The downturn in the US economy and especially in the housing construction industry has made it very difficult for builders and contractors to make a living.

There have been a number of contractors across the state that have left the business that they love in order to put food on their family’s table. Some of the state’s seasoned builders have decided to retire early, rather than to struggle to keep their doors open.

One such builder is Lloyd W. Crook of Beaver, WV. The former President of the Home Builders Association of WV and current President of the local Southern HBA faced the same obstacles as everyone else.

A veteran builder of 25 years, Crook spent the last 12 years as a contractor building speculation homes. These are houses that in a normal economy would sell fairly quickly. When the economy and the housing market crashed, the spec housing market did too.

At the height of the building boom he was running a crew of five. As the economy began to turn downward, workers compensation insurance went sky high, new housing starts plummeted, new regulations were added, possible liabilities increased and taxes did too.

Crook had to begin letting his crew go to accommodate these changes-- first one, then two and finally all five. Letting members go from a close-knit team is a difficult decision for

builders. These are people whom they trust and have worked with for years, and for whom they feel personally responsible.

In the midst of this downsizing, his wife was contemplating retiring and Lloyd decided that perhaps it would be best to retire also, allowing the couple time to travel and enjoy the remainder of their life together.

So in December 2010, Lloyd Crook retired. Unfortunately his wife Myra could not retire without losing health insurance, especially since his coverage was provided through her work. (A practice not uncommon for self-employed contractors.) Committed to her company, City National Bank, she reached a milestone this year of 40 years of service.

After about eight months of retirement, Lloyd was approached by a “fellow who asked me to build his house,” he said. As he began to explore the possibility of doing so, he found a

program through 84 Lumber that began a new chapter in his career.

This program is “a service we provide to help contractors acquire labor and materials,” said Wilbur Coleman, Install Manager with 84 Lumber for the southern part of WV, SE Ohio and Eastern Kentucky. “For contractors, labor is often the hardest component of the process. We try to give them a helping hand.”

This contractor based program connects sub-contractors with contractors who need labor who have specific skills. These subs are qualified, and comply with OSHA and all of the other regulations, standards and codes. They work in the areas of framing, roofing, siding, insulation and drywall.

The program tries to connect local people who are suited to the work and to the needs of the individual builder. These are not employees of 84 Lumber, but independent sub-contractors. The company acts as a middleman and does

offer the builder the same financial terms on labor that they do on materials.

“We started this program last fall and are seeing a significant increase of accepted bids,” said Jim Mizia, store manager of the 84 Lumber, Beaver.

“It’s getting harder to find framers, drywall and other trades to help with projects,” he observed. “Crews are being stretched thin with not enough to go around. This program enables the contractor to use his crew to finish out one project while the framing sub-contractors are able to frame and get the next house under roof (under the contractor’s supervision).”

The use of sub-contractors is not a new concept. Builders have done this for years, calling in subs with particular specialties as needed. But with the rising cost of maintaining employees, sub-contracting has become much more widespread and allowed contractors to remain in the business and to optimize the use of their time and skills.

Other supply companies offer similar services as 84 Lumber to facilitate this rising trend. For Lloyd, this service meant that he could go back to work. He now subs everything and as a contractor, has taken the role of management and oversight as his primary responsibility.

This process has “made life much simpler,” said Crook, who has chosen to remain semi-retired. “I don’t make as much, but I’m still working.”

Working has been in Lloyd’s DNA since he can remember. In high school he did small construction stuff. He worked part-time at Kroger while in college. After graduating from what was then called Beckley College, he began a career in banking, which he did for 11 years. It was at the

bank that he met his wife Myra.

Even in those years he would do evening and weekend carpentry projects. He eventually left to be a full-time carpenter and was part of the carpenter’s union for two years. During this time

he also had a real estate license and sold homes and then RV’s for 2 years. It was at this point that he chose to go into business for himself and started his own construction company.

During his construction career he has been an active member of the Home Builders Association, both local and state. “I love the association and the people. It’s a big plus in my

life,” he said. Even after retirement he remained active in the HBA and found great “satisfaction in helping new people in the business as well as in helping the association.”

Lloyd feels “fortunate” that he has a good reputation. “Now people ask me to work. I don’t have to ask them.” His projects since being semi-retired have included 1 house (featured in this article), 2 very big garages and several remodeling projects.

He is grateful that this service at 84 Lumber has made this new transition possible.

Issues Addressedhousing production Credit Crisis(Land acquisition, development & Home Construction - AD&C)Due to banking regulatory pressure, the home building industry is having extreme difficulty in obtaining credit for viable projects.Recommendations: 1. To cease implementing a 100% capital bank lending limit for AD&C loans as a “hard” limit, and utilize the 100% capital guidance as it was intended.2. Use “as-completed” values when assessing the collateral of residential AD&C loans they intend to fund to completion, and use “arms length transactions” standards when assessing new loans.3. Abstain from compelling a lender to call or curtail AD&C loans where the home builder is current in making payments in accordance with the loan documents.

housing finance reform(GSEs - Government Sponsored Enterprises - Fannie Mae, Freddie Mac & Federal Home Loan Banks)The GSEs are a critical component of the US housing finance system. They were created by Congress to support mortgage market liquidity and address affordable housing needs.Recommendations: 1. Pass comprehensive GSE reform legislation that ensures the federal government continues to provide a backstop for a reliable and adequate flow of affordable housing credit in all economic and financial conditions.2. Fannie Mae and Freddie Mac should be gradually phased into a private-sector-oriented system, where the federal government’s backing is explicit but its exposure is limited.3. Federal support should be limited to catastrophic situations where carefully calibrated levels of private capital & insurance reserves are depleted before any taxpayer funds are employed to shore up the mortgage market.

The Renovation, Repair & Painting Rule - RRP)The RRP established new requirements for contractors & remodelers working in homes built before 1978, including contractor certification requirements, the

removal of the “opt-out provision” and the use of test kits which currently

are not viable or accurate.Recommendations:

1. The removal of the opt-out provision has doubled the number of homes subject to the RRP Rule, adding $335 million per year in compliance costs. We recommend the restoring of this provision. This will not change the rule’s protections for pregnant women or small children, but strikes a balance between responsible regulation and consumer choice.2. To find and approve an accurate lead test kit. The lack of a viable kit costs consumers needless additional costs.

taX reformThe mortgage interest deduction has been a part of the tax code since 1913 and is the cornerstone of American housing policy.Recommendations: 1. Oppose any changes to the tax code that would increase taxes on homeowners, renters or home builders. Reducing or eliminating the mortgage interest deductions, the capital gains exclusion, the Low Income Housing Tax Credit or the deduction of property taxes would further depress home prices, put countless more home owners underwater and trigger a new wave of foreclosures. Scaling back these housing incentives will also shrink the local tax base of many communities.

use of hBa Vanity liCense plate approVed for hBa memBers. We have received a letter from Division of Motor Vehicles Commissioner (Joe E. Miller) in which he says, “I have reviewed your organization’s application for a special registration plate for Class A vehicles. My determination is that your organization meets the criteria and is eligible to proceed to the next step.”

The next step was a meeting with DMV staff Mike Maggard and Lisa Eskew where we went over the step by step process of submitting a simple one page application to purchase a plate. There are no restrictions on the number of license plates you may purchase. The cost of the initial license plate is $70.00 with an annual renewal fee of $45. The initial fee will cover the cost of the plate for the first year and will expire July 1 of each year. Fees will not be prorated.

To proceed, the association must have 250 paid applications within the next 6 months. The fees will be deposited into a special HBA account and the applications will be held by the state HBA office until the goal is reached.

Upon reaching the goal, a check will be written to the DMV and all applications will be delivered to them. At this point the manufacturing process will begin and plates will be produced within three to six months, after which they will be delivered to the DMV for mailing.

The main “key” right now is selling 250. You may order as many as you wish. We have received enthusiastic support from many members wishing to be able to advertise the fact that they are a proud member of the Home Builders Association - a group with a reputation of being “the best of the best”.

food BanK donation Following the severe June storms that caused many West Virginians to lose their power and perishable food, the HBA of West Virginia Charitable Fund donated $1000 to the state’s food bank.

In their acknowledgement of the donation, Volunteer West Virginia, Inc. wrote, “Recent devastating storms left many West Virginia families without utilities and with little food. The demand for food from local food pantries has left the Mountaineer Food Bank and the Huntington Area Food Bank with little in reserve. Thanks to your contribution and the efforts of many individuals, we will be able to provide both food banks with money to quickly restock and thus supply local facilities.”

update on Building Codes I received a phone call from Mr. Ted Shriver, Chairman of the Fire Commission, to let me know that there might be a compromise regarding the merit/value of mandating fire sprinklers for all single family homes. This mandate requirement has been considered by the association as unacceptable and flawed for several years.

With the Legislative Rule Making Review Committee to begin its meeting in just an hour, this phone call was the beginning of an interesting morning.

Fifty-four years ago the handful of people who formed the Home Builders Association of West Virginia, did so for the expressed purpose of: • Fostering business opportunities among members • Advocating members’ interests in the legislative and regulatory process • Providing member and consumer education, and • Promoting ethical quality business practices.

The nearly 800 members who make up today’s group and its 10 local associations, still adhere to those principles and the strong belief that our assistance in helping West Virginia citizens’ dream of owning a home is a noble and worthwhile cause and one they take very seriously.

The membership includes residential building contractors as well as those who supply the products and services that are needed for industry support.

We continue to be active on a number of ‘fronts’, believing that commonality of interests reflects our dedication to the home building industry and pride when we see a moving van unloading furnishings for a family getting ready to spend their first night’s sleep in their own bed in a home of their own. One member describes it as a “tingly feeling”.

Our legislative agenda is well known and respected at the State Capitol in Charleston with a full-time lobbyist who has the support of many members to back her up with personal calls and communication to their local senate and delegate districts. The issues are many - ranging from building codes, licensure, and taxation as well as landlord tenant relations.

Clients expect their builders and suppliers to be up to date on the latest trends, products, and code requirements affecting the home building industry and most any week local associations as well as the state association make opportunities for their members to hear from the professionals. Clients also have the right to expect impeccable work and business ethics. Our ‘unofficial motto’ might aptly define our members as “the best of the best”.

This is a re-edited version of an article that was released to The State Journal and appeared Aug. 17.

Home Builder members deserve and expect services that their trade association put together to enhance their business net profit. Throughout the years they have been offered various group insurance plans (including health, dental, life and Aflac supplemental, as well as a popular 401K benefit program) and fuel discount programs.

Two more recent membership enhancements have been an agreement with BrickStreet Insurance Company for a discount on premiums for qualified members. The rate is calculated on

group participation numbers and loss ratio experience. Reviewed annually by BrickStreet and the Home Builders Association, easily, thousands of dollars have been saved by those that meet the criteria.

The most recent money savings program offered is a “Member Rebate Program” with approximately 30 participating companies/manufacturers. It is open to builder and remodeler members. “It’s free money,” explained one member “and easy,” added another. Signing up to participate and making claims for discounts are simplistic and can be done on-line. The largest rebate received by a member to date is $1700 and the smallest $67 – another great benefit for belonging to the Home Builders Association of WV.

The next time you come to a local or state Home Builders Association event, look around at your fellow members. I guarantee that more than half of the people you see will be associate members. These are people who are essential to the home building process and help enable our industry to provide Americans with an unrivaled selection of quality homes.

Among the ranks of associate members are subcontractors, sales and marketing specialists, architects, interior designers, title and settlement experts, lawyers, people in the financial services industry, appraisers, product suppliers and manufacturers, and many more who are essential to the challenging task of providing housing for a growing population.

Associate members are also essential to the Home Builders Association of West Virginia and to the NAHB federation, offering sponsorships, devoting countless hours at committee meetings and volunteering at special events, and strengthening our industry in the process.

Most importantly, our associate members help broaden our perspective so that we can assess issues more objectively in the context of our entire industry.

In recognition of the thousands of associates who volunteer their time and services to NAHB and its state and local affiliates, NAHB has designated September as Associate Member Appreciation Month. NAHB has always appreciated the dedication and enthusiasm of its associate members, but in today’s unsettled – and unsettling – housing market environment, we appreciate that dedication and commitment more than ever.

During September – and every other month, for that matter – I urge all HBAWV members to get to know one another better, learn about each others’ businesses and whenever possible, to do business with other members.

Our HBA is strong when individual members are strong, and doing business with other members is a great way to strengthen the association while ensuring that the people you work with understand the issues and concerns that affect your day-to-day operations.

NAHB has established an award to acknowledge the importance of associates to the national federation. The NAHB Associate of the Year Award recognizes associates who have made outstanding contributions to their local, state and national associations and to the home building industry.

Each state is invited to submit one nomination for the NAHB Associate of the Year and the Society of Honored Associates Awards. A panel

of judges selects up to five outstanding entries, and the most outstanding associate is named the Associate of the Year. The others are inducted into NAHB’s prestigious Society of Honored Associates. The individual nominated as HBAWV Associate of the year will be announced and recognized at the Annual State Convention and will hopefully represent our State Association at the NAHB International

Builder’s Show in Las Vegas this January!

The Bill Polley BuildPac Award acknowledges the associate member who epitomizes the loyalty and diligent BuildPac fundraising efforts of the late Bill Polley, a past Associate BuildPac Subcommittee chairman. Entries for both NAHB awards are due by Oct. 29.

association to be used in pursuing a career linked to the home building industry. This is the 5th year that the association has awarded the scholarship.The association is beginning a Habitat house with many of the members furnishing discounted materials. A hog was purchased at the county fair to support the youth of the county-- a tradition for many years.Richard Jeffrey, Dept. of Labor, speaks on OSHA compliance at the Sept. 11 meeting. The Joel Stout Memorial Scholarship was awarded to Madison Haas, daughter of Mr. & Mrs. Stephen Haas of Central Vacuum Systems Inc. She is a sophomore at Bob Jones University.

May 5, members began work on a 20’x40’ shelter for the Lion’s Club Park in Waverly. The roof was completed May 9. Participating members were Steven Bailey, Mike Cameron, John Farnsworth, Jimmy Johnston, John Moellendickm Kevin Roberts, Ed Satow, Milton Weppler and Pudge Wolfe.

Specialty Plate APPROVED!

The Home Builders Association of WV (HBA WV) is VERY excited to announce the West Virginia Division of Motor Vehicles (DMV) has approved the HBA WV’s request to have a STATE ISSUED SPECIALTY PLATE be made available to qualified Association members and Affiliates!

The association has 6 months to collect 250 PAID applications for the specialty plates. Once this number is met, the DMV will get final design approval from the West Virginia State Police and proceed with production. Carroll f. hoffmanJuly 14, 1940 – April 30, 2012

Carroll Hoffman’s memorial service was a testament to the many facets of Carroll’s life and the number of people and

friends he touched. Obviously, my association with him and Janda builders was professional through the Home Builders, but one didn’t need to be around Carroll very long to observe that maybe ‘that hammer, apron and blueprint thing’ allowed the resources to do some of his favorite things.

So let us explore what some of those favorite things might be. The first is Barbara. She was a student at Marshall University as was Carroll. Their friendship began in Barbara’s sorority house where Carroll was working as a ‘bus boy’. In the words of the old cliché – “the rest is history.” Carroll’s first job was with Union Oil in their real estate department. But the West Virginia boy missed his home state and returned to be near family. Familiarity with the construction trade during his growing up years was a ‘natural’ for Carroll. His father’s occupation was in excavation and Carroll helped during summer months while not in school.

So, it was a good fit for him to work with National Homes for 15 years. There he learned all phases of the trade including marketing, construction and financing. With that good experience under his belt, it was time for him to move on and go into business for himself.

He proved to be ready for the many challenges and decisions that are required of proprietorship. There were so many initial things to be done to prove to his community and peers that he could indeed compete a project and be a proud, capable builder.

“But first, we’ve got to have a name,” he said. (Here we are going to digress a bit and return to some more of his favorite things.) By that time Carroll and Barbara had added to their family two beautiful daughters, Jana and Jada. These favorite things became the inspiration for the company name and JANDA was proudly named. Up went the sign to let everyone know his door was open.

A huge decision for Carroll was to find his market niche. He decided that there were already enough of what is commonly known as ‘high end’ builders. He believed that too few builders were focusing on entry-level homes. People who buy these homes are often

the most enthusiastic for a new home because they are often moving up from a rental property or a mobile unit.

Carroll believed that smaller, more modest, affordable homes still needed to have style. They needed to have an attractive façade (maybe some brick/stone), an inviting porch area, and the house plan needed a good flow. They should have features that enhance the size and create openness. Cathedral ceilings were a good solution.

To make all this happen, Carroll felt that the secret was affordable land. He had the forethought and the knack for finding suitable property to accommodate these homes and keep them within an affordable price range.

Carroll had many happy experiences as he witnessed families sign the papers, load up the moving van and experience the proud feeling of “It’s mine” (and the bank’s, of course). I would guess that this would also be very high on his list of favorite things.I’m not sure how many state project awards that Janda won during the years of the Home Builder sponsored “Best in West Virginia” competition. He had a nice entry most every year and I do know that his name has been called numerous times to come receive his plaque.

Another favorite thing was his association with his Home Builder friends. He participated on many levels and added a lot of wisdom and good thinking. He was a multi-year life director of the state association and had a remarkable attendance record.

Perhaps, his greatest Home Builder accomplishment was the one (yes, only one) member that he sponsored for membership. I’d not be surprised to hear that he stopped people on the street to say, “You know – I was the person who signed up Sandy Dunn.” I doubt that any of you need any clarification on this – Sandy Dunn has been the only person from West Virginia who has served as President/Chairman of the National Associa-tion of Home Builders. Let’s face it, that IS something to ‘crow about’. It kind-of makes me shiver, even now.

His next favorite thing was four adoring grandchildren. Each one was so very special to him. “Best thing that ever happened to me,” Carroll said one day. “I can’t imagine life before them.”

Then there was Marshall University. Let’s see, how many Hoffman Marshall alumni? 14 in the immediate family, including his Mother, Barbara, Jana, Jada and both Jana and Jada’s husbands. Suffice it to say, EVERYONE in St. Albans knew when the Herd was on TV!! We were all shocked and sad when we first learned that Carroll was ill. Despite all the treatments and

I was more than honored to call Catherine a good friend for 20+ years. We clicked immediately, perhaps because we were both a little on the unpredictable and

crazy side and could see humor in most everything. We had numerous ‘heart to heart’ discussions. She had the knack of making you know that she truly cared and that these conversations with her stayed only in her heart. Her perceptiveness could always pick up at anytime and on anything she felt seemed quirky or embellished.

She had a type of command of your attention. I can remember an instance when I was sharing a particular concern, though I have no idea now what it may have been. What I do remember though, is that she looked at me with those piercing and beautiful eyes and said “Stop, Beth, and back up – remember, you are talking to me”. “Yes Maam!!”Catherine’s health left much concern for a long time and with the added frustrations of no available and iron clad diagnosis. Her nursing training instincts kept her pushing for solutions. It was quite a long time ago that I was with her several hours a day when she entered a hospital in Charleston to be tested and retested. The doctor thought he could come up with an answer, but the testing was to no avail. So, she took it a bit easier on the days she didn’t feel 100% and let nothing stop her from what she needed and wanted to do on the other days. The ‘Energizer Bunny’ could have learned lessons.For her husband Clifford, she was his partner in all walks of life. They had a strong, strong marriage for 39 wonderful years. Early on, Catherine became a completely devoted business partner, talking things over and sharing around the dinner table, and spending days in the office of Valcon.

Supporting Clifford’s home building activities became Catherine’s interest too. It was very rarely that she missed a Home Builders event.

Particularly special were the Association’s August auctions which involve two hot, dirty days of hauling in, setting up, and hauling out. But, the main thing is enjoying the time spent doing something special with good friends.

Her job was at the corner of the front table where she worked diligently to get everyone registered and, later,

to help take their money and get checked out. Without exception, there was no one who didn’t receive a cheery welcome smile and a “thanks for coming”.

The 20th such event was held this past August 25. It was not an easy day for any of us because Catherine was not in ‘her spot’ but it also brought some much needed time for reflection and thoughts of our friend.

Catherine was a completely and lovingly devoted to her Mother, Zelda Kershner, and spent many happy days just ‘hanging out’ at Mom’s. No doubt, many of her wonderful mothering instincts began with loving her Mother as a best friend. The happiest and most fulfilling years for her were the ones spent mothering daughter Kristen (Gunter) and son John, nurturing and watching them grow up in a loving and strong environment. Like many other moms, she also got lots of pleasure and good times attending their extra activities.

It would be hard to calculate how many miles were put on the family car during the years of John’s involvement with a select drum corps, and the excitement and joy of watching him perform. Perhaps the high spot would be the trip to Atlanta to watch him and his group perform during the closing ceremonies of the Olympics. John now lives in Oregon, and though he is missed so much, both Clifford and Catherine realized that this separation is a part of growing – albeit a hard part.Daughter Kristen and Josh (Gunter) are in North Carolina. The day Kristen confided that she was engaged to be married, this Mother-of-the-Bride got in action and made sure she (and every other family member) was aware that nothing short of perfection was acceptable. It was a beautiful day at Glade Springs Resort with a fun outdoor reception.

Clifford and Catherine both alternated between tears of joy and happiness, to tears of sadness in having to ‘let go just a little’. Catherine was clearly the second most beautiful person at the wedding (you never upstage the bride!!) with that dark hair, sparkling eyes, designer dress and shoes. They enjoyed so much that Kristen was closer to home and they were able to visit and see her more frequently.

This stroll down memory lane is my attempt to share what I perceive to be Catherine’s uniqueness. Her legacy was her love of friends and how she was a genuine friend – a true blessing. Her life was cut short, but the beautiful memories we have will live forever. I’m sure that a host of home builder friends will agree. Two of those people have shared their thoughts.

“After almost 25 years of friendship Catherine was more of a sister to me than a friend. Of one thing I’m sure – she loved her husband and children.

“She was always there when needed – to help with anything – if just to talk, laugh or cry. We had our private jokes that we shared and laughed and knew what each other was thinking. ‘16 oz makes 1 lb’ will never be forgotten.

“I remember the first time I met Catherine (my first Home Builders convention at Canaan Valley) and I remember the last evening we spent together (what was to be our last time together). And I remember all the times in between.

“Lloyd, Clifford and I have so many wonderful memories, Home Builder meetings, trips, sharing good times and the bad. Catherine and I had special relationships with our mothers and we enjoyed sharing that with each other. Catherine was there when I had to say good-bye to my Momma.

“When Lloyd and I were injured in a car wreck, Catherine was there to help so I could attend the convention at Pipestem. She spent the entire weekend pushing my wheelchair throughout the lodge so I could enjoy the festivities. We laughed and made the best of a difficult situation. That was the beauty of our friendship – we always made the best of everything.

“I always enjoyed and admired Catherine’s ‘sassy’ personality and her devotion to her family. Memories of Catherine will forever live in my heart. She was really a special person. I was fortunate enough to get to know that special person. I miss her.” Myra Crook, (Beaver)

I was told that as he left home to begin Hospice care, he spotted some little ‘something’ on the house ceiling/baseboard/wall that needed a bit of repair. He told them, “You need to take care of that as soon as possible, before it gets worse.” I can’t attest that this is absolutely true, but it sounds so much like the Carroll I knew.

We had some of the best conversations. He had a special name for me, which he always called me-- “Bethie”. It’s a wonderful memory to have and one that and I’ll always cherish. I miss my friend.

Fifteen minutes into the meeting with the Code Issue being the 4th item on the agenda, there were huddles of interested parties in the hallway. These groups represented the Fire Commission, Home Builders Association, Division of Energy, National Fire Protection Association, Habitat for Humanity, Fire Marshal’s Office, National Fire Sprinklers Association, Association of Architects, and a staff attorney from the Attorney General’s office assigned to assist members of the Fire Commission.

Immediately after Mr. Shriver’s call, I called Steve Orlowski from the Codes Division of NAHB to discuss the situation. I told him I needed the “skinny” in 5 minutes or less, as we were leaving for the meeting at the Capitol. He was familiar with the plan and shared what some states had found to be a good compromise.

It immediately appeared that there was a good possibility that future discussion between the groups had some merit – so we persuaded one of the members of the Legislative Rule Making Rule Committee to move to lay the item over for a future meeting.

Senator Herb Snyder (D-Jefferson) told the committee that the Home Builders Association group and others were meeting in the hallway, and urged the committee to give them a chance to continue their discussions. The committee members agreed and the ‘hallway group’ then adjourned to the Capitol cafeteria where they continued discussions for the next several hours.

The end result appears to be two workable compromises – one regarding the fire sprinkler mandate and the other concerning the adoption date for a more strenuous energy code.

The Attorney General’s staff attorney is going to draft a proposed substitute reflecting the compromises and give us a copy by Oct. 1. We will make this available to members on our website (Member Login section) and bring it to the HBA Board of Directors at its next meeting on Oct. 27. Members of the Fire Commission will bring the matter to its next meeting.

The hope is that consensus approval can be reached by both groups and that the rule will be ready for review of the Legislative Rule Making Review Committee at its November meeting. It could be a good ending to a long journey.
