But even after 10 – 12 years of schooling we are unable to make every child speak in decent English.

The problem is that though we have a number of subjects on English as well as Grammar, we do have any subject on Spoken English.

Therefore, a child passing out of school, though can read and write very well, finds it difficult to converse with the fluency that by now should have been a given.
