Minutes of 111h meeting of WR constituents regarding long-term open

access applications held on 10.09.2009 at Ahemdabad

The 11th meeting of WR Constituents regarding Long-term Open Access applications in WR was held on 10.09.2009 at Ahmedabad. The list of participants is enclosed at Annexure-1.

Director (Projects), POWERGRID welcomed the participants and informed that POWERGRID has received long-term open access applications from no. of IPPs in Western Region with target beneficiaries as WR/NR. However, IPPs who have shown substantial progress in terms of land acquisition, fuel tie-up, water supply tie-up & its management system, award of EPC contract, Financial closure as well as scheduled commissioning of the unit as informed by the applicants were considered for deliberation in the meeting. He emphasized that IPPs have indicated only target region/beneficiaries, however, they need to firm-up the beneficiaries at the earliest and inform to POWERGRIO. The proposals of long-term open access of the above applicants have been examined and suitable system strengthening as well as dedicated transmission system have been identified.

It was indicated that some of the L TOA applicants applied for open access for full capacity and some for net injection. In line with the discussion held during the 28th Standing Committee meeting of WR, since the sharing of pooled regional transmission charges was on the basis of gross generation capacity, therefore, the L TOA applicants would also share the transmission charges accordingly. Wherever, the applicant has applied for part capacity with balance to be supplied through STU system or own consumption, L TOA would be for capacity applied for. However, such applicants would need to account for their full generation capacity with respect to L TOA (STU) + L TOA(CTU) +own consumption.

Thereafter, the agenda items were taken up for discussion and the brief on the deliberations is as under:

1. New IPP projects in Chhattisgarh who have made definite progress as per CSPTCL/CSPGCL

POWEGRID informed that a large number of IPPs have proposed coal based generation projects in Chhattisgarh and applied for long-term open access in inter state transmission system proposing target beneficiaries to sell their power in WR/NR. The total generation capacity addition program is of the order of 58,000MW with L TOA sought for about 48,000MW. Out of the above, projects with 3500MW capacity have already been granted long-term open access. Most of the IPPs have indicated their commissioning schedule in XI plan/early XII plan.

A review of progress of IPPs in Chhattisgarh was done in various review meetings held on 18.07.09 at CSPTCL, Raipur, 04.08.09 at CEA, New Delhi wherein it emerged that only the following 12 IPPs with capacity of about 15000MW have shown progress for commissioning of their projects in the XI plan/ early XI I plan.

For transfer of power from above 12 nos. IPP projects in Chhattisgarh to target beneficiaries in NR and WR, it was proposed to pool power at 3 nos 765/400 kV pooling stations at Raigarh(Kotra), Raigarh(Tanmar) and Champa. These three pooling stations would be interconnected through Raigarh (Kotra)- Champa 765 kV S/c and Raigarh (Kotra)- Raigarh(Tamnar) 765kV D/c line. For onward transfer of power, it was proposed to further pool power at another intermediate Raipur pooling station. Raigarh Pooling station (Kotra) would be connected to Raipur pooling station through 765kV D/c line. Similarly Champa would be connected to Raipur through 765kV D/c lines. To provide an alternate path, Champa pooling station would also be connected to Dharamjaygarh where power from other IPP projects in Orrisa, Jharkhand and West Bengal would also be coming.

For transfer of power beyond Raipur within WR, Raipur-Wardha- Aurangabad 765kV 2xD/c lines are proposed. Beyond Aurangabad, power is proposed to be transferred through 765 kV Aurangabad-Padghe 765kV D/C and Aurangabad- Dhule-Vadodra 765 kV S/C line. For further dispersal of power at 400kV, Aurangabad-Khargar 400 kV D/C (quad), Vadodra-Asoj 400 kV D/C (quad) were proposed. Also interconnection at 400 kV level between the new proposed 765kV substations at Dhule, Padghe, Raipur Pooling Station & Raigarh pooling station(Kotra) to the existing substations was proposed.

For bulk power transfer from eastern part of WR to western part of WR, a :!: 600kV, 4000 MW HVDC bipole between Raigarh pooling station (Kotra) to Dhule(New) with 4000MW, 600kV HVDC terminals at Raigarh Pooling Station(Kotra) and Dhule(New) was proposed and for bulk transfer of power to NR, a :!: 800kV, 6000MW HVDC bipole between Champa pooling station and Kurushetra(NR) was proposed with 3000MW, 800kV HVDC terminals

The above interim arrangement is purely a temporary transmission arrangement to be carried out by the respective IPP and power transfer may take place on infirm basis depending upon the transmission capacity available in the network as determined by the concerned RLDC. However, the LILO shall be removed and the line shall be restored in its original configuration by the respective developer, after commissioning of the interconnection of generation project at the identified Pooling Station and onward system strengthening. In addition, the IPPs need to coordinate with POWERGRID for suitable system protection and metering arrangement.

It was agreed that with the above system strengthening and generation specific (dedicated), the L TOA may be provided to the respective IPPs. The dedicated

transmission system shall be developed by the respective IPP. Further, IPPs need to sign BPTA with POWERGRID!Transmission licensee for sharing of the transmission charges for above scheme in proportion to their L TOA quantum in addition to sharing of respective regional transmission charges. It was also informed that IPPs need to firm up beneficiaries at the earliest and intimate the same to POWERGRID. Further, to take up the implementation the system strengthening scheme, it was informed that IPPs need to submit bank guarantee equivalent to 10% of the total transmission system project cost to be shared amongst the IPPs in proportion to their L TOA quantum along with signing of BPTA as construction phase bank guarantee. In addition, at the time of operationalisation of the transmission system, IPPs need to submit bank guarantee equivalent to 6 months transmission charges till finalization of the beneficiaries. The L TOA Applicants/IPPs agreed for the same.

2. Moser Baer Power & Infrastructure Ltd

2.1 M/s Moser Baer Power & Infrastructure Ltd. has submitted application to POWERGRID for grant of "Long term Open Access" for transfer of 1128MW power from their proposed generation project [2x600 MW] in Distt Anuppur, MP. Target beneficiaries indicated by the applicant as MP [416MW], Maharashtra[100 MW], Gujarat[100 MW], NCR (NR) [350 MW] and balance 162 MW to others. Expected date of commencement of open access is Dec' 2012 (commissioning schedule of 1•t unit). Point of injection and drawl details for the purpose of open access is as under:

2.2 POWERGRID informed that studies were carried out considering load generation scenario corresponding to 2012-13 time frame. It was also assumed that transmission system associated with Orissa IPPs would be available by that time frame. For injection of 1200MW [Gross capacity] power from Moser Baer TPS and transfer to target beneficiary, following dedicated interconnection into WR grid was proposed:

• Moser Baer TPS - Jabalpur Pooling Station 400kV Die (Quad) • 2 nos. 400kV line bays at Jabalpur Pooling station

In addition, following transmission system strengthening was identified along with the project:

• Jabalpur Pooling Station - Bina 765kV Sic along with associated bays at either end

• Jabalpur Pooling Station - Damoh 400kV Die (Quad) along with associated bays at either end

2.3 Mis Moser Baer Power & Infrastructure Ltd. informed that they do not have any proposal for further expansion of this generation complex. Further, location of the generation project is en-route to the 400kV Korba - Birsinghpur - Damoh Die line, which is already under implementation and suggested to explore the possibility of interconnection of this project at suitable location on the above lines. Moser Baer also informed that as per MOU signed with M.P, MPPTCL needs to draw their share from the generation switchyard for which suitable transmission arrangement may be established by MPPTCL. In view of the above, it was decided that connectivity of the generation project as well as strengthening requirement, if any, may be reviewed and proposal shall be circulated to the constituents for their concurrence.

3. Bina Power Supply Co. Ltd.

3.1 M/s Bina Power Supply Co. Ltd. has submitted application to POWERGRID for grant of "Long term Open Access" for transfer of 500MW power from their proposed generation project [2x250 MW) in Distt Sagar, MP to Madhya Pradesh [210 MW] and target region WR [145 MW] & NR [145 MW]. Expected date of commencement of above open access as informed by M/s Bina Power is Sep'2011.

3.2 POWERGRID informed that based on the studies, for injection of 500MW [Gross capacity] power from Bina Power TPS and transfer to target beneficiary regions, following dedicated interconnection into the WR grid was considered.

• LILO of 400kV Bina(M.P) - Bina(PG) Die line at Bina TPS

3.3 Further, it emerged that possibility of direct interconnection at 400kV Bina(PG) with the project may be explored. POWERGRID informed that 400kV Bina(PG) has space constraints and therefore 2 nos. line bays for termination of the dedicated line from the generation project can't be accommodated. In view of the above, it was considered that generation project may be connected to WR grid through LILO of 400kV Bina (M.P) - Bina(PG) Die line at Bina TPS.

After detailed deliberations, following was agreed :

i) Long term Open access to Mis Bina Power for transfer of power from their 500 MW generation project at Dist. Sagar, MP to target beneficiaries in WR(145MW)INR(145MW) may be provided.

ii) LILO portion of 400kV Bina(M.P) - Bina(PG) Die line at Bina TPS shall be the dedicated transmission system for the generation project which shall be built, owned, operated and maintained by Mis Bina Power to interconnect the generation project with WR grid.

iii) Mis Bina Power shall sign BPTA with POWERGRID for sharing of WR regional transmission charges corresponding to 500MW, NR transmission charges corresponding to 145MW as per CERC norms as well as shall need to share the transmission charges towards following common transmission corridors beyond Bina(PG) in WRINR proposed for IPPs in OrissalBilaspur Pooling Station

4. lndiabulls Power Ltd.

4.1 M/s lndiabulls Power Ltd. has submitted application to POWERGRID for grant of "Long term Open Access" for transfer of 1230MW power from their proposed Nandgaon peth generation project [2x660 MW) in Distt Amravati, Maharashtra to Maharashtra [930 MW] and target regions: WR [200 MW] & NR [100 MW]. Expected date of commencement of above open access as informed by M/s lndiabulls Power Ltd is Dec'2011. Point of injection and drawl details for the purpose of open access is as under:

4.2 POWERGRID informed that for injection of 1320MW [Gross capacity] power from lndiabulls TPS, MSTECL has already granted, connectivity with their network as under:

• Nandgaonpeth (lndiabulls) -Akola II (MSETCL) 400kV Dlc(Quad) • LILO of Akola-1 - Koradi I 400kV Sic at Nandgaonpeth (lndiabulls)

Further, transfer of 390MW through ISTS to other States in WR/NR, same may be effected through 400kV Akola - Aurangabad Die line (ISTS) as well as other identified transmission corridor towards NR. However, strengthening beyond Aurangabad is proposed to cater the power transfer requirement from various IPPs in Chhattisgarh including lndiabulls TPS for System strengthening comprising following elements shall be required.

• Aurangabad(PG) - Khargar 400kV Die (Quad)

Common Transmission system to shared by Maruti Clean Coal & Power Ltd.(300MW), PTC lndia(600MW), Dheeru Powergen(450MW), Jaiprakash Power Ventures Ltd(1320MW), Arvan Coal Benefications Pvt. Ltd.(1200MW), Bina Power(500MW), lndiabulls(390MW) to be shared along with IPPs in Orissa(6080MW) in proportion to allocation to NR

a) Bina - Gwalior 765 kV Sic (3'd) b) Gwalior - Jaipur 765kV Sic (2nd) c) Jaipur - Bhiwani 765kV Sic

After detailed deliberations, following was agreed:

a) Long term Open access to Mis lndiabulls Power for transfer of 390 MW power from their 1320 MW generation project at Dist. Amravati, Maharashtra to target beneficiaries in WR(260MW)INR(130MW) may be provided.

b) Following dedicated transmission system for the generation project shall be built, owned, operated and maintained by Mis lndiabulls Power to interconnect the generation project with MSTECL network:

• Nandgaonpeth (lndiabulls) - Akola II (MSETCL) 400kV Dlc(Quad) • LILO of Akola-1 - Koradi I 400kV Sic at Nandgaonpeth (lndiabulls)

c) Mis lndiabulls Power shall sign BPTA with POWERGRID for sharing of WR transmission charges corresponding to 390MW and NR transmission charges corresponding to 130MW as per CERC norms. In addition, transmission charges for the proposed strengthening scheme shall also need to be shared by Mis lndiabulls along with other IPPs in proportion to their quantum of L TOA.

i) Strengthening Scheme - Transmission charges to be shared along with other IPPs in Chhattisgarh [15185 MW] o Aurangabad(PG) - Khargar 400kV Die (Quad)

ii) Common Transmission system to shared by lndiabulls (390 MW), Maruti Clean Coal & Power Ltd.(300MW), PTC lndia(600MW), Dheeru Powergen(450MW), Jaiprakash Power Ventures Ltd(1320MW), Arvan Coal Benefications Pvt. Ltd.(1200MW), Bina Power(500MW) to be shared along with IPPs in Orissa(6080MW)

a) Bina - Gwalior 765 kV S/c (3'd) b) Gwalior - Jaipur 765kV S/c(2nd) c) Jaipur - Bhiwani 765kV S/c

It was informed that M/s lndiabulls needs to submit bank guarantee equivalent to 10% of the total transmission system strengthening project cost at (i) above to be shared along with IPPs in proportion to their L TOA quantum along with signing of BPTA as construction phase bank guarantee.

d) Date of commencement of above open access is from the date of commissioning of above identified system strengthening scheme indicated at para (c) and dedicated line, scheduled for implementation by that time frame. Further, M/s lndiabulls Power shall take necessary action to fulfill the terms and conditions of open access application.

5. Pipavav Energy Pvt Ltd.

5.1 Mis Pipavav Energy Ltd has submitted application to POWERGRID for grant of "Long term Open Access" for transfer of 555MW power from their proposed generation project [1x600 MW] in Distt Amreli, Gujarat. Subsequently, Pipavav Energy Ltd revised their generation capacity to 1200 MW (2x600 MW) and transfer requirement to 1110 MW (WR (555 MW] & NR (555 MW]). Expected ·date of commencement of above open access as informed by M/s Pipavav Energy Ltd is Mar'2013.

5.2 POWERGRID informed that for injection of 1200MW [Gross capacity] power from Pipavav TPS and transfer to target beneficiary, following dedicated interconnection into the WR grid was considered.

i) Pipavav TPS - Pirana(PG) 400kV Die ii) 2 nos. 400kV line bays at Pirana(PG) to terminate above line

Further, system strengthening comprising following elements shall also be required.

a) Bhachau - Versana(GETCO) 400kV Die

5.3 CEA informed that they earlier envisaged connectivity at 400kV AmrelilJetpur Sis in Saurashtra area due to proximity of location of generation project, however GETCO intimated that due to lack of space at 400kV AmrelilJetpur Sis and their future plans, connectivity wouldn't' be possible. GETCO informed that they would once again explore the possibility of connectivity at nearby Sis in Saurashtra region in a week's time and in case connectivity is not available, direct connection to 400kV Pirana may be provided.

After detailed deliberations, following was agreed:

a) Long term Open access to Mis Pipavav Energy Ltd for transfer of power from their 1200 MW generation project at Dist. Amreli, Gujarat to target beneficiaries in WR(600MW)INR(600MW) may be provided.

b) Following dedicated transmission system for the generation project shall be built, owned, operated and maintained by Mis Pipavav Energy Ltd to interconnect the generation project with WR grid, subject to response from GETCO regarding suitability of connectivity elsewhere:

i) Pipavav TPS - Pirana(PG) 400kV Die ii) 2 nos. 400kV line bays at Pirana(PG) to terminate above line

GETCO informed that they would explore the possibility of connectivity at nearby Sis in Saurashtra region in a week's time and in case connectivity is not available, direct connection to 400kV Pirana may be provided.

c) Mis Pipavav Energy Ltd shall sign BPTA with POWERGRID for sharing of WR regional transmission charges corresponding to 1200MW and NR transmission charges corresponding to 600MW as per CERC norms and as well as shall need to share the transmission charges towards following transmission system strengthening scheme. It was informed that Mis Pipavav Energy needs to submit bank guarantee equivalent to 10% of the total transmission system strengthening cost along with signing of BPTA as construction phase bank guarantee.

Strengthening Scheme

In case, generation project is interconnected at suitable location in Saurashtra area, above system strengthening would need to be reviewed.

Further, Mis Pipavav Energy Ltd shall take necessary action to fulfill the terms and conditions of open access application.

6. Real lspat & Power Ltd.(1x80 MW)

6.1 Mis Real lspat & Power Ltd has submitted application to POWERGRID for grant of "Long term Open Access" for transfer of 70MW power from their proposed generation project [1x80 MW] in Distt Bhatapara, Chhattisgarh to WR [42 MW] & NR [28 MW]). Expected date of commencement of above open access as informed by Mis Real lspat & Power Ltd is Dec'2010.

6.2 POWERGRID informed that Considering the capacity of the project and its location, it is proposed to interconnect the Real lspat generation project(80MW) with the grid through LILO of 220kV Bhatapara(PG) - Bhatapara(CSPTCL) Die line at the generation switchyard

6.3 CSPTCL suggested that considering quantum of power transfer requirement, it is advisable to interconnect the project at suitable STU point, and adequacy of ISTS may be examined to effect desired quantum of power transfer through ISTS.

6.4 It was decided that M/s Real lspat may take up the matter with CSPTCL for interconnection of generation project with Chhattaigarh State network (CSPTCL) and inform to POWERGRID the same. Based on the interconnection at CSPTCL, adequacy of ISTS to effect desired inter-State transaction of power shall be examined and L TOA in ISTS shall be processed further.
