WORK ACCOMPLISHED: BIKE FEST VNDD staff worked with the Living Street’s Alliance (LSA) to help promote April’s Bike Fest month to Pima County residents. The Clean Air Program provided funding for advertising to promote the event throughout the community, and took advantage of the umbrella event to promote bicycling to Pima County employees via the Travel Reduction Program. LSA provided a report stating that 74 bike events were registered on the Bike Fest website, there were 37,350 participants at those events, and 240 riders logged bike rides in the Tucson Bike More Challenge program taking 4,675 bike trips and traveling 39,088 miles by bike during the month of April. modes of transportation and air quality were provided at tables staffed by the PDEQ Clean Air Program and City of Tucson Department of Transportation. At least 40 bicyclists participated in the event on their way to work. BIKE BINGO VNDD staff collaborated with other county departments to develop a new Bike BINGO activity that was held in April. The activity was designed to encourage no-drive days and promote bicycle riding to Pima County employees during Bike Fest. The BINGO card highlights interesting items that are commonly seen or heard while bike riding. Participants needed to check off five items in a row, column or diagonal and submit their cards by early May to be eligible for prizes. The Pima County Employee Wellness Program provided $25 gift cards to Oro Valley Bicycle, Dick’s Sporting Goods and Walmart. The Office of Sustainability provided a gift certificate for a bicycle tune-up from Pima Street Bicycle valued at $70. In addition, a $50 gift certificate to BICAS was leftover from VNDD Loop promotions and was donated for this activity. Bike BINGO was promoted via the April issue of the employee eScoop newsletter and to the employee Travel Reduction Program bicycle listserve that reaches more than 100 employees. Seventeen employees submitted their completed forms and provided favorable remarks about the program, including one participant who stated that Bike Bingo is “a significant motivator to continue bike commuting.” Five winners were chosen randomly by a randomizer Internet program, and their prizes were distributed with certificates of appreciation in May. CYCLOVIA TUCSON Cyclovia Tucson is a mobile, biannual free event that is aimed at families to encourage no-drive days and enjoy walking, cycling, skating, playing and having fun in car-free streets. This event is organized by the Living Streets Alliance (LSA) with support from VNDD and provides a venue for people to practice and become comfortable riding bikes and walking throughout various neighborhoods. It enables individuals to become more confident alternate mode users without the obstacles that motor vehicle traffic can cause. The spring event was held Sunday, April 2.

• Staff collaborated with the LSA to plan the Church Avenue and Congress Street activity area which focused on county government programs and services.

• PDEQ staff was on the planning committee and worked to coordinate participation with several Pima County departments, including: Natural Resources, Parks and Recreation; Public Library; Pima Animal Care Center; and Transportation.

• As a co-sponsor of the event, the PDEQ Clean Air Program logo was placed on promotional materials including fliers, website, and email blasts from the Living Streets Alliance.

• Staff tabled at the event, providing our Spin ‘N Learn question and answer activity, Healthy Air is in Our Hands pledge card, and information and resources to engage participants.

• An estimated 32,000 attendees participated in the April 2, 2017 Cyclovia event. DUMP THE PUMP DAY Staff promoted Sun Tran’s Dump the Pump Day to Pima County employees via department personnel representatives in June. SunGO bus passes loaded with $4 were available as incentive for employees to give transit a try. Nineteen employees requested the passes, however, only 14 were available. The passes were distributed on a first-come-first-served basis with additional information and resources about alternative modes of transportation.

HEALTHY AIR IS IN OUR HANDS This on-going program encourages the public to take the Drive-Less Pledge and commit to reducing miles traveled by motor vehicles.

• Pledge cards and bookmarks distributed at outreach events. • Posters displayed on the inside of Sun Tran busses and Sun Link Streetcar. • Webpage on PDEQ website. • 409 people pledged to drive less this quarter.

USE THE LOOP FOR YOUR COMMUTE PROJECT This on-going program encourages no-drive days with The Loop, a non-motorized, multi-use pathway connecting communities within metropolitan Tucson. Staff previously mailed and e-mailed information and materials promoting The Loop, targeting 76

major business locations that employ more than 100 employees each and are located within one half mile of the facility. Follow-up emails, phone calls and site visits were made, and we are now partnering with 62 major employers at 76 locations who are helping to promote The Loop to their employees.

Staff continued to provide materials and information in response to requests and met with the Transportation Coordinators and staff of GEICO, Banner – University Medical Center, Raytheon, Pima Association of Governments, Pima County Attorney’s Office, Regional Flood Control District, Environmental Quality, and Natural Resources, Parks and Recreation to discuss Use the Loop for Your Commute program resources.

Staff distributed a Survey Monkey survey to major employers within one half mile of The Loop and collected survey data from 906 major employer respondents concerning use of The Loop and participation in the Use the Loop for Your Commute campaign. Fifty survey participation prizes including Loop jerseys, BICAS bike shop certificates, nature posters and Drive-Less goodie-bags were donated or purchased and distributed to the first 50 respondents.

TUCSON EARTH DAY FESTIVAL Staff is on the Tucson Earth Day Festival planning committee, working with several other community members to plan and host this annual event in celebration of Southern Arizona’s unique environment. Staff provided input at planning meetings, created artwork and layout for the promotional brochure and poster, and wrote a news release, which was distributed by Tucson Clean and Beautiful on behalf of the planning committee, wrote tweets and another news release distributed internally days before the event. Staff also arranged for a bike obstacle course and Bike Valet service, secured food donations for volunteers, and solicited organizations and individuals to help operate the event as volunteers. Staff tabled at the event to promote no-drive day messaging with interactive activities, informational display and literature. This year’s Earth Day tagline, Gear Up For Planet Protection featured bicycling, hands-on activities for kids, educational environmental exhibits, bicycle decorating, bicycle obstacle course, free admission into the Children’s Museum Tucson, and free entertainment. The event was held on Saturday, April 22, with approximately 3,500 attendees enjoying the event. Staff also compiled data from an exhibitor survey and forwarded the results to the committee for future planning purposes. Seven of 41 respondents indicated that they might be interested in being on the planning committee for next year’s event. Most all respondents indicated that overall, the event was “Good” to “Fantastic,” entertainment was “Fair” to “Fantastic,” they like the new location (Children’s Museum Tucson and Armory Park), and they appreciate the volunteers who help them with booth set-up and take-down. Suggestions for improvement include providing a more prominent place for bike parking,

holding the event earlier in the month, provide water activities for kids to play in, assigning exhibitor booth locations prior to the day of the event, grouping same agencies together, provide more ice cream booths and food booths from South Tucson, and to provide restrooms on both sides of the event. WALK ‘N BIKE TO SCHOOL DAY This Pima County sponsored event is held twice a year to encourage no-drive days; active ways for children to get to and from school; improve air quality around schools and in neighborhoods; reduce driving and associated congestion; and to promote bicycle and pedestrian safety. The spring event was held on different days in April, to accommodate school schedules. Nearly 50 schools participated. Staff:

• Worked with Pima County Department of Transportation (PCDOT), major sponsor of the event; • Purchased scooters for participant prize incentives at dozens of schools; and • Worked with the Pima County Superintendent of Schools to distribute event information to all

public, private, and charter schools. • In addition, PDEQ’s department name appears on the promotional flier and was recognized as a

sponsor and provider of outreach/education services in news release encouraging schools to sign up for the event.

SUPPORTING COMMUNITY PROGRAMS TO ENHANCE NO-DRIVE DAY GOALS VNDD staff works with many local groups to incorporate no-drive day efforts throughout the community.

• Green Valley Community Staff represented Pima County DEQ at the Green Valley Council monthly meetings to keep the committee updated on air quality issues. This involvement has strengthened rapport with the Green Valley community that has proved helpful when reaching out to the population on sensitive issues, such as air quality in relation to mining activity in the area.

• Living Streets Alliance The Living Streets Alliance (LSA) is a 501(c)(3) organization established to promote healthy communities by empowering people to transform streets into vibrant places for walking, bicycling, socializing and play. Not only did we work with LSA involving Bike Fest, Cyclovia and the Love to Ride Program, we also worked with them on the on-going Bike Valet Programs: Love to Ride Program:

o Innovative international website and app program brought to Tucson in a collaborative effort headed by LSA. The program encourages behavior change and is designed to bolster bicycling by helping people overcome barriers to bicycling, providing targeted information, automatically recording participant bicycle trips, and providing rewards such as positive reinforcing messages.

o The VNDD program was one of the original financial sponsors of the program in the fall of 2016, and continues to provide promotional support towards Pima County employees via the Travel Reduction Program website and monthly newsletter articles. The Clean Air Program logo remains prominent on their website www.lovetoride.net/tucson.

Bike Valet Program: o Free, conveniently placed bike racks at community events encourages participants to

leave cars at home and use bicycle transportation to venues. o VNDD staff provided funding for the purchase of bike racks during Fiscal Year 2014-2015

that continue to be used. o This quarter, bike racks were available at five community events, parking 197 bicycles for

patrons. An average of 8% of respondents said that if bike parking were not available, they would have driven to the event. An average of 2% stated that they would not have

attended the event if bike parking were not available. At least 16 car trips were avoided because the Bike Valet Program was available this quarter.

• National Weather Service Staff collaborates with the National Weather Service (NWS) to provide air quality information to the public. The partnership provides timely reports that warn the public of potential or existing airborne dust issues and include a health impact statement to protect public health. When NWS issues dust alerts, the message also includes information about the availability of air quality information on the PDEQ website.

• Pima Association of Governments Staff continued to collaborate with PAG on a variety of programs:

o Air Quality Subcommittee: Chair meetings; help develop agenda with informative speakers to educate members about air quality issues and concerns; provide presentations regarding various air quality subjects.

o Travel Reduction Task Force: Jurisdictional representative, Travel Reduction Program Enforcement Agency for companies located in unincorporated areas of Pima County.

o Travel Reduction Program: Promoted alternate modes of transportation to more than 7,000 Pima County employees via presentations, newsletter articles, email blasts, intranet site, Facebook group Commute Trips & Tips, and Reduced Emissions and Air Pollution (REAP) rewards program promoting PAG Sun Rideshare contests and resources. Attended brainstorming meetings focused on engaging employers in the SunRideshare Travel Reduction Program.

o Bike to Work Day Breakfast: Celebrated and rewarded employee bicycle commuters with a breakfast treat, paid for by PAG, on Friday, April 28.

o Attended PAG’s Air Quality Forum on May 24, and provided an air quality presentation to the multi-agency audience. Staff also distributed flyers in the community to promote the event.

• Pima County Government Departments Communications Office

o Staff worked with graphic designers, videographers, and communications specialists on a variety of projects including articles, news releases and the potential for a new flyer to promote outreach and education programs of several county departments.

Human Resources

o New Employee Orientations: Provided Travel Reduction Program presentations to new employees. Four presentations were delivered this quarter, reaching 87 attendees.

o Staff collaborated with the HR Wellness Program to encourage active modes of transportation and no-drive days for work commutes. The Wellness Program provided prizes for employee winners of Bike BINGO, including $25 gift cards to Oro Valley Bicycle, Dick’s Sporting Goods and Walmart.

o Bus Pass Sales: 1,047 bus passes were sold to Pima County employees this quarter via the HR Benefits program.

Natural Resources, Parks & Recreation o Staff provides educational literature at an environmental education center, Desert

Discovery Center, which serves to inform environmental educators and families about sustainability topics and regionally significant ecological issues relating to the desert environment and wildlife corridors, including water and air quality.

Office of Sustainability and Conservation o Staff contributes to the Alternate Fuels Chapter of the Sustainability Action Plan for

County Operations. This subcommittee is dedicated to reduce miles driven, improve efficiencies, and reduce emissions from the fleet of vehicles used by Pima County employees.

o The team is working on projects to reduce emissions by decreasing employee vehicle idling and providing services to make using alternate modes more amenable.

o In the fall, staff worked with IT to develop and distribute a Survey Monkey assessment to gain knowledge about employee motives and interest in using alternate modes of transportation for work commutes. The survey was distributed by the IT Department in December, and data were received in January. Of approximately 7,000 employees, we received responses from 1,242. Forty-six percent of respondents feel that allowing more flexibility with the start and end times of their workday could provide incentive to use alternate modes of transportation. To pursue this possibility, in May, staff submitted a request and gained approval from the County Administrator for a six-month trial period of an extended flextime to accommodate work commutes. Employees, with approval from management, can arrive to work between 7:00 a.m. and 9:00 a.m. (as opposed to 7:30-8:30 a.m.) and leave work between 4:00 p.m. and 6:00 p.m. (as opposed to 4:30-5:30 p.m.). Staff will collect and provide feedback in October to determine if the increased schedule flexibility will continue.

Public Libraries and Community Centers

o Staff continued working with the Pima County Public Library system on a materials distribution program, EcoNook for Desert Dwellers (for teenagers and adults) and Eco Kids Corner (for 12 years and younger) promoting air quality and environmental awareness. PDEQ provides educational materials in collaboration with multiple community organizations to accommodate the needs of each location and to inform patrons of upcoming VNDD events.

o Staff previously provided master copies of some fliers to librarians to photocopy and resupply themselves with eco-literature customized to the specific interest of their library patrons. This also frees up PDEQ staff time and resources. On average, staff sends fresh supplies of printed materials two-three times per year.

o Staff coordinated with librarians and other community partners to develop a STEAM (science, technology, engineering, art & math) activity and coloring book used during the Build a Better World Summer Reading Program. The illustrated desert nature book, “Desert Dwellers Know Desert Colors” includes the poetry of Byrd Baylor, a Caldecott Honor Award-winning author who encourages teachers and parents to directly engage youth with nature and inspires conservation of Sonoran Desert habitats and resources, as well as encourage alternative modes of transportation.

Regional Wastewater Reclamation o Attended a brainstorming meeting with new outreach staff to discuss the possibility of

collaboration on outreach and education activities. At this meeting, we decided to work with the Communications Office to develop a marketing piece to promote the outreach resources of all departments of Pima County. The Communications Office is currently pursuing this possibility, among many other tasks already on their project list.

Transportation

o Co-sponsor Walk ‘N Bike to School Day events. The spring event was held on April 7, although some schools scheduled the event for a different day in April.

o Bicycle and Pedestrian Program: Promote bike safety classes, on-line and paper maps of bike routes and The Loop non-motorized pathway, bike bell and children’s helmet give-away events, reflective safety stickers and related literature with the general public, major employers and Pima County employees.

• Sun Tran and Sun Link Streetcar Transit Services

o Promoted transit services to Pima County employees and the general public by providing Ride Guides and other brochures about how to ride transit.

o Healthy Air Is In Our Hands, Drive Less campaign: Interior bus posters continue to be displayed in busses and large-format ads are displayed on the streetcar seat dividers.

• Tucson Audubon Society o Desert Dwellers Education Project: PDEQ staff continued to collaborate with Tucson

Audubon Society to distribute the desert conservation poster and promotional bookmark, Desert Dwellers Know – A Celebration of Byrd’s Words and other VNDD literature.

o A companion coloring book to the Desert Dwellers Know project has been developed and printed. This first version of Desert Dwellers Know Desert Colors was printed in honor of the 93rd birthday of Byrd Baylor, whose work is the subject of the Desert Dwellers Know project. The book was used to generate feedback to better support science, technology, engineering, arts and math (STEAM) objectives. An edited version including an introduction and list of youth activities was printed for distribution at the summer Public Library program and other outreach events.

• Tucson Clean & Beautiful

o Staff sits on the Board of Directors of Tucson Clean & Beautiful and shares information regarding No-Drive Days goals and special events as appropriate.

o TCB has a very active “Trees for Tucson” program that staff helps to promote for the many air quality benefits provided by shade trees.

o VNDD and TCB promote each other’s materials at select community outreach events.

• University of Arizona o Staff facilitates an internship Affiliation Agreement between PDEQ and the University of

Arizona, providing information to students, conducting interviews, and developing project ideas. Staff acts as preceptors to students as they work on a variety of projects benefitting the department and the VNDD program.

o Staff worked with three interns at PDEQ this spring semester and one for the summer semester. One student developed an information and resource flyer regarding a school Pocket Park proposal. The Pocket Park idea stems from the need to reduce parent vehicle idling at schools. Parents can engage at the Park instead of idling their vehicles while waiting for their students at the end of the school day. Two interns developed education activities including a Desert Dwellers Treasure Trunk sparked from our Desert Dwellers Know poster, focusing on science, technology, engineering, arts and math to more easily integrate the program into classrooms. A fourth intern conducted research and provided information on cradle-to-grave environmental and health effects of the cell phone. Staff provided project guidance, resources and evaluation of student’s work.

o Staff met with nursing students from the University to discuss health effects of air pollution and PDEQ’s outreach program to assist them in an outreach project assigned to them. The students were obtaining their Master’s degree in Nursing and were required to do a community assessment in the Marana area. To enhance their project, the nurses arranged for PDEQ to schedule two air quality presentations to students at Twin Peaks

Elementary School summer day care program in July, meet with the principal to discuss outreach opportunities, and initiated the possibility for the school to adopt an Air Quality Flag Program.

REPORTS OR DATA PRODUCED: Bike Valet Program Surveys were conducted during most community events where the Bike Valet Program was available. An average of 8% of respondents said that if bike parking were not available, they would have driven to the event. An average of 2% stated that they would not have attended the event if bike parking were not available. At least 16 car trips were avoided because the Bike Valet Program was available this quarter.

Emission reduction documented through Healthy Air Is in Our Hands Campaign: A total of 409 individuals pledged to drive less during the fourth quarter, reducing miles driven by 11,901 miles. This reduced air pollution and greenhouse gases by 10,172 pounds. A total of 529,500 pounds of air pollution and greenhouse gases were reduced in Fiscal Year 2016-2017 by participants in this campaign. Emissions reduction through monthly Sun Rideshare Rewards Program: Staff received data regarding Pima County employees who entered their alternate mode trips in PAG’s Sun Rideshare travel database in April, May and June. There were 109 employees using a variety of alternate modes who submitted 4,735 daily commute logs during this fourth quarter. According to PAG, total vehicle miles traveled were reduced by 92,806 miles, and air pollution and greenhouse gases were reduced by 72,863 pounds. A total of 559,677 pounds of air pollution and greenhouse gases were reduced in Fiscal Year 2016-2017 by Pima County employees entering their alternate mode trips in Sun Rideshare. Emissions reduction from Pima County employee use of transit: According to the employee survey conducted in October of 2016, we know that the average round-trip commute for Pima County employees is 25.4 miles. In this quarter, an average of 349 employees purchased bus passes each month. If these employees were able to use transit an average of three days per week (accounting for holidays, vacation days and days where driving is necessary), for the 13 weeks during this quarter they would have reduced driving by 345,719 miles and subsequently reduced vehicle emissions of air pollution and greenhouse gases by

295,487 pounds. A total of 1,284,486 pounds of air pollution and greenhouse gases were reduced in Fiscal Year 2016-2017 from the use of transit by Pima County employees. Use the Loop for Your Commute There were 906 responses from employees of major employers to a Survey Monkey used to assess knowledge and use of The Loop. Eighty-one percent of respondents had heard of The Loop as a car-free, multi-use pathway; and over 54% indicated they use the Loop for recreation, errands, to improve health and/or to commute to work. GOAL 2: PRESENTATIONS PROMOTING NO-DRIVE DAYS & REDUCED EMISSIONS- PERCENT OF WORK COMPLETED: 107% WORK ACCOMPLISHED: Staff creates, customizes, updates and delivers presentations to a wide range of audiences to educate and create greater awareness about air quality issues and no-drive actions that can be taken to reduce emissions and keep the air healthy to breathe. Staff created and delivered a new presentation regarding air quality specific to leaf blowers and landscaping activity for the Pio Decimo Center who received a complaint from the public regarding their use of leaf blowers. Another presentation was created for teachers of advanced placement high school science classes regarding air quality and resources available to them to help educate their students about air quality issues. Staff also created a new presentation for School Nurses to teach them how to find real-time air quality data on the PDEQ website and to encourage them to sign up to receive air quality advisories. The presentation will be given in July. REPORTS OR DATA PRODUCED: Staff delivered 25 presentations directly related to no-drive days this quarter to youth and adult groups, reaching 359 individuals. During Fiscal Year 2016-2017, a total of 80 presentations were delivered, reaching approximately 1,550 individuals.

GOAL 3: DEVELOPMENT OF EDUCATIONAL & PROMOTIONAL MATERIALS --------- PERCENT OF WORK COMPLETED: 265%

WORK ACCOMPLISHED: ARTICLES CREATED FOR ESCOOP NEWSLETTER Staff wrote three articles for the on-line newsletter for thousands of Pima County employees to read. The articles announced activities around Bike Fest including a Bike to Work Day breakfast, Bike BINGO, and the Tucson Bike More Challenge. Additional information included: TransView.org online travel route tool; PAG’s Guaranteed Ride Home Program; expanded flex schedule opportunity for employees; Pima County DOT Bicycle and Pedestrian Program bike safety classes; Healthy Air Is In Our Hands pledge; Summer Youth Transit Pass; PAG Sun Rideshare Rewards; a new Facebook group for employee commuters; and additional resources and information about alternate modes of transportation. ARTICLES CREATED FOR PDEQ INTERNET Staff wrote 17 articles based on VNDD news releases that were posted on the PDEQ internet site this quarter. Many of these articles were also posted on Pima County’s main website and the County’s weekly public newsletter, the FYI. BIKE BINGO Staff developed and produced a Bike BINGO sheet to engage Pima County employees in bicycle riding trips during April’s Bike Fest month. The game was promoted via eScoop article, posting on the Travel Reduction Program intranet site, and eblast to the TRP listserve. Of 25 items commonly seen or heard on a bike trip, participants needed to check off five in a row, column or diagonal and submit their form to be eligible for prizes donated by other Pima County departments. Little Green Riding Hood Staff reprinted a small quantity of Little Green Riding Hood books, after artwork was updated to remove compact fluorescent lightbulbs (CFL) and add light emitting diode (LED) bulbs. The change makes the story more up-to-date, now that LEDs are more affordable to the average homeowner. Staff is working with Pima County Communications Office staff to develop the electronic file into a page-turning feature to post on our website. Research into STEM Activities Staff attended a webinar by Sonoma Tech regarding their Kids Making Sense program. This program brings curricula and tools to classrooms for students to access real-time air quality data at their location through the use of hand-held portable monitors and iPhones. VNDD staff contacted Maricopa County Air Quality Outreach and Education Program to learn about their use of the Kids Making Sense program. Although the program seems an excellent tool to educate students about air quality, the cost is prohibitive with the PDEQ VNDD budget.

ECO KIDS CORNER WEBSITE: Staff continued to promote the Eco Kids Corner website by distributing bookmarks to public libraries, mentioning the website and distributing bookmarks at presentations, and providing the bookmarks while tabling at community events. Debuted in January 2012, this kid-friendly website includes engaging and educational information regarding air quality, water, soil, climate change and reducing, reusing, and recycling. Kids can interact with a guessing game, create 13 different types of nature poems, and find additional resources for local eco-related activities as well as a plentitude of resources for more information and engaging websites. LIST SERVES: Staff maintains list serves to share timely air quality and No-Drive Day information quickly with interested individuals.

• Air Quality List Serve Staff issues air quality advisories to individuals on our Air Quality List Serve when air quality is expected to reach unhealthy levels or when air quality related news releases or notices of community events are sent to the media. Staff encourages a voluntary reduction in motor vehicle

use as part of the advisories as appropriate. The public can sign up for this list serve on the PDEQ website or list their names on sign-up sheets that staff provides at select outreach events. There are currently 729 members on the Air Quality List Serve, 145 members on the Media list serve and 17 air quality-related messages were distributed to them this quarter.

• Pima County Employee Alternate Mode List Serves

Staff maintains list serves to share timely news with those Pima County employees interested in alternate modes of transportation: transit (58 members), bicycle (100 members), walk (two members), carpool and vanpool (14 members). Staff distributed information to these listserves on six occasions this quarter, and an additional three eblasts were sent to 67 department personnel representatives. Topics of the messages include Bike BINGO, Bike to Work Day breakfast, temporary increased flex time, new Commute Trips and Tips Facebook group, National Dump the Pump Day, replacing SunGO transit cards, and a possible Sun Tran bus strike.

INFORMATION FOR PIMA COUNTY EMPLOYEES: As administrator of the Pima County Employee Travel Reduction Program (TRP) for approximately 7,000 employees, PDEQ staff:

• Replied to inquiries regarding the use of alternate modes of transportation; • Delivered travel reduction presentations and distributed resources at New Employee

Orientations; • Distributed alternate mode news and information via nine email blasts and three employee

newsletter articles. • Promoted the Pima Association of Governments (PAG) Sun Rideshare Rewards Program via

eScoop newsletter articles, website and employee presentations. The messages share resources and information, and encourage all employees to adopt no-drive day practices in their work commutes by using transit, carpooling, vanpooling, biking and walking. Employee participants are recognized for their use of alternate modes and PAG provides cash prizes. This quarter, four Pima County employees won a total of $150 in cash prizes and reduced air pollution and greenhouse gases by more than 800 pounds.

HARD COPY MATERIALS DISTRIBUTION: Staff distributed 9,403 pieces of literature and promotional materials during this quarter. At least 106 different items authored by PDEQ and other agencies were distributed. In addition to distributing materials at booths and presentations, staff also distributed literature and promotional items individually on at least 30 separate occasions reaching 884 people.

During the fourth quarter of FY 2016-2017, 23,777 page views have been documented, with a total of 90,303 views for the year. TRP Intranet Site: Staff received data from Google Analytics reporting that there were 207 pageviews on the TRP intranet site during the fourth quarter. This fiscal year, from September 2016 through June 2017, there were 1,821 views on the site. (Pageviews were unable to be determined in July and August 2016 as the intranet site was maintained in a program that did not accommodate Google Analytics. Migrating content to Web CMS in September allowed analytics to be completed.)

The Pima Association of Governments is on the listserve to receive PDEQ news releases. PAG’s TRP staff forwards air quality advisories to major employers participating in their Travel Reduction Program, so that they might have a better mental connection between air quality and alternative transportation. There are 185 people on PAG’s email list, including multiple Walmart stores. On June 16, one Walmart manager indicated that he would forward the advisory to management teams within the organization, with the potential to reach approximately 1,500 associates. AIR QUALITY INDEX INFORMATION: The media can obtain real-time Air Quality Index (AQI) information from PDEQ’s website, www.pima.gov/deq. This information is published daily in local newspapers and on media websites. In addition, KVOA-TV, KOLD-TV, and KGUN-TV news programs normally incorporate the AQI into their weather report when advisories occur. MEDIA INTERVIEWS:

GOAL 7: CONTENT PRODUCED FOR SOCIAL MEDIA ---------------------------------------- VNDD/Clean Air Program staff posts messages on Twitter and Facebook. PERCENT OF WORK COMPLETED: 443% WORK ACCOMPLISHED: Twitter: PDEQ’s first tweet on Twitter.com was on July 21, 2015. This quarter, PDEQ posted 73 tweets regarding various environmental subjects including: wildfire smoke and air quality, ground-level ozone pollution, air quality advisories, taking transit, using charcoal chimneys instead of lighter fluid for barbecues, Bike to Work Day, smoky skies obscuring mountains, community event participation and promotion, environmental health threats, being car-free, avoiding engine idling to protect health, access to air quality monitoring data, air pollution levels, The Loop, carpooling, driving less for healthy air, streetcar, lungs, benefits of planting trees, air quality and weather, reduce exertion if exposed to wildfire smoke, refuel after 6pm, Healthy Air Is In Our Hands program, Walk ‘n’ Roll to School Day, and a few retweets of posts from other agencies. Facebook: In May 2017, staff established a Facebook group for Pima County employees, Commute Trips and Tips, as a way to reach employees regarding driving less and using alternate modes of transportation for work commutes. Ten messages were posted announcing a trial period for an expanded flex time, encouraging members to make posts to form carpools, SummerGO youth bus pass, The Loop, Dump the Pump Day, PAG’s Sun Rideshare Program, elevated ozone levels, SunGO cards expiring due to age, and the potential for Sun Tran bus system to go on strike. The group was announced via an eblast to department personnel representatives, eScoop article and TRP intranet post. There were 34 members of this group in the fourth quarter. REPORTS OR DATA PRODUCED: Quarterly impressions have increased from 215 in the first quarter we began tweeting to 30,800 impressions this quarter. PDEQ has 456 Twitter followers and is following 368 organizations. GOAL 8: PROGRAM EVALUATION --------------------------------------------------------------- The Voluntary No-Drive Days/Clean Air Program is evaluated in the spring annually as well as throughout the year to assess effectiveness of the outreach and services the program provides. PERCENT OF WORK COMPLETED: 100% WORK ACCOMPLISHED: ANNUAL EVALUATION OF THE VOLUNTARY NO-DRIVE DAYS CAMPAIGN: Staff worked with FMR Associates, Inc. to conduct an Evaluation of the 2016-2017 Pima County Voluntary No-Drive Days/Clean Air Program Campaign in May. Among other goals, the survey was conducted to evaluate awareness and effectiveness of the 2016-2017 campaign and to determine current commute travel behavior including the use of or potential use of alternative modes of transportation within the population of Pima County. To capture a reasonable representation of the population, the evaluation was conducted via telephone interviews and on-line questionnaires. Telephone surveys captured an older population, with a median age of 62 years. Internet surveys captured a younger sample with the median age of 34. Additionally, among the 504 randomly-selected men and women ages 16 and older, the number of respondents from regional zones is representative of the local population census.

YOUTH & ADULT PRESENTATION SURVEYS: Surveys are distributed at or after presentations to evaluate the effectiveness of the program in informing and encouraging no-drive actions among attendees. Fourteen evaluations were returned by facilitators of youth and adult presentations and an adult audience who attended an educator presentation this quarter. TRAVEL REDUCTION PROGRAM SURVEYS DISTRIBUTED:

• New Employee Orientation Evaluations: Staff received survey results regarding Travel Reduction program presentations during New Employee Orientations for Pima County. These surveys are distributed by the Human Resources Department. Overall, the topic is relevant to participants, presentations were clear, and the quality of the presentations materials either met or exceeded the expectations of the attendees.

• Survey Monkey Evaluations:

Staff distributed short on-line surveys to Pima County employees who attended Travel Reduction Program presentations at recent New Employee Orientations. The survey is designed to determine employee commute modes of choice and to evaluate the effectiveness of resources and information delivered during presentations. The survey is distributed every month to attendees of presentations held one month prior. The delay provides employees an opportunity to establish their commute modes of choice and acts as a timely reminder that alternate modes are available for those who have not chosen to use them.

REPORTS OR DATA PRODUCED: Annual Evaluation by FMR Associates, Inc. Results of this annual Pima County Voluntary No-Drive Days/Clean Air Program Campaign survey indicate that awareness of the Clean Air Program has decreased somewhat (from 50% last year to 44%), however, the vast majority of respondents (86%) are familiar with at least one Clean Air event. As found in past years, awareness of specific events or activities continue to be significantly higher among survey respondents familiar with the Clean Air Program. Among those familiar with Clean Air events, 18% indicate they or someone in their household actually participated in a Clean Air event. Of those who participated, 75% indicate they have changed, or are considering changing their daily behaviors to help improve air quality. Of those familiar with at least one Clean Air event, 90% have a positive opinion of “events and activities that encourage people to use other modes of transportation to work from home instead of driving alone.” For the first time ever, a majority are now “very favorable” towards alternative modes of transportation. Similar to previous year’s finding, the four steps taken most often to reduce air pollution include: keeping the car tuned (38%), carpooling (38%, up from 33% last year), generally reduced driving (38%), and keeping tires properly inflated (31%). Additional actions include planting trees (23%), buying a more fuel efficient car (20%), choosing one day a week to not drive (16%), avoiding excessive idling (16%), buying bicycles (15%), adjusting vehicle emission control equipment (14%), using barbecue grill less (8%), moving closer to work (8%), or using fireplace/wood stove less (8%). Down from previous years, only 12% of respondents indicate that they have done nothing to reduce air pollution. Those folks tend to be unaware of the Clean Air Program and perceive a “minor” air quality problem. Of the total sample, 28% report having young children at home. Half of those households report that the children have brought home materials from school or talked about improving air quality. To assess awareness of and exposure to Clean Air Program messaging, a series of questions were asked to find out what messages were seen or heard. Results indicate that 86% of respondents indicate that they have seen or heard messaging regarding the importance of keeping tires properly inflated, 34% have

seen or heard the phrase “Healthy Air Is In Our Hands,” 96% are aware that air pollution causes health problems, 90% have seen or heard that vehicle engine idling causes air pollution, 86% understand what an air pollution advisory means, 84% have seen or heard information regarding clean air or air pollution (the highest percentage recorded to date), 81% are aware that the majority of our air pollution comes from motor vehicles, and 58% agree that they are generally driving less because they want to reduce air pollution. For work or school commutes, 28% indicate they carpool or vanpool at least one day per week (up from 24% last year), 24% say they walk to work or school, 19% telecommute, 18% ride the bus (up from 13% last year, and the highest to-date), 10% ride a bike, 6% ride a motorcycle, and 4% take the streetcar. FMR analyzed the modes of commuter travel and distances traveled with employment estimates and approximates that the reduction of single-occupant vehicle commuting by using alternative methods of travel saves 3,569,409 vehicle miles per day, or 35% of total miles driven/not driven. According to the Pima Association of Governments, every 1.17 miles driven produces one pound of air pollution and CO2e. Therefore, 3,050,777 pounds of air pollution and greenhouse gases are reduced by the use of alternate modes of transportation in Pima County per day. As noted earlier, 86% of respondents have heard or seen messaging about the importance of keeping tires properly inflated. Of this group, 31% indicate that they are keeping their tires properly inflated to help reduce air pollution. FMR found via a 2015 American Community Survey that there are about 647,885 working vehicles in Pima County. If 31% are keeping tires properly inflated, this will yield a reduction of 28,921,586 gallons of gasoline purchased per year. Survey findings and tracking results indicate that the Clean Air Program increases awareness, belief and actions related to improving air quality. The FMR report notes that there is a 71% greater likelihood of individuals taking action to reduce air pollution among those aware of the Clean Air Program (up from 38% in 2016). The key recommendation to increase participation in actions that improve air quality is to target those unaware of the program. This includes residents in the northwest and east areas of Tucson, 16-25 year olds, and those who have arrived in Pima County within the last five years. This year’s survey indicated a lower awareness of the Clean Air Program. FMR suggests that reduced marketing exposure may be the reason for this decline. (Budget restrictions reduced the amount of advertising and promotion we were able to provide in Fiscal Year 2016-2017.) Since awareness, belief and action to reduce air pollution is greater this year than in the past, FMR highly recommends an increase in promotions, advertising and marketing in order to expand awareness of the Clean Air Program, and increase action. Youth & Adult Presentation Surveys: On a scale of 1-5, where 1 is Low and 5 is High, the effectiveness of increasing knowledge regarding air quality and the environment ranked a 4.9. On the same scale, the effectiveness of encouraging actions to protect the air and environment ranked a 4.6. Respondents appreciated many things about VNDD presentations including: presenters’ attitude, knowledge and enthusiasm; excellent resources; lung demonstration; interactive nature; visuals; and access to air quality data. One teacher left his email address with the request to be contacted to schedule presentations for his science classes (staff followed up). Suggestions for improvement include: possibly partnering with other agencies for future presentation programs; that the presenter speak a little louder; that more chemistry or technical information be added; that more information on data collection and an easy reference handout be provided; and make it more

interactive. Staff is currently in the process of adding more technical and science principles to presentations, and always strives to be interactive with audiences, speak loud and clear, and provide audiences with the information and materials they desire. TRP Survey Monkey Surveys Staff distributed Survey Monkey surveys to 64 employees this quarter, receiving 14 responses (22% response rate). Staff learned that of those who responded, 35% use an alternative mode (including Sun Tran busses, SunLink Streetcar, carpool, vanpool, bike or walk) at least one day a week. Collectively, these survey respondents avoid driving more than 215 miles per week due to their use of alternate modes of transportation, reducing air pollution and greenhouse gases by approximately 9,188 pounds per year. GOAL 9: RESEARCH EMISSIONS REDUCTIONS METHODOLOGIES ----------------------- Staff is available to participate in conference calls or meetings with ADEQ and TRP agencies as scheduled, and work on activities as assigned.
