Hall of FS&CW Department *** The weekly paddy procurement review meeting was held under the

chairmanship of Principal Secretary, FS&CW Department on 12.04.2016 at

4.30 pm in the Conference Hall of FS&CW Department. The following

members/ their representatives were present in the meeting.

Odisha, being a DCP State, is procuring paddy directly from farmers by

engaging State Agencies. The requirement of State under TPDS is around 19

lakh MTs of rice per year. The OSCSC Ltd. is the only agency which is

accepting CMR on behalf of State Government for the PDS and related

schemes. The same agency is managing the storage and further distributing

under TPDS. The Food Corporation of India (FCI) in the State accepts surplus

rice from Millers on behalf of OSCSC and other State agencies. It arranges to

dispatch rice to deficit States to meet their PDS requirements.

1. Procurement of paddy and delivery of rice for KMS 2015-16

41,69,387 MT of paddy has been purchased in the current KMS 2015-16

which is 4% higher than procurement in the previous KMS.

Among the state procuring agencies, OSCSC has procured in all 30

districts. TDCC has procured in 7 districts i.e. Mayurbhanj, Sambalpur,

Rayagada, Kalahandi, Sundargarh, Koraput and Nabarangpur allotted to it.

MARKFED has procured in 8 districts out of 10 i.e. (Ganjam, Bolangir,

Sambalpur, Nuapada, Bargarh, Mayurbhanj, Balasore and Kendrapara)

allocated to it. NACOF has procured in Sonepur,Bargarh, Boudh and Bolangir

Districts.

2. Review at District Level

Collectors need to hold regular review meetings on procurement and

PDS and send proceedings of such meetings to Government for reference and

record. As procurement operation touches around 9 lakh paddy farmers of the

State and 81 lakh families are covered under Public distribution System, such

review would be crucial in every District. Principal Secretary, FS&CW

Department observed that only few districts like Bargarh,Ganjam are sending

copies of proceedings to the Department. Unless Collectors take regular

reviews, they would not be able to identify the delivery gaps and plug them in

a timely and effective manner. Collectors have been requested time and again

for the same by this Department with the last letter bearing No.4013 dated

20.02.2016 issued in this regard. A reminder may be issued.

3. Need to ensure even spread of delivery

Looking at the estimated procurement in current KMS there is a need to

deliver about 80,000 MTs of CMR every week so as to evenly spread the

delivery throughout the year and complete the same by 30.09.2016. CMR

delivery during last two weeks were 1,84,866 MT. M.D, OSCSC was to break

up the target among districts to ensure quick delivery throughout the year.

Collectors of Rabi paddy procuring districts like Bargarh, Sambalpur, Sonepur,

Kalahandi, Koraput and Baleswar should ensure that delivery of Kharif CMR is

completed by 30.04.2016.A communication in this regard has been sent to

Collectors concerned, vide FS&CW Department letter No. 1527 dated

21.01.2016.

It was reported by MD, OSCSC that delivery to FCI has suffered in the

wake of recent circular of FCI Hqrs which resulted in rejection of lots due to

less tare weight of Gunny bags. As all gunnies are being procured from

DGS&D, neither OSCSC nor millers have any role in reducing the weight of

bags. Therefore CMD, FCI and GoI have been moved to sort out this problem

and take into account the moisture regain % in the BIS specification while

taking the tare weight of gunnies. In its latest letter to CMD, FCI Hqrs on

12.04.2016 this Department has made a request for allowing an additional

tolerance.

4. Farmer Registration

2,18,329 new farmers registered for the first time and 687531 farmers

renewed their registration in 2686 societies with a view to sell paddy in the

just concluded Kharif season. The total no of registered farmers comes to

9,05,860 in this KMS as against last year’s total registration of 784462.

The modality for farmers registration for the Rabi procurement season

has been communicated to all Collectors vide FS&CW Department letter

No.6377 dated 28.03.2016. Registration has started from 02.04.2016. A

training programme of Master Trainers was organised on 02.04.2016 at

Bhubaneswar. These Master Trainers would train PACS/Civil Supplies

officials in the district.

5. Procurement of Paddy and Delivery of Rice for Kharif 2014-15

During the last KMS 2014-15, 52,45,282 MT of paddy was procured by

six Agencies and through Levy route. The following table shows the Agency

wise procurement of paddy and delivery of rice (CMR) as on 12.04.2016.

405 MT of CMR was delivered to RRCs during the last two weeks.

Total rice delivery now stands at 35,39,313 MT which is 99.79% of the

CMR due. A balance of 6363.71 MT of CMR is now left to be received from 8

millers.The list of 8 defaulting millers for KMS 2014-15 is at Annexure-I.

These millers need to deliver the balance stock due from them without further

delay. Or else, OSCSC may initiate legal proceedings against them. Officers of

OSCSC visited defaulting mills in the first week of April in order to check the

mills and to expedite delivery of CMR dues.

6. Review on defaulting millers of KMS 2013-14

The list of twenty one (21) defaulting millers during KMS 2013-14 with

action taken against them is at Annexure-II. All cases of culpable default

shall be booked for criminal liability and FIRs filed in concerned Police Station.

Further, all cases are to be covered under OPDR Act for recovery of dues.

7. Status of claims pending with National Insurance Company

National Insurance Company has failed to settle the above cases even after

a long time and regular pursuance. It was informed by MD, OSCSC that since

one miller (Sl.No.7: MSB food products) has himself signed in the loss

statement prepared by Surveyer, NIC has rejected its higher claim. A

consortium of companies has been given assignment for KMS 2015-16 for

insurance coverage of paddy given to millers by OSCSC. There has been no

progress with respect to pending insurance cases. Hence a meeting is required

with the insurance company to follow up the matter. MD may follow it up.

8. Evacuation of Rice from Surplus to Deficit District

OSCSC should work out the PDS needs of districts along with an analysis

of availability of CMR in the district to find out deficit/surplus position and put

in place a plan for movement of rice from surplus districts to deficit ones.

Stocks in the RRCs of surplus districts should be regularly evacuated to

facilitate receipt of CMR from Millers. MD & GM (Proc) may give a movement

plan for surplus Districts like Bargarh, Kalahandi, Sambalpur, Sonepur,Bhadrak

& Balasore. (In MTs)

Total movement during last two weeks has been only17,680 MTs.

The receiving CSOs should send their lifting officers to supplying districts

to ensure timely movement of CMR. This will ensure timely consumption of

CMR of 2014-15 KMS in accordance with FIFO principles.

9. FIFO principle in evacuation of rice

It was reported that 411.67 MT of CMR of KMS 2013-14 are available in

three districts as per Annexure-III. Nuapada has 339.54 MT BRL stock

(2013-14) of rice. These stocks are to be liquidated forthwith and compliance

submitted by OSCSC.

OSCSC has 41,610 MT of CMR of KMS 2014-15 in its RRCs. M.D, OSCSC

has submitted district wise analysis of rice stock for the KMS 2014-15 which is

at Annexure-IV. Six districts, namely, Bargarh (13,626 MT), Kalahandi

(17,044 MT), Sambalpur (60 MT), Bolangir (2260 MT),Sonepur (2858 MT) and

Nayagarh (1899 MT) have 37,747 MT which need to be evacuated out. Rest

Districts can distribute the old stock in their own PDS over next two months.

Sonepur, Bargarh and Kalahandi have been given evacuation of 4900 MT,

13,400 MT and 10,000 MT respectively during March’2016. It has come to

notice that Cuttack, Keonjhar, Angul, and Khordha are not sending lifting

officers to get stock. The receiving CSOs may be directed again to receive the

same in time. MD was requested to follow it up with receiving CSOs.

10. Plan for delivery to FCI & Evacuation by FCI

GM, FCI informed that utilisation of storage space as on date is 78%. Stock

position of FCI as on date is as under:

GM, FCI , Odisha informed that FCI Hq. has given an out movement of

1.15 Lakh MT of rice for April’16 and for induction of 30,000 MT of wheat to

the State during April. Evacuation in April till 12.04.2016 has been to the tune

of 50,275 MT. As FCI has a godown of 10,000 MT at Rupsa (with railhead) in

Balasore district, Principal Secretary to Govt., FS&CW Department desired that

to tag more millers from Baleswar area to the said depot to ease pressure on

FSD, Ranital in order to expedite CMR delivery.

The above table would reveal that the State average of rice delivery for

30 districts in respect of OSCSC so far is 31% on an average while it is 33%

for all agencies taken together. All districts have started CMR delivery.

The progress of PEG godowns at the following places was discussed. The

status is as under:

Marshaghai (Kendrapara): Joint inspection of this 10,000 MTC godown was

completed on 06.04.2016.

Angul: Notice inviting for this 5000 MTC godown was to be issued on

15.03.2016.

Puri: For Puri a godown of 2500 MT has been proposed at Sakhigopal. LoI has

been issued to successful bidder. Bank guarantee has been received.

Anandpur: Work done is upto lintel level for two blocks. This 10500 MTC

godown is targeted to be completed by Sep’2016.

Kutra: Bids received during second tender for this 5000 MTC project opened

on 6.1.2016 and sent to Head Office. Price bid was to be opened on

10.03.2016. But no further progress has been reported by CWC.

Ujalpur: Financial bid opened and letter issued for deposit of performance

guarantee for this 5000 MTC project. LoI issued.

Balasore: Work for boundary wall is in progress.

13. Status of construction of additional 75,000 MTC godown(Phase-II)

MD, OSCSC informed that Seven PEG godowns at Charichak, Panikoili,

Brahmagiri, Umerkote, Binka, Keonjhar and Sunabeda has been completed. All

15.03.16 to decide on pending issues. The minutes have been issued and its

proceedings communicated to CMD, FCI Hqrs for placing it before the High

Level Committee.

The submission of bills by OSCSC amounts to Rs.197.14 crore, sanction

of funds by FCI is to the tune of Rs.103.28 crore during the last two weeks

and pending amount is 817.52 Cr (as reported by OSCSC).

One miller in Kalahandi district with delivery of 320 MT of CMR to FCI in

KMS 2014-15 has not submitted bills to FCI as he has misplaced the papers.

CSO, Kalahandi is to follow it up.

15. Millers Issues:

1. Fixation and communication of rates of various incidentals and

transport charges payable by OSCSC to custom millers for KMS 2015-

16:

It was submitted that millers have to make appropriate provision

towards amount receivable till march, 2016 during F:Y 2015-16 as

stipulated under Income Tax Act.

MD/ G.M (Accounts) to place the draft minutes of the

meeting held with millers on 08.03.2016.

2. Fixation of rate for new gunny bags supplied by millers as per open

market prices: It was informed that the prices cannot be more than

what is provided by GoI in the costing sheet.

3. Allotment of CMR to adjacent Kendrapara district from Chandabali of

Bhadrak district instead of faraway places to avoid long distance

transportation: MD, OSCSC was requested to consider the proposal.

4. Payment of TC on paddy and rice for KMS 2014-15 is yet to be made

in most of the districts for certification of distance: It was decided that

task force would be constituted to monitor the issue with Addl.

Secretary to Govt. FS&CW Department as Chairman and Deputy

Secretary, FS&CW Department, G.M (Procurement) and G.M (Accounts)

as members.

5. It was submitted by AORMA that proper planning and adequate

arrangement need to be made by FCI to receive more stocks in view of

increased procurement in costal districts districts during Kharif by

deploying more purchase officers and labour force apart from frequent

evacuation by outward movement.

Deputy General Manager, FCI was requested to look into the issue

and make appropriate arrangements.
