Population densities and trends Resident population forecast to grow to 83,212 by 2036.
Greatest resident increase will be in Crows Nest/St Leonards (+6,000) and North Sydney (+ 4,300).
Workforce and resident populations are centred along the transport corridors, with by far the greatest density in the North Sydney CBD. Unlikely to change.
Crows Nest/St Leonards share a border with Lane Cove and Willoughby.
First conclusions & next steps Stanton is ideally sited for its residents
While much loved by its users it has a range of design flaws which can be overcome
The Library is under-servicing the Workforce
There is a need to:
(i) identify a space in the North Sydney CBD where a modern Branch Library can be located
(ii) develop a Functional Brief for solutions to Stanton’s shortcomings (this was done in 2014)
Master Plan for Stanton
CK Design was recruited in 2014 (architect for Blue Mountains’ and Randwick award winning libraries)
CK Design responded to a Functional Brief by recommending an additional 500 sq m
of floor space to be taken from the ground floor of James Place office block.

Finally: Need for Proof of concept Architectural scope of services (as advised by Budden, Nangel, Michael & Hudson, architects for the top
floor extension of Stanton in 2005, and who know the Library and James Place Office Block well):
1) Feasibility and Sketch design Stage:
1.1) Review proposed sketch design and review against existing structural drawings and conditions.
1.2) Provide feasibility report and preliminary structural solution to allow costing by quantity surveyor.
2) Fire Engineer to provide solution to extending ground floor into James Place
3) Mechanical Engineer to provide solution for extending a/c into ground floor of James Place
Recommendations
The existing central Library has a range of design flaws that can be overcome with a remodelling of the internal spaces and an extension into the ground floor of James Place.
RECOMMENDATION 1: Budget bid to engage a QS (incorporating assumptions about
(Structural/ mechanical and fire engineering solution).
RECOMMENDATION 2: Take the master plan into account in any intermediate work on
Stanton Library.
The LGA’s workforce is under-serviced. The strategic response to this is to establish a branch library in the workforce’s densest population centre: the North Sydney CBD
RECOMMENDATION 3: That the library manager with the strategic planning team to
include a branch library proposal within the State Government developments at both North Sydney and Crows Nest/St Leonards metro station sites.
