Some might lookat PCMA as a Precasters group and in most respects, they would becorrect. Dig a little deeper though and you will discover PCMA isfirst and foremost an Association of people.
Precast concrete is an engineered product and as such relies on thecollaborative efforts of people with complementing skills and talents.at team concept helped establish precast prestressed concrete in theTexas bridge market through the collaboration of Texas Departmentof Transportation engineers, contractors and precast concrete pioneers. Commercial applications of precast developed in the samemanner and expanded the architectural versatility. Brad Russell, PE,AIA gives you an idea of the unique process in his article on page 5.
I have been fortunate to work within both commercial fabrication,double tees and spandrels, and transportation related fabrication,bridge beams and deck panels. Of course, there is so much more toprecast concrete than those products and more coming all the time.Precast concrete manufacturers are constantly manipulating concretemix designs to extend versatility and durability leading to more efficient sections and expanding architectural choices.
To get to that innovative moment relies on people stretching the limits of tradition and embracing the dynamic technologies available and those in development. PCMA members, manufacturers, suppliers and professionals, collaborate with university and private enterprise to constantly push the design envelop.
Recently, PCMA members have partnered with universities in projectsas diverse as wind cannon tests on insulated sandwich wall panels to replacing steel strand with Glass FiberReinforced Polymer strand in prestress-ing operations. Both efforts are simplyto continually improve the products we manufacture.
One thing I have learned from the people who came before me is thatthere is always a better way to do something. at is why it is importantowners, designers, contractors and manufacturers collaborate to expanduses and efficiencies of precast prestressed concrete.
I have no concerns that the future of our industry is bright. I oenhost manufacturers at my plant in Eagle Lake, Texas. I also visit manufacturers all over the world. My goal is to share what I havelearned and continue my own education. PCMA meets three times a year and are among my favorite events. It is people. People debatingthe latest innovation from a supplier, others huddled up discussingsafety or transportation, and the meetings with our industry’s customers all lead to innovation.

here are a number of pieces, ‘parts to the puzzle’, in designingand constructing projects for the building and bridge constructionindustry. Projects utilizing prefabricated prestressed precast concrete construction lend themselves as a model to be followedwith the team approach. Projects utilizing concrete componentscan maximize design and construction performance as well whenthe team approach is used. Each team member: e Architect, the Engineer, and the Precast Prestressed Concrete Manufacturer,involved early in the process - maximizing the efficiency of precastprestressed concrete project, begins as early as design conceptionand material selection, and continues through project completion.
At the beginning of the project, the Architect and/or the Engineercan utilize the skills of the precast team to assure compliance with aesthetic vision as well as manufacturing efficiency and timely project delivery. Additionally, the Manufacturer is a resource for the Engineer of Record at the structural design stage of the project.Choices regarding structural systems, such as load bearing architec-tural walls versus beam and spandrel models, are made easier withinput from the Manufacturer. But most important is the exchangeof information among the team members in the design stage to facilitate economy and efficiency in the project development andproduction. is team approach is essential in a precast prestressedconcrete project because the coordination of architectural and/ or engineering vision, through the manufacture, delivery and erection of the concrete system is the key to realizing the economical efficiencies of precast prestressed concrete’s use.
Obviously, this team approach begins with input from each of theplayers to improve the overall project’s performance, both initially
as design proceeds, and lastly as the building or bridge is finally constructed. e Architect and /or Engineer has ideas for the desired aesthetics, but for the structures performance, the precaststructural and architectural systems must be improved with inputfrom the Structural Engineer and the Manufacturer during the design process. e Structural Engineer should comply with theaesthetic desires of the Architect, but should, as a team member,consult with the Manufacturer on the impact of constructabilityand project costs, as well as performance. e earlier this team collaboration begins, the better the outcome of the project, the better the performance of the system to the environment, and thehappier the client will be with the end product.
Under the direction of the Structural Engineer of Record, alongwith the Architect in cases for building veneers, the precast prestresssystem concepts, components, and performance criteria can be defined early and identify how the components interact duringloading of the system. is structure loading configuration will gobeyond normal dead and live loading, and address wind, seismic, accidental impact, and similar loadings.
Structural consideration is necessary, for example in the design ofload-bearing insulated sandwich wall panels or the double tee depthand thickness. e Engineer of Record, Manufacturer and the Architect as a team for the performance of the structure, can refinesystem to improve the building’s or bridge’s overall functional andaesthetic requirements those exemplified with precast concrete, mayprovide an instinctive comfort zone, one of ease for the occupantsand users. The Team Approach in Precast Prestressed Design and Construction (Continued)
e Manufacturer has a ‘set-alone’ position in working with the Engineer of Recordand or the Architect to ensure that the structural performance of individual precastprestressed concrete components also meets the intended aesthetics, while main-taining the project’s budget and structural performance. For example, in the earlystages of the project, the Manufacturer’s area of expertise can assist the Architect’s/Engineer’s creativity in use of thinner members, or assist the Engineer of Record byallowing for the structural system energy dissipation in member connections. In addition to increasing the structural system performance, this team collaborationimproves sustainable design by synergizing system and component performancesand improves the owner’s end product while allowing greater productivity from design through construction.
In this team environment of Architect, Engineer of Record, and Manufacturer, the Architect will likely have the overall project aesthetics responsibility, but shouldseek input from the Manufacturer. e designer’s position whether in building design or bridge design, is unique: they see the full project scope and understandthe relationships of the individual parts. With this overall project understanding,the Architect is in the position to set specific project design parameters in the construction documents. However, this should always come with input from otherteam members. As with most constructed projects, the Architect’s role sets theproject aesthetics and will include specific details in the precast prestressed panelassemblies which will be developed through input from the other team members.
e Engineer of Record, the Manufacturer, and oen the Architect each have individual tasks in the precast prestressed project. Each team member has uniqueabilities, helping to ensure that the project provides maximum benefit for theowner / client. Each member should be involved in decisions where his or her understanding could improve the end product and make for a better final assembly.Whereas the Architect should seek the input of the Engineer of Record on issues affecting the building or bridge structure from the onset of the project, theArchitect and the Engineer of Record should seek input from the Manufactureron issues affecting the precast prestressed components. For the project to be completed as a beautiful, strong, safe, durable and enduring final product for theowner/client, the team must work together with each infusing their unique inputduring the project completion and more importantly during the process of design.is approach of design and construction for the precast prestressed built environ-ment works best when all team members provide continuous input during the design and construction process.
erefore, the wise design team will work their owner/client to evaluate and selecta precast manufacturer early on and prior to beginning project design.

Austin Prestress, Texas Department of Transportation and J.D. Abrams L.P. recently partnered on a $130,000,000 highway construction project on SH 99, Katy, Texas. Austin Prestress was awarded the material contract to fabricate and deliver over 460,000 s.f. of prestress deck panels to the project.
Early in the planning phase of the project, J.D. Abrams L.P. approached Austin Prestress and TxDOT Houston Bridge Division overthe hindrance of forming and placing full depth cast in place concrete at span ends on non square bridges. e cast in place areas varyby size and severity of skew and presented drawbacks using conventional forming methods. e formal request was made to TxDOTfor consideration of a skewed precast/prestress panel.

Past design and research relationships between Austin Prestress, TxDOT’s Bridge Division and local Universities expedited the analysis and approval of the requested precast option. e precast/prestress skewed panel replaced the full depth cast in place concrete at span endson all curved and slightly skewed bridges. e custom precast panel arrives in sequence with the standard con-crete panels and is placed in the open void simultaneouslyin the same work shi.
e contractor has stated the use of the precast/prestress option in the previously cast in place concrete areas has cutcost by 50 percent, along with being faster and safer than the traditional method.

TCP was established in 1948 and produced the first prestressed girders used by the Texas Department of Transportation in1956.
