Joint Land Use Study Implementation

The JLUS Implementation is a cooperative land use planning effort involving local jurisdictions and military

installations.

UAS Theory of the Fight

• Under the Federal Aviation Administration (FAA) Modernization and Reform Act of 2012, FAA has developed regulations to regulate and register drone flight throughout the United States airspace.

• Unmanned aircraft systems may be operated in a manner to pose a threat to NRNW and the surrounding communities.

• Despite recent FAA regulations of UAS, there continues to be a number of overflights and incursions of UAS over Naval Base Kitsap.

Navy Railroad History• The RR includes 10 bridges, 9 concrete box culverts, 3

fish ladders, 300 culverts, and numerous on-grade road crossings.

• Navy owns most of the real estate, plus all of the track and structures.

• Right-of-Way varies from 12’ to 200’ on each side of the tracks.

• Navy has retained ownership to ensure continued access to the railhead at Shelton.

Current Railroad Operations• Puget Sound & Pacific Railroad (PSAP) has an Enhanced Use Lease with the

Navy that addresses authority and responsibility for railroad maintenance and operations.

• Navy shipments have priority.

• Navy responsibility includes real estate administration, timber and environmental management, funding of capital expenditures, and contract oversight.

• The Navy RR is a critical infrastructure for operations at Bangor, PSNS, and Indian Island. Special Navy shipments can only be shipped by rail.

• Ordnance to/from NAVMAG via Bangor is best moved by rail, and they consider it essential to their operations. Oversize or overweight shipments that support refueling or conversion operations at PSNS would be subject to special restrictions if shipped by truck.

NAVFAC Freight

• Transiting highway, from Olympic View transfer station to Bangor Base on a daily basis

• Average of 4 to 6 times a day across this section of highway and then at least twice a week across the water to JBLM and back encompassing highway 16 and I-5 South and North. – This accounts for the Tractor trailer movements that are

specific to NAVFAC. – Daily trips to Seattle and Tukwila as well and we have

transport to Naval Station Everett as support is requested by the home ported entities there.
