Training of the 1st group of CPOs of Durrës LPD delivered.
During 17-20 of December, 2018, was delivered at the Durrës MOI/ASP Holiday
facility the training of the first group of 25 CPOs of LPD Durrës (CPOs of the commissariats of Durrës, Kruja, Shijak, as well as of the police station of Plazh and Fushe Kruje) with the aim of increasing their capacity on community policing.
The SCPA program experts in cooperation with the Academy of Security addressed the theoretical themes on Community Policing such as Community Policing like the philosophy, system and elements of Community Policing etc.
A substantial space was dedicated to the practical handling of CPO’s role, tasks, competencies and responsibilities, as well as prevention of public order, proactive action rather than reaction, cooperation with citizens and other community actors.
With the start of these training sessions, the SCPA Program initiates the training
phase for the rest of the CPOs in the 10 other LPDs, in addition to the Target LPDs of Kukës and Elbasan, where it is anticipated to increase the specific weight of the Academy of security ToTs, certified by the SCPA. The participants appreciated the
commitment, the exchange of experience and the methodology used, and expressed the will to have such similar training in the future, especially with regard to conflict
management.
CPOs for education and work with juvenile increase activity in their
online forum.
During December, the CPOs dedicated for education and work with juveniles
continued the implementation of their work plans for delivering their awareness lectures in schools at very
high rates. In addition to their practical fieldwork, the CPOs have been very active in the online forum created specifically to reflect their work and to
exchange experiences among each other.
SCPA has monitored the forum and it results that up to 60% out of the total of 52 CPOs trained in November 2018 by the SCPA program have joined the forum so far.
There were posted 135 pictures of their activities in the 12 LPDS, and a lot of
discussions was present in the chat room. During this period, the CPOs of Tirana,
Elbasan, Kukes, Has, Fier, Saranda, Durrës, Lezha etc, were more active.

Sixth meeting of the Joint Working Group
On the 11thof December 2018, in the premises of the ASP HQ, it was held the sixth meeting of the Joint Working Group (JWG). The main topics included in this meeting were the activities organized by the programme in cooperation with the police as the training
of the Analysis Sector staff of the TLPD Kukes and Elbasan, the training of trainers of the Police Academy who will roll out the CPO training at the national level, enhancements of the infrastructure involving the reconstruction of the Reception Hall of Has, the training of the 52 CPOs who will conduct safety and security awareness meetings with youth, the support for the DV awareness activism days etc. Regarding the work carried out by the grantees, there was also a photo gallery shown on their activities. Additionally, there were presented the finds of the survey on local safety (LSMS) conducted in the Elbasan and Kukes LPD, which will be used to feed the strategy and work plan for 2019 in both LPDS. In the meeting was also given a preview of the activities in the upcoming 6 months.
Awareness meetings on the DV and gender based violence.
16 days of activism against DV&GBV
In support of the national campaign of 16 Days of Activism against Gender-Based Violence (DHB), from November 26 to December 10, 2018, awareness raising activities were organized through raising informative angles with the participation of students from 31 high schools to 7 districts,
Tirana, Durrës, Elbasan, Kukës, Fier, Shkodra and Gjirokastra.
The campaign was carried out in cooperation with PISGs in the regions and with the engagement of the 11 Civil Society Organizations, implementing Grant Scheme projects.
The aim of the campaign was to raise the awareness of young people on the phenomenon of
violence against women and girls and to encourage joint action to prevent this phenomenon.
The campaign was supported by various promotional materials such as posters, banners, flyers, logo pens, and so on.

Activities in the framework of the grants scheme. The NGO” Stop Drugs, HIV / AIDS” Association organizes activities in the town of Kruma
The NGO "Stop Drug, HIV / AIDS", supported by the SCPA
grant scheme has been very active in the Kukes Region, recently. During the month of December, it delivered a great number of activities in Has district.
In this framework, in cooperation with representatives from the Education Directorate, the Public Health Directorate, Municipality of Has, Commissariat of Has and involving a large
number of students, was organized on 11 December, 2018 in the premises of "Skenderbeu" high school a workshop on the topics of prevention of drug use, illegal substances and alcohol, as well as the need to build partnerships with the
State Police. This high school is a community center school, as well. This activity was also attended by the PMT leader Mr. Ansi Shundi, as well as by Mr. Pontus
Förberg, Project Director, FCG Sweden. After the workshop, a separate meeting was held with the above-mentioned institutions heads where discussions extended on the need to increase such activities, the increase of active
participation of students and the necessity to create an information and counseling center for the youth in the town of Has.
