It is not unknown to you that I have been an active advocate of making available UP education in Mindanao. After years of gathering support from fellow UP Alumni in Mindanao and lobbying against opposition from influential private universities, we finally saw the establishment of the University of the Philippines Mindanao in 1995, becoming the 6 th constituent university of the UP System. It was mandated to provide affordable quality education, scholarly research, and responsive and relevant extension services towards the development of Mindanao. In our recent Regional Alumni Institute, one of the resolutions submitted for approval to the President of the Philippines is the creation of a UP College of Medicine in UP Mindanao. These are exciting times. In support of the university, we formed the UP Mindanao Foundation, Inc.(UPMFI) in 1995 to solidify the commitment of the alumni by providing scholarships to poor but deserving students and professorial and research grants to faculty. To date, over 271 scholars have received stipend that helped them in the 4-5 year courses they undertook. More than 40 faculty members have received financial assistance to support their research. I take pride in seeing that the UP College of Medicine Alumni in Davao, the UPCM Class 79, and our personal contributions ( you included, as I gave the pocket money you handed to me during our reunion, to the Foundation ) are recognized in the roster of partners of UPMFI.

_________________________________________________________ Request from UP Mindanao Foundation, Inc.(UPMFI) Dear Doctor Echiverri, Greetings from Davao City, Philippines! With the rising cost of living and the needs for school materials, we know that we need to increase our funding to expand our reach and increase the monthly stipend to P 4000/ month per student. Monetary contributions to UPMFI are deposited in banks or invested in secured higher interest time deposits. Only the interests are used in providing grants and in administering the foundation. UPMFI is managed by the Board of Trustees without any financial compensation, allowances or honoraria.

On December 18, 1945, Iloilo City Mayor Fernando H. Lopez and the Municipal Board members through Resolution 485 move to establish a branch in Iloilo. Congressman Oscar Ledesma endorsed the Resolution in Congress. On February 21, 1946, the U.P. Board of Regents endorsed the petition to Congress. On April 8, 1947 the Iloilo City Hall together with the site of 10 hectares was donated and on July 1, 1947, the UP Iloilo College (UPIC) was opened with Dr. Tomas Fonacier as first Dean. Two hundred and twenty two pioneer students registered.

Susan C Echiverri, MD January 18, 2020 President’s Report prepared for the UPMASA Board of Governors Winter e-meeting, January 2020 On May 31, 1979, the Board of Regents approved the establishment of the University in the Visayas as an autonomous member of the University of the Philippines System. On March 23, 1983 the Board of Regents placed U.P. Tacloban and U.P. Cebu College under the administration of U.P. Visayas. On September 24, 2010 the U. P.Board of Regents in their 1260th meeting elevated U.P. Cebu to that of autonomous unit of the U.P. system. On January 2011, U.P. Visayas consisted of three campuses, Miagao, Iloilo campus, the Iloilo city campus and Tacloban city.

There are two clinics under the Health Services Unit Of UP Visayas. The Iloilo City campus and Miagao clinics. UPMASA has decided to extend a helping hand in response from the Health Officer in Charge , Dr. Cecilia Villaruz’s request for donations to upgrade the facilities. UPMASA chose the Miagao clinic since the UPIC alumni has funded the Iloilo City campus clinic. So far UPMASA has donated furniture for the reception area. The Indiana/Kentucky/Ohio/Tennessee (IKOT) chapter has donated $2000.00 which will be used to purchase a microscope. The clinic when busy having only one microscope has to borrow from other departments. There are four full time physicians and three part time physicians covering both clinics. There is always a physician covering the Miagao clinic. They serve the students, the faculty and administrative staff and their dependents and the neighboring communities. There are six dormitories, several faculty and administrative homes. The health unit serves 35 patients a day, and they are open 24/7. They have lab and x-ray facilities. Presently they are using a 1986 dental chair and are searching for a donor.
