LPCA traffic CommitteePresident Elliot Mandel introduced Bess Zelle and Christa Abbott, the new LPCA traffic committee co-chairs. Questions about the ultimate plan for the Arlington Blvd, Pershing& 10th Street traffic patterns were raised. It is currently difficult to navigate, regardlesswhether one walks, drives or bikes. The Traffic Committee intends to open commu-nications with the County and the developer. Questions at the meeting included what parts of our community should be involved in developing a long-term traffic plan and what is the history on this project. There were also questions about Lyon Park’s existing transportation plan? The traffic Committee will be opening communications with the County and the developer. What exists in the County, what parts of our community should be involved in developing a long-term plan and what is the history on this (research the existing transportation plan)?

LPCA Membership reportRobbie Brehaut provided a report on the LPCA membership. 61% of the 543 mem-bers on the rolls are paid up members. 75 paid 2 years ago, but not last year. At least one life-time member is continuing to pay annual dues. Michael O’Connor mentioned that the Board of Governors has a list (for purposes of renovation fundraising) that the LPCA membership could use to do a mem-bership mailing, if needed or desired.

Capital Bikeshare PresentationMike Demaio from Capital Bikeshare, made a presentation. CaBi is the Metro DC and Arlington County’s bike transit service. It is a point-to-point service that connects DC, Ar-lington, Montgomery County and Alexandria. Each member gets a key fob, which unlocks a bike at a station. The first 30 minutes are free – for this reason, they encourage use of the system for short trips.

They are currently focusing on connecting the Rosslyn-Ballston Corridor and the Route 1 cor-ridor. They are also focusing on Columbia Pike stations. There are about 35 bike stations now, with a total of about 600 bikes available once the current expansion is completed.

Mr. Dimaio is proposing two more bikeshare stations in the Lyon Park community, and ob-tain some feedback from the group. One lo-cation is at the corner of Arlington Blvd and N. Fillmore Street on the existing VDOT-owned grassy area, because it is convenient to exist-ing trails, and accessible for movement north or south in the County. The County would plan to have a 15 bike dock at this location. There were a few questions, but no objections were raised by the meeting attendees.

The second location is at N. Pershing and N. Wayne Street, where the new development has gone in. 11 bikes are planned to dock at that location. No dislocation of any motor-vehicle parking; since the sidewalk is so wide at that point, and the stations are about 6 feet deep, LPCA members raised questions about infringing on any planned outdoor restaurant seating in the defined area – Mike believes that the area is general easement, which means it is publicly owned. He assured us that he will work with the private property owner to make sure there are no issues with this site.

hrist Church of Arlington (CCA), along with support from a long list of sponsors held the 7th annual Arlington Turkey Trot,

a 5 kilometer fun run/walk through Lyon Park and Ashton Heights on Thanksgiving morning. The event attracted 3,000 runners of all ages! The Lyon Park Citizens Association is proud to be one of the sponsoring organizations for this event which has become a family tradition for many in the Arlington community. In addition to being a fun family friendly event in our community, the run raised critical do-nations for three local charities, Doorways for Women and Families, Arlington Food Assistance Center (AFAC) and The Arlington-Alex-andria Coalition for the Homeless (AACH). We are proud to partner with CCA and others on this worthwhile event!

Come and share some seasonal cheer with your neighbors. There will be cookies and other sweet treats from around the world, bev-erages, a toasty fire, and singing! For the youngest in our commu-nity, you can expect a special visit from Santa and Mrs. Claus. The

festivities will begin promptly at 6:30 p.m. to make sure that there is enough time for all the children who want to say hello to the man in the red suit. This year we are also asking that you bring a canned or non-perishable food donation to help keep the Arlington Food Assistance Center (AFAC) replenished for those families in need. Can you help out? We would love to have your help with the following:• Bring a seasonal dessert item, a healthy snack or a drink to

share that will serve about 15-20 people. • We’re looking for some families to bring a traditional Hanukkah

The spirit of the Halloween Bonfire was not dampened by hurricane Sandy. The weather cooperated and Lyon Park was able to once again have its historic bonfire. Ghouls and goblins oohed and aahed as the branches were piled on the

fire and the sparks rose high into the night. “It’s just like the bonfires use to be” said one spectator. Another said, “You just can’t see this kind of thing anywhere anymore.” Gary Putnam, Wendell Brown and Michael O’Connor collected wood and covered it along with donated wood prior to the storm. With his chain saw David Powell cut firewood down to size and Chuck Philips gathered all the fallen branches in Lyon Park. The Women’s club served gallons of apple cider and nearly 90 dozen donuts to the hungry trick or treaters. From a skeleton crew of servers, a plea to the listserv brought more helpers than needed. Many thanks to Gary Putnam, Shirley Larson, Robert & Sheyla

White, Debbie Kaplan, Louise & Bernie Rostker, Jacquelyn Einsel, Darlene & Dirk Bouma, Julia Young, Elizabeth Rice and Kristen Lippert-Martin for stepping up to the plate to serve and clean up. it was a great night. Thanks to all who volunteered and helped keep this tradition alive.

he school had another successful year for International Night. A big thank you to Mary Kane for coordinating the event and

also to all the volunteers that helped the night run smoothly. There were learning activities for Africa, Asia, North America, Europe, South America, Antarctica and Australia throughout the school. There were all varieties of delicious deserts that always go quickly. My favorite part is watching the student talent. This year we had, Fiona Williams performing an Irish Dance, Bryan and Wendy Perez performing a Guatemalan Dance, Fikre Hailu performing an Ethiopian Dance, Dalai Davaatseren reciting a Mongolian Poem, Ankhil Davaatseren singing a Mongolian Song and Josephine Phillips playing the piano.

Our Adopt-A-Family program will begin after the Thanksgiving break. You will find a family of snowmen in the front hall of Long Branch with tags all over them. This year the tags are for gift cards, requested by Long Branch families in need of our support this holiday season. The way it works is; you choose a tag, purchase the gift card, bring it back to the front office and the LB counseling team will deliver the cards to each family. What a wonderful way to show the spirit of giving and community with your student.

reen Klovers opens In the Shadow of the Volcano by describing her desire to be able to interpret the early signs of serious unrest in a foreign country, and understand what the implications would be for the United States. Was the country unstable? Would that instability endanger Americans or American businesses? As she says, it is hard to tell from 3000 miles away. Rather Klovers wanted to expand beyond drawing on the works

of U.S. academics to confirm her understanding of events. This desire propelled her to Latin America where she developed her own expertise first-hand. To do so she signed up to teach middle-school in a poor neighborhood in Quito, Ecuador for a year. Confi-dent of her strong background in Spanish, her travel, her teaching immigrants in the U.S., Klovers describes vividly trying to teach children born of extreme poverty, corruption, physical abuse, rape, alcoholism and sexism. She recognizes that her students are by and large without a future. After graduating from ninth grade, the most those who survive can hope for is to become a mechanic, carpenter or beautician. And several of them, rather violently, do not survive their academic year. Given Klover’s illnesses, and the loss of 20 pounds she experiences, there was risk to her own health and life. What Klovers reveals is that the poor are relegated to lives totally consumed by the details of survival; the rich live vapidly in a con-sumer paradise. Teaching in Ecuador showed Klovers what a thin veneer civilization is, and how destructive poverty is to the soul, the mind and the body. Klovers describes how life is hard and makes people expendable. Relations seem ephemeral. I had to ask myself how would this be different teaching in some of our inner cities? Is America headed in the same direction?

everal trees have fallen or been damaged by June’s Derecho and October’s Hurricane Sandy. One of the most spectacular

casualties was Wendell and Alice Brown’s huge oak tree which fell across Fillmore street, blocking traffic for several days. The Brown’s recently planted a new Oak in their front yard and qualified to receive a $50 Lyon Park Citizens Association Tree Grant. See the photo of Wendell and Alice on the right proudly displaying their new tree.

The Lyon Park Citizens Association encourages the planting of trees in the neighborhood by supporting several Arlington County initia-tives, notably the annual Tree Distribution program and the Tree Canopy Fund program. Lyon Park also administers its own Tree Grant Program, which makes available up to ten $50 grants each year to dues-paying members who plant a shade tree in their yard.

To receive a LPCA Tree Grant, notify me (phone 301-908-8204 or via e-mail [email protected]) that you wish to plant a tree in your yard. We will discuss the appropriateness of the location for the size of the tree. Nearly all medium to large shade trees are eligible for the grant. I can e-mail a list of recommended trees. After we reach an agreement on the tree species and planting location, purchase the tree and have it planted. After the planting, I will deliver your $50

check and ask you to pose for a photo next to your new tree!

The Fall and Winter seasons are good times to plant trees in the Mid-Atlantic area. Nine LPCA Tree Grants remain available this fiscal year. Please consider planting a young medium to large shade tree in your yard!

ship. Regionally, we had 1 million trips in first 12 months, 2 million within several months after that, and 3 million trips a few months later. The current locations make it very easy for people to bike.

LPCA members asked the following questions: • What happens when the bike docks are full at the location to which

you ride? The system has “bike balancers,” people whose job it is to go from station to station and move bikes from one to another throughout the day. When a docking station is full, renters are asked to ride to the next available station to dock the bike. Stations are situ-ated fairly close to one another, and this generally isn’t an issue.

• What about helmets? There are no helmets. Adults are not re-quired to wear helmets, though Capital Bikeshare sells helmets.

• What about children? Children under 15 cannot use the service; 16 and 17 year olds have to ride with an adult.

• Will bikes have priority on the streets of Arlington, like in Amster-dam? Bicycles are treated like motor vehicles while on the street, so following laws when on a bike should be enforced.

• Will Arlington County plow bike trails in the winter? Will share concern with contact at DPR Kevin Stalica ([email protected]) who is the trails manager.

• Question about the streetcar tracks planned for Columbia Pike: what does Capital Bikeshare have to say about that? CaBi is focusing on creation of S. 9th and S. 12th as priority lanes for bicylists. Sidewalks will be increased to 10 feet in the areas of Columbia Pike where 9th and 12th don’t extend – it is legal to ride a bike in Arlington on the sidewalk, when there are no bike lanes available.

• What is the protocol when a car and a cyclist come to the inter-section going the same way, and the car wants to turn right? Do they need to cede to the cyclist by law? Answer given was to cede to the cyclist in those cases, though of course the cyclist is also required to stop at the light.

• Does Capital Bikeshare pay for itself? In the first year, the program recovered 52% of costs, in the second year, recovered 63% and the goal is to be self-sufficient in a couple more years. With station ad-vertising, they would like the system to become a revenue generator.

• What are the safety and theft statistics? 59 crashes region wide, 13 bikes stolen and not returned, out of 3 million trips.

• What about low-income people without credit cards – how can they use the system? People who don’t have bank accounts or credit cards could go to DC Bank and create one, but currently a person has to have a bank account to use this system. CaBi offers monthly installment plan of $7 a month for low-income residents – about 100 people have used this option so far.

Development CommitteeErik Gutshall led a conversation about development, and what our community’s priorities should be when talking to developers. Erik discussed the difference between by-right and site plan – the former is developed by the owner in compliance with current the current GLUP & zoning ordinance. The community doesn’t have much of a role, though the County encourages the developer to check in with the community and answer questions. The owner in by-right developments still needs to build within the existing zoning for the property.

Site plan is where additional density or exceptions to the zoning are desired by the owner to make the development more profitable. During the site plan process, the community has a seat at the table during Site Plan Review Committee meetings. SPRC is comprised of members of Housing, Planning, Historic and Landmark Review Board & Transportation commission members, impacted neighbor-hoods and interested citizens. There are always competing interests among the SPRC members, and trade-offs often happen in com-mittee meetings. The reason the County is willing to provide more density is to receive community benefits – ranging from affordable housing, to streetscape improvements, to undergrounding utilities, creating underground parking and pocket parks.

What does our community like or want to be considered when developments around Lyon Park are initiated? What is important to our community?• Sidewalks (large, walkable, sunny so they don’t ice up in the winter)• Trees/Canopy (don’t like the new trees being planted, which are

cramped and unhealthy because they don’t have enough room for roots and growth)

• Traffic Management• No bait and switch with community – developers promise things,

but don’t deliver (especially regarding entrances, deliveries and traffic patterns)

• Communication is important• Light pollution is an issue. Would like more dark sky lighting, and

to not have lights on in retail buildings all night.• Community Benefits:

- Parks and open space- Good retail (not 7-11, CVS or mattress stores)- Parking- Sidewalks

• Affordable housing production is important in our neighborhood, especially family-sized units.
