2) Introduction of the Project / Background Information

(i) Identification of Project and Project Proponent.

Name of the Project:

Ingaldal (Underground) Copper Mines Project, village: Ingaldal, Post Box No.4,

Chitradurga-577501, State-Karnataka, of Hutti Gold Mines Ltd.

Project Proponent

M/s Hutti Gold Mines Limited, having its registered office at 3rd floor, KHB Shopping complex

National games village, koramangala, Banglore-560047, & Mine office at Post Box

No.4, Chitradurga-577501, State-Karnataka, is a Government of Karnataka Undertaking

(Established in 1947 as Hyderabad Gold Mines) mine, has the unique distinction of being the only

producer of primary gold in the country.

HGML has been active in the exploration, development and exploitation of gold deposits occurring

in Karnataka. The Company's Corporate Office is situated in Bangalore and it operates two units-

The Hutti Gold unit (HGU), in Raichur district and the Chitradurga Gold Unit (CGU) in Chitradurga

district with an operating mine at Ajjanahalli (Tumkur District). HGU is a fully integrated unit with a

capacity to produce 5, 50,000 tons per annum.

The HGML currently processes ore from Hutti Gold Mine and two satellite mines at Uti (opencast)

and Hira-Buddinni (Exploratory underground mine). Major expansion including the extended

capacity of the metallurgical plan in phased manner is also under consideration. However, CGU's

operations for gold mining and processing ore temporarily suspended and the company has

diversified into wind form project and as established 9.3 MW in its leased premises.

Ingaldal Copper Mines

Workings for Copper were first noticed by R.B Foote in 1886 on the Belligudda Hill of Ingaldal area.

The department of mines and geology carried out prospecting of the mineral bearing areas in the

state in 1927, and selected Ingaldal for its first operation.

The exploratory work consisted of cleaning up the old adit for a length of 6 mtrs. A winze was also

sunk to a depth of 10 mtrs below the old workings. The results indicated that mineralization was

fairly strong on the northern section averaging 8% copper while on the south pyrite was more

pronounced. The prospecting work carried out was of a few feet laterally and at depth, no attempt

was made at detailed exploration to estimate the possible reserves and grade.

HGML obtained Mining Lease (ML No: 2490, Period: 6-3-1993 to 5-3-2013). Mining activities were

held at Ingaldal Copper Mine from 1965 to 1994. Mining work has been suspended in 1994. Now

HGML is planning to restart the Copper mining at Ingaldal by utilizing their experience of operating

(mining & beneficiation) a copper mines. Accordingly, Mining Plan has been prepared in 1989 for

submission to Indian Bureau of Mines (IBM) for accordance of its approval. The ultimate rate of

production (maximum rated capacity) of copper ore in ingadal copper mine is 250 TPD.

M/s Ingaldal Copper Limited has been granted the mining lease (No. 2490) vide letter no.

KNT/CTD/CU-1-SZ dated: 29.03.1989 from Indian Bureau of Mines over an extent of 259 ha in

Ingaldal in Chitradurga District of Karnataka state. The lease period granted will be expired in the

year 2013.

(ii) Brief Description of Nature of the Project.

Ingaldal copper mine is situated near Bangalore-Bombay National Highway at about 10 Kms from

Chitradurga town (Karnataka State).

This mine was earlier worked during 1965 to 1994 period. Between 1964’s and 70’s State

Department of Mines and geology & GSI had carried out detailed exploration of this deposit.

The Ingaldal Mine is an underground mine which will be worked using the existing openings. The

copper bearing ore will be treated in beneficiation plant with froth floatation technique for

recovering copper. The beneficiation plant is located near the mines site and is an integral part of

the mines. The method of mining will be - overhand stoping by cut and fill method. Since back

filling of the stopes will be continuously done, the location of the plant is within the mining lease

area. The maximum rated capacity of mining and beneficiation plant would be 250 tons per day.

(iii) Need for the Project and its importance to the country.

Hutti Gold Mines Ltd intends to mine & beneficiate 250 TPD of Copper. Hence, it is mandatory to

obtain Environmental Clearance from MoEF, New Delhi. Currently the mine is not working.. It is

planned to carry out detailed exploration by exploratory mining.

(iv) Demand Supply Gap

India's Copper demand will likely grow at least 8% to 10% as corporate build power units to meet

their electricity demands. The slower growth rate is attributed to the sharp decline in the demand

for jelly filled telecom cables, the largest user industry of copper in India. However, the demand

from power cables, winding, industrial applications and construction industry has increased.

Moreover, deficit in the other Asian countries helped the domestic producers to increase exports.

The size of Indian Copper Industry is around 4 lakh tons, which as percentage of world copper

market is 3 %.

Demand Supply Analysis

The future demand of copper is envisaged at 2.3 million tons in 2024-25. This is considered keeping

in view the sectoral break up of future demand which is more realistic as compared to CAGR and

projected GDP growth. To fulfill the demand the production of copper is also projected with due

justification. The projected production of copper in 2024-25 comes to 2.8 million tons. This

includes the production contributed by secondary source in addition to primary. The primary

production will contribute 2.0 million tons whereas secondary production will be 0.85 million tons.

This is justifiable production which will meet the future demand.

(v) Imports vs. Indigenous Production.

The domestic demand of copper and its alloys is met through domestic production as well as

imports.

(vi) Export Possibility & Domestic Markets

The final product will be sold in the local market and Hindustan copper limited

(vii) Employment Generation (Direct and Indirect) Due to the Project.

3.0 Project Description

(i) Type of Project (including interlinked and interdependent project, if any)

The Ingaldal Mines project is an Underground Copper Mining Project with beneficiation of ore as an

integral part of these mines. It is an independent project.

(ii) Location (map showing general location, specific location and project boundary &

project site specific layout) with coordinates.

The deposit is situated in Ingaldal village, falling within survey of India Topo sheet No.57 B/8 in

Chitradurga District of Karnataka. The village of Ingaldal lies about 10km to the south east of

Chitradurga town. The Bangalore- Pune National Highway (NH 4) passes near to the site. The

details of the land are as follows:

(iii) Details of alternate sites considered and the basis of selecting the proposed site,

particularly the environmental considerations gone into should be highlighted.

Mining is a site specific activity. In the present case, copper deposit has been proven over a hilly

terrain cultivable agricultural land near Ingaldal Village, of Chitradurga District of Karnataka.

Beneficiation Plant and Tailing Pond already exists.

(iv) Size or Magnitude of operation.

The maximum rated capacity of the project will be around 250 tons of ore per day. However

developing an underground mines is a time consuming process and to achieve the above maximum

rated capacity substantial work has to be undertaken in terms of preparing adequate no. of working

phases, hoisting of ore, other allied facilities

(v) Project Description with Process details (a schematic diagram/ Flow chart showing

the project layout, components of the project etc. should be given.

Underground Workings

a) Mode of Entry: Taking advantage of topography the mine has been developed by means of

adits and shafts viz; prospect shaft main shaft and N/7 Shaft.

4th & 6th levels were developed as inter levels from winzes and ultimately connected to the shafts.

The other levels, 7th level to 11th level has been developed from main shaft. The main modes of

entry into the mine are adits, prospect shaft, N/7 shaft, and main shaft. The main shaft is equipped

with single deck cage for lowering and hoisting men and material. In addition skip facilities have

been provided for hoisting of ore and block rock from underground bin to surface bin.

The mode of occurrence of the ore body is vein type and extends deep in the hilly terrain. Mining

activities are below ground as such there is no effect on surface environment.

b) System of Winding/Hoisting

The main shaft and N/7 shaft is equipped with 160 HP and 100 HP double drum winders. Main

shaft has both the interchangeable facility of cages and skips (1.5 MT Capacity) to hoist/lower men

and material. Whereas N/7 shaft is equipped with skips (3/4 MT capacity) to hoist and lower

materials. Hoisting of materials is by bandies as well as skips in main shaft. An underground bin of

160 MT capacity is provided in 10th level of main shaft. In addition to this ore transverse rises are

provided between 9th and 10th level to contain the ore. A bin of 250 MT capacity is provided on the

surface to take ore from skip hoisting. In addition to this a 40 MT bin is provided on the surface to

facilitate dumping of ore from the bandies. The hoisting in 1st shaft is by bandies to hoist about 50

MT. The N/7 shaft has a capacity to hoist about 100 MT in all three shifts.

d) Method of Stoping

The method of stoping is by shrinkage stoping method. General method of working is as follows

Stage-1

The levels driven about 30m. Vertically apart are interconnected by means of winzes or rises.

Stage-2

The bottom level is back stripped to a height of 3m from level back or 5m from the floor of the level

and the back is advanced. The clearance between the stuff and back of the stripped area shall not

exceed 1.5 m.

Stage-3

After completing the back stripping, the level is cleared of the stuff and reinforced back concreting

is taken up. The back concreting is done at a height of 2.20m. Above the rail level. The reinforced

concreting is done to a thickness of 60 cm to the entire length and width of the stope, leaving chute

gaps at convenient intervals.

Stage-4

When the level back concreting is completed to the stope length, the stoping operation is

commenced from winze/rise point. The bench height for stoping shall be about 3 m. Breast holes

are drilled and benches are advanced on either side of winzes/rises. Crib setted ladderways are

provided at square ends. 1/3rd of the broken rock is removed and the remaining 2/3rd of the broken

rock is allowed to pile up above the concrete mats. During this operation systematic timbering rules

as applied to shrinkage stopes shall be followed.

Stage-5

The back of the stope is advanced upto the top of the level, pilling the stuff in the stope, when the

back of the stope approaches the level, level pillars are left in the upper level, with gaps. This way

the extraction of the block is completed.

Mine Ventilation

The mine is ventilated by exhaust fan of 60,000 cfm Capacity driven by 25 HP motor of 1” water

gauge. The fan is situated in adit-2. Ventilation doors are provided in adit-3 and V level of prospect

shaft to prevent down casting, in these places. The main downcast is main shaft. Ventilation doors

have been provided in V, VI, VII, VIII and IX levels to regulate the supply of air, in addition to this

auxiliary fans have been provided for development heading to ventilate the working places.

Auxiliary fans of 6000 cfm capacity driven by 6 HP motors are provided to the development

headings. The ventilation to the development headings are provided by using collapsible ventilation

ductings of 500 mm dia and G.I ductings of 400 mm dia. Ventilation measurements are carried out

every month to measure the flow of air and humidity by using anemometer & hygrometer. In

addition to this dust samples are being taken periodically to determine the free silica content by

using a dust sampler.

Extent of Mechanization

The mine is mechanized by providing double drum winder to main shaft (160 HP) and N/7 shaft

(100 HP). Electrical as well as diesel compressors of capacity 500 cfm and 680 cm are provided to

provide compressed air to operate the drills. Jack hammers and air legs are used for drilling holes in

shaft sinking, X-Cuts, drives, winzes and rises. Diesel generators of 365 KVA and 180 KVA are

provided for use in the event of power failure. Compressed air hoists for operating in winzes and

electrical fans for ventilation are provided. The system of haulage is manual as well as by use of

battery locomotives. Two skips of 1.5 MT capacity and 35 bandies (U type) of 1 MT capacity is used

to hoist ore/black rock from underground. Two battery operated locomotives of 48 volts, 180

ampere hour are used to haul the bandies. The capacity of the surface ore bin is 250 MT and the

underground bin is about 160 MT. The materials dumped in to the bins are hoisted up by means of

skips. Lorry transport is employed for transportation of ore from the main surface bin to the plant

crushers. The underground plates are illuminated and the workers are provided with battery

operated cap lamps.

Blasting

Smaller dia holes are drilled (31mm) in the face with 18” to 24” spacing and burden, to a depth 36:

to 42”. Conventional special gelatin (80%) and slurry explosives (Kelvex) are used with delay

detonators for controlled fragmentation. The consumption of explosives in drives and cross cuts is

around 18 kgs/m of leniar advance, and in rises and winzes about 20kg/m of leniar advance. the

tonnage realized by stoping is 1.5 MT to 2.0 MT/kg of explosive. the average stoping width is 1.5 m

Pattern of Drilling

Drives & Cuts (2.10 X 2.0 m)

The method of drilling practiced is wedge cut. Small dia holes (31mm) are drilled in the face with

45 cm to 60 cm spacing and burden to a depth of 90 cm to 1m. Special gelatin (80% and 90%) and

slurry explosives (Kelvex) are used with delay detonators for blasting and to control fragmentation.

The consumption of explosives in drives and cross cuts are around 18 kgs/m of lenear advance.

Winzes & Rises (2.10 X 2.0 m)

Downward holes/upward holes are drilled in winze /rise faces with 45 cm to 60 cm spacing and

burden to a depth of 90 cm to 1.0 m. The method of drilling is pyramid cut. Special gelatin of 80% is

used with delay detonators for blasting. The consumption of explosives is about 20 kgs/m of leniar

advance.

Stoping (shrinkage method)

The method of stoping practiced is over hand flat back shrinkage method by breasting along the

strike in slices of 3m. Parallel hole (Drag Cut) are drilled to a depth of 1.2m within spacing and

burden of 60 cm. Special gelatin / kelvex are used with delay detonators for blasting. The powder

factor is 0.60 m3 / kg of explosive in stope.

A magazine of 3 MT capacity is built on the surface to store the explosives and detonators. The

average consumption of explosives / day is about 200 kg.

e) Mineral Beneficiation

ROM Grade of the mine is 0.8% to 1.2%

The chalcopyrite ore is subjected to crushing in jaw and gyratory crushers and the crushed material

is fed to ball mill where size reduction takes place by wet grinding. The beneficiation is done by

froth flotation technique. The fine ore is conditioned with PH Regulator, a collector, and frother, and

floated once and cleaned twice to obtain enriched copper concentrates.

(vi) Raw Material/ Consumables Required along with estimated quantity, likely source,

marketing area of final product, mode of transport of raw material and finished product.

Since this is a mining project, there are no raw materials as such, though various consumable will

be required in mining and processing operations.

(vii) Resource optimization/ recycling and reuse envisaged in project, if any, should be

briefly outlined.

Land: Since there is limitation of extent of land availability in the area, the process has been

designed very efficiently as regards space utilization. It is expected that the entire plant will be put

in a limited space.

Water: An effort has been made to reuse the mines water for mineral processing operations and

the plant has been designed in such a manner that most of the process water is recycled and reused

in the plant.

Plant Tailings: The mill tailings will be used for back filling of stopes/ mined out area and this

would lead to lesser amount of mill tailings to be stored above ground.

(viii) Availability of water, its source, Energy/power requirement and source should be

given.

(ix) Quantity of wastes to be generated (liquid and solid) and scheme for their

management / disposal.

Black rock/waste rock obtained from the mine is used for stope filling. Mill tailing to an order of

150 MT to 200 MT are disposed to the tailing bund. The rejects are being used for stope filling after

classification. The final tailings obtained from scavenger cells of the mill are fed to 12” cyclone

having 2” spigot for classification. The classified sizes of underflow and overflow are as follows.

After classification the underflow is pumped to the sand storage bin by using a slurry sump. The

overflow is left into the tailing bund which flows by gravity. The capacity of the storage bunker is

120 MT. From the storage bunker the sand by gravity is conveyed down via pipes of 4” and 3” for

stope filling. The area of the tailing bund is specially acquired to build up the mill tailings to prevent

pollution. Drainages have been out right round the bund to prevent accumulated rain water and

washing of the bund by rain water. Afforestation has been done on the part of the dumps to prevent

erosion of sand and to control dust. Mostly Eucalyptus have been planted on the tailing dumps with

a spacing of 1.5 m to 2.5m. The survival rate is 80%. Care is taken in the initial nursery stages by

mixing red earth and manure along with the mill waste in the pits. Further the pits are periodically

watered to ensure the growth. At present the maximum height of the dump varies between 12m to

15m.

4. SITE ANALYSIS

(i) Connectivity

Ingaldal is located southeast of Chitradurga town at a distance of about 10 Km away. Ingaldal is

connected to trunk road with a distance of 1.2km. The nearest railway station is at Chitradurga at a

distance of 10 km. the nearest airport is Bangalore airport with a distance of 200km

Topography and Physiograhy of Mining Lease Area

Ingaldal copper deposits occupy mostly the valley portion of hills on either side namely Belligudda

hill 1006.7 meters in south, and Jogimatti hills to the west. The general elevation of the area is 750

m above mean sea level.

The drainage of the area is west to east with the western flanks of the jogi maradi hills 1,136m.

(iv) Existing infrastructure

Roads: ingaldal is connected to trunk road with the distance of 1.2 km and the chitradurga town is

in the distance of 10km from the ML area.

Railway: The nearest railway station is at Chitradurga at a distance of 10 km.

(v) Soil Classification:

The lease area is mainly consists of hilly and flat terrain with cultivable agricultural land. The main

soil types in the area is Deep & shallow black soil, Mixed red & black soil, Red Loamy & sandy soil.

(vi) Climatic data from Secondary Sources

General Climate:

The area has a dry and congenial climate; temperature varies from 370C in the summer

and about 160C in the winter. The monsoon current sweeps between June and September,

the average rainfall being about 60 cms. The valley region comprises black cotton soil.

(vii) Social infrastructure Available

5. Planning Brief:

The size of this underground mining project is very small and is located in rural area. Wherever

required, sanction of the Circle Officer/ Block Development Officer will be taken for any planning

needs.

(ii) Population Projection :

Since there will not be any major influx of people from outside in this region because of the project,

there will hardly be any population explosion. Most of the workers will be people from surrounding

villages only.

(iv) Assessment of Infrastructure Demand ( Physical & Social) :

Since there will not be any major influx of people from outside, in this region because of the project,

no adverse effect on physical and social infrastructure like roads, electricity, water supplies etc are

anticipated.

(v) Amenities / Facilities

There are existing accommodation facilities (Town ship) for the workers and employees. The site

will have ambulance facility for meeting any emergency and fatalities on the project site. The site

will be provided with mess facility for workers.

6 Proposed Infrastructure:

Already existing residential colony is there in the site for all employees and workers.

(iii) Green Belt

The mine falls under hilly and flat terrain with cultivable agricultural land. Since it is an

underground mining and only 20.23 hectares of land is required for surface rights, the surface

environment is not disturbed by the mining activity since the mining operations are below ground.

The ore beneficiation do not imbalance the environment, since adequate care is taken for the

disposal of waste, by constructing tailing bunds/dumps, and contamination is prevented by cutting

out storm water drains to prevent the carry of waste material. Massive afforestation work is being

carried out on the slopes of the hill both by the mines and the government forest department.

The dumps are stabilized by pitching on the sides, and by planting trees on the top of the dumps.

Agave and bellary Jolli are planted at the sides of the dumps to minimize the erosion and in addition

to this the mill tailing are let into different step dumps to allow the tailing waste to consolidate.

When once the dumps attain the maximum height the letting of the disposal of waste the dump is

topped. Seedlings and plantation are carried on top of the dumps.

(iv) Social Infrastructure

It is expected that the project will lead to much needed employment opportunities in the villages

which will contribute to the socio-economic development of this area. The site services at mines

take care of the workers requirements of food, shelter, water, emergency first aid services as well

as equipment maintenance services. The company will have an ambulance stationed at site which

can be used by the workers in case of emergency. The company will also take up work for

promoting education, sports and cultural activities in the surrounding villages, as a part of it’s CSR.

(v) Connectivity

Existing trunk road is there which is connecting nearby town Chitradurga and NH – 4 Nearest

The drinking water requirement for personnel working at the site will be met through ground

water drawn from bore wells in the premises.

(vii) Sewerage System

The company’s premises will have septic tanks followed by soak pits.

(viii) Industrial Waste Management

No major industrial waste will be generated as it is a underground mine

7. Rehabilitation and Resettlement (R & R) Plan

The Mine area falls under hilly and agricultural land and as such no person is going to be displaced.

There will be no compulsory land acquisition for this project.

8. Analysis of Proposal (Final Recommendations)

The Copper mine has certain level of marginal impacts on the local environment but by adopting

adequate pollution control measures and use of latest technology in the field of mining, these

impacts will be kept bare minimum. Moreover based on development of this project certain

positive impact will be there on the nearby village population in terms of infrastructure

development like education, transport, communication, health. Hence with effective

implementation of the EMP during mining operation this project proceed without any significant

negative impact on the environment and population as whole
