FFS and Colas partnership secures bitumen supply

With over 250 customers who collectively consume more than 300 000 tons of fuel oil per year, FFS Refiners (Pty) Ltd, the largest supplier of industrial heating fuels in South Africa, are to further expand their bulk liquid storage facility at the port of Cape Town.This expansion has permitted them to enter into a deal with Colas, specialist manufacturer and applicator of bituminous binders and slurries for road surfacing. The partnership will allow them to import grades of bitumen not supplied locally, and to maximise supply by storing bitumen.

The expansion of these storage facilities, which will be equipped with thermal oil heating bitumen tanks and pipelines, will translate into an increased turnover and improved productivity of the plant.

The Bitumen Branch was declared operational on 26 May 2013. The Bitumen Branch was primarily established to optimise bitumen procurement, storage and supply to Colas branches within South Africa, the neighbouring countries and the Indian Ocean Islands. The Bitumen Branch will also manage all bulk ship imports and exports, therefore maximising procurement.

The newly formed branch is based at the Durban bitumen storage depot. The main depot, consisting of approximately 5 000 tons of storage, is located at 17 Joyner Road in Prospecton, Durban. A second depot is temporarily located at Culemborg, Cape Town and has a capacity of 1 500 tons of storage. A third depot is being established at Chamdor.

The Bitumen Branch team reports to Paul-Henri Aumont (GM Business Development and Bitumen Supply) and is led by the Branch Manager, Mitch Schafer.

Although Colas has been involved in a total of seven bulk import vessels, the newly formed Bitumen Branch team recently had the opportunity to test the operational efficiency of offloading from the Bitumen Redo and transporting the product to the new Joyner Road site for storage. The results were extremely encouraging, with an average of 1 800 tons safely offloaded, transported and pumped into storage per 24 hour period. This efficiency was sustained throughout the decanting of the full 6 000 ton load. The vessel then departed for Cape Town where the remaining 1 000 tons of product was decanted. This was also achieved with remarkable efficiency and the entire task was completed within a day.

There is no doubt that Colas’ vision and proactiveness with the implementation of the storage depots has placed them one step ahead of the competition. The benefits of the additional storage have already been felt during the past two months SAPREF shutdown. There is also little doubt among the industry that the supply situation in South Africa will deteriorate further. This prediction reinforces Colas’ decision to invest in storage and provide a focused drive to ensure continuity of supply for all branches and subsidiaries which can in turn offer highest quality product and services to our customers throughout the year.

Mix proportions

Bitumen is drawn straight from storage tanks and addition of modifier is done by automated computer process.

Heating of bitumen to 180˚C prior to modification

Bitumen is drawn straight from the storage tanks and passed through a heat exchanger that instantly heats the bitumen to 180˚C.

The process is done automatically through hoppers that are equipped with loading cells.

Modification mixing process

The new plant is equipped with a Siefer High Shear mixer. Both bitumen and modifier are passed through the Siefer and yield a modified product of consistent quality.

UPGRADING RURAL ROADS TO BITUMEN STANDARD

Of the total road network in Kenya, only 14% is of bitumen standard, with the rest split between 43% gravel roads and 43% earth roads, predominantly found in rural areas. With the last census showing that almost 70% of Kenyans live in rural areas, the development of rural roads is key to stimulating the economic and social development of these areas.

The biggest obstacle in infrastructure development is firstly financial - with standard Road Manuals having been ‘overdesigned’ for low volume roads, their implementation at a rural level is very expensive, which means that only certain contractors can manage the jobs because of the capital requirements, locking out local contractors. The highly specialised nature of large contractors again locks out local labour, with limited or no skills transferred, leading to maintenance implications at a later stage. Often these external contractors have no idea of the geology of the region, preferring to ferry many materials from other areas, thus denying the locality an economic opportunity. Finally, the national outlook of awards has prioritised roads that are at odds with community requirements.

The Roads 2000 plan was developed to improve the road network in Kenya, with the government agenda of community participation and its subsequent support of labour based initiatives. These initiatives must ensure that any road project is awarded in partnership with local stakeholders and procures majority of its requirements for labour, materials and contractors locally. This is then supported by intensive training, managed by government agencies and their collaborative partners, to facilitate skills transfers. This in turn has long term implications for the maintenance of these roads and the general economic wellbeing of the region.

Colas East Africa, in collaboration with the various government and consultant agencies, has developed K3-65 branded Colmix E™ to suit the specific needs in this sector. Its main advantage is that it is easy to apply through relatively ‘low tech’ means, and it has been formulated to specifically suit the aggregate found at these locations, with the Colas East Africa laboratory accessible for modifications should different conditions be encountered on site. So far, 32km have already been awarded to various contractors, with one contractor in Maragua having already commenced with construction.

Each branch of Colas South Africa also has a dedicated safety and environmental officer to carry our message in the field every day.

• Acommitmenttoservesafetybeyondourcompany:ourmanagementteamis engaging in industry safety training initiatives, e.g. our South African MD, Thierry Madelon, serves as the chairman of the SABITA HSE committee, and Jaco Steyn (HSE training manager) is a member of the SABITA educational focal group dedicated to improving industry standards of HSE training. Let us also practise safe behaviour at home and with our families.

• Ensuring premier safety in the logistical department by ensuring a well-maintained fleet, utilised by highly skilled drivers who are screened prior to employment and continuously evaluated and upskilled via initiatives designed by our ‘Master Driver Trainer’ during their employment at Colas South Africa.

In summary, the three primary pillars of our safety programme are:

1. Knowledge driven by our training strategy and initiatives.

2. Creating intense awareness of the inherent dangers of working in our industry, e.g. driving complex vehicles in challenging terrains, working near traffic, using unique and often toxic chemicals, products, and engaging in unique processes that are potentially hazardous in the operations field and on-site.

3. Reinforcing the critical importance of considering all safety factors when making choices and decisions on a continuous basis so that ‘safety thinking’ becomes a part of the Colas DNA.

knowledge sharingIMESA conferenceColas exhibited at the IMESA Conference in George from 24 to 26 October 2012. The theme of the conference was ‘Municipal Engineering in a Changing Environment’.

The conference provided a good platform for Colas to interact with consulting engineers and various stakeholders in the industry.

SANRAL imbizoOn 02 November 2012 Colas Cape Town branch participated in the SANRAL Imbizo held at the Huguenot Tunnel Grounds.

During 2012 SANRAL Imbizo supported the following charity and Colas was proud to be an active participator.

Heavenly Haven is a non-profit organisation that is solely dependent on sponsorships. They are very active in Wolwedans, an informal settlement near Groot Brak River in the George area. Some of their activities include:• Providing food and clothes for ±400

families in Wolwedans, Groot Brak River.• Teachingskills tounemployed mothers

and fathers, such as knitting, garden edging, gardening, cooking, etc. The articles they produce are then sold to raise funds.
