Proposed Supplemental Submittals for COLAs impacted by DCD Rev. 5

• ESBWR-DCWG provided a proposal during August 7, 2008 meeting on how to address COLAs impacted by DCD Rev. 5

• Proposal included responses to RAIs issued to R-COL (i.e., North Anna COLA) that are standard for all S-COLs

• Proposal also included supplemental submittals on selected portions of R-COLA and S-COLAs in advance of the next COLA revisions

• Staff recognizes that RAIs on standard sections of COLAs do not require supplemental submittals (i.e., continued application of design-centered review approach and COLA standardization is sufficient)

• Supplemental submittals proposed for Chapters 2 and 12 only and deal with changes to: X/Qs, three-stack design, ARCON96 inputs

• Staff agrees with proposal for responding to standard RAIs on R-COL and allowing S-COLs to reference responses to these RAIs (i.e., this is the DCRA process!)

• Staff agrees with proposal for providing supplemental submittals on Chapters 2 and 12, in advance of COLA revisions, to facilitate staff reviews

• Staff believes that a suitable timeframe for these supplemental submittals is from mid-October to early-November 2008

• Staff considers this proposal for supplemental submittals to primarily involve the North Anna and Grand Gulf COLAs
