Reforming theWild Horse and Burro Program
7/30/2019 Power Point Revised 1212-2
2/16
The program budget is not being allocated effectively by theBureau of Land Management (BLM) to fund initiatives thatsupport the programs original mandate
The cost of the program continues to risenot because of increased in-the-wild managementbut due to the increased number of animals being
held and their length of stay
The population and designated land for wild horses and burrosare not being managed effectively
The number of free-roaming animals and their allocated acreage continue
to drop
Problem Statement

3/16
The current path of the wild horse and burro programis not sustainable~ Interior Secretary Ken Salazar, October 2009 letter to Senate MajorityLeader Harry Reid
The number of animals removed from the range is fargreater than the number adopted or sold, which has
resulted in the need for increased short-term and long-term holding. . . If not controlled, off-the-range holding
costs will continue to overwhelm the program.(emphasis added)

Base policy on science
Fully implement safe and humane fertility control to suppress population growth on the range
Address artificially-low Allowable Management Levels (AMLs)
Review current usage of zeroed-out acreage for horses
Use the power of the purse Appropriations
Bring removals in line with adoption demand.
Increase fertility control, thus reducing removals (HSUS Economic model)
Implement in-the-wild management, which would keep wild horses on the range, saving taxpayersmillions annually by avoiding the mass removal and stockpiling of horses in holding facilities
Opportunities to Reform the Wild Horseand Burro Program

I believe, as do so many of my fellow Americans, that the wild horse is an irreplaceable national treasure.
It would be a tragic mistake to allow this noble creature to disappear from our western landscape.~ Robert Redford
