Better places to live in or visitTourism as we know is a smokeless industry,

but it too has negative impacts on theenvironment, social lives of the people and thedestinations themselves. In some cases largenumbers of visitors cause damage,contamination or even threats of destructionto the ancient edifices, artifacts, paintings andmurals which in reality are invaluable heritagesof the host country.

As tourism is a promising and lucrativebusiness, no country can discard this industry.Instead, countries around the world are vyingwith each other for a larger share in the globalmarket minimizing the ill effects andmaximizing the benefits for national interestthrough the best possible means of protectingthe environment, the way of life and thedestinations.

The bottom-line here is the sustainabledevelopment covering economic growth,environmental conservation and social andcultural values. Finally, the industry has founda new way of travelling which is aboutrespecting and benefiting the destinations,artifacts, local people and the environment.

Responsible tourism as it is called today isthe best way global countries have found atpresent for sight seeing, recreation, fulfillment,discovery, adventure or any other kind oftourism. It eases harmful economic,environmental and social impacts whilegenerating superior economic benefits for localpeople and enhancing the well being of thepeople of host countries.

Actually, responsible tourism can help avisitor know more about local cultures andenvironments through the active involvementof local people. It encourages the traveler tobuy local products, hire local guide, makecontributions for local projects, stay awayfrom buying products made from endangeredspecies, hard woods or ancient artifacts, respectlocal sacred places and traditions and cultures,use public transport, and understand the viewsand concept of locals.

Hence, we hope that through theresponsible tourism the world will offer betterplaces for people to live in and better places tovisit.

WASHINGTON, 12 March —US President Barack Obamaon Sunday called Afghan President Hamid Karzai to expresshis “shock and sadness” at the killing of Afghan civilians.

A US soldier Sunday morning walked out from hismilitary base in Kandahar Province and opened fire, killing16 civilians, including women and children.

“President Obama extended his condolences to thepeople of Afghanistan, and made clear his administration’scommitment to establish the facts as quickly as possible andto hold fully accountable anyone responsible,” the WhiteHouse said in a statement.

Obama also “reaffirmed our deep respect for the Afghanpeople and the bonds between our two countries,” Xinhuaquoted the statement as saying.

Karzai condemned the killing as an “unforgivableaction”, demanding an “explanation” from Washington.

WASHINGTON, 12 March—The killing of 16 civilians inAfghanistan, allegedly by a lone US serviceman, is one moreblow to President Obama’s hopes for an easy exit from a 10-year-old war and deepens doubts about US plans to assignadvisors to Afghan forces.

The gruesome predawn attack showed how horrificand unforeseen events in Afghanistan, not timetables andplans at the White House and Pentagon, are setting theendgame for America’s involvement in a deeply unpopularwar. TOKYO, 12 March—Japan’s core machinery orders rose ata faster pace than expected in January in a sign that rebuildingthe country’s tsunami-battered northeast coast could propelcapital expenditure and support the fragile economy. Coremachinery orders, which help gauge the strength of capitalspending, rose 3.4 percent in January from the previous month,beating a median market forecast for a 1.6 percent increase.

The data bolsters the argument that domestic demandcan drive the world’s third-biggest economy this year as thecountry rebuilds from last year’s disaster and could stay thehand of the Bank of Japan when it starts a two-day policymeeting later on Monday. Other recent data, includinglarger-than-expected gains in industrial output and an upwardrevision to fourth quarter gross domestic product, also raisedhopes that Japan’s economy will gather momentum this year.

Esteemed peopleFirst, I wish all the people good health and happiness.I, U Khin Maung Swe, leader of National Democratic

Force, will do my presentation. The first thing I would liketo explain is that the symbol portraying a bamboo hat withdouble stars overhead is the official logo of our NationalDemocratic Force, which is also called ‘Khamauk (Bamboohat) Party’. As this logo has been legally permitted by theElection Commission, I would like to make it clear that itis the real logo of our party.

Our party upholds five principles —ensuring internalpeace, national unity, equal right for the entire nationalpeople, equitable development of all parts of the nationand genuine Union. They are basic principles for buildinga new democratic Union and concerned with each andevery citizen. Here, we pledge that upholding theseprinciples, our party will try to have a careful watch bothinside and outside the Hluttaw with political awareness inorder to serve the public interest.

Therefore, we will try to ensure a democracy-basedconstitution by promulgating political, economic andsocial laws in the legislative Hluttaw, which will serve thebest interests of the people. We believe that we will beable to promote the living conditions of the nationalpeople within the framework of legislative law.Esteemed people,

Without peace, our economy will not develop.Without economic development, a Union with equaldevelopment will be a long way away. In the Union withinequitable progress, we cannot seek national unity. Anation without national unity will still have politicalproblems. Our view is that achieving peace by solving thepolitical problems now is the national cause.

This is why in Myanmar we have to take steps forpromoting democracy, peace and economysimultaneously. And then, every family will be able to earnenough income to improve their living standards. Ourparty believes that the economy of both the entire peopleand the nation will improve through development ofagricultural economy and small and medium enterprises.With this belief, we promise to continue our efforts in thelegislative Hluttaw.

Our party submitted the proposals on the continued

granting of amnesty, clearing of land mines, increasing ofmonthly pensions and national water resource legislation(as supply of pure drinking water is a basic human right).Moreover, we made proposals on the increasing ofagricultural loans, ensuring the right for every farmer toown government grant-land, protection of women’s rights,ensuring women have equal rights with men, ensuringservice personnel mothers get three-month maternity leaveafter delivering their babies, ensuring cost-sharing healthexpenses and the emergence of people’s hospitals inwhich the State will bear all medical expenses of thegrassroots.

Our party maintains political uprightness — we dowhat have been said and we say what have been done inthe interest of the people. Nothing is more important thanloyalty to the people. We proved that in the 2010 electionsby coming forward before the people who could not havedecided who and which party they had to vote for. Despitehaving only a few seats in the Hluttaw, we have shown ourpolitical blood saying daringly what we wanted to do. Thisis why a scientist once said that one can move the worldif he has only one standing. Here, we pledge that our party,even if we had only one seat in the Hluttaw, would try toshake the parliamentary politics if it was in the interest ofthe people.Esteemed people,

Although our party had to struggle politically, weworked together with other democracy forces for civilianadministration and parliamentary politics in the interest ofthe people. It is clear that we have shouldered thedemocratic duty with political outlook for the wellbeing ofthe people. The Myanmar people still have to be in direpoverty. To eliminate their wounds of poverty, we have tocreate jobs. According to our policy, our party submittedthe proposal to the Hluttaw demanding that the State andprivate banks disburse capital loans for all business people,including vendors, merchants and entrepreneurs. Themicro-credit loan plan for rural development being carriedout by the government is found to have been in conformitywith our party policy. If we continue the micro-credit loanplan and employment measures for the people sufferingfrom poverty, we believe that we will be able to reduce thepoverty rate effectively.

The slogans of our party for the upcoming by-electionsare: It is Khamout that changes the system and It isKhamount that changes the era.

This is the history of our party. When political partyregistration law was passed in 2010, we formed NationalDemocratic Force with political sense and political outlook.No one can deny that the people who had lost democracyfor many years found out the trace of democracy at thattime. Therefore, our party’s slogan was ‘Let’s vote forKhamount for the victory of the people’ in order for thepeople to meet their basic needs. Our party values newgenerations. As the future of the nation is in the hands ofyoung people, the political future of our party will be built

with the strength of youths.So, we have committed toachieve the victory of thepeople with the strength ofthe youths.Esteemed people,

We have to achieve thegoal of perfect marketeconomy. For the properevolution of marketeconomy, there must beguarantees for full private

ownership rights. Every citizen must have equal right todo business. Only then, can perfect market economy beachieved. Therefore, to the Hluttaw, we made a proposalon the promulgation of economic monopolizationprevention law so that only a handful of people cannotmonopolize the economy. Besides, our party willencourage the abolishing of laws that are not in conformitywith democratic practices. Actually, we took measuresfor economic legislation that will suit AFTA to emerge in2015.

Democracy is the tool of freedom and that freedomwill be enjoyed depending on the amount of publicparticipation. If there is only the rule of law withoutjustice, one’s own freedom will be threatened. Gravepoverty will also restrict one individual’s freedom.What’s more, if a group of people accumulated allrichness, freedom of the majority will be threatened aswell.

Therefore, we have to guarantee one’s own freedomby discarding social wounds such as poverty, lack ofeducation, unhealthiness and unemployment. Withindividuals fully enjoying their freedom, we will be ableto reach a democratic society. We are keeping socialliberalism and market-oriented economy in the fore.

We have four fulfillments for the people. They are asfollows:

- to eliminate social wounds- to develop social rights- to make sure the people meet their basic needs- to reach the Union with equal right and achieve

national unityWe will continue our political journey side by side

With the above five principles and four fulfillmentsin hand, we will send our candidates before the people sothey can shoulder the duty the people will give in the by-elections.

Our party is doing steadfastly in the present Hluttawsession. This is why we promise that our party’scandidates who looks at only the public face are not theones who will stay in the far corner of the Hluttaw if thepublic face has turned pale.

The translation of his presentation is as follows:-

Esteemed Peoples,First of all, I wish all the people watching the TV right

now and the 60-million population of Myanmar may freefrom fear and enjoy happiness and good health.

I am Dr Than Htaik Oo, Chairman of People’sDemocracy Party based in Mandalay Region. I would liketo present our party’s policies, stance, political concepts,work programmes, future work and objectives to protectthe interests of the people.

To present our party’s policy, stance and politicalconvictions, I’d like to clarify our party’s flag, logo andemblem first.

There is a blue colour square on the left upper corneron the red background is designed on our party’s flag andthere is a big white star circled by five white stars in equalsize in the blue square. The hammer and sickle tools anda pinion circled by 14 white stars in equal size are designedon the lower right corner of the flag. The red colourrepresents brave and decisiveness, the blue colour peaceand the white cleanliness. The big white star representsthe Union and the five white stars in same size around itrepresent workers, farmers, intellectuals andintelligentsias and businessmen, reflecting the Union issurrounded by the people from the five strata.

The design of the hammer and sickle tool circled by14 white stars in same size represent shows that thedevelopment of the country would be carried out basedon the farmers, labourers and workers in industries.

This design of hammer and sickle does not meanthat we uphold the leftism. It is found that the populationof workers and labourers in the agricultural sector of thedeveloping countries in the South East Asia is huge. InMyanmar, the population of farmers living in rural areasmakes up the 70% of the total population of the country.Besides, the country has seen gradually development ofsmall- and large-scale industries and foreign investmentwould flow into the country in the near future due to thepolitical reforms. There would be a rise of workerspopulation when mass production driven by foreigninvestment happened in the country. Therefore, nationsin the south-east Asia region including Myanmar shouldwork for the development based on farmers and workersand it is necessary to promulgate policies and laws thatshall give protection to those strata. This is the reasonwhy we use the symbol of the hammer and sickle andpinion.Esteemed Peoples,

Let me clarify our party’s policies, stance, politicalconvictions, long-term visions and current visions. Thepolicy of our party is aimed at building a socio-economicenvironment blessed with freedom, social security andbasic rights or a social market economy in which socialaffairs and the economy is agreeable each other. It is foundthat the world’s rich countries such as Norway, Swedenand Scandinavia which also meet the high living standardhave a political system that combines the principles of thefreedom of democracy and socio economy. In Myanmar,there is a wide gap between rich and poorness today due

to lack of fair competitiveness in the past. If liberalization andfree market system are allowed in the country by reason ofdemocracy, the rich will become richer and the poor will bejust in comfortable. If there is no laws which can guaranteeprotection to the masses even in the transition period, therewould be social disparities and exploitations. Besides, it isthe time to prepare for promulgating laws that can guaranteeprotection to interests of the farmers, workers, small- andmedium – scale industries and entrepreneurs as foreigninvestments are going to flow into the country due to theopening up of the country. As part of efforts for preventionof social disparities, laws should be drawn to give guaranteebasic rights such as education, health, social security andworkers rights and can guarantee in minimum. The agreeablesocio economic environment should be for all citizensincluding the peoples of different national races and religions.It is our party’s policy, stance and political convictions toemerge only one Tatmadaw comprising all national racesand equal sovereignty of the Union.Esteemed Peoples,

My presentation on our party’s policy, stance andpolitical convictions are a long-term visions, and anenvironment where socio and ecomomic affairs are agreeableeach other should be built with the participation of thegovernment, Hluttaws and the people. That’s why, mypresentation above are our party’s long-term visions.Esteemed people,

May I present our party’s current aims and objectives,process and undertakings. While taking a look at thecurrent situation, our country’s democratization is only atthe stage of political transition. People feel the directimpact of political, economic and social instability, whichis usually faced in the time of transition. The countries intransition always have to face such difficulties as policyimplementations have yet to reach low-level administration,there is no adaptation of the old system to the new one andself-interested low-level administration and businesstycoons are making capitalizations on ordinary people whoare unfamiliar with the new system by using the abuse oflaws. The ordinary people have to suffer the directconsequences of it. Taking a look at our country’s transition,although country’s highest institutions which are thegovernment and the Hluttaws are putting strenuous effortsinto the democratization process, it can be seen that it haveyet to reach low-level administration. It is also found thatthere is weakness in obedience to the new system, theirsheer negligence of it and adherence to the old system. Forinstance, here, I would like to present the problems ofpeople in Mandalay in which our party headquarters. Ourparty was set up only after the 2010 Election. Since then,we have been engaged only in politics outside the Hluttaw.The affairs with which our party is dealing more frequentlyare that unlawful confiscation of ordinary people’s lands,removal of those people and physical oppression in someplaces by self-interested business tycoons in cooperationwith low-level administration. With a view to ensuring theconsolidation of check and balance system which is theessence of democracy, we are submitting complaints fromthe people who come into contact with our party about theirgeneral grievances to the President, the respective Hluttawsand the respective Union level organizations along withfull legal evidences, even though our party is outside theHluttaw. Thanks to it, low-level administration thatoppressed the people could be charged. Other difficultiesare illegal taxes and unfair fines, which are not in accordwith the Constitution. For instance, people have to pay thefines to three departments for one traffic rule penalty whilea roadside vendor has to pay unlawful taxes to three or fourdepartments. Mandalay Region Government has alreadyabolished All Buses Lines Supervisory Committee

recent cases of oppression over the basic stratum, ex-governmental officials and ego-centric capitalists, takingadvantage of ambiguity and some loopholes of law, wenthand in glove with some self-interested departments andstaff and confiscated over 80 acres of farmland illegallywithout prior notice from farmers who are working onthose farm honestly. People who suffered from illegalfarm confiscation asked help from our party with muchtrust in us. So, we are collecting required legal evidencesand preparing to submit the case to the President andHluttaws at different levels and committees, and relatedUnion ministries in search of justice.Esteemed people,

In addition to some recent cases I have presented,there are many more similar cases. We know howMandalaly people feel as our party is headquartered inMandalay. As well, our party members and candidatesfrom regions in which we open party office know well thehardships of the people concerned. So, I would like toinform the people that every representative of partyknows exactly how people in those places feel and seekingremedial solutions.Esteemed people,

Currently, we are realizing our long-term and short-term objectives, work programmes and political beliefs,public interests prevention works as a political party outsidethe parliament. No matter, we win a seat in the parliamentor not, we would accomplish the responsibility of a politicalparty to get check and balance into shape and to protectpublic interests, the essence of democracy. However,during the transition period, it is more effective take actionsinside the parliament rather than outside so as to solve thedifficulties of the people especially the basic stratum. Toeliminate the problems people are facing, it needs to discussgrievances of the people at the parliament and submit thebills for enactment of certain preventive laws to ensure ruleof law. To do so, we need to win seats in the parliament. Wejust cannot walk straight into there and no authority cantake us into there. We cannot get into parliament unlesspeople, the original owner of the national authority, allow.If only the people cast vote in favour of our party, canrepresentatives from our party can demand and submitbills in the interests of the people.

Therefore, I would like to request the people—Please let us protect your general interests and send

our party members into the parliament.We know what you feel and what you want to be. We

have also sought the ways to realize your dreams. We won’t go into the parliament just for sitting and

to say “Yes” but to amplify the voices of the people. Ipledge we would surely take the bills to protect theinterests of the people when we go into the parliament.

Let us air the grievances of people especially offarmers and blue workers at the parliament, protect publicinterests and build a society of harmonious socio-economy. Trust us and let us serve for you. Please, votein favour of People Democracy Party whose emblem ishammer, sickle and pinion.

Upskilling Programme for FreshlyAppointed Tutors of English, EnglishLanguage Course for Higher EducationTeachers, English proficiency course ofstudents of Ph.D courses, summer Englishrefresher course for English teachers, GlobalEnglish courses and SEAMEO Englishcourse are being opened.

A total of 548 trainees completed 13English courses at Myanmar-India EnglishLanguage Training Centre from December,2009, to December, 2011. Staff under theministry are also sent to English proficiencycourses conducted by Myanmar-SingaporeTraining School.

A workshop on education promotionwas held from 24 to 27 May 2011. Elevenacademicians for higher education sectorand eight for basic education sector dis-cussed English proficiency in groups. Forpromoting English language skills of stu-dents, ongoing tasks and other measures tobe taken for English language developmentaccording to the results from the workshopwill continue. So, regarding that matter, thereis no plan at the moment to hold a separateworkshop.

In response to the question of U TunThein (a) U Tun Tun of Mansi Constituencyabout whether the government has anyplan to carry out reconstruction work forthe resettlement of local people who fled

their region due to clashes in Kachin State,Deputy Minister for Social Welfare, Reliefand Resettlement U Phone Swe said thenumber of people who have moved tempo-rarily to 65 rescue camps in 12 townships forsecurity reasons is 19103. They are nowbeing rendered assistance by governmentdepartments, the Kachin State government,public wellwishers, UN agencies and INGOs.Up to 6 March 2012, cash and aids worth K2652.689 million were provided. Measureswere taken for the education and healthcareof the children of those families.

When peace prevails, those who wantto resettle in their native places will beallowed to do so with reestablishment oftheir businesses. And new projects will beundertaken for those who want to settle innew places. In the second week of February,a group led by the deputy minister for borderaffairs and deputy minister for social welfare,relief and resettlement made a field trip andcarried out resettlement and rehabilitationtasks for those people who fled their regionsdue to regional security. In so doing, theUnion government and the state governmentas well as UN agencies, NGOs, INGOs andpublic wellwishers are cooperating with eachother.

Next, Deputy Minister for Energy USoe Aung answered the two questions aboutthe energy sector raised by two MPs.

Regarding the question by Dr ThanWin of North Okkalapa Constituency aboutwhether the State can reconsider anyamendment concernging the increasedelectricity bills and fuel prices as that canhave impact on low-income people, thedeputy minister said that diesel is mainlyused in public transport sector. As dieselprice does not change, commodity flow willnot be affected and the economy of thepeople will not be affected either. Increasedpetrol prices are cheaper compared with theneighbouring nations. As a result, publicburden can be reduced, the Ministry ofEnergy’s spending of money from the fundof the Union Government can also bereduced. Thus, the government can spend

more on other sectors such as public health,education and social sectors.

The Union government has directed theministries to operate themselves in abusinesslike manner. So, the ministries needto stand on their own income and it is a mustin the market economy system. Electric billsdid not increase tremendously and suchmeasures had to be taken so as not to causepublic burden and to reduce the spending ofthe government’s fund.

Regarding the question of U ThaungHan of Yinmabin Constituency on “there isany plan to implement Urea Fertilizer Plantproject on the river bank of Salingyi,Yinmabin and Kani Townships on the westbank of Chindwin River in Monywa Districtwith the use of gas from gas reserve inMahutaung Region, Pale township”Monywa District, the Deputy Minister re-plied:

Thingadon region of Pale Township,Monywa District sees decrease in amount ofoil and natural gas less than estimated. So,Padaukkone well No.3 and Yargyi well No.1were stopped, which would be done inMahutaung region. At the same time, gasand oil exploration and drilling inThingadon region were temporarily stopped.Detailed survey on findings is being con-ducted. Development programme for gasexploration can be drafted only after gasreserve in Thingadon Region is known. Then,gas exploration can be carried out on acommercial scale in Mahutaung Region. Itwould take six or seven years for gasproduction.

Construction of a new fertilizer plantneeds enough gas as raw materials and fuel,gas with quality chemicals, enough invest-ment, time and technology for running ofthe plant. The project can be implementedonly after detailed survey regarding theaforesaid factors is conducted.

Deputy Minister for Construction UKyaw Lwin replied the questions raised bytwo representatives. With respect to thequestion of Daw Nan Say Owar of Hpa-anConstituency on “there is any plan toreduce closing time of Thanlwin Bridge inKayin State or to make arrangement for24 hours use,” the deputy minister saidthat: Kayin State is sharing border with theother country where Thanlwin Bridge

crosses. There was no peace and stabilitywhen Thanlwin Bridge was opened. So,security forces designate crossing time forsecurity measure of the Bridge. Officialsconcerned gradually reduce the closingtime based on Kayin State’s peace andstability.

People can use the Bridge from 4 am to10 pm, starting 8-2-2012. Security forcesallow the use of Bridge on emergency basis.There is a plan to reduce the closing times ofthe bridge in coordination with Kayin Stategovernment if the region sees more peaceand stability.

With respect to question of U AungKyaw Khin of Kyauktan Constituency on“Why are respective departments carryingout survey and taking photos and videos offarmlands and huts in villages in 11 village-tracts on the other bank of Hmawwon Creekand in Kamakaloke Station in KyauktanTownship” the deputy minister replied: withthe aims of ensuring the State’s economicdevelopment, technology transfer andcreating more job opportunities in the region,confiscation of farm lands was carried out forconstruction of industrial zone in Thanlyin-Kyauktan region development area.

Human Settlement and HousingDevelopment Department is collecting dataand taking photo and video records incooperation with General AdministrationDepartments in Thanlyin Township andKyauktan Township and Settlement andLand Records Department so as to know theimplementation of special economic zonesin industrial zones area and its related areas.Doing so is meant to know actual conditionsthere if the State has plan to implementspecial economic zones in that region.

At the report-submitting session,Chairman of Bill Committee U T Khun Myatsubmitted the committee’s report regardingthe foreign investment bill sent by AmyothaHluttaw.

The Hluttaw has proposed to discussthe Bill on 16 March. Those representativeswho want to submit the amended proposalare to register their names not later than 14March, along with detailed description ofparagraph, subparagraph and particulars. In the 2012-2013 fiscal year, MonyoTownship Development Affairs Committeewould pave a distance of three furlong withasphalt in the township at the cost of K 21million funded by the State and work onconstruction the new road linking betweenNyaungpinkaryar and Kanyan villageswould be launched in the 2013-2014 fiscalyear and stepped up year by year, he said.

U Aung Win of Taninthayi RegionConstituency No 4 asked whether theministry had a plan to upgrade the roadlinking between Kyaukhlegar andTaungzin in Thayetchaung Township to agravel one.

The Union Minister replied that theroad had a distance of seven miles and fourfurlong in a gravel section and seven milesand four furlong in earthen portion totaling15 miles. The ministry had constructed adistance of two furlongs in the 2007-2008fiscal year and two concrete bridges in the2008-2009 fiscal year and one woodenbridge in the 2010-2011 fiscal year, at thetotal cost of K12.62 million.

It was estimated that it would cost K606million to upgrade the road which was about10 miles long and just a road for bullockcarts to a gravel one and it would be necessaryto seize private-own farmland to upgradethe road. Besides, it would cost around K55.5 million to construct two 80 ft longbridges and five wooden bridges on theroad, reaching a total cost of K661.5 million,he said.

Thayatchaung Township DAD wasconstructing the distance of two miles ofRin-kanatthiri earth road and the distanceof one mile of Nyaungzin-Sawbya gravelroad at the cost of K 48 million funded by theState, he said.

The upgrading of the old road passingthrough Kyaukhlegar, Sawbya,padatchaung and Taungzin would benefitthe areas than construction of Kyaukhlegar-Taungzin new road, and a distance of twomiles of road section between Sawbya andPadatchaung would be upgraded to a gravelone in the 2012-2013 fiscal year and theremaining sections would be upgraded yearby year.

Afterwards, two representatives askedquestions related the education sector andDeputy Minister for Education U Aye Kyureplied the questions.

Dr Tin Shwe of Yangon Regionconstituency No 6 asked whether theministry to transfer teachers working inother areas to their residential townships.

Deputy Minister U Aye Kyu replied thatthe Ministry of Education had been takingmeasures related to yearly transfer of teachersincluding those who should be transferreddue to their family and social conditions andthose who had been serve their duties for oneor two years in specific areas.

With respect to the question of U ZungHlei Htang of Chin State Constituency No.2on “ there is any plan to upgrade the postprimary school in Htalanyaw village inFalam Township into middle school(branch)” Deputy Minister for Education UAye Kyu said that for more educationopportunity, Ministry of Education is up-grading of schools and opening of newschools for four years project starting 2012-2013 Academic year. There are 372 postprimary schools in which a total of more than150 middle level students are pursuing theireducation. Post primary school in Htalanyawvillage in Falam Township has 49 middlelevel students only. So, there is no plan toupgrade to Basic Education Middle School(Branch) at present.

Regarding the question of U Thet NaingOo of Bago Region Constituency No.6 on“does the Union government assign theduties to private companies and entrepre-neurs for carrying out economic and socialaffairs in Region/ State or whether or notthe Union government can do like so,”Deputy Minister for National Planning andEconomic Development Dr Kan Zaw re-plied: with respect to the State’s economy,Chapter 8, Section 370 “Citizen, Funda-mental Rights and Duties of Citizens in the2008 Constitution states that Every Citizenshas, in accord with the law, the right toconduct business freely in the Union, fornational economic development.

Section 455 under Chapter 15 (GeneralProvisions) in the 2008 Constitution saysthat the Government of the Union may in theinterest of the Union, relating to any of theeconomic activity prescribed to be carriedout only by the Government of the Union:

(a) permit the Region government orthe State government to form ajoint venture with the Governmentof the Union or to operate underterms and conditions;

(b) permit a co-operative organization,economic organization and anindividual person to form a jointventure with the Government ofthe Union or to operate under termsand conditions

Section 4 under Chapter (2) in State-owned enterprise law prescribes that thegovernment of the Union may in the interestof the Union, relating to any of the economicactivity prescribed according to section 3 tobe carried out only by the Government of theUnion permit the government and anypersons or any economic organization toform a joint venture with the Government ofthe Union or to operate under terms andconditions by issuing notice.

So, according to the Constitution,Myanmar citizens have the rights to engagein the State-owned enterprises.

Ministry of Commerce has startedsetting up paddy specialized companies intownships since 2009 in coordination withthe Republic of the Union of MyanmarFederation of Chambers of Commerce andIndustry, Myanmar Paddy TradingAssociation, Myanmar Beans and Pulsesand Sesame Merchants Association, localauthorities in region/State, local merchantsand local farmers.

A total of 54 paddy specializedcompanies have been set up in Ayeyawady,Bago, Sagaing and Yangon Regions andRakhine, Shan, Kayin and Mon States; 21beams and pulses specialized companies inAyeyawady, Bago, Magway and YangonRegions; and one agriculture specialized

company in Nay Pyi Taw. These companiesare providing the farmers with strains, inputsand agricultural expenses and carrying outthe distributions of farm equipment.

These companies are disbursing loanwith two percent interest rate without buyingfarmlands from the farmers and doing farmingthemselves. In so doing, there have been noproblems in every township such as removaland compensation.

There are no time limits on thesecompanies. From agricultural production tosale, farmers, local merchants, machineowners, merchants and exporters, whichinclude in supply chain mechanism, wouldcarry out in harmony.

With respect to the social affairs,Ministry of Social Welfare, Relief andResettlement is giving green light to localprivate donors and entrepreneurs for openingof self-reliant preschools, volunteer primarynight schools, youth developmentphilanthropic center and homes for the agedin the Region/State, regardless of time limits.Secretary of Amyotha Bill Committee U SanTun submitted the reports on amendment toGovernment Facade Act (eviction) (1955).

Theydiscussed: Bribery brings about highcommodity prices, inflation, moral dilemmas,misconducts for life improvement anddownfall in personality. The issue of civilservants must be addressed through combinedefforts. The solution is reducing the currentworkforce of civil servants. The governmenthas to grant full pensions and create jobopportunities for those who are maderedundant. As the government mechanism isrunning on collected tax, the tax levyingsystem should be more thorough. If thegovernment could block loopholes of tax,decent salary and profits can be paid to thestaff from the increased earnings. Transparencywill curb bribery. It is needed to form anti-bribery commission with scholars andexperienced persons at home and abroad. Inseeking remedial measures, the systems ofdeveloped countries should be copied.

Union Minister at President Office USoe Maung said: It is the time the democraticgovernment elected by the people is makingall-out efforts to bring about all-rounddevelopment to the country. The civilservants play a key role in this attempt. TheUnion government is systematicallysupervising capacity building, improvementof attitude and morale building ofgovernment staff.

I myself met heads of government stafffrom Union ministries on 6-5-2011 anddirected them to discharge duties under rulesand regulations and existing laws for

emergence of Good Governance and CleanGovernment as guided by the President.Six departments at Central Institute of CivilService are training government staff toimprove their skills, have the right attitudeand accomplishing duties.

Basic courses for officers are alsoopened to improve their skills in order tocope with changes of the age. Workshopsand courses for capacity building of civilservants were conducted in cooperationwith ASEAN member countries, UNagencies, and international organizations.

ASEAN Resource Center for Trainingfor Civil Service was opened in 2004 andtraining courses are being conducted. TheUnion Civil Service Board has distributedcopies of office manual to variousministries and organizations in order tocarry out office work effectively andcorrectly.

In choosing gazetted officers, writtenexaminations, psychological tests andinterviews, finalized choosing and trainingat central institutes for civil service arebeing carried out with a view to ensuringloyalty to the State, serving the publicinterest, promoting moral and morality and

increasing work knowledge and professionalskills.

Measures are also being taken for civilservants to become good and qualifiedpersonnel by publishing civil service rulesjournal-1984, civil service rules enforcementmanual-1985 and civil servants’ code ofethics-2004. Assistance measures for thework of civil servants are being taken inaccord with the civil service rules.

Moreover, action is taken againstservice personnel who break laws and rules,lack moral conducts, shirk their duties andviolate departmental rules and orders inaccord with the nine kinds of punishmentprescribed in the civil service rulesenforcement. Such measures are being takenfor service personnel to be able to live indiscipline, for ensuring that punishment isdeservedly done according to the crimecommitted, for ensuring that any punishmentleading to demoralization is not done andenabling them to be able to work harder forwellbeing of their own departments afterthey have been punished.

Moreover, letters of suggestion,complaint and appeal regarding anyinconvenience and dissatisfaction betweenthe public and service personnel can besubmitted directly to the President, MyanmarNational Human Rights Commission orLetters of Complaint and Appeal Commit-tee in the Amyotha Hluttaw. In connectionwith those letters, the President of the UnionGovernment assigns duty to the UnionMinister at the President Office to takesystematic supervision measures.

The remaining are2085 letters, some of which lack set standardsand some of which are submitted repeatedly,and 2584 letters under scrutiny. Continuedmeasures are being taken to take action forthe scrutinized letters in accord with themotto ‘No one is above the law and everyoneis equal before the law. Some letters, afterbeing scrutinized, were also found to beaimed at harming the character of servicepersonnel and manufacturing fabricationswith intent to disrupt the systematic per-

formance of personnel. Accordingly,warnings had to be given against those letters.In the future, action will be taken againstsuch cases. Anyone who lodges a complaintletter must give his signature, name,citizenship scrutiny card number, contactaddress and phone number. If not, such aletter will be regarded as lack of set standards.Occasional measures are being taken to grantservice personnel from respectivedepartments rights and privileges, awardsfor working overtime and contributions madeby wellwishers. As for discipline, if there isany inconvenience in departments that havedirect contact with the public, officers orresponsible persons can be met in person orletters of suggestion can be put into mailboxes which can be seen at ministries, banks,post offices, electric bill departments,hospitals, bus stands, seaports, rail stations,

airports.Measures are also being taken to

distribute free civil servants’ cod of ethicsmanuals, to hold seminars, talks andexaminations and to conduct advanced on-job training courses at the ministries. Withdemocracy more mature, the governmentis trying to win the trust and reliance of thepeople by taking all possible reformmeasures and promoting the skills ofpersonnel. The Hluttaw decided to approvethe proposal and announced to enlistrepresentatives for discussion.

Dr Myat Nyana Soe of Yangon RegionConstituency-4 submitted the proposal urgingthe Union government to establish emergencyrescue units as car accidents are happening onYangon-Mandalay Highway causing lots ofdeaths. An MP seconded it. The Hluttaw agreedto discuss it and announced to enlist

to chronic stress not only clouds your thinkingbut also impairs memory, new research says.

BERLIN, 12 March —Environmentally conscious detergentmanufacturers are turning from crude oilto plant oils, sugar and bugs to developgreen products.

Researchers are involving bugs andfungi to engineer surfactants with the helpof biotechnology. Surfactants remove dirtfrom human skin, textiles and others solids.

“We produce biosurfactants micro-bially, based on sustainable resourcessuch as sugar and plant oil,” says SuzanneZibek, technical biologist at theFraunhofer Institute for InterfacialEngineering and Biotechnology IGB,Germany.

Unlike their synthetic competitors,biological surfactants are biodegradable,less toxic and are just as good at looseningfats. But they are being used in only a fewproducts and cosmetics, because of thesteep production costs and low yields,according to a Fraunhofer statement.

One biosurfactant researchers use asan additive in household cleaningproducts is the sophorose lipid, producedby a yeast harvested from bumble-beenectar.

BEIJING, 12 March—Authorities have completed theinitial selection of crew members for China’s first mannedspace docking mission, and the roster includes femaleastronauts, an official with the country’s manned spaceprogram has said.

Themanned spacecraft Shenzhou-9 will take its crew membersto board the Tiangong-1 space module lab, which waslaunched in September last year and completed thecountry’s first space docking with the unmannedShenzhou-8 spacecraft in November. The selectedastronauts are in training at the moment, Niu, who is alsoa deputy to the 11th National People’s Congress (NPC),said on the sidelines of the annual parliamentary session.

Assembly on the Shenzhou-9 and its carrier rocket, theLong March-2F, has been completed, and the mannedspace docking is due between June and August this year,he said. “The perfect docking between Shenzhou-8 andTiangong-1 has laid the perfect foundation for the manneddocking this year,” Niu said, noting that the manneddocking will feature brand new technology. ISTANBUL, 12 March—Eleven workers died in a fire inthe Turkish city of Istanbul on Sunday night, according toa Turkish official.

Necmi Kadioglu, mayor of Istanbul’s Esenyurt District,said that 11 workers were killed when a fire engulfed a gianttent in which the workers were staying at the constructionsite of a shopping mall.

A local TV station said that the fire might have beensparked by a short circuit in the mall, which is about 35kilometres west of Istanbul city centre. The report said thatfirefighters had already put out the fire. — MNA/Xinhua

PARUN, (Afghanistan), 12 March—At least 45 peoplewere killed on Monday morning when a snow avalanchehit and destroyed 13 houses in Mandol District of easternAfghan province of Nuristan on Monday morning, deputyto provincial governor Qazi Mohammad Nabi Ahmadisaid.

“The tragic incident happened in Guru and Koshanvillages of Madol District in the wee hours of Mondayand so far 45 people including women and children havebeen confirmed dead,” Ahmaid told Xinhua.

NAY PYI TAW, 12 March—PyithuHluttaw regular session continued for 12th

day at Pyithu Hluttaw Hall of Hluttaw Buildinghere at 10.20 am today. It was attended byPyithu Hluttaw Speaker Thura U Shwe Mannand 347 Pyithu Hluttaw representatives. Eightquestions were raised and one report wassubmitted at today’s session.

U Ngun Moung of Haka Constitu-ency asked whether there are restrictionson tourists’ travel to Chin State; by whichdepartment or on which date or for whichreason the restraint order, if any, is is-sued; if the recommendation is needed,which department can recommend or inhow many days it can be issued. UnionMinister for Hotels and Tourism U TintHsan answered: There are restrictions ontourists’ travel to Chin State. There are alsorestrictions for other regions and states. Thedesignation of existing restricted area, routesand vehicles was made in the order of theMinistry of Home Affairs dated 10-4-1996to contain travel of foreigners. It was issuedas it was found some foreigners arriving inMyanmar illegally often crossed borders,smuggled precious things from Myanmarand undermined economy, social affairs andsecurity of the country. The travel of touriststo Chin State was restricted under this order.

Third regular session of first Pyithu Hluttaw continues for 12th day

The Ministry of Hotels and Tourismis trying to issue permission within a few

days under the existing laws. The branchesin Muse, Tachilek and Kawthoung bordergates have been equipped with email andinternet to grant the permission within theshort range of time. In accord with the chang-ing policies of the new Union government,restrictions on travel to Chin State will soonbe relaxed.

Dr Nay Lin of Seikkan Constituencyasked whether there is plant to handleimprovement in treatment provided byprivate specialist hospitals and clinics of-ficially permitted by the Ministry of Healthin accord with Private Health IndustryLaw. Union Minister for Health Dr Pe ThetKhin answered: In accord with health policyof the government, the development of pri-vate health industry is being implementedunder Private Health Industry Law prescribedwith a view to developing private healthindustry, encouraging private health indus-try to fulfill their quota in national healthsystem, using resources of private sectoreffectively in providing healthcare to thepublic, offering the public with more op-tions for healthcare, providing high-qualityhealthcare to the public at reasonable priceand ensuring accountability.

It is being encouraged to the privatehospitals to employ more doctors/special-ists, to improve the capacity of nurses, to

appoint diploma holder/graduate nurses andto not assign nurse aids as nurses.

During the meeting, five representa-tives raised questions and Union Ministerfor Border Affairs Lt-Gen Thein Htay re-plied the questions.

U Swe Aung of Yangon Region con-stituency No 12 asked the ministry whetherit had a plan to upgrade the laterite roadin Waryonson Village-tract in HleguTownship to a asphalt road or a concreteroad.

He replied that it was estimated that itwould cost K165.43 million to upgrade theroad to a 12-ft-in-width asphalt road and K236 million to a concrete one. The road,passing through villages, was linkingWaryonson Village-tract and the Yangon-Mandalay Highway and the road was twomiles and one furlong long, he said.

The development affairs committeeshad been carrying out tasks for upgradingroads from earthern to gravel ones in ruralareas, and still, the ministry had no plan toupgrade the road to a concrete one, he said.In the 2012-2013 fiscal year, one conduit

To maintain the roads leading thefamous pagodas in Bagan archaeologicalregion, the Ministry of Culture had drawnplans to conserve the region and the Minis-try of Border Affairs would maintain theroads in the region without damaging theoriginal styles in coordination with the De-

partment of Archaeology, National Museumand Library of the Ministry of Culture.

U Naing Tun Ohn of Mon State con-stituency No. 5 asked whether the minis-try had a plan to repair Karuitpi Bridgeover the Karuitpi Creek in Karuitpi Vil-lage in Thanbyuzayat Township.

Union Minister for Border AffairsLt-Gen Thein Htay replied that the bridgewas constructed at the cost of K426.678million funded by the people and was com-missioned into service on 27 October 2010.The bridge located on Thanbyuzayat-AninRoad passing through villages was 300 ftlong and 18 ft wide, he said. The bridgecrosses the creek in 60-foot-in-length twospans of iron bailey type. The span of thebridge on the bank in Thanbyuzayat side is120 ft long while 60 ft long on the bank inKaruitpi side and those portions are of iron-reinforced type.
