INTRODUCTION OF THE PROJECT / BACKGROUND INFORMATION
Identification of the Project & Project Proponent:
The proposed plant is to be established by M/S Indagro Foods Ltd. in Plot No. A-2, RIICO
Industrial area, Manpur Macheri, Jaipur , Rajasthan. The Process of making leather from the
skins of animals, which do not decompose easily, by permanently altering the protein structure
by using an acidic chemical “Tannin”, is called Tanning . Indagro Foods Ltd. is a leading
manufacturer of Leather products, football, sofa leather, shoe uppers, leather bags, jackets,
belts, etc. We have been able to cater to varied customers needs around the World from our in
leather garments and other accessories fabrication facilities. Our well-equipped and modern
factory possesses modern equipments and machineries, to ensure production meets the
desired Quality Standards.
Company has been procuring the raw material in the form of finished leather from various
tanneries of North India. In order to maintain our control to produce high quality finished
products and timely accomplishment of targets, company wish to start own tannery and thus
take a step towards meeting in house requirements of finished leather.
RIICO, Rajasthan State Industrial Development and Investment Corporation Ltd. developed
Industrial area in Manpur Macheri, Jaipur. The said area has been specially notified by RIICO for
leather industry. This tannery cluster has 12 operational units and 17 others in the process of
establishment.
The proposed plant is to be established by M/S Indagro Foods Ltd. in Plot No. A-2, RIICO
industrial area, Manpur Macheri, Jaipur , Rajasthan on a plot measuring 11680.375 sqm. The
said plot has been allotted to the company by RIICO vide allotment letter U(12)-3/4198 dtd
13.1.2004.
Brief Description of the Nature of the Project:
2000 skins/day will be used. Process will include only wet blue to finish.

A) Skins
Skins of goats and sheeps are called ‘Blue skins’. Goat and sheep skins are by-product of the
meat industry. Wet Blue Skins are smaller in size, and lighter in weight around 600g to 1kg.
B) Seeming
Wet blue skin by the time they arrive at the unit will be semi dry in nature, they are first sun
dried to loose more/further water content.
C) Shaving
Seemed skins are trimmed to remove long shanks and other unwanted areas. Shaving is done to
even the thickness of the skin.
D) Dyeing
The skins are put in the vat for dyeing. The vats are heated through thermic fluid Heater.
E) Seeming & Straightening
After Dyeing skin becomes hard. The softening of the skin is again done by seeming and
straightening.
F) Drying
Skin is now dried by air drying or hooking.
G) Dry Milling
Dry milling is done for softening the skin. It is done by putting the skin in a rotating drum with
rubber balls

Heating of skin is done on toggling board with the help of toggling clips.
I) Finishing
Finishing of skin is done in auto spray machine.
J) Dry Milling
Dry milling is again done after finishing softening the skin.
K) Dry Shaving & Toggling
Dry shaving & Toggling is again done to make the skin even & straight.
Skin is packed after measurement of skin.

Source of Water
The water will be resourced through municipal supply of RIICO and treated water from ETP will
be reused in unit.
Disposal
It is zero discharge tannery unit. 16 KLD of the treated water from ETP will be re-used for
flushing, gardening & cooling purposes.
Energy Resource Management
During Construction
DG sets of 62.5 KVA shall be used for Power supply during the construction phase.
During Operation
During operation phase, 240 KVA of electric load from Rajasthan Electricity Board shall be
supplied to the tannery unit. Power backup shall be provided by 2 DG sets of 125 KVA. Low
Sulphur Diesel will be used as a fuel and D.G set have consumption of approx. 25 ltr/hr fuel.
Energy Load
During operation phase 240 KVA energy load shall be supplied to tannery unit.
Conservation
1. Solar lights shall be provided.
2. Energy efficient motors shall be used for water pumping and ETP.
3. Transformer will be having efficiencies as per ECBC Norms
AIR Management
The sources of air pollution includes stack of DG sets and Thermic Fluid Heater for industrial
purposes. Two DG sets (acoustically enclosed) of 125 KVA will be provided with 2.5 m high stack
with 4 inch internal diameter. The Thermic Fluid Heater of 2 lakh kilo Calories will be installed
with a 12 m high stack.
Noice Management
Major source of noise are industrial processes and DG Sets. The D. G. Set will be acoustically
enclosed and shall meet the standards as laid down by CPCB. Ear muff will be used while
running equipments.

ENVIRONMENT MANAGEMENT PLAN
The Environment Management Plan (EMP) is a site specific plan developed to ensure that the
project is implemented in an environmentally sustainable manner where all stakeholders
including the project proponents, contractors and subcontractors, including consultants,
understand the potential environmental risks arising from the proposed project and take
appropriate actions to properly manage that risk. Adequate environmental management
measures need to be incorporated during the entire planning, construction and operating
stages of the project to minimize any adverse environmental impact and assure sustainable
development of the area.
The EMP presented below should be followed and regular monitoring of relevant
parameters as stated in post project-monitoring schedule shall be carried out. The EMP
is to be proactive in nature and will be upgraded if new facilities or modification of
existing facilities, with environmental concerns, come up at a later stage.
EMP includes four elements:
• Commitment and Policy: Proposed project will strive to provide and implement the
Environmental Management Plan that incorporates all issues related to air, land and
water.
• Planning: This includes identification of environmental impacts, legal requirements and
setting environmental objectives.
• Implementation: This comprises of resources available to the developers, accountability
of contractors, training of operational staff associated with environmental control
facilities and documentation of measures to be taken.
• Measurement and Evaluation: This includes monitoring, corrective actions, and record
keeping.
ENVIRONMENT MANAGEMENT DURING CONSTRUCTION
AIR ENVIRONMENT
Air quality around the project will be adversely impacted during the construction stage. Various
construction activities especially related to loose material likely to cause generation of dust,
that adversely impact the air quality of the surrounding area of the project site. To minimize
such impact, following measures shall be taken:

� All the loose material either stacked or transported shall be provided with suitable
covering such as tarpaulin, etc.
� Water sprinkling shall be done at the location where dust generation is anticipated.
To minimize the occupational health hazard, proper mask shall be provided to the workers who
will be engaged in dust generation activity.
The proposed project involves construction activities; therefore the dissipation of fugitive dusts
will be limited. The construction activity obviously will result in fugitive dusts. These fugitive
dusts will be controlled by carrying out construction by covering the boundary of the proposed
project site and as well by polythene cover to a particular height and also by intermittent
spraying of water
WATER MANAGEMENT
During the construction of the proposed project, the services required like water supply and
sewage facilities will be arranged on a temporary basis and the same will be maintained without
any adverse impact on the environment. The water required for curing and other construction
purpose will be arranged on temporary basis through Tankers.
During the construction period, runoff from the construction site shall not be allowed to stand
(water logging) or enter into the roadside or nearby drain. Adequate measures shall be taken to
collect such run off and either shall be reused or disposed off at the designated construction
waste disposal location. During construction phase approx. 2 KLD sewage will generate which
will be disposed off in septic tank via soak pit.
NOISE MANAGEMENT
During the construction stage, expected noise levels shall be in the range of 85 dB(A), which will
decrease with increase in distance. Hence all the construction activities shall be carried out
during the daytime.
As stated earlier, due to the construction activity undertaken for the project there will be some
noise generation due to the movement of vehicles carrying construction materials and as this will
be only a temporary phenomenon, it will be managed by properly regulating the movement of
vehicular traffic so that the ambient air quality with respect to noise is not adversely affected.
To prevent any occupational hazard, ear muff / ear plug shall be given to the workers working
around or operating the plant and machinery emitting high noise levels. Operation of such plant
or machinery shall strictly be prohibited during night hours. Careful planning of machinery
operation and scheduling of operations shall be done to minimize such impact.
SOLID WASTE MANAGEMENT
During the construction, approx. 8 kg/day amount of solid waste will be generated. This waste
shall be stacked and disposed off at the designated disposal site identified by the Municipal

Corporation and care shall be taken that temporary stacking and transportation shall not cause
any disturbance to the surrounding environment.
Trucks to the site will transport these materials. At site, it will be handled manually and by
tractor trolley. As most of the materials will be dry solids, there will be air pollution during their
handling at different stages for which all mitigation methods shall be adopted.
ENVIRONMENT MANAGEMENT DURING OPERATION
AIR ENVIRONMENT
The sources of air pollution includes stack of DG sets and Thermic Fluid Heater for industrial
purposes. Two DG sets (acoustically enclosed) of 125 KVA will be provided with 2.5 m high stack
with 4 inch internal diameter. Type of fuel used is Low Sulphur Diesel and the fuel consumption
of the DG set will be about 25 lt /hr. The Thermic Fluid Heater of 2 lakh kilo Calories will be
installed with a 12 m high stack.
Air Emissions
As per the specifications from D.G. Set manufacturer following emissions shall be maintained.
WATER MANAGEMENT
Waste water generation from domestic, flushing, gardening and cooling is 18 KLD.
EFFLUENT TREATMENT In the unit, the generation of wastewater will be about 19 KLD, out of which 18 KLD will be
treated in the effluent Treatment Plant of 25 KLD capacity and 1 KLD will go in septic tank via
soak pit.
It is pertinent to mention that the company shall take the membership of the CETP of RIICO and
pay due charges for the same. However, in case the CETP is out of order, the Company shall use
its in-house ETP

SCHEMATIC DIAGRAM OF ETP
Sludge handling
ETP Sludge : 3 kg/day ETP sludge will be generated and will be stored in isolated place in
HDPE bags and then will be sent to approved Hazardous waste landfill site of RSPCB.
Process Sludge : 4 kg/day Process sludge will be generated and it will be sent to approved
Hazardous waste landfill site of RSPCB.
RAIN WATER HARVESTING
The main source of ground water recharging in the study area is rainwater, which infiltrates
into the ground through various lithological units present in the study area. 3 number of

rainwater harvesting pits shall be installed to recharge the ground water. The runoff from the
rooftop and storm water shall go to the recharge pits.
♦ Scheme for Ground Water Recharging
The rainwater is diverted from the rooftop using rain water pipes to the surface / underground
drainage network. The entire Area is sub divided for recharging structures.
The rainwater is diverted into the desilting tank to remove inorganic impurities and the outflow
of the desilting tank is taken into the recharge well.
♦ Desilting Tank
The desilting tanks are used to remove silt and other floating impurities from rainwater.
Desilting tank is like an ordinary container having provision for the inflow, outflow and
overflow. Apart from removing silt it holds the excess amount of water till it is soaked up by the
recharge structure. The bottom of tank will have unpaved surface (layers of coarse sand) to
allow standing water to percolate into the soil. The rainwater collected in these desilting
chambers shall be utilized for horticulture.
♦ Recharge well
The recharge well consists of percolation pits with boreholes in the middle of the pit. UPVC pipe
of perforated will be lowered in the middle of the boreholes and the pit will be filled with gravel
and pebbles in three layers of each consisting of boulders, gravel and coarse sand. The mouth of
the UPVC pipe shall be protected to avoid silt getting into it. The depth of the bore will depend
on the soil condition/water strata. It should be therefore concluded that there is no significant
impact on surface water quality & hydrology of the area. The proposed rainwater-harvesting
scheme will stabilize the groundwater table in the area.

The main sources of the noise pollution will be of 2 nos. 125 KVA capacities will be bought
acoustically enclosed and meeting the norms prescribed by CPCB. Planting of the trees at the
boundary of the complex will definitely reduce the level of the noise within the tannery unit.
PARKING MANAGEMENT:
For carrying raw material to unit and finished products from unit two closed trucks will be used.
For parking of 2 four wheelers and 10 two wheelers parking will be available in the unit.

MUNICIPAL SOLID WASTE
For 35 persons around 5 kg/day of garbage (municipal solid waste) will be generated daily. The

Hazardous waste management
Hazardous waste is a waste with properties that make it dangerous or potentially harmful to
human health or the environment. The universe of hazardous wastes is large and diverse.
Hazardous wastes can be liquids, solids, contained gases, or sledges. They can be the by-
products of manufacturing processes or simply discarded commercial products, like cleaning
fluids or pesticides. All hazardous wastes are required to be treated and disposed off in the
prescribed manner. The main objective is to promote safe management and use of hazardous
substances including hazardous chemicals and hazardous wastes, in order to avoid damage to
health and environment.
ETP Sludge: 3 kg/day ETP sludge will be generated and will be stored in isolated place in HDPE
bags and then will be sent to approved Hazardous waste landfill site of RSPCB.
Process Sludge: 4 kg/day Process sludge will be generated and it will be sent to approved
Hazardous waste landfill site of RSPCB.

Process Waste
50 kg/day process waste (skin scrap) will be generated and it will be given to secondary user.
Fleshing will be sold to glue manufacturers, shaver dust will be sold to leather board
manufacturer, trimmings or splitting to lower quality of leather goods manufacturers, fly ash to
fertilizers, brick manufacturer.
PLANTATION
Green belt planning will be done with ecological perspectives for the project taking into
consideration and availability of space and other aspects. This will help in increasing the
aesthetic effect of the environment. Since tree trunks are devoid of foliage, scrub should form
there to give coverage to the trunks. The trees maintain the regional ecological balance and
conform to soil and hydrological conditions. Indigenous species would be preferred.

Green area of 4040.625 sqm (34.6% of plot area) shall be developed along most of the
periphery of the project area as well as along roads. The trees planted shall be of adequate
height. Any trees that do not survive shall be replaced. The plantation/greenery programme will
be completed, simultaneously along with the project.
PLANTATION PROGRAMME LAYOUT
Plantation in the project area helps to arrest the particulate matter in the area and hence
attenuate the pollution to a great extent and contribute positively to the environment. The
trees also help in maintenance of regional ecological balance and conform to soil and
hydrological conditions. Indigenous species are preferred for the purpose.
