Pursuant to your request, A-Tech Consulting, Inc. has completed a Comprehensive Asbestos Survey of the Gaffey Street Pool located at 3351 Ga !Tey Street in San Pedro. California. The following report summarizes the findings of this inspection.

1.0 INTRODUCflON

A-Tech Consulting, Inc. was contacted by Mr. David Attaway at (213) 202-2660 with the City of Los Angeles, Department of Recreation and Parks to confum the presence or absence of asbestos of the GafTey Street Pool located at 3351 Gaffey Street (subject property) in San Pedro. California. The survey was conducted by Mr. Conan Williams CSST #07-4206 on November 14, 2013. This report is intended to be a comprehensive survey.

2.0 SCOPE OF SURVEY

The comprehensive asbestos survey was performed to identify visible and/or readily accessible suspect fiiable and non-friable Asbestos Containing Building Materials (ACBMs) at a subject property. The intent oflhis survey was to satisfy all regulatory requirements for renovation and/or demolition. Friable ACBM as defined by the U.S. Environmental Protection Agency (EPA) and South Coast Air Quality Management District (SCAQMD) is a material that when dry, can be easily pulverized, crushed or reduced to powder by hand pressure. Non-friable ACBM that can potentially be broken, crumbled, pulverized or reduced to powder in the course of demolition or renovation activities are classified as Class I or Class 11, non-fiiable ACBM. These surveys are typically accomplished by, and limited to, an in-depU1 site reconnaissance., a review of readily available bui lding records, and a review of readily available asbestos Operation and Maintenance (O&M) plans.

ln the event Uwt suspected or known ACBMs exist at a given site, samples of U1e potential ACBMs may be collected for subsequent laboratory analysis.

Tlus Comprehensive Asbestos Survey was conducted in accordance wilb the Scope of Services authorized by U1e City of Los Angeles, Department oCRecreation and Parks in accordance with current regulatory guidelines. This survey was requested due to scheduled upgrades, including ADA compl iance, replacement of mechanicaL electrical and pool equipment systems as well as a new batW1ouse, and replacement of pool ti les as necessary.

3.0 PREVIOUS SURVEY/IDSTORJCAL DATA

No prior asbestos related documentation tor the subject property was reviewed or made available.

4.0 VISUAL INSPECTION AND SAMPLING/ANALYTICAL METHODOLOGY

To identify suspect fiiable and non-friable ACBM, as required under California law, a California Occupational Safety Health Administration (CAL-OSHA), Certified Site SurveiUance Technicians (CSST) and/or Certified Asbestos Consultant (CAC) is required to conduct visual and/or bulk surveys of a subject property.

During tllis survey, A-Tech Consulting, lnc. identified homogenous areas of suspected ACBMs for purpose of sampli11g in accordance with cunent CAL-OSHA/EPA (AHERA) requirements. These areas were defined with respect to similarities in appearance, age, use, type, color, and/or texture. The condition and estimated quantity of the suspected materials were also assessed. Based upon A-Tech Consulting, fnc.'s observations, nine (9) homogeneous materials of suspected ACBMs were identified. The materiaJs in the inspected areas were: composite drywall. ceramic tile grout, window putty, transite sidi11g, rolled roof core, roof penetration mastic (Type 1 ), roof shingle core, roof penetration mastic (Type 2), siding fell paper.

Note: The roUed roof of the pool basement consists of one (I) roofmg system and two (2) total layers. 1l1e shingle roof ofthe Latrines consists of one (I) roofing system and two (2) total layers. No samples were taken from latrine 2 due to it having been red tagged, causing a potential hazard. Exterior and Roofing materials for both Latrines are to be considered homogenous for this project. For both latrines, no potential asbestos containing building materials are present in the interiors.

To evaluate the presence of asbestos in these suspected ACBMs, A-Tech Consulting, Inc. obtained fifteen (15) bulk samples which appeared to represent each homogeneous area (see tables). However, some or the samples anaJyzed have multiple layers of material, which the laboratory is required to separate and analyze independently. 1l1e total amount of samples anaJyzed was nineteen (19). Regarding multiple layered materials. if one layer tests positive for asbestos content the entire sample is considered positive.

Amended water-spray wet methods were used during the collection of each friable sample, such as suspended ceiling tiles. Whenever possible A-Tecb Consulting, Inc. does not conduct destructive sampling (with the exception of vacant buildings to be demolished). For example, samples of floor tile were coUected by laking a small chip out of a comer or area that was already damaged.

After collecting each sample, lhe sampling equipment was cleaned with a moist towelette. Each sample was sealed in a sample container and assigned a discrete sample identification number.

5.0 LABORATORY ACCREDIT AT ION & ANALYTICAL PROCEDURES

The fifteen (15) samples obtained from the subject property were delivered to LA Testing of Garden Grove, California at (714) 828-4999 (under chain-of-custody procedures) for analysis.

LA Testing is a fu lly accredited laboratory by tl1c National Institute of Standards and Technology (NIST) lllfough participation in the National Voluntary Laboratory Accreditation Program (NVLAP) lab code# I 01384.

The samples were aJmlyzed for asbestos by PLM, using dispersion staining in accordance with U.S. EPA Procedures outlined in 40 CFR 763, Subpart F, Appendix A (AHERA). The laboratory analyst made asbestos volume estimates using a stereomicroseope.

6.0 ANALYTICAL RESULTS

Based upon the analytical results, asbestos is present in lhree (3) of the samples analyzed, of which all three (3) samples are considered lo be non-friable materials. These samples were obtained from the transite sidi11g. roof penetration mastic (Type I) and roof penetration mastic (Type 2).

7.0 ASBESTOS IDENTIFlCATION

Of Ute fifteen (15) bulk samples collected from the Gaffey Street Pool located at3351 Gaffey Street, in San Pedro, California, twelve (12) samples are considered non-friable materials and three (3) samples are considered to be friable materials (See Atlached Asbestos Bulk Analysis Table). The three (3) samples considered friable materials. did not contain asbestos.

TI1e following is a listing of materials that bad asbestos content or were identified as presumed asbestos containing material (P ACM).

Based upon the analytical results, asbestos is present in U1e following materials:

8.0 MATERIAL CONDmON

The building materials identified as 1\CBMs are in fuir and poor condition and are considered to be non-friable (See Attached Asbestos Bulk Analysis Table). These materials, in their current condition, potential for future disturbance varies based on future use, impact or damage.

9.0 RECOMMENDATIONS

Due to the potential ha7..ards of exposure, an Asbestos Management Program (AMP) should be prepared. and implemented, to avoid incidental, and/or accidental disturbance of ACM. The AMP should set iorth operational and maintenance guidelines to minimize fiber release, which may be caused by age. normal wear and tear, delamination, building maintenance. repairs. renovation and other activities which may disturb ACM.

Prior to renovation, specifications should be properly modified to incorporate the removal of ACM. lf removal of ACBM is required in connex;tion with demolition. renovation. or building repair, such work should only be performed by personnel who arc appropriately trained experienced, and registered. Intentional disturbance of ACBM should be perfonned in a manner such that emissions are controlled. Control measures should include, but not be limited to, wet meiliods; encapsulation. removal with HEPA-ftlter equipped vacuums, and appropriately labeled polyethylene bags. HV AC systems in work areas where asbestos is to be abated shou ld be deactivated and the register closed and temporarily sealed. Air monitoring relating to such work shou ld be performed by or under the direct supervision of a California State Certified Asbestos Consultant before, during, and after the abatement work. as required by EPA and other regulations.

California law requires a building owner to provide tenant, employee and vendor notifications within fifteen (15) days of receipt of information identifying the presence of ACBM in their buildi.ng(s) and annually thereafter. Specific notification requirements are outlined in Assembly BiU 37 I 3.

There are potential liabilities associated with the presence, and removal of ACM. Precautionary measures. as outlined herein. should be taken in accordance witb the guidelines set forth by the EPA, the Occupational Safety and Health Administration (OSHA) and other regulatory agencies.

10.0 LJMITATIONS

The conclusions presented in this report are professional opinions based solely upon visual observations at the site and laboratory analysis of the tested samples. Tl1ey are intended exclusively for the purpose outlined herein. and for the site location and project indicated.

This survey report may be used as an addition to limited speciiications for asbestos abatement. However, it should not be used as a stand-alone asbestos abatement bid document. Recognizing that even the most comprehensive survey may fail to detect ACBM at a particular site, this study was not intended to identify aU potential ACBM present in the building or at U1e site for such reasons as (I) the possible existence of buried, covered and inaccessible areas and features; and (2) the limited number of samples collected.

Samples were collected !Tom materials of similar appearance, age, use, type, color and/or texture. However, this does not guarantee that they arc of the same composition. No guarantee is expressed or implied that alJ ACBM has been identified. Asbestos quantities ar e estimates only (see Asbestos Tables-Est. Qty.) Exact quantities should be verified by the abatement contractor prior to removal

A-Tech Consulting, Inc. assumes no responsibility for the identification of suspect asbestos containing materials, wbicll are not included in this survey, and concealed and/or inaccessible (i.e. locked rooms, under carpet, etc.) However, A-Tech Consttlting, Inc. makes every attempt possible to inspect all designated areas for asbestos containing materials (i.e. check under carpeting, inspect attic and crawl space, etc.)

Services performed by A-Tech Consulting, Inc. were conducted in a manner above the care and skiU ordinarily and currently exercised by members of the same profession tbat even the most comprehensive Scope of Services might fail to detect environment.:'ll liabilities on a particular site. Therefore, A-Tech Consulting, Inc. cannot act as insurers and cannot "certify" that a site is free of environmental contamination.

Pursuant to your request, A-Tech Consulting, Inc. performed a comprehensive lead-based paint survey of the Gaffey Street Pool located at 335 1 Galley Street, in San Pedro. Califomia. 1l1e following report summarizes all findings and results.

1.0 INTRODUCTION

This report presents the results for the lead-based paint testing requested by Mr. David Attaway with City of Los Angeles, Department of Recreation and Parks. The survey was performed on November 14, 2013 by Mr. Conan Williams, a Califomia Department of Public HealU1 Certified Lead Inspector/Assessor. This report represents a HUD level XRF survey in accordance with Housing and Urban Development (I-IUD) Guidelines Chapter 7 (Revised 1997) and in accordance with Environmental Protection Agency (EPA) requirements.

2.0 SCOPE OF SURVEY

The purpose of tbis lead-based paint survey is to identify and assess all painted components at the subject property. The intent of the survey is to ascertain the presence of lead-based paint at or above 0. 7 mg!cm2 per the Los Angeles County Department of Public Health (DPH) regulatory action levels. If LCM was founcl the survey would identify individual architectural components and their respcx;tive concentrations of lead in such a manner that U1is report would be used as a basis for the subsequent abatement activity. This survey was requested due to scheduled upgrades, including ADA compliance. replacement of mechanical, electrical and pool equipment systems as well as a new bailihousc, and replacement of pool tiles as necessary.

3.0 PROPERTY DESCRJYrtON/IDSTORICAL DATA

l11e subject property is comprised of multiple recreational buildings. The Latrines are single story buildings with wood interior and lransile siding exterior, buill on a concrete foundation. The Pool is buill on a concrete foundation with ceramic tile waUs and bottom. The Basement and Bath House is a single story building with composite drywall, ceramic tile, wood and cinderblock interior and cinderblock exterior, built on a concrete foundation.

4.0 INSPECTORS QUALIFlCATJONS

Mr. Conan Williams, a California Department ofi-Iealtb Services Certified Lead Inspector/ Assessor perfonned Ute survey at lhe property. Mr. Conan Williams has attended the manufucturer's racliation safety course for operation and handling of the Innov-X Alpha XRF instrument and completed an EPA sponsored cwTiculum in Lead Inspector and Ric;k Survey Training. 1n addition to the inspection at the subject site, paint chip or bulk sampling of damaged painted components was conducted by collecting specific samples which represented each suspect lead material, paint type and substrate. The inspector who conducted the site survey/assessment is a state certified CDPI I Lead Inspectors/Risk Assessors, and has completed an EPA sponsored curriculum in Lead Lnspector and Risk Assessor Training.

At the time of this report. the CD PH, Childhood Lead Poisoning Branch. has implemented a Stale Certification and Model Accreditation Plan adopted from the EPA

5.0 METHOD OF TESTING

The method employed for testing painted surfaces was with an X-ray tluorescence (XRF) analyzer. A-Tech Consulling, lnc. utilized an lnnov-X Alpha X-Ray fluorescence (XRF) lead paint analyzer to sample lead for paint content. XRF Instrument seriaJ #I 0452 was used for this project. The instrument was calibrated to the manufacturer's specitications and was al.:;o periodically verified against the National Institute of Standards and Testing (NTST) Standard Reference Material (SRM) 2579 lead film ( 1.0 mg/cm2). The instrument was in­control at all times for the wood zero standard and NIST SRM lead standard.

A visual survey consisting of a walkthrough and visual survey of the subject site was conducted to determine tl1e presence of painted building components that were accessible ancVor exposed. This included the identification of SUSJX-"Cl lead-based paint containing building components and the determination of the condition of tl1ose components. All coated surfaces, including but not limited to painted, varnished, and glazed surfaces, were tested for lead content.

6.0 TESTING PROTOCOL

Testing was conducted in accordance with Chapter 7 oftl1e Guidelines for the Evaluation and Control of Lead­Based Paint Hazards in Housing as published by HUD in October 1997. Exterior and interior XRF readings were taken on representative painted surtaces on each building component in each room equivalent. The HUD definition of lead-based paint is equal to or greater than 1.0 mglcm2 (or the more stringent standard of 0.7 mg/cm2 in Los Angeles County, which was utilized during this survey). A1J XRF readings below the regulatory definition are considered negative and all readings at and above this level are considered positive.

7.0 SUMMARY OF RESULTS

According to Lhe XRF findings, the following components tested positive for the presence of lead at or above the HUD Guidelines. These components include:

Due to the potential ha1.ards of exposure, a Lead Management Program should. at minimum, be prepared and implemented to avoid incidental, and/or accidental disturbance of LCM, found at the subject site. Future assessments should be scheduled with a licensed risk assessor/inspector on an annual basis to ensure paint conditions remain stable. The program should set forth operational and maintenance guidelines to minimize lead consumption or exposures that may be caused by age, normal wear and tear. delamination, builrung maintenance, repairs. renovation and other activities that may impact LCM.

Any signs of pamt deterioration should be immediately addressed. The deteriorating lead containing paint on the exterior wall siiling should be stabilized, encapsulated, enclosed, or removed based on project scope and/or budgetary allowances.

Prior to demolition or constructton. specifications should be properly modified to incorporate the stabilization or removal oflhe lead surfaces and/or contaminated soil.

Note that WJdcr Section 302 of the Lead-Based Paint Poisoning Prevention Act (LCMPPA), LCM hazards equal to or greater than 0.5% by weight (5,000 ppm) or 1.0 mg/cm2 must be abated.

LCM that is intact and is not delaminating can be disposed of as construction debris as long as it is attached to its original substrate subsequent to proper waste characterization/stream analysis (TI'LC. STLC and TCLP). llowever, appropriate work practices and worker protection must be utilized.

Any signs of paint deterioration should be immediately addressed.

This survey was planned, developed, and implemented based on A-Tech Consulting, inc.'s previous experience in performing LCM surveys. This survey was conducted in compliance with current regulatory protocols. A­Tcx:h Consulting, Inc. utilized stale-of-the-art-practices and techniques in accordance with regulatory standards, while performing this survey. A-Tech Consulting, fnc.'s evaluation of the relative risk of exposure to lead, identified during this survey, is based on conditions observed at the time of the comprehensive survey.

Since lead-based paint was identified on ilie site, a copy of Uus report or a summary must be provided to new lessees (tenants) and purchasers of this property under Federal law (Title 24 Code of Federal Regulations (CFR), part 35 and Title 40, CFR, part 745) before they become obligated under a lease or sales contract The complete report must also be provided to new purchasers and it must be made available to new tenants. Landlords (lessors) and sellers are also required to distribute an educational pamphlet and include waming language in tbeir leases or sales contracts to ensure that parents have ilie information they need to protect their children from lead-based paint hazards.
