    Base policy on science

    Fully implement safe and humane fertility control to suppress population growth on the range

    Address artificially-low Allowable Management Levels (AMLs)

    Review current usage of zeroed-out acreage for horses

    Use the power of the purse Appropriations

    Bring removals in line with adoption demand.

    Increase fertility control, thus reducing removals (HSUS Economic model)

    Implement in-the-wild management, which would keep wild horses on the range, saving taxpayersmillions annually by avoiding the mass removal and stockpiling of horses in holding facilities
