End_usersThe end users will be The Music promotion company and Universities (part of funders) , London road station commuters (where the site is)

A�ects on the architect: First of all, the experimental company will be one of the primary users, it is expected the architects will be working closely to their requirement, however it is also important to take advices from the universities and student represents. The site is also very public sensitive so gathering their comments would be essential too. In addition the logistical local council may have di�erent views from the more artistic base music promotion company which can causes con�icts during construction phase. Whereas I expect there will be less of con�icts between the universities and the music promotion company both should be sharing the thoughts of providing opportunities for the young and new comers on how to help them in the music industry.

Secondly the project’s funding is relatively limited, the purpose of this project is not to create a luxury entertainment park. Hence as an architect, meeting the given budget is one of the important tasks. For example in my project, there is a 250m sq indoor performing area and a rather long walkway system. So if the architect puts in leather seats and all those extravagance decoration in there, �rst it increases the construction cost. Second, my end users are mainly the local community or students may not feel familiar to use it. It is important to recognize the relationship between construction material and what the company wants. Cost consultants should be working with the architecture o�ce at a very early stage.

London Road train station has been selected for this project out of all 4 options, because it holds a character of being local but yet it is also very accessible with trains with people within the Brighton and Hove community. Another reason is that it is a very popular location for university students, this allows the facilities to be reached its potential usage and encourage the rest to enjoy the new facilities.

Personally I think it is practical to set up a committee that should be having meetings with the architecture o�ce before and during the designing phases. This allows others to come forward with their opinion to the project as well as discussing the possible future uses of the facilities. These meetings are intending to help the architecture o�ce on the designing process.

Section 1Project Context

Client infoThe project primary Clients will be a medium experimental music promotion company/ school, in partnership with both University of Sussex (Brighton Institution of modern music) and University of Brighton (Faculty of Art).

Social CondenserThe social condenser project revolves around the concept of a experimental music leisure park at an already existing train station (the London road train station) distinct from the traditional train stations. The existing use of the train station is to be maintained. This project targeted more toward the youth cohort within the area. Young adults, who have spared time and not sure what to time during the spared time. Since they are usually still in school so not likely that they will have a lot of income (usually dependents of their parents).

Why the universities?I wanted both universities to be involved, this idea has been there since a very early stage. Students from the Universities can take this opportunity as a work experience. Here is some examples what skills are involve: event management, music, dance, theatre study, architecture, art ranging from graphic to illustration.

FundingThe project will be funded by a combination of fund raising of the experimental music promotion company/ school and the universities, as well as educational and cultural government grants. There are going to be bicycle parking area and a jogging path and this would also introduce another possible client, the local council and able to obtain additional funding for the project. Those bicycles parking area and jobbing paths are intended to cope with the nearby residents to encourage a healthy life style and sustainable develop-ments by travelling around the cities by bicycles and exercises. There is a clear trend that there are increasing number of bicycles users ever since Brighton is a cycling town. These �ndings can be use to subsidise the cost of for the music promotion companies. Notice, part of the funding would possibly be recuperated after construction phase through operation, the music Promotion Company schools should be able to earn from tickets from their shows and lessons they provides. Additional kiosks are planned and this increase the possibilities of earning for maintenance and general operation fees. As a medium size music promotion company, loan is considered and the operation in proposal must earn su�cient amount in order to make repayment period shortly.

The construction cost is heavily relying on the grants, fundraising and loan money, therefore the construc-tion itself should be compromising with construction materials and methods to maintain a low cost construction fees in order to minimize the risk inherent in the project.

However, I think the long term operation cost is very possible \be mainly responsible by the music promo-tion companies and the universities and other organization that are interested in renting out the facilities.

Purpose: Experimental area for students (music, acting, drama, �lming, architecture, interior architecture)

Separate the initial construction cost from the operation cost. Having Brighton and Hove county council and both universities as the main �nancial source for the construction would be a more straight forward way, the money source is stable and secure hence it will be easier for the architects to work out the construction schedule and implement the construction plan.

How might the project procured?A traditional method of procurement is likely to be adopted since it is the most suitable one. Since the primary client, the music promotional company, will be heavily involved in the operation and use, it would be ideal for them to be involved thought out from design to construction process. There are spaces the company may have speci�c requirements as well as the �nal experiential aspect of the space.

The initial design phase will have the architect produce a design in close with the advisement the client to ensure the speci�c needs are met and the client should be satisfy with the design with before the proceed to the next stage. Then the design should be developed with various consultants for example engineers and acoustic consultants to ensure the proposal is fully resolved. Tendering documents will then be produced to contractors on the basis of bids, the client will have a general idea of prices in the market. Knowing how much the construction will cost and should be able to select the contractor that suits them the most based on their budget and their previous record (contractor pro�le).Transparency and client being in control is a huge factor in this project sin it involves a large amount of money from government grant and partnerships (investors).It is advisable to maintain a single stage of tendering, it is a more straight forward way to keep contractors under control as well as the cost from prior to construction, and this ensures a greater certainty of the fees from the start, a �xed contract to prevent price escalation. The one stage tendering should reduce the variation and the risk levels which bene�ts from a complete design before contractor appointments.

However, the client should be aware of they will be the one takes the cost and programme risk of the design process. Also allowing time for the design team to provide a full set of drawings from which the contractor can be accurately price on and build.Risks between client and contractors should be clearly de�ned in the contracts. Clear design documentation will help on allocating responsi-bility and clarify risk allocations. The early documentation should also draws up and overall time scale of the project including design, construction to operations. Client should known that the single stage tender also o�ers limited scope for a team to develop a shared objec-tive,changes to the agreed scope of work can lead to adversarial behaviour. The construction stage couldalso be delayed due to a requirement from the contractors. As comprehensive design documents and clari�cation are required prior to tender and clari�cation after tender, single stage bids are more resource intensive.

First of all, I think getting/ selecting the correct planning application forms from the Local Planning Authori-ties (LPA) is very important in this case it is the Brighton and Hove City council. This form is needed to be filled in before major constructions on site.

A few essential documents by the Brighton and Hove Local Planning authority have to be reviewed, these include the Unitary Development Plan (UDP) will be then upgraded to Local Development framework (LDF), Planning policy strategy (PPS).The LDF is the document that contains the information regarding the direction of the local developments in this case developments in the Brighton and Hove area, and it is heavily influenced by the Core Strategy Development Planning Document.

The area to focus at is the Core Strategy part 2: Spatial Strategy DA4- New England Quarter and London Road, where the site is.Extracting from the CSP, important notes:

From 2.44-“the New England Quarter has been acting as a catalyst for the redevelopment of the surrounding area east of Brighton station. It has a great opportunities for further development within this area arise from it being close proximity to the retail and commercial core of the city and the area is well placed to capitalise on excellent transportation links provided by Brighton station London road and Preston road stations. “

-there is a real potential to invigorate this part of the city and create a high quality public realm which improves the arrive experience of those coming to the city by train.

+ For this project my selected programmes are music related which I think this would be a suitable element for the city and will help to create a high quality public realm.

From 2.45-London road town centre serves as a community hub and key shopping centre for the surrounding residen-tial areas (* however the train station residents around London road train station is close to the Brighton commercial core than London road town centre (communityhub))Permanent Open Market is within the London Road town centre. “ town centre performance has been in decline and there is a great need for regeneration and improvements, with particular attention to the Open Market.”

+The comparision is clear between the London Road town centre and the Brighton city town centre, simply the city centre has more economic activities being offer to the city dwellers especially the multinational brand goods. As there will be a continuous growth of these activities in the city core, it makes clear sense to develop a less commercial driven in the London Road town centre hence to the particular attention to the Open Market. Surely there are commercial activities but mostly occupied or set up by locals and providing services like selling 2nd hand bikes and repairs as well as groceries stores which has relatively low profit and more of providing a community service. -A particular aim of the policy is to achieve greater integration and accessibility between the London Road shopping centre and the Brighton station/New England Quarter area; A possible continuous walkway from from London Road Train Station (LRB) to Brighton Train Station (BTN). this walkway system would provide an alternative walking routes between those two stations when the stations are within walking distance also speaking from personal experience it is rather frustrating to wait 20 mins for a train journey from BTN to LRB when the train journey takes less than 5 mins. Also a new clear route along the railway means it will be escalated from the ground level traffic and more direct clear walking routes. It will be safer options for joggers and providing a new perspective to look over Brighton’s intriguing urbanscape.

+The accessibilities between the areas being mentioned above are there however they are not unified, and the structure is not cleared especially in the London road Shopping station and train station.-there is a relatively little amount of information specifically address to the London Road train station area.

Core Strategy: (relevant to my project)Despite the fact it was mainly focused on to the London Road shopping centre. However below are afew points I extracted from the Core Strategy development Plan Document:

4. Working with education providers and funding partners to support improvement in vocational training and further education within the area as an extension to the academic Corridor. + Both University of Brighton and University of Sussex have music related courses and the proposal will be a perfect location for vocational training and education purpose.5. Promoting the upgrade, refurbishment and more efficient use of under-utilised employment sites and prem-ises and protecting them in accordance with CP16 -Planning for Sustainable Economic Development +Encouraging the creation of flexible, managed and affordable business space. To support the city’s key employment sectors. This particularly included the creative industries and knowledge-based economy and music fits in both categories .6. Ensure improvements to local air quality through the implementation of council’s Air Quality action Plan, through improvements to bus pedestrian and cycle routes to achieve a modal shift and help reduce the impact of traffic and ensure developments do not increase the number of people exposed to poor air quality. + the proposal should included have area to store bicycles which encourage visitors cycles especially students in brighton, maybe there would even be a path specifically for cyclers try travel through the sites. 7. Strengthening links between the New England Quarter, London Road shopping centre and the North Laine shopping area with high quality streetscapes and a greater choice of routes and ease of movement through the area with an improved pedestrian and cyclist environment. +as I mentioned before the accessibility in between the New England Quarter and the London road neighborhood needs to be rectified. Improving the pedestrian and cyclist (runners) environment should be addressed since there are increases number of cyclist (27% increase recorded in the 2006-2008 period) and joggers also Brighton is a “Cycling Town”. 8. Maintaining and strengthening the significant creative industries business cluster in the area through ensur-ing that workshops, office space, studios, storage and other premises remain affordable, appropriate and available for use.

Policy QD19According to the UDP map the site belongs to QD19- GreenwaysThe generally guidance for development in sites under QD19 :- -contribute to the provision and or/ enhancement of the network, proportional to the development and its potential impact on the Greenway. -proposals will not be granted if it harms the existing Greenway network or it s objectives. Definition of Greenway by the Countryside Agency:- “ Largely car-free off-road routes connecting people to facilities and open spaces in and around towns, cities and to the countryside for shared use by people of all abilities on foot, bicycles and or horseback, for commuting, play or leisure”

3.86 The Creation of traffic-free routes connecting a range of facilities, where the routes themselves also provide opportunities for recreation , landscaping and nature conservation, is an important potential benefit of the Brighton & Hove Greenways. Developments within the setting of a Greenway will be expected to contribute to such routes by creating connections where none currently exist and / or by enhancing existing routes. +This point is almost the design statement at this site, routes themselves should also provide opportunities for recreation. Despite the fact the size of the design around the site is massive but by offering a brand-new perspective of the site and better routes around the site will bring a better use of this part of the Greenway.3.88 Other features that maybe included in the Brighton & Hove Greenway Network are:-safe routes to school, +there are schools nearby and during the weekdays .It is a important accessing point for students commuting especially for younger age students.-Traffic calmed and pedestrian prioritized streets;-Cycle routes/ networks +traffic will remain calm and the design is more pedestrian orientated but with additional routes for joggers and cyclists.-proposed and existing pedestrian areas and Public Rights of way (http://www.brighton-hove.gov.uk/index.cfm?request=c1238740)+there aren’t any newly proposed pedestrian area at the site

Policy SR6 are is at the north west of the site.An area under policy SR6 “local centre” is approximate to the site at the north west direction next to the Viaduct Road, it deals with the shops along the Viaduct Road, this is not applicable to the proposal design but the proposal design may be beneficial to the aim of this policy. Under 6.28 it states the local centre the local centres that retain a good predominance of Class A1 retails uses with low vacancy rates still retain their vitality with a healthy level pedestrian activity. 65% is considered as a good predominance of units which is what the local councils want to achieve. The aim of SR6 states the local centres will be maintained and improved accordingly. This also hints a certain degree pedestrian activities (particular during day time) would be expected.

The programmes of proposal are a mix of usages including Class A3 programmes. The proposed programmes ie the outdoor performing areas are likely to be operate during day time and should encourage pedestrian flows around the site. This helps it to maintain the goal of the policy of SR6, which will satisfies 6.30;- the proposed use will still contrib-ute to the activity in the centre particularly in the day time

Rights of light will have to be considered, since the entire proposal sits in a residential area, this must be taken into consideration as a setback will be required or restriction on height will affect the form of the proposal. The proposal will also bring a higher level of traffic(maybe bikes) and noise, though as it is already near a relatively loud train station the difference in terms of noise may be negligible. In terms of privacy of the existing houses, the routes of the proposals includes of planting new trees in a more strategic way so they can be used as a nature blinds for noise and the proposed programme visitors, another idea is to put the jogging/ bicycle overhead lane to the side closer to the residential housings, due to the paces there are travelling it will create less of a chance of invading the private life of dwellers.

Looking toward the north side of the railProximity from the railway to the nearby houses where the existing trees are not providing much functions as blinds to o�er privacy and noise bu�er.

Looking toward the south from the railway, it is clear that the site are under use, and there are rubbish accumulated on the slope . Noticing the slope drops dramatically which means they have less issues with noise level and plus the existing trees seem to work better as a shelter on this side.

Bicycle parking area for visitors that encourage people to get to the proposed facilities with bicycles and train to main-tain the calm traffic which the pedestrians can be benefits from especially school students commute around the area.

*Entraces are introduced to enter the site from the northwest side of the site in the proposal for a better accessbility with the local centre.

A more sheltered structure that offers the space for more indoor activities ie drama or movies. This structure should have better acoustic for performances especially during night time when noise level needed to be kept in a certain level. A more sheltered structure also becomes suitable under not promising weathers.

Above and underneath sheltered structure, there are more open area that is planning for exercise area. Underneath the structure I am proposing a basketball court that provides space for the nearby residents. The ground above would be used for various activities from yoga to street dance.

The existing train station remain function as a train station also there are enough spaces for an information desks for the facilities and shoule be providing access to the newly proposed structure.

There are 2 decks for the outdoor performances, one deck being on top of the other, however their purposes are similar they provide designated spaces for street performances from musicians to painters. Other activities like having a small theme festivals or Flee market style gathering also should be suitable.

A sheltered viewpoint, here it offeres a new view of the vibrant urbanscape of Brighton city

Music Practice facilities that provided for nearby students that wants to practice their instructments. Personally i find it relatively difficult to find places to practices music instrucments, in the resdential areas. especially due to the size of rooms and the noise it produces. This part of the structure is hidden under the slopes that would limit the noise to get to the nearby residents yet people from the platform would still be able to hear the music.

Section 2Privacy of the local dewellers: Locating the jogging/ bicycle overhead lane to the side closer to the residential housings, due to the paces there are travelling it will create less of a chance of invading the private life of dwellers.

Officer’s reportThere are several planning issues raised by the application. -Design and Appearance -Highway and transportationDesign and Appearance The existing train station is mainly constructed with concrete with pale light colour paints. Other existing features like the over head bridge and the walls are built with red bricks. The new design are mainly focus on the empty areas of the site. The new designs around the existing station are kept relatively simple usually just with concretes for the structure support and wooden decks for walk platform, which has a contrast of the existing station however the new design seems to be merged in to the Greenbelt subtly which seems to be a suitable approach for it s bold structure, it doesn’t not give an impression of over-development of the site. -From the north- facing Elevation, the purposed structure feature roughly 50 percent of sheltered space, the plants are also works well as soft blinds for the local private residents nearby. The intercrossing decks and paths generate interesting relationships within the purposed design as well as the train station.-The new materials structure material would be differ from the existing train station and its red brick features (mainly the bridge and wall)- The subject site is not located within a Conservation Area or Adjacent to any listed buildings. It is considered that the new addition is highly sensitive of the site, as experimental as it seems, it is considered it would add integrity and a new perspective to the current setting. Therefore, this application is in accordance with Policy DES 1, this ensures that all new developments are acceptable in terms of scale bulk design and use of materials.

Highway/ transport- The subject site is located at the train station as well as next to the Ditchling road which has connects to buses that cover various range of routes within the area. The lack of parking provision for the development is reasonable. The purposed design also is intentionally designed for bicycle users and joggers, there are bicycle parking spaces.

1.3- Users have different capabilities, so the projects have elevators, stairs and ramps articulate around

1.26I,j&K. intermediate landings (also provided as passing places) are 1.8m long and 1.8m wide with clear of any door swings and obstructions; (plan and elevation). This is because it is possibly difficult for wheelchair users to see the end of 3 flights or more.

3.3-The proposed design is likely to be used by children under 5 years old, the guarding should prevent children being helf fast by the guarding.- the construction should be such that a 100mm sphere cannot pass through any opening in the guarding and so that children will not readily be able to climb it.*Horizontal rails for such guarding should be avoided (noticed an horizon guardings are being used here, further developments from 1:20)

1.36 Handrails should be set at heightsthat are convenient for all users of thebuilding and should extend safelybeyond the top and bottom of a flightof steps, or a ramp, to give bothstability and warning of the presence ofa change in level. Consideration shouldbe given to the provision of a secondhandrail on stairs in a wide range ofbuilding types, and particularly inschools, for use by children and peopleof short stature.

1.24_Some people have a weakness onone side. This leads to a requirementfor support at both sides of ramps.

3.1- guardings should be provided where it is reasonably necessary for safety to guard the edge of any part of a floor (ie the entire walkway )

1.7_Due to the sites nature, a gentle gradient approach over a long distance is being taken, level landings intervals available as rest points.

Section 4

(A)During construction, it is necessary to set up a protective boundary (mesh fences usually) around the Greenbelt area. Since the proposal can very proximate to the local residents so there for these fences may set next to the back yard of local houses. These boundaries may obstruct some of the existing pedestrian pavements however it is a way to provide the onsite workers have an optimal working space. On the other hand it prevents the general public entering the construction site accidentally.

(B)All the on-site workers must be wearing their safety gear at all time while on site: high-visibility jackets, constructions hard hats, protective gloves, a mask or eye protectors and safety footwear.

(C)The main material being used for the proposed structure is Concrete, the production of concrete can result in generate huge amount of dust while mixing and cutting. Some of the substance in concrete can be toxic which can lead to serious health concerns. Handling wet concrete must be done with appropriate protective equipment. It is possible to cause skin chemical burn after being in contact with wet concrete. It is important that construction companies to provide the correct and usable equipments for the workers to ensure the working condition is safe.

The branches should not affect visitors' activities. If leaving the trees to grow it will also cause damage to the structure and possibly injuries.

The building mainly constructed with concrete as the primary material, mainly due to the size of the structure is huge and concrete would be a simple and straight solution for the size of the structure as wee as keep the con-struction cost low. However, a small amount of excavation work would be needed for the foundation and the under slope music instrument practice room. This is considerably insufficient in terms of construction and result in high consumption of resources early on in the project. As I mentioned, there will be a music instru-ment practice room going underneath the slope, this helps to provide a certain degree of noise insulation from the soil which is important when there is a residential area is nearby. Throughout the given projects in the architecture school, we were asked to approach them differently and experience different typologies which is reasonable and have reasonable programs to start with or to stimulate the development of the project. For example, I have the ambition to link up the entire London road train station neighborhood with the New England Quarter. I would say it is not easy to evaluate myself as an architect or to evaluate the project, because due to the scale of the project, it is almost impossible to build a prototype like product designers do and run tests to see how well it performs and its feasibility. This is also why I think the project itself is very experimental, the best way is see how well it performs and its feasibility. However it is clear there are moments that I over-complicated parts (usually parts that are not even signicant) of the project and making too much assumptions on how the project works, this holds myself back from exploring or developing the project to a further level.It has been a paradox since year 1 that I don’t know if I work better independently or not, I don’t seem to have a prob-lem of having an idea however the problem is developing the idea to a more realistic level or to draw it out to commu-nicate with others and convince them that the idea works. It is joyful to work with others in a team and I nd it as one of the better options, where you can exchange ideas with others as well as helping each other out from technical prob-lems, however sometimes it is frustrating to work with others that are not able to put in their effort in a group.

During certain point of my life I would like to be an fully qualied architect, however, there’re are different aspects of being an architect there is the design aspect, management aspect, urban planning and some of them even stretched their talents toward furniture and household wares. All those aspects has their own knowledge base and interlinks with one and other, right now I am just learning and picking up bits by bits of these skills and hope one day I am ca-pable to use these skills efficiently and creatively. From the nal project this year, it makes me realized I still lack of a lot of construction knowledge as well as various ways of Planning issues from contracting to building regulations. I believe by reading through the building regulation and the design guilde lines would be the best way to understand it and learning the skill however, it is also important to update your understanding on policies regularly. Besides that I think as an architect/ designer, I have to learn to make quick decisions and move on at several stages of the design. Afterward, we worked individually and worked on the project by our own. My design ambitions, I think my work should be able to fulll the client’s requirement however, not to forget what is not within the client’s requirement. For example, we should also consider the site surroundings and their rights and it would be a shame to improve the clients’ quality of life but sacricing others. At this stage, I am more interested in the social aspect of architecture, I nd transportation and its related architecture fascinating especially what is going on in there for example shops in the new St. Pancras and how people use the train station more than just travelling.
