EXECUTIVE SUMMARY

OUR MISSION

The Foundation Facilitates Generosity to Advance God’s Kingdom. This statement is at the heart of all we do. The mission of the PCA Foundation is to provide charitable financial services to Christians, enabling them to carry out their stewardship responsibilities and charitable desires to financially support the Kingdom of Jesus Christ through the Presbyterian Church in America and other Christian ministries. The PCAF’s “niche” is working on the donor’s agenda for charitable giving. Our premier service is the Advise & Consult Fund®, a donor-advised fund. We also serve as Trustee of Charitable Trusts, establish and administer Endowments and Designated Funds for churches, as well as receive and distribute Bequests. The PCA Foundation’s operating support comes primarily from earnings on accounts, trustee/administrative fees, and some contributions. Unlike many other Foundations, the PCA Foundation is donor-driven — that is, the distributions made are designated or recommended by the donors themselves.

Over the next several months, identify a successor president to lead the PCA Foundation into its next stage of strategic growth.

• High degree of competency and experience in financial roles

• Technical experience and knowledge of charitable giving options and approaches

• Experience with the management of investment portfolios

• Current knowledge of tax regulations that apply to charitable giving

JOB DESCRIPTIONTITLE: President

REPORTS TO: Board of Directors

OVERVIEW: Working under the direction of a board elected by the PCA’s General Assembly, the president is responsible for managing the affairs and directing the work and employees of the Foundation. The President of the PCA Foundation is also responsible for the overall growth and management of the Foundation’s assets as well as its relationships with donors and key stakeholders.

STRATEGY

1. Execute and periodically update the Foundation’s strategic plan, working with the Board of Directors.

2. Assure the ongoing effectiveness and value of Foundation’s portfolio of products and services, including cost competitiveness, strong value for Foundation clients, and appropriate integration of technology.

ADVANCEMENT

1. Contact and communicate with prospective donors regarding the unique nature of their charitable desires and appropriate solutions offered by the PCAF.

2. Raise the visibility and awareness of the Foundation and its services among PCA presbyteries, churches, their members, and the larger Christian community; along with their investment advisors.

ADMINISTRATIVE OPERATIONS

1. Work closely with the Business Manager to oversee the efficient and accurate daily operations of the staff, including payroll, benefits, job performance, while providing prompt and professional service to donors.

2. Implement and provide oversight of internal controls to ensure that proper policies and processes are in place to protect the assets of the Foundation and the integrity of its operations.

FINANCIAL OPERATIONS

1. Ensure the timely acknowledgement of donations as well as actions pertaining to grant recommendations.

2. Regularly review financial statements and supporting materials to ensure the financial integrity of the Foundation’s assets.

3. Monitor and manage the investments of the Foundation’s assets in collaboration with the Board’s Investment Committee.

4. Work with the Business Manager to develop appropriate annual operating budgets for ultimate approval by the PCA General Assembly.

STRATEGIC PARTNERSHIPS

1. Serve as the face and voice of the Foundation within the PCA, attending meetings of the Cooperative Ministries Committee, the Administrative Committee, and collaborating with other committees and agencies in mutually beneficial endeavors.

2. Oversee the Foundation’s relationship with auditors, providing timely and accurate responses to their inquiries.

3. Maintain relationships with attorneys, financial institutions, estate planning advisors, tax advisors, and other experts who render necessary and valuable service to the PCAF and its donors.

4. Identify and work with outside vendors for improvement in marketing, technology, and other important aspects of the Foundation’s work.

COMPENSATION: The PCA’s Administrative Committee provides annual guidelines based on information provided by each of the committees and agencies on suggested range of compensation for the coordinators and presidents of committees and agencies.

Key Staff

Randel N. (Randy) StairPRESIDENT

Peachtree Corners, GA, Since: 1998 Prior to serving as the President of the PCAF, Randy served for nearly two decades as a financial executive at Park Communications, Inc, most recently as its Chief Financial Officer. The company owned television and radio stations along with newspapers around the country. The company reached one-quarter of all Americans and employed 3,000 people. During his time at Park, Randy was involved with the company’s initial public

offering. He and his wife Kathy were instrumental in the founding of New Life Presbyterian Church in Ithaca, New York, and later were members of Tates Creek Presbyian in Lexington, Kentucky. After relocating to Atlanta, they have been active members of ChristChurch Presbyterian in Atlanta where Randy serves as ruling elder. Kathy serves as a Women’s Ministry trainer and an advisor to the PCA Committee on Discipleship Ministries.

Quincy M. (Mark) BaileyBUSINESS MANAGER

Braselton, GA, Since: 2001 The Business Manager works closely with the President in planning and follow-through of business goals, decision making, marketing initiatives and regularly occurring projects and deadlines. Responsibilities include the day-to-day function of the PCAF’s fast-paced office; works closely with donors and churches with regard to accounts, investments and customer service;

communicates the PCAF’s services to prospective donors; maintains contact with various investment brokers, financial advisors, banks, attorneys, and other professionals; functions as liaison with the PCAF’s Trust Company; handles various management tasks; and communicates with other PCA Committees and Agencies and PCA churches. The Business Manager is responsible for oversight, maintenance and training of the PCAF’s information technology systems, including Raiser’s Edge, Financial Edge, GrantedGE, and Spectrum.

Lou Anne Ross-PurnellACCOUNTING MANAGER

Flowery Branch, GA, Since: 2012 The Accounting Manager reports to the Business Manager. Responsibilities include day-to-day accounting functions, including monthly and annual accounting closing processes, preparation of materials for the annual financial audit, accounts payable and payroll functions. The Accounting Manager also reports as needed to the President due to the President’s role as Treasurer per the PCAF’s Bylaws.

Rusty is a long-time member of First Presbyterian Church in Tuscumbia, Alabama where he has served on the Diaconate and Session for 25 years. He is a Wealth Management Advisor at Merrill Lynch.

Martin is the Executive Pastor of Faith Presbyterian Church in Birmingham, Alabama. He is also the Stated Clerk of Evangel Presbytery.

William O. (Bill) Stone, Jr. William is a member of First Presbyterian Church in Jackson, Mississippi where he has been a Ruling Elder since 1999. He is also the owner and financial advisor of W. O. Stone Advisors.

Stephen E. (Steve) Dickey, Sr. Steve is the Pastor of Administration and Discipleship at Clemson Presbyterian Church in Clemson, South Carolina. He is also a member of Calvary Presbytery where he serves as Chair of the Administrative Committee of the presbytery.

DENOMINATIONAL OVERVIEW

The PCA Foundation is an agency of the Presbyterian Church in America (PCA). The relationship between the PCAF and the General Assembly remains that of a committee, although PCA agencies may also be incorporated separately for civil purposes. The board of the PCAF is nominated and elected by the General Assembly. As a PCA agency, however, the Foundation president is elected annually by it’s board, unlike PCA Permanent Committees, whose coordinators are elected annually by the General Assembly.

The Foundation is required to make an annual report to the General Assembly through a committee of commissioners. This report includes the Foundation’sannual budget, which has first been approved by the PCA Foundation’s Board, then by the PCA’s Administrative Committee, before being approved by the General Assembly. The Foundation President may also attend any meeting of other PCA permanent committees and agencies, including the Administrative Committee. The PCAF also designates one of its Board members to serve as a member of the Administrative Committee.

Every candidate needs to be aware of two special committees of the General Assembly with whom they will have to interact:

Theological Examining Committee

Any candidate for the office of president of the PCA Foundation is required to be examined by the Theological Examining Committee of the General Assembly prior to commencing work or moving to the field. The only exception will be for candidates who have been previously examined for first and second level positions within a committee or agency of the denomination.

The examination will cover the following areas:

1. Christian Experience2. Theology3. The Sacraments4. Church Government5. Bible Content6. Church History7. History of the Presbyterian Church in America

The candidate will also need to be prepared to state any differences they may have with the denomination’s standards, including the Westminster Confession of Faith, and the Shorter and Larger Catechism.

The theological examining committee is composed of three teaching elders and three ruling elders. After they conduct their examination, they will make a recommendation to the General Assembly for approval regarding the candidate’s exam as well as report the candidate’s stated differences with the denomination’s standards.

Cooperative Ministries Committee

The President of the PCA Foundation is by virtue of the position a member of the Cooperative Ministries Committee (CMC), a special committee of the General Assembly. Its membership consists of the chairmen and chief administrative officers (coordinators and presidents) of the General Assembly permanent Committees and Agencies. The current Moderator of the Assembly and immediate past five moderators of the General Assembly are advisory members.

The CMC is required to meet every January and more frequently as needed. The purpose of the CMC is to foster cooperative ministry between agencies and committees in addition to serving as a forum for resolving issues of inter-agency cooperation, collaboration or conflict. The CMC facilitates integrated long-range planning that supports progress toward the overall mission and ministry of the PCA.
