

Visual ImpairmentsThe Visual Impairment Program is designed to provide training and information for educators and parents of students who are visually impaired or deaf/blind. The ESC-2 VI program: • Supports and assists LEAs with TEA VI registration and Deaf/Blind Census;• Provides acquisition of APH materials;• Promotes interagency coordination;• Mentors new TVIs and COMS;• Hosts various activities for students and their families to support the expanded core curriculum;• Provides a resource library and equipment library checkout system is also available for educators of students with visual impairment; and• Collaborates with Texas Tech University and Stephen F. Austin University to provide graduate level courses to help increase the number of teachers of students with visual impairments and orientation and mobility specialists in the Region 2 area.

The Special Education Liaison supports LEAs in innovative design thinking through needs-based data analysis, turning dialogue into action through continuous exploration of innovative practices. The goal is to better understand how human-centered design can be effectively applied to create new solutions to previously unsolvable challenges. The Special Education Liaison will assist with solutions that are aimed at improving outcomes for students with disabilities, increase student performance, and enhance communication and collaboration with parents and other local partners.

Certica Navigate:Navigate is a dynamic item bank developed and curated by Certica and formerly NWEA and ETS. Navigate offers over 68,000 high-quality standards-based items have been written and/or aligned to Texas-specific learning standards.

TX Bank One is a Texas STAAR-Aligned assessment item bank that contains over 80,000 high quality, rigorous, STAAR-aligned items. LEAs who subscribe to TX Bank One will be able to use the item bank to develop local assessments that accurately assess a student’s mastery of content at varying degrees of cognitive complexity, or DOK. Each item is coded to the revised TEKS and labeled with a level of cognitive complexity. DESCRIPTIONThe Education Service Center, Region 2 (ESC-2), provides a multitude of educational programs and services for local education agencies (LEAs) and a variety of other clients. The ESC-2 also offers space for rent for large and small scale events in two state-of-the-art facilities.

The ESC-2 downtown facility is located in the heart of downtown Corpus Christi and has a beautiful view overlooking the bay. The building is within walking distance of the Corpus Christi Science, Entertainment, and Art (SEA) district where patrons are able to access numerous restaurants, hotels, and shops. The downtown facility provides approximately 22,000 square feet of meeting space with a maximum capacity of 1,100 people daily. Available rooms include a stadium-seating auditorium, large and small conference rooms with multimedia and audio equipment, computer labs, and videoconference rooms. Technical support and assistance is also offered on an as-needed basis.

The Early Scholars Academy (ESA) is another ESC-2 facility that provides educational programming and services to LEAs and the community. The ESA is located 10 miles from downtown on the south side of Corpus Christi adjacent to London ISD. This unique facility was designed to improve the school readiness of young children through the development of science, math, literacy, language, and technology skills.

We are pleased to offer competitive rates for private organizations, nonprofit organizations, and LEAs.

Franklin Covey Trainings The Foundation: Building on the success of Stephen R. Covey’s best-selling book, The 7 Habits of Highly Effective People, Franklin Covey has created a series of training courses designed to assist individuals in achieving their full potential. It begins with their signature offering, "The 7 Habits of Highly Effective People", a three-day workshop that teaches the 7 Habits, helps solidify their understandings, and reinforces the habits. Leadership Training: Great leadership starts with these principles: People are capable of greatness, they can make dramatic contributions and offer their best when leaders live by four imperatives - leaders inspire trust, they clarify purpose, they align systems, and they unleash talent. Great leaders tap the full potential of the individual, respecting the four dimensions of the whole person: body, mind, heart, and spirit. Franklin Covey’s leadership training series will help you create an environment in which everyday competency can be transformed into true greatness. The Leader in Me: “Can the 7 Habits be taught to young children?” An elementary teacher asked Stephen Covey this question following a presentation of the 7 Habits in 1999. He responded, “I don’t see why not,” and then added, “If you ever try to do it, let me know how it went.” The results were amazing. As the percentage of students achieving end-of-grade targets increased from 84 to 97 percent, the school went from the brink of termination to being named the number one magnet school in America. Speaker’s Series The Education Service Center, Region 2, is committed to securing both state and nationally renowned professional speakers focused on the needs of the client. We envision the series to include various topics of interest such as leadership, motivation, strategic planning, and other relevant subjects. This speaker series will allow clients to realize a significant cost savings by leveraging resources as a region.

Strategic PlanningThis planning process is a means by which an organization transforms and recreates itself toward excellence. It consists of both a discipline and a process that is interwoven to create a long-term plan. Beliefs, mission, priorities, internal analysis, external analysis, objectives, and strategies are topics of discussion and are incorporated into the planning process.

True Colors Climate for Success“True Colors Creates a Positive Environment”This hands-on and interactive workshop will guide participants through the True Colors foundational experience. Practical and useful activities apply True Colors concepts to both our personal and professional lives.
