Reaching from the mostsoutheastern portion of Mesoamerica to thenorthwestern corner of SouthAmerica, the Tumbes-Chocó-Magdalena Hotspot extends for1,500 kilometers andencompasses 274,597 km²along the western coastal flankof the Andes Mountains.

The hotspot includes a widevariety of habitats, ranging frommangroves, beaches, rockyshorelines, and coastalwilderness to some of theworld's wettest rain forests inthe Colombian Chocó. Inaddition, South America's onlyremaining coastal dry forestsoccur in this hotspot. Scatteredthroughout the relatively flatcoastal plain are a number of small mountain systems thathave fostered the evolution of "islands" of endemism withinthe region.

The Río Atrato is a river of northwesternColombia. It rises in the slopes of theWestern Cordillera and flows almost duenorth to the Gulf of Urabá, where it forms alarge, swampy delta. Its course crosses the

department of Chocó, forming thatdepartment's border with neighboringAntioquia on two occasions. Its total length isabout 650 km (400 miles), and it is navigableas far as Quibdó (400 km / 250 mi).

Flowing through a narrow valley between theCordillera and coastal range, it has only shorttributaries, the principal ones being the RíoTruando, the Río Sucio, and the Río Murri.The gold and platinum mines of Chocó linesome of its confluents, and the river sands

are auriferous.

The Panama Border:Situated in the middle of one on themost inhospitable and dense jungle of the world. It is used by the illegalarmed groups as shelter to avoid theColombian Army. In addition, theborder is used by them as a “secure” zone to smuggle illegal drugs to theworld and to smuggle weapons,chemicals and cash money intoColombia.

Low Government Presence:Historically, there has been a very lowpresence of the Colombian Government inthe region. The illegal armed groups havetaken advantage of it and have conqueredthe region to their control.

Two Oceans:

The Choco is the only political division of Colombia with shores over the Atlantic and

Pacific Oceans. Since there is a limitedpresence of the government and its controland/or defense bodies, these accesses tothe oceans are easily used to smuggleillegal drugs to the world and to smuggleweapons, chemicals and cash money intoColombia.

Jungle:

The Chocó’s Jungle is one of themost dense and inhospitable jungleof the world. This condition hasallowed the illegal armed groups inColombia to develop plantations,settle drug processing laboratories,and to hide kidnapped people,weapons and money.

For more than 40 years armed subversion inColombia has been one of the largestgenerators of violence, concentrating itsactivities in regions such as Uraba, regardedby analysts as a global geostrategic corner.

One of the main characteristics of the FARCcommunist guerrilla is its ability to maneuverin any social or political scene. This facilitatedthe use and combination of all forms of 

struggle, to implement -joint or separately-military action and political/organizativeclandestine work; or implementing an open,legal and socially wide political action, oftenthrough subversive actors under the figure of social organizations such as humanitarianNGOs and church diocese, among others.

DISPLACEMENT?The immediate cause of displacement was theimminent need of the 57 Front of the FARC andthe Jose Maria Cordoba guerrilla’s Block, tostop the so called ”Genesis  Operation”, displayed by the Army to recover an arearegarded as a sanctuary of the FARC- as amilitarily safe territory with a politically

captive population.

The movement order was given directly by theFARC Secretariat, only body who could issueorders to displace civilians, and transmittedto Block Jose Maria Cordoba by the delegateIVAN MARQUEZ who at once devised the“Comprehensive Mobilization Plan”.

To give international visibility to theso called "humanitarian crisis" byselling the argument that forceddisplacement was a product of a

strategy designed and funded byparamilitary groups, with obscureeconomic interests, led by theColombian State and executed by the17th Military Brigade, with jurisdictionwithin the area.

The FARC gained control of the territoryvacated by the displacement, checkingthe population physically to encouragetheir mobilization, and implementing itsdemands apparently on behalf of thecommunity.

But the Army did not allow the human

tide continued progress, so theconcentration of displaced people in thecounty of Pavarandó became the largesttemporary human settlement in thehistory of the country.

The response of the Colombian State waswelfare, ineffective, impromptu and

irresponsible. For its part, FARC alreadyanticipated the organization of thedisplaced through an internalCommittee, representing the collectiveand assuming the negotiation with theState.

Displaced population was standardized,despite of its differences and aspirations.

The "humanitarian crisis" - deliberately 

created by the FARC trough the internal 

exi le, the family and community dispersion,the invisibility of the individual and the 

perfection of  “the  organization”  as a 

captive tool in the hands of the FARC -,holds up the collective personality,enhances the control over the territory,over its population and over the

negotiation process itself.

THE SELECTIVE RETURNTHE SELECTIVE RETURN

The FARC brought intentional divisionmaneuvers in order to perpetuate itscontrol over the group, split it intohostile camps according to their affinityor resistance to their ideas of organization and the prospect of return,under a "new order" imposed by them.

On December 13, 1999 an agreementwas reached between the parties -displaced people and the ColombianState-, and several assisted operationreturns began, some held by theColombian State, others by privateagencies and outsiders.

However, the return was selective andexclusionary by some NGOs. No accountwas taken of the majority of thecommunity and, following parametersoutlined by the FARC, the territorieswere stocked by persons related to itsstrategy.
