It’s wonderful to feel the crisp air with the change of seasons. I wanted to take the opportunity with this newslet- ter to share with you some recent changes that were made to the Architectural Control Committee (ACC). At the September HOA Board meeting, the Board of Directors voted to make new membership appointments to our Architectural Control Committee. Before I disclose who will be participating on this committee, I wanted to take a moment to thank those community members who have spent approximate- ly two years serving Chapparal in the capacity of reviewing and approving homeowner improvement requests and assisting the Board with covenant compliance issues. Phil Bucher has served as Chairman of the ACC and we all have been fortu- nate to have Steve Cooper, Travis Dickman, Kathy Emmons, David Hayutin, Kyle Kucharski and Christopher Worley provide their input as ACC members. Thanks to all of you for serving in this role and for providing countless hours of your personal time volunteering to ensure Chapparal remains such a beautiful community. All of the Chapparal Board members appreciate your contributions. The new ACC appointments are Phil Bucher, David Hayutin and Christopher Worley. The ACC committee is smaller in size due to the Board’s desire to be more dili- gent in operating in a manner that is in accordance with our governing documents. In the Chapparal Declaration of Covenants, Article V states that the committee is to be made up of three (3) members. Additionally, at the September Board meeting, the Board announced that one of the three ACC members will be a Board member. The inclusion of a Board member, while not required by our Documents, was encouraged by our legal counsel and the Board recently voted to follow that advice for the reasons listed below: The Board is aware of problems in ACC much more quickly; Liaison exists between Board and Association; Board representative can ensure ACC is properly exercising its duty as the Board envisions it; and More unity between the Board and ACC. The Board looks forward to working with Phil, David and Christopher in the future on ACC business that will primarily include any external home improvement requests by homeowners. What To Do About A Barking Dog? A noisy dog is one of the biggest complaints in Chapparal. We

recommend you first contact the dog’s owner. If that fails, youshould know that loud, persistent,barking violates the City ofCentennial Municipal Code.C.M.C. § 7-7-430. Noisy dogs.

“(a) It is unlawful to keep a dog which, individually or incombination with another dog or dogs together makes noise byloud or persistent or habitual barking, howling, yelping, or otherunreasonable noise which is audible from an adjacent or nearbyproperty for a continuous twenty-minute period. If such noisesare separated by pauses, however slight, such pauses shall not tollthe calculation of the twenty-minute period.”

To initiate a complaint regarding noisy dogs, the complainingparty must complete and sign a complaint that contains the fol-lowing information:

• Location, date, and duration of incident • Description of anima (s) involved • Explanation of the violationOnce a valid complaint is received, Centennial Animal

Services (CAS) will issue the owner of the animal a warning. Theowner will then be given seven days to address the problem. Ifseven days have lapsed and the problem continues, the reportingparty and a second witness from a separate household may sign asecond complaint. Upon receipt of a valid second complaint, acitation may be issued.

should control. Dogs normally bark to alert others, to request some-thing, or because they are uncomfortable or bored. The dog ownershould determine why the dog is barking and work to mitigate theundesired behavior. Suggestions are to try limiting the dog’s timeoutside, provide interesting chew toys and teach the dog to usethem, take the dog on walks, make a digging pit, or use a visual bar-rier. (e.g. paint cans not fully dried out), dirt, bricks, cement blocks,large broken concrete, or hazardous materials (e.g. radioactive,corrosive, ignitable, toxic, or medical wastes).

Cannot accept computer equipment. Items cannot protrudeabove the top of the dumpsters. Items should be cut or sized (gen-erally 3-4 feet max.) so they can be easily disposed in the dump-sters and not take up room for other items. No commercialdumpers – landscape companies, contractors, etc. This for theChapparal residents. Appliances are ok if they fit without protrud-ing over top and don’t take up too much room (and someone canlift up!). Use reasonable discretion.

The biggest issues last time were large bulky items that didnot leave much room for others, and lots of branches and shrubsthat had portions that stuck up above the top of the dumpster.

Chapparal Sleigh Ride: Volunteers Needed!!!Fall is in the air and soon, we’ll be raking leaves. And, while

hard to believe, we’ll see snow arrive in our community. What that means is... it’s time to start planning for the 7th annual Chapparal Sleigh Ride event, scheduled for Sunday,December 6, 2009.

To ensure that this wonderful community tradition is a suc-cess, we are looking for volunteers to help with the following,either prior to or on the day of the event:

• Bake / bring cookies or other baked goods• Bring and serve hot beverages (coffee, cider)• We need both adult and teenage volunteers to help spread

woodchips at the site of the party.• Schedule advance sleigh ride reservations on December

4th and 5th. This is typically coordinated over the phone.We need teenage volunteers to help with:

PARENTS WANT CCSDThe Cherry Creek School District was once

again named a “What Parents Want” award-win-ning school system. Only 16 percent of thenation’s 15,571 public school districts were recognized for meet-ing the needs of families choosing schools, according toSchoolMatch, the nation’s largest school selection consultingfirm. The honor was based on a variety of factors including homeproperty values in the school district, class size and schoolaccreditation.

‘THE PURSUIT OF HAPPYNESS’ AUTHOR COMING TO CCSD

This month, students, families and community members areinvited to be inspired by Chris Gardner, author of ‘The Pursuit ofHappyness.’ The book details his struggle to overcome brokenrelationships, poverty and homelessness while raising his youngson. It became a best-seller and a blockbuster film starring actorWill Smith as Gardner.

CHERRY CREEK SCHOOLS EARN ENERGY STAR DESIGNATION

The Cherry Creek School District was named an Energy StarPartner by the U.S. Environmental Protection Agency for itssuperior energy efficiency and environmental protection. In addi-tion, 18 elementary schools received Energy Star designation fortheir energy efficiency and conservation efforts. They are:Antelope Ridge, Aspen Crossing, Buffalo Trail, Coyote Hills,Dakota Valley, Dry Creek, Greenwood, Heritage, High Plains,Holly Hills, Holly Ridge, Homestead, Independence, MeadowPoint, Red Hawk Ridge, Summit, Village East and Willow Creek.

The total census survey has 10 questions.The long survey is no longer used. Staff has always updated withthe census bureau when annexing areas. Ways to involve the com-munity are being indentified. A federal campaign will involve useof the media and schools. Centennial plans to engage organiza-tions, use local events, city website, ads on bus shelters, churches,rec centers, libraries and newspaper articles to engage citizens.CODE ENFORCEMENT AND PROPOSED ORDINANCES– Susie Ellis, Code Enforcement

Almost 3,000 complaints have been received so far this year.Types of violations reported are: weeds, inoperable vehicles, out-side storage, trailers, boats, oversize vehicles, temporary signs inthe ROW. About 88% of violations are resolved following a firstcontact. Extensions are granted to violators with a valid reason.Most violations are resolved in about 20 days. HOA covenantscannot be enforced by the City.

Six proposed new ordinances have been surveyed and pre-sented to Council: 1. Surface parking for motor vehicles and trail-ers parked on lawns, 2. Stockpiling or accumulation of junk, 3.Firewood (two cords reduced to one cord with screening), 4.Right of Way obstructions of sidewalks with overgrown vegeta-tion, etc., 5. Sight of Triangle obstruction at intersections with astop sign. 6. Violations observed from private property – wouldallow code enforcement officers who are invited into a neighbor-ing backyard to view violations that occur in a backyard.

City Council directed staff to move to draft ordinances for theRight of Way and Sight Triangle obstructions and not to moveforward on the other four proposals.A public workshop on Code Enforcement will be held on

d. Proposed governing document updates are recommendingmodifying ACC membership be comprised of a “mini-mum of 3 members.” Concerns were expressed aboutsmall number, getting a quorum, and turning away volun-teers. Suggestion made for ACC to consider an advisorycommittee .

e. Nominations and selection of the 3 ACC membersi. The HOA Board asked current ACC members and

HOA Board members if they were interested in beinga candidate; 4 expressed interest – Phil Bucher, DavidHayutin, Christopher Worley and Bill Andrus.

ii. ACC will determine the Chairpersonf. ACC role clarity – per our governing documents, they are

responsible for architectural review and approving exteri-or improvements (The HOA Board is responsible forcovenant enforcement).Motion to approve: Phil Bucher, David Hayutin andChristopher Worley approved unanimously.

Centennial City Clerk’s Office today certified three candidatesfor Mayor, vying to replace founding Mayor Randy Pye who isterm limited. The Candidates include Todd Miller, Cathy Noonand Greg Schoenfeld. A fourth candidate, Michael Weber, isusing a three-day cure period to amend his initially insufficientpetitions. Seven Centennial residents are running for the District1 City Council seat after Council Member Betty Ann Hamiltonresigned her position 10 days ago. Those qualified to run for thetwo years remaining in the term are Peter Cooney, GaryFurnee, Michael Hall, Sonni Marbury, Vorry Moon, RonPhelps and Sharon West. Rick Dindinger is running unop-posed for his four year term in District 1. Two candidates forDistrict 2 include Council Member Sue Bosier and opponentScott Watters. A committee of business and community leadershas been overseeing the project and has asked residents and busi-nesses to define what “Centennial is.” The information has been

District 1 City Council Member Betty Ann Hamilton and set aspecial election on November 3, 2009 to fill the vacancy. Hamiltone-mailed her resignation to City Council on Saturday saying shehad moved out of District 1 and could no longer serve. Her termon Council has more than two years remaining. After consideringseveral options, the City Council agreed to send the election to vot-ers using the same mail ballot as the regular City election inNovember. The winning candidate will serve out the remainder ofHamilton’s term. Centennial’s Council has two representativesfrom each of four districts. Normally, one seat in each district issubject to election this year. In District 1, Council Member RickDindinger is running for a second term. The new vacancy willmean that both District 1 seats will be on the November ballot.8. Construction to improve the traffic flow at Arapahoe Rd. and

I-25 began on Monday, September 28. Message boards approach-ing the interchange now advise the public of the upcoming con-struction. Major construction will be completed in January 2010,weather permitting. The project will add an additional through lanein each direction underneath the I-25 bridge structure by utilizingthe existing on-ramp roadway. This means that the third lane willbe separated from the existing through lanes by bridge pillars.Other improvements include an additional dedicated turn lane from

westbound Arapahoe Rd. to northbound Yosemite St., and modifi-cations to the center median to improve left turn movement fromsouthbound I-25 to eastbound Arapahoe Rd. These are interimfixes until funding is available for reconstruction of the full inter-change sometime in the future. The Colorado Department ofTransportation (CDOT) is managing the construction and fundingthe improvements from leftover TREX funds of about $4 million.Work will begin on the Southwest corner of the interchange andthe south sidewalk will be closed. All travel lanes are expected tobe open except for periodic lane closures for utility work. Many ofthe larger modifications will be done overnight in order to keepdaytime traffic moving. CDOT has devoted a web page to the proj-ect. Arapahoe County1. Governor Bill Ritter recently appointed Arapahoe County

Commissioner Frank Weddig to serve on the Colorado CompleteCount Campaign Board for Census 2010. The panel was created topromote and advertise the 2010 Census, respond to public ques-tions and concerns and ensure the highest census participation ratepossible. Complete Count Committees are volunteer committeesestablished by state, local and tribal governments, and/or commu-nity leaders to increase awareness of the 2010 Census and motivateresidents in their communities to respond. The Arapahoe County Clerk and Recorder’s Office recentlywas recognized by the Donor Awareness Council for having thehighest percent average of people joining the Colorado organ and tis-sue registry for 2008. Seventy four percent of people that walk intoArapahoe County Motor Vehicle offices agree to be a donor as com-pared to the 60 percent statewide average. Last year, there were 115organ donations in Colorado and 50 percent of those were authorizedby the Colorado and Wyoming donor registries. About 43.1 percentof the people using the Clerk and Recorder’s Driver’s License officecontribute to the donor awareness fund. The state average is 23

South Suburban Recreation Centers Host Blood Screenings

South Suburban Parks and Recreation is hosting comprehensiveblood screenings conducted by the University of Colorado Hospitalfrom 7 to 9:30 a.m. at the following recreation centers:

This high-quality laboratory screening with rapid turnaround ofresults consists of 30 tests, including a lipid profile. Test results will besent directly to your home. Supplemental tests can be requested for anadditional cost. Participants must be at least 18 years old, and 12 hoursof fasting are recommended before blood is drawn. Fee is $40 per per-son. 4. Arapahoe County Motor Vehicle customers will now beable to pay for their transactions with a credit/debit card or anelectronic check. Customers can use their MasterCard, Visa orAmerican Express to pay for their transactions. There is a conven-ience fee of 2.7 percent of the total transaction. If customers optto pay for their transaction by electronic check, there is a $1charge. The fees added to each transaction cover the maintenanceand support of the software and equipment. Arapahoe Countydoes not retain any portion of the convenience fees. ArapahoeCounty began accepting credit cards on Sept. 2. Prior to that date,customers were only able to pay for transactions by cash or check.
