Jefferson Street, Joliet, Illinois. I. ROLL CALL: PRESENT: Mayor Thomas Giarrante, Councilwoman Bettye Gavin, Councilman John E. Gerl, Councilman Larry E. Hug, Councilman Jim McFarland, Councilman Terry Morris, Councilman Michael F. Turk, Councilwoman Jan Hallums Quillman, Councilman Robert ODekirk. ABSENT: None. ALSO PRESENT: City Manager James D. Hock, Corporation Counsel Jeffrey S. Plyman. II. PRESENTATION by Egan Marine Mr. Jim Capperelli, Egan Marine, addressed the Mayor and Council concerning a licensing agreement with the City for a marine security facility that would be regulated by the U.S. Coast Guard along Route 6 on the Des Plaines River. He stated this project would clean up the current site and provide jobs to the area. Mayor Giarrante and Corporation Counsel discussed the property for this proposed project and the proximity of this property to the Combine Sewer Overflow Tunnel under the Des Plaines River project. Councilman O'Dekirk discussed the condition of the property, FEMA's regulations, and Egan Marine's willingness to clean up the property. He also discussed a proposal to Egan Marine to purchase another site to lease to the City of Joliet to accommodate the police departments' evidence and vehicle storage. Mr. Gary Davidson, Brumund Law Firm (Castle Law), discussed a reversionary clause deed restriction. He stated Illinois-Michigan Oil is taking on all the risk. He stated Illinois-Michigan Oil would have a license agreement with the City to clean up a blighted property on Route 6, fix up the property, put the property back on

II. PRESENTATION by Egan Marine

Mr. Jim Capperelli, Egan Marine, addressed the Mayor and Council concerning a licensing agreement with the City for a marine security facility that would be regulated by the U.S. Coast Guard along Route 6 on the Des Plaines River. He stated this project would clean up the current site and provide jobs to the area.

the tax roles, and employ citizens. Corporation Counsel discussed FEMA's approval and City staff working with Illinois-Michigan Oil to find alternative sites for their business in Joliet should this site not work. Mr. Caparelli discussed the proposed use of the property, FEMA requirements, and Illinois-Michigan Oil proposed agreement. Mayor Giarrante stated he wants FEMA's approval of the proposed use for the property. Councilman Hug and Mr. Caparelli discussed a recent clean-up of a tug boat on the river downtown and the remediation of the site and FEMA's approval. Councilman Gerl asked that this matter be remanded to the Land Use Committee.

Motion to recommend the proposed agreement with Egan Marine for the remediation of a site owned by the City of Joliet on the Des Plaines River to the Land Use Committee was made by Councilman John E. Gerl. Motion seconded by Councilman Robert ODekirk. Motion carried by the following vote: AYES: Mayor Thomas Giarrante, Councilwoman Bettye Gavin, Councilman John

E. Gerl, Councilman Larry E. Hug, Councilman Jim McFarland, Councilman Terry Morris, Councilman Michael F. Turk, Councilwoman Jan Hallums Quillman, Councilman Robert ODekirk.

Mr. Jim Griffin - Shane & Banks on Cresco Labs, addressed the Mayor and Council concerning the proposed site for the cultivation of Medical Cannabis.

Mr. Joe Caltabiano, President of Cresco Labs - Chicago, IL, gave a business overview of Cresco Labs and discussed their products, security, and product research.

Corporation Counsel stated 23224 CenterPoint Way is currently not in City of Joliet limits; therefore, the current owner of the property asked for a contingency in the annexation agreement in the case Cresco Labs is unable to obtain their Illinois License and does not purchase the property.

Mayor Giarrante asked if there was anyone who would like to address the Council concerning the annexation.

Councilman O'Dekirk stated Jeff Plyman would provide the Council with the proposed agreement for Council's review at the Council Meeting tomorrow.

C. COUNCIL MEMO #441-14: Ordinance Approving the 1415 Plainfield Road

Business District Plan and Establishing the 1415 Plainfield Road Business District and a Resolution Approving an Economic Development Agreement with Mickey Oil Company

Mr. Mike Hansen, Attorney for Mickey Oil Company, and Corporation Counsel discussed the proposed conditions set by the Agreement with Mickey Oil Company to help the company compete with other gas stations not located in Joliet City limits without affecting Joliet's overall tax revenues.

Mayor Giarrante, Councilman McFarland, and Jeff Plyman discussed setting the benchmark in the agreement from 2014 business tax revenue collected by Mickey Oil Company.

Councilwoman Quillman, Jeff Plyman, and Mike Hansen discussed the multiple revisions to the agreement, the terms of the agreement, the tax benefits in the Mickey Oil Company Agreement, and the business tax revenue benchmark.

The Mayor, Council, staff, and Mr. Hansen discussed the agreement's incentives and benchmark as well as Council's review of the agreement, agreement extension, transferrable agreement terms should Mickey Oil sell the business, and tax revenues to the City.

Councilman McFarland stated the City has a committee structure and all the debate about the agreement should have been addressed at the committee level.

Councilwoman Quillman asked for the agreement to be limited to Mickey Oil Company.

Mr. Jeff Plyman stated the State of Illinois administers the sales tax and has deadlines for notification of any agreements made by businesses and municipalities. He stated the deadlines are the end of September or March. He stated the incentive would be delayed by six months.

Councilman Hug stated Council should make the decision to continue the agreement, it should not automatically terminate.

Mr. Singh Kanda, lessee of 324 S. Larkin, briefly discussed the U-Haul truck rental business at 324 S. Larkin.

Councilman Hug and Corporation Counsel briefly discussed the Special Use Permit for a U-Haul Truck Rental at 324 S. Larkin.

Councilman Morris and Mr. Kanda discussed the approval of the neighboring residents and any other U-Haul rental businesses in the area.

Councilwoman Quillman suggested a six foot fence be constructed to conceal the U-Haul trucks. Ms. Tanya Emmert, U-Haul Manager, stated the trucks are located behind the building and are usually not seen from the properties around the business. Corporation Counsel stated it would be recommended fencing be installed.

Councilman McFarland and Jim Haller, Director - Community Development, discussed the City's notification to residents regarding the proposed special use.
