Introduction and Overview Our ocean, our Port of Los Angeles waterfront, should be a place where we come together – to study and celebrate, and help sustain the earth we share. As a leading center of research on everything from climate change to food supply to freak weather patterns; as a powerful engine of global trade and local job creation; as a way to educate and inspire not just top scientists, but also everyday Angelenos who want to experience the vast and extraordinary world of the sea – City Dock No. 1’s central mission is to make the Pacific more open and more accessible to all those who seek to learn and benefit from it.

A public-private partnership with the Port of Los Angeles (POLA), City Dock No. 1 will repurpose a major shipping dock of 28 acres within the Port to create an urban marine research, education, and innovation center. But City Dock No. 1 will be much more than a unique public-private collaboration, a unique collaboration of universities and businesses and non-profits. It will model for the entire world how the waters we share can drive collaboration, innovation, and bring us closer together in common purpose.

Collaborative research, community service, education, and business incubation will be the hallmarks of this unprecedented new undertaking. This newly formed, to-be-named not-for-profit endeavor will uniquely and unquestionably position POLA – and greater Los Angeles – as the nation’s leader in urban-based marine research, will raise the bar in terms of collaboration amongst academic institutions, the community, and public agencies, and will create a paradigm shift in how America views the ports of the future, through the creation of a new, STEM-based middle class and through both innovation and inspiration.

Search For the President and Chief Executive Officer City Dock No. 1 seeks a President and Chief Executive Officer (CEO) to launch initial concepts and plans into action and then to transition the effort into later phases of development. The CEO will be City Dock No, 1’s principal outside representative working with educational institutions, partners, community groups, government agencies, and future funders, and he/she will lead the fundraising essential for City Dock No. 1’s future. He/she will also recruit and build the leadership team, and will be charged with managing the operations of the organization and increasing the visibility of and support for City Dock No. 1 in California, nationally, and beyond. The President will report to the Board of Trustees. The Future Imagined Over the next 20 years City Dock No. 1 will be developed in two phases to establish the first and only major urban-based research facility in the United States.

Phase I development will run for the next five years, is currently estimated at $154 million with $56 million in funding committed, and will include:

• Creating by 2017 a new home for the Southern California Marine Institute (SCMI), now housed in an antiquated building in another location in the POLA. SCMI’s members are: the Ocean Studies Institute of the California State University whose members include California State Universities at Dominguez Hills, Fullerton, Long Beach, Los Angeles, Northridge, San Bernardino, and San Marcos; Occidental College; University of California, Los Angeles; and the University of Southern California;

• Facilitating a new spirit of collaboration amongst all academic stakeholders and their respective researchers to form the nexus of real communication and sharing of joint resources and research space to uniquely further the cause of science;

• Building a circulating seawater tank system for research and education; • Designing and constructing adaptable, collaborative laboratories and research

facilities with direct access to deep seawater; • Establishing a Marine Discovery Center for community outreach and education; • Constructing a lecture hall for educational and community programming; and • Developing wharf space with deep draft berths to accommodate the world’s top

research vessels; • Developing and actualizing additional and alternative ideas that emerge.

In Phase II, City Dock No. 1 will build secure and highly sophisticated facilities for graduate and faculty studies, industry incubators and accelerators, and governmental agencies, and is currently estimated to cost $400 million. In addition, a one-of-a-kind seawater wave tank is planned to provide more accurate simulations of tsunamis, rogue waves, and sea level rise than current, smaller artificial seawater wave tanks. This rich and varied marine community will share space with an active residential community and one of the world’s busiest commercial/industrial ports. The interaction of these three key elements will create a natural laboratory and an ideal location to study how the growing needs of society can coexist with a healthy and productive marine environment.

Current Status Significant planning and early Phase I activities are now underway and the inaugural CEO will be joining City Dock No. 1 at a key time, as lease negotiations, program planning, predevelopment, and capital campaign planning move forward. He/she will take the lead in orchestrating and accelerating the many efforts and participants. The team of players now supporting City Dock No. 1 includes several organizations that have exemplary records in launching new ventures.

• Phillips & Associates -- a project management and capital campaign planning firm in southern California, has been retained to provide overall leadership for the early planning work in Phase I.

• Rockefeller Philanthropy Advisors -- a financial management organization, will serve as fiscal sponsor until City Dock No. 1 obtains nonprofit status.

• William McDonough + Partners -- a world-renowned architecture and design firm, has been retained to develop the program concepts and development possibilities for the site. The firm has produced master planning layout schematics for the major uses anticipated for City Dock No. 1 and recently completed initial design options for Phase 1.

• Brand Navigation – a world-renowned branding and iconography firm whose principal co-authored the bestseller Branding For Dummies, this firm has already developed the branding, iconography, and initial promotional materials, and is currently developing a short term marketing plan.

Phillips & Associates has created an Advisory Cabinet to provide direction and oversight for the work to date. The firm is now working with senior leaders in greater Los Angeles to establish the founding Board of Trustees. The new CEO will work with key leaders to expand the Board with members who bring governance experience, significant contacts in the business, education, marine, and philanthropic communities, and have a willingness to participate in City Dock No. 1’s fund raising efforts. Seed funding for the initial start up work and operations has been provided by the Annenberg Foundation. Measuring Success Measures of success for the first CEO will include:

• Finalizing and successfully executing the plans for Phase I; • Raising the capital and operational funds required to fulfill the Phase I plan; and • Building a leadership team that creates important linkages with university

partners, fosters collaboration amongst all Phase I stakeholders, operates the organization efficiently and effectively, successfully engages local communities, and partners with the many business and science organizations that will contribute to City Dock No. 1’s success.

• Developing detailed plans for Phase II of the development Qualifications The new CEO will have a proven record of:

• Successfully starting, building, and operating organizations and programs that include multiple stakeholder groups;

• Proven leadership skills in working effectively and building relationships with a wide range of constituencies, including investors/donors, public agencies,

university leaders and faculty, researchers, industry executives, and community organizations;

• Experience serving as the lead public representative of such organizations; • Successful track record of raising significant funds for similar organizations; • Experience at leading multiple constituencies toward common objectives; • Nuanced business judgment and personal maturity; and • High integrity and ethical conduct.

Successful experience leading organizations where decision making is heavily influenced by multiple external stakeholder groups will be important as will building boards and supporting effective governance processes. City Dock No. 1’s success will depend on effectively partnering with multiple organizations and the new CEO should have experience building “win-win” partnerships with not-for-profit organizations, commercial firms, and government agencies on both a state and national scale. Experience in science-based organizations, especially marine research and related organizations, is preferred. An advanced degree in marine science will be helpful as will be experience working in academic environments. Capabilities required for this position include, but are not limited to:

• Demonstrated leadership skills • Interest in and enthusiasm for fundraising • Team building • Partnership negotiation • Ability to create energy and momentum to achieve goals • Immersion into the fabric of the local community • Strong visioning skills centered around collaboration amongst various public- and

private-sector stakeholders and tenants • Development of public outreach programs with emphasis on the underserved • Strategic analysis
