Background Purpose AETC Education for Nurse Practitioners and Physician Assistants

The intention of this funding opportunity is to establish Nurse Practitioner and Physician Assistant HIV/AIDS primary care specialty education tracks designed to train nurse practitioners and physician assistants in HIV/AIDS care and treatment.

Background AIDS Education and Training Centers Program (AETC Program)

Professional training arm of Ryan White HIV/AIDS Program recently reauthorized as the Ryan White Treatment Extension Act of 2009.

National network of educators and trainers with expertise in clinical diagnosis, treatment and management of patients with HIV/AIDS and its related health conditions.

Focus on training and educating health professionals who treat people living with HIV/AIDS, with a special emphasis on clinicians who are themselves of minority racial/ethnic background and/or are serving minority populations, including Native Americans.

Background Summary of Funding Opportunity

This program will provide funding during Federal fiscal years 2013-2017. Approximately $1,550,000 is expected to be available annually to fund at least five (5) grantees. Applicants may apply for a ceiling amount of up to $350,000 per year. The period of support is five (5) years.

Start Date: July 1, 2013

Project Period: July 1, 2013 – June 30, 2017

Funding beyond the first year is dependent on:

Availability of appropriated funds in subsequent fiscal years

Grantee satisfactory performance

Decision that funding is in the best interest of the Federal government

Describe each cost element and explain how each cost contributes to meeting the project’s objectives/goals. Be very careful about showing how each item in the “other” category is justified.

For subsequent budget years, highlight any changes from year one or clearly indicate that there are no substantive budget changes during the project period.

MUST be concise. Do NOT use the justification to expand the project narrative.

Application General Budget Advice

Read the FOA carefully.

Keep names, titles, and time allocations on detailed line-item budget (Standard Form R&R Budget Section forms) match the figures on the budget justification pages. This includes figures for up to five (5) years of the project.

Have more than 1 person review the submitted application. Especially have a business representative review and finalize the detailed budget figures and the budget justification pages.

Be sure the technical proposal and the budget are consistent and track to each other.

Review and Selection Process

The Division of Independent Review (DIR) is responsible for managing objective reviews within HRSA.

Applications competing for Federal funds receive an objective and independent review performed by a committee of experts (ORC) qualified by training and experience in particular fields or disciplines related to the program being reviewed.

Applications that pass the initial HRSA eligibility screening will be reviewed and rated by a panel based on the program elements and review criteria.

The competitive objective review process is based solely on the merits of the application. It is critical that the applicant paint a clear picture of the approach and the specific work plan proposed and the capabilities that the applicant brings to the work.

Review and Selection Process Funding Preference/Consideration

Funding Preference

Applicants receiving preference will be placed in a more competitive position among applications that can be funded.

Request for funding preference must be specifically requested in writing in the abstract and all three criteria must be met:

Qualification 1: Training of Minority Serving Health Professionals (nurse practitioner candidates)

Qualification 2: Training of Minority Health Professionals (nurse practitioner candidates)

Qualification 3: Training for Health Professionals to Provide Treatment of Hepatitis B or C Co-infection

Funding consideration will also include the geographic coverage for all local and state jurisdictions among the pool of selected grantees so as to ensure that the program retains its national scope.

The total size of all uploaded files may not exceed the equivalent of 80 pages when printed by HRSA or a total file size of approximately 10 MB.

This 80-page limit includes the abstract, project and budget narratives, attachments, and letters of commitment and support. Standard forms are NOT included in the page limit.

Applications that exceed the specified limits (that exceed the equivalent of 80 pages when printed by HRSA or 10 MB file size) will be deemed non-compliant.
