PRESENTATION OF CAPT. ROMUALD WRONA

TITLE OF PRESENTATION: The Physical Cargo Movement

Dscription:Once the booking has been arranged and the document have been

cleared, the physical movement of the cargo occurred. Careful planning and strong

attention to safety are needed, otherwise the results could be catastrophic! An

experienced shipping executive will discuss the importance of safe operations and

resulting good out turn of cargo.

I. PREPALNING:

Correct planning of the loading is a very important element of the all forwarding

processing

and must take under consideration kind of cargo and all possibly circumstances and

events

can be expected during loading and unloading of the ship as follow: A/ Kind of cargo, physical and chemical properties of the cargo. 1/ General Cargo:

- harmful of the cargo for the people and the environment

- class of cargo according to IMDG Code

- stowage category acc to IMDG Code( A,B,C,D,E)

- group of packing

- segregation of the cargo according to IMDG class ,stowage category and group

of packing on board the vessel

- if it is explosive cargo , then what kind of COMPATIBILITY OF GROUP(from

A to S) it is

- for general cargo- kind and group of packing, size and weight of packing /

pieces, 2/ Bulk Cargo:

- to be carried according to IMSBC ( International Maritime Solid Bulk Cargoes Code).

- the shipper shall provide the master prior to loading with appropriate cargo

information.

THE CARGO INFORMATION should include:

1/ BCSN ( Bulk Cargo Shipping Name)

2/ the cargo Group (A,B,C)

3/ IMO Class and UN number if applicable

4/ the total cargo quantity of the cargo offered

5/ stowage factor of cargo

6/ the need for trimming and the trimming procedure

7/ the likelihood of shifting including angle of repose if applicable

8/ Certificate of the Moisture Content of the cargo, FMP(Fluting Moisture Point of

the cargo) and TML (Transportation Moisture Level)

9/ likelihood of formation of a wet base ( shifting caused by liquefaction may occur

when the moisture content exceeds the TML)

10/ toxic or flammable gases which may be generated by cargo

11/ flammability, toxicity, corrosivity and propensity to oxygen depletion of the cargo

, if applicable

12/ self-heating properties of cargo and need for trimming if applicable

13/ properties of emission of flammable gases in content with water, if applicable

14/ radioactive properties, if applicable

15/ any other information required by national authorities.

B/ The term of the cargo has been booked and loading and discharging ports conditions.

1/ Liner Term, FIOS, FIOT,

2/ Loading and discharging ports conditions.

- kind of berth- maximum permissible loading per square meter

- place of storage of cargo and how far from the vessel is it

- the cargo will be loaded and discharged from / to the trucks, rails, barges, another

vessel or directly from/to the shore.

- the cargo will be loaded from opened area or from the store

- kind of shore cranes available and other shore equipment necessary for cargo

operation as forklifts, spreaders, beams, slings

- kind of stevedoring gangs and their experience with cargo handlings

- gang’s rates of loading / discharging per shift and quantity of gangs to be engaged

- surveyors to be engaged

- lashing gangs and way of securing the cargo to be applied

- kind and quantity of lashing materials to be used for securing the cargo

- proper and valid certificate of lashing materials( Fumigation timber certificate,

Certificate of lashing chains, steel wires, lashing belts used for lashing)

3/ Ships possibility of carrying the cargo:

- appropriate certificate of the vessel allowing carrying the cargo at sea

- capacity of the holds necessary to be loaded the cargo.

- permissible loading capacity per square meter

- size of the holds-length, width and height

- ship’s equipments like cranes ( minimum and maximum outreach according to

SWL),spreaders, slings.

- proper lashing equipments and materials

- the stability, share force, bending moments and the draft of the vessel after

loading in port of loading and port of discharging as well.

- sea passage after leaving the port of loading ( length of the voyage, changes the

temperature of the air and the sea water, expected weather- tropical storm

seasons, monsoon seasons, icing)

II. LOADING OF THE CARGO AND REALIZATION OF THE SEA PASSAGE:

1/ PORT CAPTAINS / SUPERCARGO:

- the preparation by Port Captain / Supercargo “Pre stowage plan” according to

above mention information.

- calculation and preparation the lifting and lashing plan

- checking the condition of the cargo prior loading

- the settlement of the manner of the work with stevedoring company (how many

gangs, how many shifts)

- arranging lashing gangs and the settlement with them the manner of lashing and

securing the cargo

- arranging surveyors, tallyman if necessary

- supervising cargo operation on spot in the cooperation with stevedoring and

lashing foreman, ship’s crew, surveyors, tallyman and also with representative

of the shipper / receiver 2/ CREW:

- checking by Chief Officer and the Master “Pre stowage plan”, Lifting and

Lashing plan prepared by Port Captain/ Pre planner

- checking the stability of the vessel, draft, share and bending moments to be after

loading the vessel and after each ports of discharging.

- checking by Master and Chief Officer before loading all cargo documents like

Cargo Lists , Cargo Information, IMDG Cargo Declaration, and other Cargo

Certificates, if applicable

- checking kind and quantity of the lashing equipments and materials on board

the vessel to be necessary for proper lashing and securing the cargo and their

certificates

- supervising on spot the cargo operation in the cooperation with supercargo,

stevedoring and lashing company’s , surveyors, tallyman, representative of the

shipper / receiver

- recording by photos any damages of the cargo during loading / discharging and

preparing by chief officer proper “Damage Reports” or enter into the Mate’s

Receipts and signing of the mate’s receipts as well

- after completion of loading / discharging -checking and signing by Master

“Statement of Facts” and all other cargo documents, if applicable

- preparation the plan of voyage in the cooperation with shore institutions like

shore owner’s offices(Operating Department), agents, charterer, weather’s

forwarders and using from their information and advice during voyage

3/ OPERATING DEPARTMENT:

- supervising and monitoring all processes involved with the cargo from the

moment of booking the cargo and loading to the ship up to discharging in port

of discharging

- the coordination and supervising of the work the vessel, Port Captains, agents,

stevedores and lashing company’s, surveyors.

- supervising and coordination of the vessel during voyage at sea according to

daily Ship’s Noon and Ports Reports, Agent Reports, Weather News Reports in

the cooperation with Charterer / Shipper/ Receiver.

III. DISCHARGING OF THE CARGO 1/ PORT CAPTAIN / SUPERCARGO:

- organization discharging of the cargo according to the term on which the cargo

has been booked

- arranging proper stevedoring gangs and the settlement the manner of

discharging the cargo

- supervising cargo operation on spot in the cooperation with stevedoring

foreman, ship’s crew, surveyors, tallyman and also with representative of the

receiver / charterer

2/ CREW

- preparation of all relevant ship’s equipment for discharging the cargo

- supervising discharging the cargo on spot together with Port Captain in the

cooperation with stevedoring company’s , receiver of the cargo and all other

officials connected with the cargo

About LASHCONTM: LASHCON is a MS EXCEL based calulation tool for control of lashing-

arrangements for semi- and non-standardised cargo. The program is developed by

Det Norske Veritas, and is based on the calculation procedures outlined in Annex 13

to the Code of Safe Practice for Cargo Stowage and Securing, 2003 Edition.

This version of Lashcon IMO contains the procedures for calculation of accelerations andlashing arrangement as given in the Code of Safe Practice for Cargo Stowage and Securing, 2003 Edition, Annex 13.

Following enhancements have been incorporated:1. The range of validity for ship length has been extended down to L=30 m.2. The B/GM range has been extended down to B/GM = 4 by power series extrapolation.
