INTRODUCTION

The Our Ocean Conference (OOC) began in 2014. OOC is a forum for stakeholders from various countries and various organizations (government, commercial sector, financial institutions, scientific community, civil society organizations and young leaders) to demonstrate their commitment to the world public in making improvements and maintaining the sustainability of the oceans. Since 2014, The Our Ocean Conference has produced commitments of USD 18 billion and 12.4 million square kilometers of marine protected areas. This commitment is carried out covering all aspects of the sea and shows good achievements and achieves progress in restoring and preserving the wealth of the oceans.

The Our Ocean Conference 2018 will be held in Bali from October, 29-30 2018. This event will be attended by 5 (five) heads of state, representatives from 25 (twenty five) countries, five (5) Selebirtis world (Leonardo Di Caprio), around 250 international and national non-governmental organizations, fisheries business actors, academics, researchers, universities, fisheries product buyers from various countries and observers of international and national fisheries. This conference will show evidence of significant progress in the implementation of last year's commitment, as well as the basis for consideration of making a new, more integrated commitment to protect the oceans. The theme of the 2018 conference is 'Our Legacy', which reflects how our choices today will affect the lives of future generations. There are 6 (six) scope of activities agreed upon at this conference are : 1. Sustainable Fisheries 2. Marine Protected Area 3. Sustainable Blue Economy 4. Climate Change 5. Marine Security 6. Marine Pollution.

Usually, various events were held before the Our Ocean Conference in Bali, with a view to increasing stakeholder awareness and gathering support and creating momentum to produce commitments to be announced during the conference. Our Ocean Conference 2018 Pre-Event was held in Los Angeles on August 27th, 2018, with a focus on expanding collaboration between stakeholders to realize sustainable fisheries and blue economy. As the host of Our Ocean Conference 2018, Indonesia has very good opportunity to hold a pre-event event in Maluku supported by USAID-SEA PROJECT as part of the institutional strengthening activities of the Tuna Fisheries Data Management Committee (DMC), Skipjack and Tongkol Maluku Province. This event is intended to socialize various work / activities that are being carried out including the challenges and support needed for the development of sustainable fisheries management. Maluku Province and the surrounding sea areas are important areas for fisheries and marine biodiversity in Indonesia, fiber being an area related to 6 (six) scope of Our Ocean Conference 2018 activities.

OBJECTIVE The Our Ocean Conference 2018 Pre-Event Program was held with the objective of :

1. Increasing understanding of the importance of the 2018 OOC issue in sustainable marine

development.

2. Presenting to the public the highlight of the success of Maluku Province in the

development of sustainable fisheries.

3. Provide thoughts on how to see the future of Maluku as a National Fish Barn in order to

increase regional economic growth, and at the same time convey fields that require

further stakeholder support.

AGENDA SUMMARY

There are several conclusion from the agenda are as follows :

1. Participant know the background of Pre Our Ocean Conference and the objectives

2. Sharing the achievement annual DKP Maluku Province programs, also Head of Dinas

Kelautan dan Perikanan Maluku Province wants his suggestion from pre OOC bring to

OOC in Bali, that “Maluku as Lumbung Ikan Nasional”.

3. Institutional strengthening of KPDP in terms of achievements and challenges in the

development and management of capture fisheries in Maluku Province

NUMBER OF PARTICIPANTS

The number of participant were 58 people with 48 men and 10 women. The

Participants consist of DKP of Maluku Province, BKIPM Ambon, Nusantara Fishery port of

Ambon, PSDKP Ambon, BPPP Ambon, LIPI Ambon, DItPolAir, TNI AL, privat sector, AP2HI,

MDPI, WWF, USAID SEA, Buru and Seram Suppliers, Buru and seram fishers, Reporters.

DISSCUSSION

A. Opening by Head of DKP Province (Romelus Far-Far)

In the opening Season, Head of DKP told us that Maluku Province has territorial

waters 92,4%, and land area 7,6 %, consist of 1.340 islands. It enabling the availability of

abundant fish resources, which is spread in 3 WPPNRI. WPP 714, 715 and 718.

According to the decision of the minister of maritime affairs and fisheries No : 47

KEPMEN-KP/2016 about stock estimates, national potential fish resources is 9,9

ton/year, which is 30,76 % (3,055 million ton/year) found in the waters of Maluku

Province. This big potential fisheries resources, can be used as a basis for development

marine and fisheries by DKP Maluku Province.

Pre event OOC agenda supported by USAID SEA, to aim as part of the institutional

strengthening activities of the Tuna Fisheries Data Management Committee (DMC),

Skipjack and Tongkol Maluku Province, socialization about the various activities carried

out for the development of fisheries management in Indonesia. DKP Maluku Province

hopes of this activity, there are formulations of the strategic commitment that was bring

when OOC in Bali later.

B. Commitment Towards Sustainable Fisheries (Excecutive Director MDPI, Saut

Tampubolon).

Pak Saut give brief introduction related Our Ocean Conference (OOC) is, In order

everyone know what is the objective of that big agenda. OOC strated from 2014.

- 2014 : Washington DC - 2017 : Malta

- 2015 : Chile - 2018 : Indonesia and,

- 2016, Washington DC - 2019 : Norway

The conference pays attention to marine health including sustainable fisheries

management, to ensure the quality, diversity and availability of fish resources in

sufficient quantities for current and future generations, to realize food security, poverty

reduction and sustainable development.

There are 6 (six) issue and very interested in Indonesia, are :

1. Sustainable Fisheries

2. Marine Protected Area

3. Sustainable Blue Economy

Pak Saut Also told the issue market export about sustainable ;

1. Uni Europe Market : Catch Certificate.

2. Pasar USA :

a. Seafood Import Monitoring Program (SIMP).

b. Fair Trade Certificate

3. Other Global Markets : Marine Stewardship Council (MSC) Certificate

The focus is traceability of fishery products to avoid Illegal, Unreproted and

Unregulated products is included in the supply chain.

RECOMENDATION

The recomendation of the pre-OOC agenda is the head of DKP Maluku Province

wants to Mr. Augy (Head of LIPI Ambon) to attend at the OOC in Bali, in order to bring the

proposal of him with aim the Maluku province becomes a “Lumbung Ikan Nasional”.
