If you, however, have been associated with the firm that prepared specifications of the contract that is subject of this procurement, you shall be disqualified. To assist you in the preparation of your price quotation we enclose the necessary technical specifications and required quantities. 2. You shall submit one original of the Price Quotation with the Form of Quotation, and clearly marked “Original”. In addition, you shall also submit one copy marked as “COPY”. In case of any discrepancy between the Original and Copy, the original shall prevail. Your quotation in the attached format should be signed, sealed in an envelope and addressed to and delivered to the following address;

3. Your quotation in duplicate and written in English language, should be accompanied by adequate technical documentation and catalogue(s) and other printed material or pertinent information (in English language) for each item quoted, including names and addresses of firms providing after-sales service facilities in Sri Lanka. 4. The deadline for receipt of your quotation (s) by the Purchaser at the address indicated in Paragraph 2 is on or before 1000 Hrs on 29th July 2020. 5. You shall submit only one set of quotations for the above items. Your quotation must be typed or written in indelible ink and shall be signed by you or your authorized representative. Without a signature in your Form of Quotation, your quotation will not be considered further.
6. Your quotation(s) should be submitted as per the following instructions and in accordance with the attached form of Contract. The attached Terms and Conditions of Supply is an integral part of the Contract.
(i). PRICES: The prices should be quoted for supply and delivery to the locations indicated in the “Delivery Schedule”. Prices shall be quoted in the currency of the Purchaser’s country (Sri Lankan Rupees).
(ii) EVALUATION OF QUOTATIONS: Offers determined to be substantially
responsive to the technical specifications will be evaluated by comparison of their prices. An offer is not substantially responsive if it contains vehicle deviations or reservations to the terms, conditions, and specifications in this Request for Quotation, and it will not be considered further. The Purchaser will evaluate and compare only the quotations determined to be substantially responsive. In evaluating the quotations, the Purchaser will adjust for any arithmetical errors as follows:
(a) where there is a discrepancy between amounts in figures and in words, the amount in words will govern;
(b) where there is a discrepancy between evaluated total and the stated total the unit rate as quoted will govern; and
(c) if a Supplier refuses to accept the correction, his quotation will be rejected. In addition to the quoted price, the evaluated price shall include Value Added Tax (VAT) (If applicable).
(iii) AWARD OF PURCHASE ORDER. The award will be made to the bidder offering
the lowest evaluated price and that meets the required standards of technical and financial capabilities. The successful bidder will sign a Contract as per attached form of contract and terms and conditions of Service.
(iv) VALIDITY OF THE OFFER: Your quotation(s) should be valid for a period of Sixty
(60) days from the deadline for receipt of quotation(s) indicated in Paragraph 4 of this Request for Quotation.
(v) If you withdraw your quotation during the validity period and/or refuse to accept the
award of a contract when and if awarded, then you will be excluded from the list of suppliers for the project for two years.

9. The bidder whose quotation has been accepted will be notified of the award of contract through the Letter of Acceptance issued by the Purchaser within 60 days from the date of submission of quotation. 10. The Purchaser intends to apply funds from the Asian Development Bank (ADB) for eligible payments under the Purchase Order resulting from this RFQ.
11. Under ADB’s Anticorruption Policy bidders shall observe the highest standard of ethics during the procurement and execution of such contracts. ADB will reject a proposal for award, and will impose sanctions on parties involved, if it determines that the bidder recommended for award or any other party, has engaged in corrupt, fraudulent, collusive, or coercive practices in competing for, or in executing, the Contract. At the time of submission of your quotation, you should not be in ADB’s sanctions list. 12. Please Confirm by fax/e-mail the receipt of this request and whether or not you will submit the price quotation(s).

FORM OF CONTRACT
THIS AGREEMENT number _____ made on _________, ___ 2020, between Project Director, Health System Enhancement Project, with address at 3/19, Kynsey Road, Colombo 08, Sri Lanka. (hereinafter called “the Purchaser”) on the one part and ______________________________________ (hereinafter called “the Supplier”) on the other part.
WHEREAS the Purchaser has requested for quotation for ______________ (description of goods) to be supplied by Supplier, viz. Contract _____, (hereinafter called “Contract”) and has accepted the Quotation by the Supplier for the supply of goods under Contract at the sum of __________ (___________________________) hereinafter called “the Contract Price”.
NOW THIS AGREEMENT WITNESSETH AS FOLLOWS:
1. The following documents shall be deemed to form and be read and construed as part of this agreement, viz:
a) Form of Quotation; Terms and Conditions of Supply, Technical Specifications;
b) Addendum (if applicable);
2. Taking into account payments to be made by the Purchaser to the Supplier as hereinafter mentioned, the Supplier hereby concludes an Agreement with the Purchaser to execute and complete the supply of goods under the Contract and remedy any defects therein in conformity with the provisions of the Contract.
3. The Purchaser hereby covenants to pay, in consideration of the acceptance of Contract, supply and delivery of the goods and remedying of defects therein, the Contract Price in accordance with Payment Conditions prescribed by the Contract.

Suppliers shall provide necessary training and guidance to the user staff in the recipient’s hospitals in the provinces on use of Medical equipment supplied.
2. Fixed Price: The prices indicated in the Form of Quotation are firm and fixed and not subject to any adjustment during contract performance.
3. Delivery Schedule: The delivery should be completed as per above schedule but not exceeding 30 Days from the date of signing of contract.
4. Insurance: The Goods supplied under the Contract shall be fully insured in a freely convertible currency against loss or damage incidental to manufacture or acquisition, transportation, storage and delivery. The insurance shall be in an amount equal to 110 percent of the value of the Goods on “All risks” basis.
5. Applicable Law: The Contract shall be interpreted in accordance with the laws of the Purchaser's country.
6. Resolution of Disputes: The Purchaser and the Supplier shall make every effort to resolve amicably by direct informal negotiation any disagreement or dispute between them under or in connection with the Contract. In the case of a dispute between the Purchaser and the Supplier, the dispute shall be settled in accordance with the provisions of the Arbitration Act No. 11 of 1995 (arbitration law or rules of the Purchaser’s country).
7. Delivery and Documents: Upon delivery, the Supplier shall provide the following documents to the Purchaser:
(i) copies of the Supplier’s invoice showing goods’ description, quantity, unit price, and total amount;
(ii) Manufacturer’s or supplier's warranty certificate; and
(iii) Certificate of origin.
If goods are coming by courier, supplier shall also provide prior to delivery, copies of documents that will enable Purchaser to receive the goods. The above documents shall be received by the Purchaser at least one week before arrival of the goods and, if not received, the Supplier shall be responsible for any consequent expenses.
8. Payment: Payment of the contract price shall be made in the following manner:
a) 10% within 5 days of signing the contract. Payment shall be made upon presentation by Supplier of verifiable proof of availability of goods ready for shipment/delivery.
b) 90% (or 80% if advance payment made) upon receipt by the Purchaser of the delivered goods on site in accordance with the contract; and
c) 10% upon acceptance of the delivered goods by the Purchaser.
9. Warranty: Goods offered should be covered by manufacturer’s warranty as stated in Attachment 3 (Technical Specifications & Compliance) from the date of commission of the goods.
10. Defects: All defects will be corrected by the Supplier without any cost to the Purchaser within 5 days from the date of notice by Purchaser. The name and address of service facility where the defects are to be corrected by the supplier within the warranty period are:
11. Force Majeure: The supplier shall not be liable for penalties or termination for default if and to the extent that it’s delay in performance or other failure to perform its obligations under the Contract is the result of an event of Force Majeure.
For purposes of this clause, “Force Majeure” means an event/s beyond the control of the Supplier and not involving the Supplier’s fault or negligence and not foreseeable. Such events may include, but not restricted to, act of Purchaser in its sovereign capacity, wars or revolutions, fires, floods, epidemics, quarantine restrictions, and freight embargoes.
If a Force Majeure situation arises, the Supplier shall promptly notify the Purchaser in writing of such condition and the cause thereof. Unless otherwise directed by the Purchaser in writing, the Supplier shall continue to perform its obligations under the Contract as far as is reasonably practical and shall seek all reasonable alternative means for performance not prevented by Force Majeure event.

Attachment 3 - TECHNICAL SPECIFICATIONS
NAME OF PROCUREMENT: SUPPLY, DELIVERY, INSTALATION TESTING,
COMMISSIONING AND MAINTENANCE OF GENERATOR 500 KVA for Teaching Hospital Batticaloa HSEP/PMU/PRO/G26.13/69/2020
1. GENERAL SPECIFICATION
1.1 INTRODUCTION
The Contract comes under this document is for arrangement of standby power supply system the Oncology
Building at Teaching Hospital Batticaloa. The proposing system should be consisting with one no of 500
kVA (Prime Power) Auto Start type diesel generator installed with an ATS, and mains by pass panels,
connect to the existing main panel to provide standby/ backup electrical power to function the above
mentioned units, when the power at national grid fails.
1.2 SCOPE OF WORK
The work includes,
1. Supply, delivery, installation of 500 kVA brand new diesel generator (Prime rated, open type),
having necessary spaces for maintenance and placing the generator on the concrete plinth and
fixing the same with anchor bolts properly. Dimensions of the concrete plinth shall be submitted
with the offer.
2. Installation of the fuel tank in a suitable location with necessary pipes from tank to engine and
engine to tank (over flow line). Sketch shall be submitted showing the placing of the fuel tank
together with pipe lines.
3. Construction of Generator room for the generator and the electrical panels, according to the
manufacturer’s requirement, to suite for the offering items with having adequate ventilation and
maintenance isles. As well as the room shall be constructed with double wall to be capable enough
to attenuate sound generating from generator on its maximum load. Generator shall be canopy
type and permissible maximum sound level at 1m from the room in all direction is 60dB(A). If
required further, sound attenuation panels shall be installed to achieve the required sound level.
Shop drawings shall be approved by the Engineer before proceeding.
4. Placing the generators on the concrete plinth and fixing the same with anchor bolts properly.
Dimensions of the concrete plinth shall be submitted with the offer.
5. Fixing of exhaust pipes suitably to divert exhaust. Sketch of the generator showing how placed and
directed the exhaust pipes to force out exhaust gas shall be submitted with the offer.
6. Installation of control/AMF panel with necessary load, mains, generator and control cables. All
control cables should be marked properly. AMF panel by pass arrangement as per given sketch
should also be installed to enable to provide mains power directly to the premises when
maintenance work are carried out in the control and AMF panel. Sketch shall be submitted showing
placing of all panels together with laying of cables. Further the size and type of the load, mains
and the generator cables shall be specified.
7. Suitable earth should be provided for the generator, control panel, fuel tank etc. Sketch showing
how the arrangement make to install earth shall be submitted. The material to be used for the earth
shall be listed out.
8. Construction of cable tray in between Panel room of transformer and the ATS panel
9. Lay the 300mm2 copper cables 2 for each phase connection including all necessary lugs and
insulations (good engineering practices expected).

10. Testing generators at manufacturer (Factory test), in front of the Engineer, a TEC member and
client nominated technical personal (product acceptance before delivery) (the expenses to be
beard by the contractor).
11. Performance test (Onsite test) the system with assist of load bank prior to the handing over in the
presence of representative of the client to see the performance and to check whether the generator
supplied are in accordance with the specifications (performance after installation at site as
specified). All testing instruments and tools shall be brought by the contractor. If any defects or
shortcomings are found, they shall be corrected by the Bidder.
12. All protections, indicators etc. shall be checked and tested for their satisfactory functioning. The
test report indicating all results shall be prepared and signed by both parties.
13. After satisfactory commissioning of the generator, the surrounding area shall be cleaned properly
and generator should be handed over to the Director of the Oncology Building at Teaching Hospital
Batticaloa with properly prepared handing over, taking over statement under the observations of
the Engineer.
14. Maintenance of the supplying system for five years comprehensively including necessary repairs
(parts & labour), after completion of 1st year warrantee period.
Bidders are expected to visit the site before submitting the bid.
On receipt of letter of award, the successful bidder shall submit the proforma invoice containing full details
of the job. Details of generator shall be submitted before shipping the generator together with detailed
factory test report.
When the generator is arrived Sri Lanka authorities of Ministry of Health & Indigenous Medical Services
shall be informed to enable to arrange an officer to carry out the inspection of generator before transport to
site.
With completion of the commissioning, the supplier shall provide all the work related to the maintenance of
the generator as per the instructions given in the guarantee/ warranty and also in accordance with the
instructions given by the manufacturer.
After completion of the commissioning, the generator shall be handed over to the Director of the Oncology Building at Teaching Hospital Batticaloa with properly prepared handing over, taking over statement. At the end of the warranty period (Free services & maintenance in 1st Year Warranty period) Director, Oncology Building at Teaching Hospital Batticaloa is accepting a five years agreement for maintenance the generator. During these five years the generator maintenance service will require annual preventative maintenance, services and on-Call repair upon a breakdown. The vendor shall attend to repair works within two hours from the moment the breakdown is informed and should take the actions within five hours to make the generator to operating condition.
2. PARTICULAR SPECIFICATION
2.1 SCOPE
A brand new international version of latest proven designed tropicalized & prime rated 500kVA Automatic
Main Failure (AMF) silent type diesel generator mounted on a common skid base shall be completed with
Control/Auto Start Panel, Engine Instrument Panel, Silencer etc. in accordance with the following
specifications shall be supplied. The generator shall be start automatically when main power fails.
The generated power shall be provided to the load through Automatic Transfer Switch (ATS). Generator
shall automatically start soon after the power failure.
All equipment and material supplied shall suit the following conditions.
2.2 CLIMATIC CONDITIONS
All equipment & material of plant shall be suitable to stand tropicalized conditions but not limited to the
followings.

(i) Max. Ambient Temp - 40 deg.c
(ii) Ave. Ambient Temp. (Over 24 hrs) - 32 deg.c
(iii) Annual Ave. Ambient Temp. - 30 deg.c
(iv) Ave. relative humidity - 90%
(v) Operation altitude - Upto 100 mts. M.S.L.
2.3 SYSTEM PARAMETERS
(i) Nominal Voltage - 400/230 V A.C 3 ph. & neutral
(ii) System Frequency - 50 Hz.
(iii) Method of Earthing - Neutral Solidly earthed.
(iv) System fault level - 10 kA
2.4 APPLICABLE STANDARDS
Latest publications of the following standards are applicable.
(i) Generating set - ISO 8528
(ii) Diesel engine - B.S. 5514 or ISO 3046
(iii) Alternator - B.S. 5000 or ISO equivalent
(iv) Control cubicles - I.P.23
(v) The engine emission should comply with US, EPA or EU emission regulation standard
2.5 ENGINE
A four stroke turbo charged diesel engine complying to B.S. 5514/ISO 3046 : works on normal auto diesel
with sufficient power to take full continuous load of 500kVA at 0.8 power factor (400ekW) and 1500 r.p.m.
with 10% overload capacity for 01 hour within a period of every 12 hours is required. The engine should
be directly flange coupled by a semi flexible main drive disc coupling alternator shaft to engine fly wheel to
ensure positive alignment. The engine should be skid mounted with anti vibration resilient mountings for
the common skid preferably steel spring isolators.
The engine shall capable of sustaining minimum 70% instantaneous load addition and load rejection of its
rated capacity with speed drop of less than 150rpm.
The engine shall be of radiator water cooling type with a separate heat exchanger for lubricating oil. The
capacity of the radiator should be suitable for tropical conditions for maximum ambient temperature
of 40 deg.c. The radiator core shall be fabricated with seamless copper tubes and copper fins.
The exhaust silencer and the exhaust piping within the canopy shall be fully heat insulated with
environmentally friendly lagging material cladded with Aluminium sheet having thickness not less than 1
mm. Aluminium cladding shall be of easily removable and refixable type. The exhaust silencer shall be
coupled with stainless steel flexible bellow joints (tubing) to withstand vibration and should be of critical
type. A permanently installed manual feed pump with necessary connections should be provided to remove
the lubricating oil from the engine sump during servicing.
The Engine shall have its own static battery trickle charger to charge battery bank by means of mains power
source of single phase 230 V A.C. when the plant is shut down. The engine shall be starter motor operated
type complete with heavy duty batteries (24 V, 200 Amp.h) and a battery charging alternator. The speed of
the engine should be 1500 r.p.m. and the governor shall be of hydraulic or electronic type and be capable
of fine governing of speed up to Class A 2 of B.S. 5514 permitting plus or minus 2% variation on normal
speed.
The following protections shall be provided for engine but not limited to followings.

(a) Low oil pressure
(b) High water temperature
(c) Over speed.
(d) Low coolant level
2.6 ALTERNATOR
The alternator shall be of 400/230 V, A.C. 50 Hz. 3 ph., 4 wire star connected type and should be directly
coupled to the engine operating at 1500 r.p.m. It shall be fully tropicalized and shall possess self-exciting
and self-regulating characteristic with permanent magnet pilot exciter and brushless type with 3 ph. A.C.
exciter and rotating diodes. The alternator should be rated for continuous output of 500 kVA at 0.8 power
factor with 10% overload for one hour within a period of every 12 hours with radio interference suppression
to comply with B.S. 800. The insulation of the windings shall be of Class H.
The alternator shall be capable of short time overload for motor starting capability. The alternator and the
excitation windings should be tropicalized and be capable of satisfactory operation at an ambient
temperature and relative humidity stated in clause 2 above without deterioration of insulation of the
windings. The generator stator windings shall be wound to 2/3 pitch. The self-exciting and self-regulating
characteristic may be obtained from solid state electronic equipment. But such equipment should be fully
tropicalized and certified to be sufficiently aged to prevent correct parameters being altered due to aging,
humidity or temperature etc. A circuit breaker shall be provided to disconnect the excitation circuit in case
of generator over voltage condition.
The alternator shall be in accordance with B.S. 5000. The star connected neutral point to be brought out to
a suitable terminal in the terminal box for earthing. The inherent characteristics of the alternator shall
maintain the output voltage under the condition of load, from no load to 110% full load and at power factor
range from unity to 0.8 within the limits of plus or minus 2% of nominal. The anti condensations heaters
shall be provided to keep the alternator windings warm to maintain the quality and the standard of
insulation of windings when the generator is shut down. Arrangements shall be provided to supply the
electrical power to these heaters from mains.
The following protections should be provided for alternator, to trip off the main breaker and shut down the
engine.

2.7 ENGINE INSTRUMENT PANEL
The engine panel shall be arranged in the engine and the following shall be available.
(a) Tacho meter
(b) Hour run recorder
(c) Lub oil pressure gauge
(d) Water temperature gauge
(e) 3 way selector switch for engine start (local /off / remote)
2.8 CONTROL / AUTO START PANEL
The control panel of the generator shall have the following meters, equipments and indicators. The

automatic mains failure equipment shall be of 3 attempt type and capable of sensing single phase and 3
phase failure of main supply or any variation in main supply volts outside the range of plus or minus 10%.
The main supply and generator supply contactors of the ATS shall be electrically and mechanically
interlocked and be of fool-proof design.
Adjustable timers shall be provided for the followings.
(a) Mains failure start delay -0 to 10 Sec. (Multi range)
(b) Shut down delay (cool down period). – 0 to 10 min. (Multi range)
All instrumentation, meters, controls of engine and alternator shall be arranged in the cubicle. There should
be free access available to all internal components and wiring within the switch board. All internal wiring
including control cables shall be marked properly.
The switch board shall have the following equipment, meters, indicators etc.

All protection indicators shall be of audio visual resetting type and shall preferably be LED type. Audio
alarm shall automatically switch off after three minutes. Current transformers of the ammeters shall be
connected to the load side.
A three pole 800 A Motorized Air Circuit Breaker (ACB) complete with closing coil, UVT coil and shunt
tripping coil should be attached to the Control/ Auto Start Panel. The motor and all coils shall be operated
by 230 V A.C. 50 Hz.
The generator shall be operated manually from the control panel as well as through network connected to
a building management system. For such operation following individual light indications for protection and
diagnostics shall be provided.

2.9 FUEL TANK
A floor mounted type fuel tank (capacity sufficient for 08 hours operation at full load but not less than 1000
litres) complete with necessary fuel pipes with connectors to the engine and also from the engine to tank
(for overflow line) should be supplied.
A metal strainer or baffle plate should be suitably provided inside the tank just below the fuel supply opening
lid to avoid developing turbulence in the fuel when fuel is pumped to the tank.
The tank shall be made out of at least 1/8” thick sheet metal and should be provided with drain, vent and a
manhole with a suitable size to enable to clean the tank. A dial type fuel gauge should also be provided to
indicate the quantity of fuel available.
2.10 CANOPY
The inner surfaces of the canopy should be lined with environment friendly acoustic material such as
mineral wool, rock wool to absorb the noise of the generator. Suitable attenuators should be placed in front
and rear of the canopy to reduce the noise of the generator to 1m from the room in all direction is 60dB(A)
at full load operation of the generator. The inside of the canopy should be illuminated by adequate number
of D.C. lamps powered from the downstream of load panel with auto off switches.
2.11 GENERAL
2.11.1 Warranty : One year.
2.11.2 Tools : A set of tools require to carry out maintenance work of the generator
2.11.3 Following documents shall be submitted with the offer.

2.12 OTHER SUPPORTING EQUIPMENTS FOR GENERATOR
2.12.1 ATS PANEL
The separately floor mounted Auto Transfer Switch (ATS) cubicle shall be of sheet vermin and dust proof
with lockable hinged front doors complying to IP23. The Auto Transfer Switch (ATS) shall be fully capable
of carrying the full load of current continuously. The capacity of the ATS shall be at least 800 Amperes. The
main supply and generator supply contactors of the ATS shall be electrically and mechanically interlocked
and be of fool- proof design.
Adjustable timers shall be provided for the followings.
(a) Load transfer from mains to generator – 0 to 10 sec. (multi range)
(b) Load transfer from generator to mains – 0 to 5 min. (multi range)
2.12.2 MAINS BY PASS PANEL
Mains by pass panel shall be fabricated as per the diagram to enable to attend on ATS panel and its
component by providing mains power direct to the load without passing through ATS panel.
The capacity of 02 Nos. circuit breakers of 4 pole type shall be at least 800 Amps. The capacity of the 04
pole manual change over switch shall be at least 800 Amps. The suitable size of bus bars shall be provided
to enable to connect the main supply with the load and ATS.
Note: All panels should be made out of 2mm sheet steel and electrostatically powder coated. And
all the panels should be in Form 3b type.
2.13 PERFORMANCE TEST
Following test specified in this document to be performed at manufacturer’s workshop and after installation
at site.
2.13.1 FACTORY ACCEPTANCE TEST
The following tests and checks shall be carried out in the manufacturer's workshop and test certificates
shall be submitted. All tests as required by the manufacturer's practice or by applicable standards during
the manufacturing stage. For factory test, Manufacturer shall furnish load banks, testing instruments and
all other equipment as necessary to perform tests and which is required to be witnessed by Engineer and
TEC member. All the costs related for witnessing representatives (traveling and lodging etc.) shall be borne
by the contractor.

(a) Load Test
Two (02) hours running at full rated load
One (01) hour running at 110% full rated load
One (01) hour running at 75%, 50% and 25% full rated load
During this test record the following data at 15minute intervals:

The reading of the sound level shall be taken on full load at 1m and 10m distance.
(b) Quick Start Test: Record time required for the engine generator set to develop specified voltage,
frequency and KW load from a standstill condition.
(c) Performance tests on the assembled diesel generating set (with voltage regulator)
• Check of fuel consumption at different loads
• Measurement of vibration
• Functional tests on the fuel transfer pump
• Dielectric and insulation tests
2.13.2 SITE TESTS
The following tests shall be carried out after installation at the Site:
• Operational tests (including instantaneous loading and load rejection)
70% sudden load application test
100% load rejection test
• Measurement of the output
• Functional testing of all alarm and control devices
• Checking of the starting time and of the time up to taking-over full load.
• Testing of noise levels at 1m & 10m distances.
