West Alternative PhaseIAbackgroundresearchdocumentednopreviously recordedarchaeological sites or architectural resources within theareacomprising theWestAlternative. GAl'sarchitectural review identified sixpotentially significant architectural resources over 50 years of agewithin thisalternative's viewshed.Theseresources wouldrequire National Register evaluation anddocumentation duringa subsequentarchitectural survey. Alternative #1A (assumedtobeapproximately 160-acres forthisreport) includes approximately 90 acres of moderatetohigharchaeological potential thatwouldrequire subsequentsubsurface archaeological investigations toidentify cultural resources. Theremainingarea(approximately 70 acres)consists of lowpotential wetlandsandsteepslopesthatwouldnotrequire systematic subsurface testing duringsubsequentinvestigations. Phase IAarchaeological reconnaissance identified one possible unrecordedhistoric archaeological resource inthearea of potential effect (APE) thatmay require further investigation. Sites within thisuplandparcelarelikely tobe near-surface in nature. Alternative #1B (approximately 260-acres) contains approximately 140acres of moderatetohigh archaeological potential thatwouldrequire subsequentsubsurface archaeological investigations to identify cultural resources. Approximately 60 acres of thisalternative areconsidered lowpotential due tothepresence of wetlandsorsteepslopes; theselowpotential settings wouldnotrequire systematic subsurface testing duringsubsequentinvestigations. An areaof approximately 60 acresareainthe parcel's northeast cornerhasbeendisturbed bya landfill and hasno archaeological potential. Phase IAarchaeological reconnaissance identified twopossible unrecordedhistoric archaeological resources intheAPE thatmay require further investigation. Siteswithin thisuplandareaaremostlikely tobe near-surface innature. gai consultants 2

Background ResearchGAl conductedpreliminarybackgroundresearchincludinga reviewofPennsylvaniaArchaeologicalSiteSurvey(PASS)files,historicstructurefiles,and NationalRegisteravailablethroughthePHMC/BHP's on-lineCulturalResourcesGeographicInformationServices(CRGIS).Datawascollectedon previouslyrecordedarchaeologicalsitesand historic/architecturalresourceslocatedwithinthetwoproposedprojectalternatives(WestAlternativeand SoutheastAlternative)and intheimmediateprojectvicinity [approximately1.6kilometer(1-mile)radius].GAl alsoexaminedreportsonculturalresourcestudiesoftheprojectvicinityprovidedby UniStar.The purposeofthistaskwas to1)identifypreviouslyrecordedculturalresourcesinthevicinityofthestudyareaand 2)assesstheprojectarea'spotentialforunrecordedculturalresources.

Backgroundresearchidentifieda totalof24 archaeologicalsitesand 4 architecturalresourceswithintheprojectvicinity(Figure2).The majorityofthearchaeologicalsitesoccuron floodplainseastandwestoftheNorthBranchSusquehannaRiver.The followingsectionsummarizestheresultsofbackgroundresearchfortheWestAlternative(resourceswestoftheriver)and theSoutheastAlternative(resourceseastoftheriver).

ThisPhase IAbackgroundresearchrepresentsa preliminaryreviewofpreviouslyrecordedculturalresources.Additionalworkfora selectedfacilitylocationwouldincludea reviewofPASS forms,HistoricResourceSurveyForms, and NationalRegisterformsatthePHMC/BHP inHarrisburgas wellas an examinationofhistoricmaps oftheprojectvicinity.

Ofthese13 sites,fourareNRHP-listedoreligible,twohavebeen recommended as NRHPeligiblebytheSHPO, twoarerecommended as noteligibleand fivehaveinsufficientdatatomake arecommendation.

The twoarchitecturalresourcesrecordedinthevicinityoftheWestAlternativeconsistoftheNorthBranchPennsylvaniaCanal(141673)and a bridge(135820)(seeFigure2,Table2).The NorthBranchCanal,locatedon thefloodplain/lowterraceoftheSusquehannaRiver,parallelstheriverandextendsfurthernorthand southofthecurrentprojectarea.Builtbetween1828and 1831,thiscanalisrepresentedbytheremainsofthecanalprism,towpath,locksand associatedfeatures.A HistoricResourceSurveyForm preparedfora sectionofthecanaland canallocksbetweenBeach Haven andBerwickrecommendedthatthisresourceiseligibletotheNRHP.
