Learning Outcomes: By the end of the session, participants will understand the broad policy context within which researchers operate, have received an overview of some of the key funding schemes and appreciate some key cross-cutting issues and how they are dealt with in the UK and EU.

This session will focus on the Tri-Council policy on Open Access and the proposed policy on Data Management and how both initiatives affect the research enterprise. SSHRC will provide updates on these policy changes and the Laurier Library will discuss library responses to this changing environment with Research Offices. Charlotte Innerd, Head of Collection Development and Acquisitions at Laurier Library will discuss the impetus for new OA policies and the resources Canadian libraries have built to help researchers satisfy their requirements. Michael Steeleworthy, Data Librarian and coordinator of the Laurier Library’s Research Data Management Programme, will discuss what the new proposed Tri-Council data management planning provisions would mean for researchers and universities, the expertise that libraries have in this area, and how they provide planning, collection management, and preservation solutions.

Research Matters and Accessibility at Ontario Universities - A Collaborative Approach Presenters:

• Amanda Thomson, Policy Analyst, Council of Ontario Universities Ontario’s 21 publicly assisted universities have joined forces to create a unique public outreach initiative called “Research Matters.” (YourOntarioResearch.ca) This collaborative and multi-faceted initiative includes public events across the province, media relations and a social media campaign. This session will outline what is new about Research Matters’ approach to public outreach. It will explore how our universities are working together to change public discourse and to inspire our audiences to share in our sense of pride in the research happening on university campuses across the province. Ontario universities have also worked collaboratively on multiple projects to remove barriers to accessibility, to assist in “reinvention prevention” within the sector, and in advancing the objectives of the AODA, including in research related areas.

CIHR began designing a new Open Suite of Programs and peer review processes to improve the efficiency and effectiveness of CIHR's funding and peer review system. CIHR is now in the critical implementation phase of the Reforms and is engaging with research administrators as key players in this process. This presentation will provide an update on the Reforms, with a focus on the 2014 Foundation Scheme live pilot Stage 2 application. The presentation will be followed by a question and answer period.

There are ever growing expectations that research at universities should produce a greater positive impact on the Canadian economy. One of the ways to realize these expectations is to increase the amount and quality of academic partnerships with industry. This session will focus on the key success factors and challenges of creating lasting partnerships, and on discussing and documenting the best practices in managing these challenges. Dr. Tibor Turi, manager of the NSERC Ontario office, will give examples of some of the most successful projects NSERC has supported via their Partnerships Programs and will talk about the elements of a successful partnership. Dr. Oleg Stukalov, Laurier’s University-Industry Liaison Officer, will discuss key challenges he has encountered in his practice and will share his own approaches to overcoming them. He will also touch upon some troubling elements of typical industry-sponsored research contracts, e.g. ownership of the resulting IP, with positive examples and trends from leading US universities as well as his own experience.

Instrumentation Technician at Laurier who has spearheaded the development of user fees for a lab at Laurier. Gena will share with the group how she calculated the user fees and provide a summary of the process she has followed to date in her effort to get the program running and to ensure such fees are eligible expenditures for external funding agencies such as Tri Council.

This discussion session will be a great opportunity for institutions to learn from each other and share their experiences with respect to lab user fees.

University The panel of presenters including Robert Potvin and Rita Carrière from the three federal granting agencies and Susan Munro (McMaster University) and Dave Reinhart (University of Guelph) will lead an open discussion on the transactional testing conducted during a financial monitoring review. Participants will get a clear understanding of the operating effectiveness testing steps and will hear about the agencies’ interpretation of specific expenditure types.
